This study aim to determine the proportion of traffic rule infractions in Cali, Colombia, in places where a road traffic injury (RTI) occurred. Description of videotaping of sites where a person was injured in an RTI in 2009. Counts of road users and infractions were established for each road user group and were compared using a Z-test. They were found 13,491 users, distributed as follow: 8.9% were pedestrians, 4.6% cyclists, 24.6% motorcyclists, and 61.8% were automobile drivers. The most frequent traffic violation among motorcyclists was transiting on lines designated for other vehicles (55.2%). Among cyclists, the most frequent violations were transiting without a helmet (99.2%) and not wearing the designated vest (100%). Among pedestrians, crossing streets at prohibited places (77.3%), even at sites where a pedestrian bridge was present (72.7%), represented two common violations. Vulnerable road users committed more traffic infractions than automobile drivers (p < 0.001). High rates of traffic rule infractions among vulnerable road users were observed. Major cities in Colombia are currently generating urban transformation processes that involve the construction of major infrastructures, which mainly look to mitigate the adverse effects of ever-increasing road traffic. In addition, intermediate cities have made great efforts when it comes to urban planning and promote the application of prefeasibility study methodologies to make the appropriate decisions regarding the infrastructures to be built in specific places in the city. This paper discusses the results after applying a prioritization methodology as a comparative tool between two possible road infrastructures in the area of San Marcel in the city of Manizales, Colombia. The best proposal is selected based on the best coverage indicators and variables such as overall construction costs and life span: determined from information generated in traffic simulations. The current mobility conditions in Colombia give place to questions about the suitability of the traffic control strategies applied on the Colombian urban networks. Therefore, a review of the control strategies and simulation platforms used in Colombia and around the world is shown. This is done to characterize the level of development of the country, in terms of research and implementation of such control strategies and, furthermore, to formulate proposals oriented towards the improvement of the Colombian urban mobility. A survey was conducted for analyzing "pico and placa" measure in Medellin city, using Stated Preference Methods which involve a range of techniques dealing with creation of individual responses about preferences in several transportation means. Laureles neighborhood was the area chosen for conducting the DPM study, since it is one of the areas having the biggest amount of vehicles in the city, so it makes a big contribution to general traffic congestion. It was found that private drivers are not in agreement with "pico y placa" measure, but chaotic traffic in the city is improved with its application. They would rather prefer to share a vehicle with other person (48%) since a private vehicle is a much more comfortable transportation mean. Then they would choose buses (37%), since it is a good service, but lack of safety is a negative factor. 9% would travel to their place of destination in a taxi, since it is a comfortable and safe means; and remaining 6% would use either taxi or metro, though it involves a mandatory transfer when destination is a long distance away.
