The regional literature that gives cultural identity and heritage differentiation to intermediate cities in Colombia is recognized and resignified by literary tourism. The objective of the reflection article is to characterize the opportunities and limitations of literary tourism as an alternative tourism product through provincial routes. The qualitative methodology was mediated by content analysis, based on a selection of 135 literary works that led to the selection of the works of three representative authors for the design of literary routes. The conclusion reiterates the opportunities of experiential literature for provincial cultural tourism by intertwining the most representative places of the territorial heritage with tours in the vital spaces of the authors or their characters. Objective: to appraise the declaration of the Torre del Reloj as an asset of cultural interest in 2003, established by Title II, Article 6 (Decree 763), and the Guidelines on Inventories of Immovable Cultural Assets developed by the Ministry of Culture, Colombia (2005) by designing a criteria evaluation matrix. Methodology: a mixed, applied, descriptive and documentary methodology was used and structured from the analytical and synthetic methods. Literature and document review as theoretical support were used as data collection techniques as well as interviews to key actors and field work. Results: as a relevant finding, this Asset of Cultural Interest (BIC) exhibited a high compliance with respect to the weighting of the criteria and values under study. The form and appropriation criteria and the aesthetic value scored the highest average values due to the city's influence of Republican style and followed by the socio-cultural context and the symbolic value criteria. Conclusions: the importance of the valuation and significance of assets of cultural interest is reassured and it contributes to the city's asset's recognition, conservation and preservation through its meaning transcendence and strengthening of citizen's memory, roots and sociocultural imaginations. The Colombian government presented to Congress, the National Development Plan (PND) 2018-2022 "Pact for Colombia, Pact for Equity," which was approved by Law 1955 of 2019. The reflections and proposals included in this paper refer to the main components of the PND, the reforms proposed, the Multi-Annual Program of Investments that accompanies it, as well as to its apparent omissions. The following paper comes from an ethnographic work in the National Museum of Colombia, and it aims to analyze the objects exhibited in its halls and the store in order to understand the connection between patrimony and consumption. In this sense, the representation of the National Museum consolidates in the creation of a national identity based on the official history of the national heroes and their descendants, which is expressed in most of the objects displayed in the exhibit halls. On the other hand, another narrative guided by the neoliberal economy is constructed in the museum store. It takes afro, indigenous and rural representations that have been marginalized in most of the museum halls, strenghtened by the ethnic economy and promoted by tourism and advertising. This duality leads the museum visitors to consume both representations: the ones built by the State as well as the ones positioned by companies and multinationals. [ABSTRACT FROM AUTHOR]

In this present paper i make a comparison between the coffee landscape represented under the discourse of "Coffee Cultural Landscape-World Heritage" and the territory reproduced territorially by the local actors. This is expressed by the contrast between a certain type of patrimonial landscape built from an institutional sight, and a real landscape produced by the locals through economic practices in the different types of farms of the rural area of the municipality of Chinchiná, which are conceived as socio-spatial units of analysis. The methodology used in this work has a qualitative nature with and ethnographic approximation founded in the direct observations in a passive and active mode, structured and semi-structured interviews, and works in focal groups with the local residents. In the conclusions of this discussion it is showed that the declaratory is an strategy for developing a sort of mixed territory, coffee and tourism; alike, it is ethnographically displayed a territorial and economic configuration and reconfiguration of the rural area of the municipality of Chinchiná-Caldas, expressed in the socio-spatial units, proving an approaching or a distancing from the discourse of the declaratoy of Coffee Cultural Landscape -World Heritage. Considering bibliographic heritage as indispensable for the knowledge of our culture and history, we show the results of the research project "Situation of the heritage library collections of three public libraries of Antioquia, Colombia". This research aimed to establish the role of public libraries in relation to local collections and bibliographic heritage. Aspects discussed include the design of criteria for the assessment and recovery of these collections and the suggestion of a diagnostic process to be followed. Our inventory produced two outcomes: 1) the creation of a digital reference repository that helps to systematize and disseminate the heritage collections existing in public libraries; and 2) evidence of how these collections lack needed policies for recovery, identification, processing, preservation and dissemination, which results in difficulties in terms of their valuation as heritage collections. This article analyzes laws relating to the balance sheets of condominiums in Colombia, with a particular focus on Law 675. The author examines the benefits and negative aspects of the imposition of certain accounting and budget requirements for the condominiums. The effects of Law 675 on the properties on which the condominiums are located, referred to as horizontal property, are also considered.

The present article is a result of ethnographic field work about the celebration of the Fiesta del Huan in el Templo del Sol, located in the Archeological Museum of sogamoso. Based on the results of a research project about practices and representation of natural and cultural heritage in Bogotá, this paper contributes to the anthropology of space and other disciplines associated to it. It introduces the concept of place-heritage as a notion that will be helpful in the participatory management of heritage, regarding social interaction and practices in such places. The article defines what is meant by patrimony in general terms, and then it reviews some understandings that have been derived from this concept. Special interest has been put on the documentary patrimony of a given institution which is the University of Antioquia. The school demonstrating not only to the local community but the international one as well, that all will be nourished by its production and therefore by its cognitive value.

This current article gives an account of the existence of public entities run with a managerial criterion, and apart from the economic profit, they also think about complying with one of the ends of the State, which is to guarantee the community the basic conditions for their well-being. Although our daily nature is filled with negative examples (bankruptcies, poor managements, frauds, and another kind of attitudes which are unhealthy within the public administration), there exist some cases similar to the one shown in these pages which give an account of the institutions that not just survive but also grow and expand their services. Such is the case of the Institute for the Development of Antioquia - IDEA - which has prevailed for 41 years, standing up to the reality of the country, facing challenges from its very creation, without alien to the attacks of particular interests., and even though it continues giving an invaluable support for the local administrations and the regions of the State and the Country. Despite there are some legislations and planning efforts in order to display a cultural heritage public policy in Colombia, a complete public policy in that way needs to go deeper on understanding its challenges. One relevant issue in this matter points to the meaning and relation between concepts as cultural and natural heritage. The definition of natural and cultural heritage concepts reopens the debate about the links across natural and cultural dimensions; and in a deep sense, about the human-nature connection. It can be asked if both natural and cultural, are simultaneous dimensions of every good named as heritage, or if some belongs to one or other kind of heritage exclusively. In addition, the 1991 constitutional reform implies that government must improve people's participation on public policies formulation, application and evaluation, respecting of cultural diversity, and supporting the development of local heritage management.
