The training of professionals specialized in archival or document management in Cuba has been a constant need. There is no national training program that allows to establish a benchmark to carry out improvement actions for professionals who work in the institutional file system. Based on the above, the objective was to design a reference program for the continuous training of specialists in the archival field. The study classified as descriptive. A training plan was designed for the specialization of professionals who work within the institutional file system in Cuba. It is concluded that user training constitutes a mandatory operational tool to promote continuous improvement of organizations based on document management. Introduction: The documental administration and of file it shows the active material testimony that you/they are received or they generate for a certain office or administrative unit in the exercise of their activity, during the creation stage and procedure of the document. To have the truthful, objective and opportune information, so much for the taking of decisions, like for the rendition of the bosses' bill. Objective: consists on elaborating a program for the Documental Administration and Files the department of Science of the Information of the Center of Resource for the Learning and the Investigation (CRAI) of the University of Pinegrove of the River, that he/she responds to that settled down in the juridical dispositions approved in March of the 2020. Where he/she is defined the rules for the creation, reception, maintenance, use, disposition and preservation of the documents in all support type, through technical requirements that, integrated to the planeación structures and control, guarantee the efficiency of the administration. Material and methods: it was used as general method the dialectical-materialistic one, and the theoretical, empiric and statistical methods as the historical-logical one, the analysis-synthesis, they were applied survey to verify the existent problems and the descriptive statistic. Results and discussion: the elaborated program offers a sequence of logical and coherent steps where they are defined the bases for the documental administration and of file for the educational department. Conclusions: this program will be good to perfect the operation of the processes of documental administration and of file, also contributing to the organization and control to the resources of information of the entity. The article focuses on a case study pertaining to the evaluation of the management of the records and archives at the Universidad Central Marta Abreu de las Villas (Central University Marta Abreu of the Villas) in Santa Clara, Cuba. The authors emphasize that the purpose for the case study was to help implement a system of archival management, which was non-existent beforehand, at the university.
