Abstract: Public private partnerships (PPPs) have been widely adopted to provide essential social and economic infrastructure and services. However, there is currently no systematic mechanism governing how social concerns should be captured at different stages of a PPP project. This paper, therefore, advocates a rethinking of the pragmatic issues underpinning public engagement and suggests a process framework that puts people as a major stakeholder for implementing PPP schemes. This public private people partnerships (P4) process framework embraces the bottom-up participative strategies which bring the public engagement clearly visible for infrastructure planning and policy making. With this newly developed framework and associated engagement strategies, decision-making power can deviate from policy makers, who are traditionally holding the ultimate decision authority, towards the citizens through proactive engagement. Such strategy can help improve the development process by moderating the risk of unforeseen oppositions, building clear responsibilities and rights, and creating opportunities for public inputs. It is anticipated that formulating such effective and genuine public engagement framework for PPP projects would assist government bodies, not only in Hong Kong but also other parts of the world, to better realise the changing public aspirations and demands for infrastructure planning and policy formulation. In the absence of a benchmarking mechanism specifically designed for local requirements and characteristics, a carbon dioxide footprint assessment and labelling scheme for construction materials is urgently needed to promote carbon dioxide reduction in the construction industry. This paper reports on a recent interview survey of 18 senior industry practitioners in Hong Kong to elicit their knowledge and opinions concerning the potential of such a carbon dioxide labelling scheme. The results of this research indicate the following. A well-designed carbon dioxide label could stimulate demand for low carbon dioxide construction materials. The assessment of carbon dioxide emissions should be extended to different stages of material lifecycles. The benchmarks for low carbon dioxide construction materials should be based on international standards but without sacrificing local integrity. Administration and monitoring of the carbon dioxide labelling scheme could be entrusted to an impartial and independent certification body. The implementation of any carbon dioxide labelling schemes should be on a voluntary basis. Cost, functionality, quality and durability are unlikely to be replaced by environmental considerations in the absence of any compelling incentives or penalties. There are difficulties in developing and operating a suitable scheme, particularly in view of the large data demands involved, reluctance in using low carbon dioxide materials and limited environmental awareness. Abstract: Fierce competition in the construction industry in China in recent years has brought many challenges to construction contractors. It is important that any potential company insolvency be recognized at the earliest opportunity. Using financial ratios and the Altman Z-score modelling methodology, an insolvency warning model is developed in order to evaluate the performance of construction contractors in China. The model derived from this study has consistent predictability based on a three-year window of data. It combines seven financial ratios, covering a company’s finance of operation, profitability, solvency and cash flow. A single performance index is derived to differentiate whether a company has good financial standing or exhibits characteristics of insolvent companies. A mechanism to detect insolvent contractors is proposed for sustaining corporate development in construction. It is recommended for a contractor to develop a complete precaution system of financial crisis and have a regular checking of the key financial ratios as well as operation status so as to avoid insolvency. Purpose – This paper aims to investigate the operational mechanism, project performance, motives behind, benefits, difficulties and success factors of adopting the guaranteed maximum price (GMP) scheme based on a real-life case study of Chater House, an international Grade A private office project in Hong Kong. Design/methodology/approach – The case project was analysed by means of the related project documentation and a series of face-to-face interviews with the relevant senior project representatives. Findings – All the interviewed key project stakeholders perceived that the GMP contract helped achieve competitive price, value for money and superior quality of products as well as provided stronger incentives to innovation and cost saving. The case study revealed that the overall success of this GMP project was underpinned by several key attributes. Originality/value – The paper provides solid groundwork for client bodies and contracting organisations to develop a best practice framework for implementing successful GMP schemes in future construction. Appropriate training can only be developed if training needs for specific skills are carefully identified. This paper, further to an aggregate model developed previously, aims to forecast the occupational share of the aggregate manpower demand for the construction industry of Hong Kong. The forecast, based on existing manpower statistics, is divided into two levels: broad occupations and detailed occupations. The broad occupational demand forecasting model is formulated using a time-series regression analysis to derive the relationship between the occupational share and the construction output cycle, technology, and various work-mix variables; whereas exponential smoothing technique is used to forecast the share of detailed occupations. This occupational demand estimation can provide solid information to facilitate manpower planning. It enables the policymakers to foresee the trends of occupational manpower demand and formulate policies and training and retraining programs tailored to deal effectively with the industry’s human resource requirements in this critical sector of the economy. Although the study focuses on developing models for the Hong Kong construction labor market, the adopted methodology can be applied in other labor markets to develop such models for manpower planning. A successful public-private partnership (PPP) scheme can be described as one that can lead to the delivery of high-quality end products and/or services, which can satisfy the needs of the community, achieve the intended targets/goals of the government, as well as provide a favorable financial return for the private sector involved with the project. This study aims to establish an evaluation framework for the initial feasibility evaluation of a PPP project that would satisfy all the stakeholders. The factors for evaluating the feasibility of PPP projects can be classified into five broad categories: technical; financial and economic; social; political and legal; and others. Through the structural equation modeling approach, data attained from a questionnaire survey conducted in Hong Kong was analyzed and a model was developed to examine the relationships between different evaluation factors and the overall satisfaction of stakeholders. The results indicate that technical and social aspects are critical to the feasibility of PPP projects, and therefore, are the determining factors for success. This paper should assist relevant stakeholders to improve their understanding on the relative importance of the evaluation factors, and help to establish a comprehensive framework for decision makers to evaluate the feasibility of PPP projects. The predictors for PPP project success were also determined to enrich the knowledge base and help formulate management strategies to better implement the PPP project delivery approach. Efficient manpower planning has been recognized as a critical aspect for the development of an economy. In 2001, the Works Bureau of the Hong Kong SAR Government (predecessor of Environment, Transport and Works Bureau) commissioned an HKPolyU consultancy team to develop a computer-based model to estimate the demand for different categories of construction personnel. This article presents the concept and features of the manpower demand-forecasting model developed for the construction industry of Hong Kong. The forecasting model is formulated on the basis of the labour multiplier approach by deriving the relationship between the number of workers required and the project expenditure in the given project duration. Multipliers for 61 project types were derived for 38 labour trades using completed project data. The labour demand by occupation for each project can then be estimated by multiplying the corresponding multipliers and the estimated project expenditure. Several unique features of the model have been developed, including 'normalization' and 'contract cost adjustment factor'. Normalizing the labour multipliers can facilitate the prediction of occupational labour requirements at different stages of a construction project. The adjustment factor is introduced to eliminate the discrepancy between the original estimates and final contract values so as to enhance the estimation accuracy. The model can also be used to predict the number of jobs created for a given level of investment. The government can apply this model to check and compare which project types will generate most jobs before committing public money. Abstract: Public Private Partnerships (PPP) have been used extensively in both developing and developed countries in delivering various types of projects, ranging from road construction, railway transport systems to health care facilities and schools. Critical success factors of PPP schemes at the implementation stage were identified. It is however more important for decision-makers to identify the factors for feasibility evaluation of adopting the PPP at the outset. This study aims to explore the key successful ingredients to be assessed at the initial stage of PPP projects as perceived public sector, private consortium and general community so as to attain a “triple win” scenario, via a questionnaire survey and a series of expert interviews conducted in Hong Kong. Survey results indicate that the most critical factor for evaluating the feasibility of PPP projects, especially to the general community, is an acceptable level of tariff. Cost effectiveness and financial attractiveness are the most important evaluation factors as ranked by the public sector and private consortium respectively. In addition, the existence of a long-term demand for the proposed services, availability of strong private consortium, alignment with government’s strategic objectives, as well as reliable service delivery are also rated as highly important to the success of PPP schemes. Addressing the tripartite expectations is indispensable to ensure the feasibility and successful delivery of public services and infrastructure projects via PPP schemes. [Copyright &y& Elsevier]

We explored spontaneous self-concept among 227 Chinese undergraduates at a university in Hong Kong. Participants' responses to the Twenty Statements Test (TST) were compared with those of North American college students from the 1950s to the 2000s. The results showed that only 13.7% of the Chinese students described themselves in terms of social roles, status, or group membership. In contrast, 84.6% perceived themselves in terms of personality traits, behaviors, and emotion. Our findings suggest that Chinese undergraduates in Hong Kong are no less individualistic than their American counterparts. Moreover, the individualism-collectivism cultural dimension may not be useful in distinguishing North American students from those in Hong Kong. [ABSTRACT FROM AUTHOR]

Landfills commonly occupy large areas of land that may be ecologically important. Ecological restoration of landfill cover is a necessary approach to rebuild sustainable habitats. However, unfavourable soil conditions and invasion by exotic plants in certain regions hinder the restoration. In this study, the effects of biochar as a soil amendment on the restoration of a landfill cover were investigated under field condition. Topsoils of a landfill cover in the subtropical region (Shenzhen, China) were mixed with 0, 5 and 10% (v/v) of biochar. Soil pH, electronic conductivity, organic matter, total organic carbon, water content, total N and total P were enhanced by biochar amendment. After nine months of self-succession, plant productivity, species richness and diversity were enhanced by biochar. The structures of soil bacterial and arbuscular mycorrhizal (AM) fungal communities were changed, and species richness and diversity were moderately promoted. Enhanced plant growth and diversity were probably attributed to a number of enhanced bacterial functions related to nutrient cycling including aerobic ammonia oxidation, aerobic nitrite oxidation, nitrification, sulphur respiration, nitrate respiration, nitrogen respiration, ureolysis, chemoheterotrophy and fermentation. The higher abundances of bacteria Streptomyces sp. and Pseudomonas sp. in biochar treatments potentially enhanced the AM fungal diversity. The bacterial diversity was more related to the soil properties, especially pH, than AM fungi. Continuous monitoring is necessary to track the changes of species composition and ecological functions over time. This is the first comprehensive study on the effects of biochar on the ecological performance of a man-made ecosystem.
