How to maintain the momentum of sustained economic growth has always been an important issue of concern to all countries in the world. Using a three-level progressive analysis framework, the article provides an in-depth analysis of the evolution of supply-side economic growth drivers in China from 2003 to 2021 and the magnitude of their roles. The results show that in terms of the composition of growth drivers, total factor productivity makes the largest contribution to economic growth, while the contributions of capital scale and labor scale rank second and third, respectively; in terms of the industrial dimension, the changes in the contributions of each factor to GDP growth mainly originate from the influence of secondary and tertiary industries. From the decomposition of total factor productivity growth, industrial capital productivity and capital allocation structure both play a positive pulling effect on overall capital productivity, but have a weak downward trend. Industrial labor productivity and labor allocation structure both play a slight negative pulling effect on overall labor productivity; from the deep decomposition of growth momentum, industrial factor productivity and industrial factor allocation structure play a major positive pushing effect and a weak negative pushing effect on economic growth, respectively. Species composition and biomass are two important indicators in assessing the effects of restoration measures of degraded grasslands. In this paper, we present a field study on the temporal changes in plant community characteristics, species diversity and biomass production in a degraded temperate meadow steppe in response to an enclosure measure in Hulunbuir in Northern China. Our results showed that the plant community responded positively to the fence enclosure in terms of vegetation coverage, height, above- and belowground biomass. A year-to-year increase in aboveground biomass was observed, and this increase plateaued at the ninth year of the enclosure. Our results also showed that the existing dominant and foundation species gained predominance against other species. The sum of the biomass of these two species was more than doubled after the ninth year of the enclosure. However, belowground biomass only briefly increased until the fifth year of the enclosure and then decreased until the end of the experimental period. Plant diversity, evenness, and richness indices showed similar trends to that of belowground biomass. Overall, we found that the degraded temperate meadow steppe responded significantly positively to the enclosure treatment, but an optimal condition was only reached after approximately 5–7 years of continuous protection, providing a solid use case for grassland conservation and management at regional scales. Abstract : China announced plans on April 1, 2017 to create Xiong'an New Area, a new economic zone about 110 km southwest of Beijing. The new area of national significance covers the three counties of Xiongxian, Rongcheng and Anxin in Hebei Province, and is home to Baiyangdian, a major wetland in northern China. It will cover around 100 km2 initially (called “Starting Zone”) and will be expanded to 200 km2 in the mid-term and about 2000 km2 in the long term. In this context, it is important to assess the land use pattern for the new area's planning and development. Based on remote sensing interpretation of Landsat OLI images, we examine the current land use features, the potential for built-up land saving and intensive use, and the spatial variation of arable land quality. The results indicate that the arable lands, built-up lands and wetlands account for around 60%, 20% and 10%, respectively. The potential for rural built-up land saving and intensive use is quite large. The arable land quality and use intensity in Rongcheng and Anxin counties are much better than that of Xiongxian. The pros and cons for three potential options for the Starting Zone are listed and compared. The eastern area of Rongcheng county, to the north of Baiyangdian, is believed to be the most suitable Starting Zone. Policy recommendations for built-up land expansion, farmland saving and flood risk mitigation for Xiong'an New Area are also proposed in this paper. [ABSTRACT FROM AUTHOR]

Abstract: Transportation in China has joined the power generation as well as the steel and iron industries as one of the major CO2 emission sectors. To determine the effective policy instrument(s) for reducing CO2 emission, various policy instruments, which are likely to be implemented in the near future or have been implemented in China, are examined and compared. These instruments include carbon tax, energy tax, fuel tax, clean energy vehicle subsidy, and reduction on ticket price. The CIMS model system is employed as the simulation vehicle to predict the emission dynamics of CO2 and local air pollutants under business-as-usual and policy scenarios for the transportation sector of China from 2008 to 2050. The 2020 CO2 reduction target is set according to the national carbon intensity reduction pledge of China. The policy instruments proposed in the present research can all help mitigate the CO2 emission intensity of the Chinese transportation industry to different extents, and then induce the co-benefits of local air pollutants reduction. Among these policy instruments, energy and fuel taxes, with the tax rates set, are the two most promising instruments for CO2 emission intensity reduction to reach the 2020 carbon intensity reduction targets, whereas subsidies are the least promising options. CO2 tax could be an effective policy tool, but with the suggested low tax rate during discussions in China, it is unlikely that the transportation sector would significantly contribute to achieving a desirable carbon intensity reduction. This paper aims to assess the impacts of agricultural land-use changes on biodiversity in Taihu Lake Basin, China, and to identify possible conservation strategies. We used the mean species abundance (MSA) approach, building on simple cause–effect relationships between environmental drivers and biodiversity impacts at the global level. Our assessment estimated that 21% of the original species in the undisturbed ecosystem were present in 2000. We also analysed and reviewed agricultural pressures at different spatial scales to enable the development of conservation strategies at regional and farm levels. This analysis showed, first, that intensive crop management is reflected by the amount of fertilisers applied. Policies and technologies aiming to reduce environmental impacts have been ineffective. Second, the abundance of semi-natural elements was found to be low and the fragmentation high. To link agricultural pressures to the MSA approach, we propose a multi-scale cause–effect approach, which can be linked to other land uses. This approach is useful to provide a quick scan of biodiversity status and identify conservation strategies. Training farmers to use site-specific nutrient management should be stimulated. Furthermore, acknowledging multiple land-use functions will help to develop biodiversity conservation strategies that are acceptable to farmers and policymakers. [ABSTRACT FROM PUBLISHER]

Biomass, one of the most important renewable energies, is playing and will continue to play an important role in the future energy structure of the world. This article aims to analyze the position and role, assess the resource availability, discuss the geographic distribution, market scale and industry development, and present the policy options of biomass in China. The resource availability and geographical distribution of biomass byproducts are assessed in terms of crop residues, manure, forest and wood biomass byproducts, municipal waste and wastewater. The position of biomass use for power generation is just next to hydropower among types of renewable energy in China. The potential quantity of all biomass byproducts energy in 2004 is 3511 Mtce (Mtce is the abbreviation of million tons of coal equivalents and 1 Mtce is equal to10 tce.), while the acquirable quantity is 460 Mtce. Biomass energy plays a critical role in rural regions of China. The geographical distribution and quantity of biomass byproducts resources depends mainly on the relationship between ecological zones and climate conditions. Our estimation shows that the total quantity of crop residues, manure, forest and wood biomass byproducts, municipal waste and wastewater resources are 728, 3926, 2175, 155 and 48240 Mt (million tons), respectively. Crop residues come mainly from the provinces of Henan, Shandong, Heilongjiang, Jilin and Sichuan. All manure is mainly located in the provinces of Henan, Shandong, Sichuan, Hebei and Hunan. Forest and wood biomass byproducts are mainly produced in the provinces or autonomous regions of Tibet, Sichuan, Yunnan, Heilongjiang and Inner Mongolia, while most of municipal waste mainly comes from Guangdong, Shandong, Heilongjiang, Hubei and Jiangsu. Most of wastewater is largely discharged from advanced provinces like Guangdong, Jiangsu, Zhejiang, Shandong and Henan. Biomass byproducts' energy distribution also varies from province to province in China. Based on the analysis of the market scale and industry development, the article argues that China's biomass energy industry is still at a very early stage of development and that Feed-in Tariffs (FIT) might be the best policy option for China to promote its development of biomass energy. Food security in China underlies the foundation of the livelihood and welfare for over one-fifth of the world's population. Soil degradation has an immense negative impact on the productive capacity of soils. We simulated the effect of soil degradation, which occurs in combination with increases in population size, urbanization rate, cropping intensity and decrease in cropland area, on long-term food security in China using a web-based land evaluation system. Our results predict that food crops may experience a 9% loss in productivity by 2030 if the soil continues to be degraded at the current rate (business-as-usual scenario, BAU). Productivity losses will increase to the unbearable level of 30% by 2050 should the soil be degraded at twice the present rate (double-degradation scenario, 2× SD). China's capacity for producing food from agricultural crops will be either adversely affected by the loss of cropland area (130, 113 and 107millionha in 2005, 2030 and 2050, respectively) or favorably affected by agricultural intensification (in terms of the multi-cropping index at 120, 133 and 147% in 2005, 2030 and 2050, respectively). The loss of cropland is predicted to cause a 13–18% decrease in China's food production capacity by 2030–2050 relative to its 2005 level of 482Mt, while agricultural intensification is predicted to cause an 11–23% increase. In total, China will be able to achieve a production level of 424 and 412Mt by 2030 and 2050, respectively, under BAU, while this production will be only 386 and 339Mt under 2× SD, respectively. In per capita terms, the relationship between food supply and demand will turn from an 18% surplus in 2005 to 3–5%, 14–18% and 22–32% deficits by 2030–2050 under the zero-degradation (0× SD), BAU and 2× SD scenarios, respectively. Our results show that the present-day production capacity will not sustain the long-term needs of a growing population under the current management level. The present paper analyzes the potential impacts of bio-ethanol expansion on agricultural production, food prices and farmers' incomes in different regions of China. The results show that increase in demand for feedstock to produce bio-ethanol will lead to large increase in the prices of agricultural products. The increase in prices will trigger a significant rise in the production of feedstock at the cost of lower rice and wheat production. The study also reveals that the impacts of bio-ethanol on farmers' incomes vary largely among regions and farmer groups. Given the expected expansion of bio-ethanol production in the future, and the limited land resources for feedstock production in China, the viability of different crops as feedstock for bio-ethanol requires careful analysis before a large-scale expansion of China's bio-ethanol program. Bio-ethanol production in China should be relying more on the second generation of bio-ethanol technologies (i.e. using celluloses to produce bio-ethanol), and China's government should increase research investment in this field. As a extra-large city in China, Beijing faces a serious problem with air pollution. In 1998, a package of air pollution control measures was announced by local government. However in order to reach environment target, further policy options have to be explored. Based on previous studies on technology choices for urban transport in Beijing, this paper presents a policy assessment to examine these options. A methodology framework using criteria for policy evaluation was used in the assessment. Here diesel-car, Compressed Natural Gas (CNG) vehicle and Mass Railway based Transport (MRT) were selected, and barriers to their diffusion were identified. For each barrier, a group of policy options to remove the barrier was evaluated by five criteria. A ranking of these policy options is given in this paper. [ABSTRACT FROM AUTHOR]

This paper addresses issues raised in ‘The Background of China's Planning Institutional Reform’ circulated in advance of the International Conference on China's Planning System Reform, held on 24–25 March 2004 in Beijing. The discussion is structured around four topics: (1) the scope of planning; (2) the administration of the planning system; (3) methods of planning; and (4) the coordination of planning with market activities. A critical issue is whether the Chinese government is doing too much or too little in planning the broad range of activities in a market economy, and various policy options are examined in relation to this issue. A central conclusion is that as China's economic and political system evolves within the framework of the Five-Year Plan, the scope of planning will naturally reduce as the market sector replaces a number of activities formerly undertaken by government. Given that China is committed to peak its carbon dioxide emissions in or before 2030 under the Paris Agreement, promoting renewable energy to substitute coal is one critical solution to facilitate China to meet this commitment. Among various types of renewable energy, solar energy is an attractive choice that will significantly influence the future of energy supply and energy usage. We first provide an overview of the most recent development of solar energy in China, in which the changing pattern from stationary to distributive forms is highlighted. We show that the diversified prices and subsidies across regions may play an important role in the changing pattern. Furthermore, we find major challenges that might impede the future expansion of solar energy. To address these challenges, governments need to propose policies to develop technologies and meditate the benefits of stakeholders, especially grid companies and electricity end-users.
