This article reports on the decision of the Cuban Senate to pass the Tarafa Bill in 1923. The bill would consolidate Cuban railroads and impose higher taxes on private railroads and ports. The Senate eliminated the confiscatory taxation of the private sugar railways and ports. General Carlos Garcia-Velez, president of the Veterans' and Patriots' Association, departed from Havana before the passage of the bill.
