The article focuses on the case of Iran-Contra in Costa Rica. On December 1, 1992, as outgoing Bush Administration officials packed their bags, the Costa Rican Ambassador to the United States, Gonzalo Facio, was summoned to the State Department to discuss his government's pending request for $250 million in credits from the Inter-American Development Bank (I.D.B.). True to Deputy Assistant Secretary of State John Maistro's warning, when the I.D.B. board of directors met on December 18, the Bush Administration blocked passage of the loan package.
