The rapid development of intelligent technology characterized by robots under the fourth scientific and technological revolution provides a favorable opportunity for the accurate decision-making of urban pollution control and the effective achievement of the goal of carbon emission reduction in China. This research uses the robot penetration rate as a representative and characteristic index of industrial intelligence development, based on panel data from 108 cities in the Yangtze River Economic Belt (YEB) from 2006 to 2020. It then uses panel quantile regression, spatial measurement, and threshold effect models to provide a more thorough theoretical and empirical discussion of the impact, mechanism, and spatial effect of industrial intelligence development on urban carbon emission efficiency (CEE). Urban CEE may be greatly increased with the use of industrial intelligence, and this finding remains true even after endogeneity and robustness tests are controlled; From an action mechanism perspective, industrial intelligence advances technology, optimizes industrial structure, and ultimately enhances regional CEE; There is a Matthew effect on the degree of development of carbon emission efficiency, and the impact of industrial intelligence on CEE is more pronounced in non-resource-based cities and the lower portions of YEB; Urban CEE increases positively with the spatial spillover impact of industrial intelligence development. The ability for regional sustainable development will be significantly increased if cross-regional cooperative prevention and control of environmental governance can be successfully achieved. This study verifies the enabling effect of industrial intelligence development on the improvement of urban CEE, and provides enlightenment for China to improve industrial intelligence development strategies and policies to achieve regional high-quality development. Marked by artificial intelligence, big data, cloud computing, revolutionary biotechnology, etc., the fourth scientific and technological revolution and industrial revolution are accelerated. In this new situation, China's higher engineering education is increasingly closely related to the Industrial Revolution, and it is urgent to train new engineering talents with innovation and entrepreneurship abilities, cross-border integration abilities and comprehensive quality to meet the needs of economic and social development. Entrepreneurial engineering talents have become an important force in promoting industrial progress and social development. Training entrepreneurial engineering talents takes engineering practice training as the driving force of teaching reform. To conduct more scientific and effective evaluation research on college students' engineering entrepreneurship ability, this study proposes the TOPSIS method based on combining CRITIC and entropy weight methods. It constructs a comprehensive evaluation index system of college students' engineering entrepreneurship ability composed of 21 indexes from four dimensions, including self-motivation ability, team management ability, technical management ability and market management ability. A questionnaire based survey was conducted among 360 college students in 6 Zhejiang Province, China universities. The results show that the improved TOPSIS model proposed in this study can make weight determination more scientific and reasonable. The improved TOPSIS model can effectively distinguish the level of engineering entrepreneurship ability of different college students. The engineering entrepreneurship ability of the students in the six universities is generally at the middle level. The years of engineering education significantly affect technical management ability (F = 4.455, p = 0.004) and market management ability (F = 19.174, p = 0.000) at a 1% level. The research conclusion has important reference value for developing engineering entrepreneurship's curriculum and practical activity systems based on the ability structure, constructing the entrepreneurship teacher system, and strengthening the cross-departmental cooperation, coordination and integration of engineering entrepreneurship education in schools. This exploration employs the generalized supremum augmented Dickey-Fuller (GSADF) approach to explore whether there are digital tech bubbles in China. The empirical results suggest the existence of multiple digital tech bubbles, which are mostly accompanied by an excessive rise. However, the appearance of digital tech bubbles is curbed since 2016, mainly due to the increasing mature regulations in relevant fields. Besides, bubbles in different digital technologies are similar during the same period, which could be attributed to the close relationships among them. Additionally, we further investigate the factors influencing the explosive behaviours, and find that the Chinese stock market positively affects digital tech bubbles, while economic policy uncertainties and situations negatively influence such explosive behaviors. In the context of the new round of scientific and technological revolution and industrial transformation, these conclusions provide valuable implications to achieve the target of constructing a "Digital China" by becoming moderately cautious about potential bubbles in the digital tech industry. Since the beginning of the 21st century, the new generation of information technology represented by the Internet has swept the world, driving a new round of scientific and technological revolution as well as industrial transformation. In this context, an in-depth discussion of the relationship between Internet development and Total Factor Productivity (TFP) is of great significance for promoting the high-quality development of the economy. Based on 2006 to 2020 annual reports of listed manufacturing enterprises in China, this paper takes resource allocation into the analysis framework of the impact of Internet development on manufacturing TFP to analyse the internal mechanism. The conclusions reveal that Internet development has not only a direct positive effect on manufacturing TFP but also a significant indirect promoting effect on manufacturing TFP by improving resource allocation efficiency. The resource allocation effect of Internet development on manufacturing TFP is mainly realized through the improvement of the allocation of labour factors. Furthermore, resource allocation can strengthen the nonlinear spillover effects of Internet development on manufacturing TFP. Urban ecological environment resilience is an important characteristic that should be possessed in the process of urban development. It is conducive to coping with the challenges of multiple risks and disturbances such as climate change, resolving chronic pressure, improving the ability to resist disaster risk, self-adjustment, and recovery, to maintain the structure and function stability of the urban system. The digital economy is a new economic form caused by the new technological revolution, which may effectively promote economic ecology and ecological economization. We clarify the elements of the digital economic system, construct the coupling evaluation index system of "digital infrastructure-industrial digitization-digital industrialization," and establish the coupling degree model to analyze the characteristics of the integration interaction, coordination, and self-organization of the digital economy subsystem. Based on emergency management theory, adaptive management concept, and resilient city theory, an evaluation index system is constructed from four levels of prevention, resistance, adaptation, and recovery to measure urban ecological resilience. Taking 278 cities in China from 2011 to 2021 as the research object, we established a spatial econometric model to explore the dynamic mechanism of digital economy system composition and coupling coordination to enhance urban resilience and summarize the theoretical model form. Against the background of the accelerated evolution of the new round of scientific and technological revolution and industrial change, scientific and technical talents, as essential innovation resources, play an important role in promoting the high-quality development of the manufacturing industry. Based on the panel data of 30 provinces in China from 2012 to 2021, the article constructs a fixed-effects model and systematically researches the impact of scientific and technological talents on the high-quality development of the manufacturing industry. The results show that scientific and technical talents play a significant role in promoting the high-quality development of the manufacturing industry, and the upgrading of the consumption structure and the accumulation of productive service industries play a mediating role. Heterogeneity analysis found that the promotion effect of scientific and technical talents is more favorable in the eastern region, medium-technology level manufacturing, and labor-intensive manufacturing. Among the three sub-dimensions of scientific and technological talents, the scale of scientific and technical talents has the most significant impact on the development of the manufacturing industry. The analysis of the spatial spillover effect finds that scientific and technological talents will have a positive spillover effect on the development of the manufacturing industry in neighboring areas. Green development is an essential requirement for the high-quality development. In the context of the new round of technological revolution, the digital economy has injected new momentum into China's high-quality economic development. This article aims to clarify the relationships among digital economy, green innovation, and green development using Westerlund and Edgerton (2007) cointegration test as well as pooled mean group (PMG) estimation and utilizing yearly data from 274 cities in China from 2011 to 2019. Overall, the results confirm the existence of cointegration relationships between green development and green innovation, between green development and digital economy, as well as between digital economy and green innovation, and support that digital economy and green innovation can affect the green development in the long-term positively. Additionally, while digital economy positively affects the green development in the short-run, green innovation cannot affect the green development. Furthermore, while the long-run positive impact of digital economy and green innovation on green development is generally established among eastern, central, and western regions, the short-run impact of such two factors on green innovation varies among different regions, seeing as both two variables exert no significant impact on green development in western region. Empirical findings offer important policy implications for the policymakers to attach more importance on the emerging economy model such as digital economy or green innovation, which can bring about long-term green development. In the new wave of the scientific and technological revolution, clean production and digital transformation are the primary directions of development for energy-intensive industries. In this study, we examined the impact of the 2016 Chinese Environmental Protection Tax Law (EPTL2016) on energy-intensive firms' financial performance and explored the role of digital transformation using panel data from Chinese A-share-listed companies. Using the difference-in-differences method, we found that the EPTL2016 has significantly improved energy-intensive firms' financial performance by incentivizing their digital transformation but has at the same time moderated the economic benefits of digital transformation. Moreover, state-owned enterprises have been more effective at improving their financial performance through digital transformation under the pressure of the EPTL2016. From a regional perspective, the EPTL2016 has enhanced energy-intensive firms' financial performance primarily through digital transformation in regions with better digital infrastructure, and through green transformation in regions highly dependent on resource and in regions with stricter environmental governance. As a new economic form that has emerged from the technological and digital revolution, the digital economy has great benefits to the green development of the economy, protection of the ecological environment, and improvement in social well-being. This study examines whether the digital economy affects the inclusive green growth (IGG). Measurement index system for the digital economy and IGG from 2013 to 2020 in China was constructed and the entropy evaluation method and super-efficiency epsilon-based measure (Super-EBM) model was used to evaluate them. We examined the direct effect, mediation effect, and spatial spillover effect of the digital economy on IGG using the basic regression model, mediating effect model, and the spatial Durbin model. Our results revealed that the development of the digital economy has clear regional differences. The role of digital economy on IGG has positive direct effects and positive spatial spillover effects. The digital economy affects IGG through industrial structure upgrading, so industrial structure upgrading has a significant intermediary effect. By comparing the coefficients, we found that the spatial spillover effects are stronger than the direct effects. Absorbing the spillover of the digital economy in surrounding areas is particularly important for promoting IGG. Heterogeneity analysis revealed that the digital economy is better for IGG and releases more digital dividends in eastern China. Finally, the research conclusions of this paper provide reference for the Chinese government to formulate relevant policies to deepen the integration of digital information technology and IGG, and promote the coordinated development of regional digital economy and IGG. In recent years, a new round of scientific and technological revolution and industrial transformation is well under way. Meanwhile, a deglobalization trend is growing, and major-countries’ competition is intensifying. In this context, there has come a debate on whether technological innovation (“key & core technology”) or business model innovation (“soft model”) should be prioritized in development. Key & core technology and soft model differ in terms of driving forces, goal orientation, nature of knowledge, imitability, and return cycles. They both are interdependent, mutually reinforcing, and evolve together. Business models are an important form of technological innovation, and technological innovation drives business model innovation, while business models support, guide, promote, and incubate technological innovation. In the field of digital economy, business model innovation occurs more frequent, intense, widespread, and disruptive, but it also brings forth new challenges. In addressing these challenges for both business model innovation and technological innovation, China should follow the principles of “guidance without participation, inclusion with regulation” and “encouragement without compulsion.” [ABSTRACT FROM AUTHOR]

In the context of modern scientific and technological revolution and industrial transformation, the development of digital finance is conducive to improving the ecological environment and the energy total factor productivity (TFP). In this paper, DEA cross-efficiency model is used to measure the energy TFP, and moment estimation method is used to empirically test the influence and heterogeneity of digital finance on energy TFP, and then the intermediary model is constructed to study and analyze the influence mechanism based on the sample data of 30 provinces in the Chinese Mainland from 2011 to 2018. The following research findings are obtained. First, the development of digital finance has played a significant role in improving energy TFP. Second, spatial heterogeneity exists in the process of digital finance affecting energy TFP improvement, that is, digital finance has a more obvious improvement effect on the energy TFP in central and western China than in eastern China. Third, digital finance can affect energy TFP through technological innovation; that is, the improvement of regional technological innovation is an important transmission mechanism for digital finance to affect energy TFP. In the context of the current technological revolution and unprecedented major changes, countries are facing the situation of accelerating the development of key core technologies, which is caused by the transformation from the dispute over trade to the dispute over ecology and scientific and technological strength. Competitive situation analysis is an important link of key core technology innovation. The construction of a universal model of international competitive situation analysis of key core technology can provide scientific support for decision makers of science and technology innovation to solve technical difficulties. This study takes the new generation of information technology industry as an example, identifies key core technologies of the industry and evaluates the competitive situation of the major world countries. With the deepening of a new round of technological revolution and industrial reform, digital technology has been continuously innovated and widely penetrated into various economic fields. The digital economy (DE) is gradually becoming the focus of China's economic development planning and a new engine to enhance national strength. Evaluating the development level of DE in various regions is conducive to timely discover the shortcomings in China's DE development, as well as provide an important basis for putting forward corresponding policy suggestions. This investigation established a hybrid multi-criteria decision making (MCDM) model for evaluating DE development of 31 provincial level regions in China ranging from 2015 to 2020. Firstly, the evaluation indicator system is established from digital infrastructure, integrated development, social benefits, innovation ability, and electronic-commerce dimensions containing 17 quantitative sub-criteria based on Fuzzy-Delphi method. Secondly, integrated weights of 17 sub-criteria from 2015 to 2020 are computed in terms of objective weights calculated by the anti-entropy weight (AEW) approach from 2015 to 2020 and subjective weights obtained via the best-worst method (BWM). Thirdly, MARCOS model is applied to evaluate the DE development degree of various regions in China ranging from 2015 to 2020. Case analysis illustrates that the DE development of Guangdong, Jiangsu, Zhejiang, and Beijing always maintain in the top four from 2015 to 2020, while the southwest and northwest regions in China are obviously fall behind others. And the DE development degree of various regions is primarily affected under the integrated development performance, innovation ability performance, and social benefits performance. Therefore, the backward regions should emphasize the development of software industry and information technology industry. The robustness of the proposed MCDM model combining Fuzzy-Delphi, AEW, BWM and MARCOS is discussed employing three similarity coefficients of rankings. According to the Plan for Rural Development of Digital Agriculture (2019–2025), accelerated integration of digital technologies and agriculture is crucial to promoting high-quality agriculture in China. The application of DIT in agricultural activities will not only help improve the efficiency of agricultural production, but also promote the green development of agriculture and the achievement of the Dual Carbon Target (DCT). In order to further clarify the comprehensive effects of the application of DIT in agricultural systems and provide routes for government decision-makers to assist in reducing agricultural emissions by DIT, this paper adopts the logical deductive method and starts with the application status to draw out the specific paths of low-carbon transformation in DIT-driven agriculture, while further discussing the potential issues in the process and corresponding solutions. DIT is a double-edged sword. It can promote the green and low-carbon transformation of agriculture by implementing precision operation, environmental monitoring, optimizing carbon emission accounting, and supervising the carbon market. However, at the same time, it may face problems such as unbalanced rural development and excessive financialization of the carbon market. Therefore, we should be optimistic but cautious about the application of DIT in reducing agricultural emissions. We can address potential problems by strengthening government-led investment, broadening channels for capital investment, strengthening skills training for farmers, and enhancing the regulation of trading in carbon sink markets. With the continuous advancement of the technological revolution and industrial transformation, environmental governance supported by digital finance has become an important engine for achieving carbon neutrality. Based on panel data from 30 provinces in China, this study discusses the spatial spillover effect and transmission mechanism between digital finance and environmental pollution. Our research results confirm that the inhibitory effect of digital finance on local environmental pollution gradually increases with the improvement of digital finance. Interestingly, digital finance has a significant positive spatial spillover effect on environmental pollution in surrounding areas. The mediating effect shows that digital finance can alleviate environmental pollution by improving technological innovation, industrial upgrading and industrial structure rationalization. A higher degree of marketization and governmental support can increase the positive influences of digital finance on pollution reduction. This research proves the effectiveness of digital finance in improving environmental governance, and it encourages policy-makers around the world to rely on digital finance to promote ecological governance and achieve high-quality economic development. China proposed a development direction of "new infrastructure" in 2020, due to the ongoing scientific and technological revolution and industrial transformation. The charging station industry is one of the seven industries of the "new infrastructure". Hence, it is of great importance to study China's electric vehicle charging infrastructure industry. Based on game theory, this study analyzes the game strategies for the evolution of actors in China's electric vehicle charging infrastructure industry. Firstly, the Chinese government has classified the industry according to the subsidy for charging piles and battery swapping stations. Then, the government, operators, and consumers constructed an evolutionary game model. The results show that: (1) under the investment subsidy mode, the purchase cost that consumers invest in purchasing traditional fuel-consuming vehicles has a positive impact on the operator's production enthusiasm. In addition, the government's subsidy amount has a positive impact on consumers' decision to purchase battery-swappable electric vehicles; and (2) under the operational subsidy mode, due to the government's strong supervision of the industry, there is a positive correlation between the word-of-mouth effect and the consumer's decision to buy rechargeable electric vehicles. How to understand the relative success and institutional basis of the industrial policies implemented by the Chinese government since the reform and opening up? And, In the context of a new round of scientific and technological revolution, disruptive technologies are constantly emerging, what kind of challenges will this new situation bring to China's existing industrial policy paradigm? In this paper, I employ the method of literature and theoretical analysis, combined with a series of related studies, especially of my own, to answer the above questions. In my view, China's relatively successful industrial policy paradigm will become a trap of China under the rise of disruptive technologies. To prevent China from falling into the trap, the Chinese government need to transform from a selective industrial policy to a functional industrial policy. It should conduct a comprehensive reflection on the existing national innovation system and reshape the science policy, technology policy, talent policy and competition policy. Therefore, it is also necessary to establish an institutional foundation compatible with the new industrial policy paradigm in terms of incentives through institutional reform. As pointed out in the Report to the 20th National Congress of the Communist Party of China (CPC), the next five years (2022–2027) will be crucial for beginning to build a modern socialist country in all respects. Firstly, the next five years will be a period of historical transition in the central task of the CPC. The central task of the CPC will be to realize the Second Centenary Goal of building China into a great modern socialist country in all respects. At this crucial stage for getting our efforts off to a good start, China should understand and pursue the Five-Sphere Integrated Plan to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. Secondly, the next five years will be a period of deep reform in which strategic opportunities, risks and challenges are concurrent. Alongside a new round of scientific and technological revolution and industrial transformation well underway, the new principal contradiction facing Chinese society, a historical transition in the central task of the CPC, and a shift in the international balance of power, profound and complex changes are taking place in China’s internal and external environment for development. Uncertainties and unforeseen factors are rising and must be dealt with appropriately. Thirdly, the next five years will be a key period of achieving China’s overall development objectives for 2035. It is a paramount stage of meeting the 14th Five-Year Plan goals, formulating the 15th Five-Year Plan goals, and realizing Chinese modernization by 2035. China should uphold the CPC’s overall leadership, follow the path of socialism with Chinese characteristics, apply a people-centered development philosophy, remain committed to deepening reform and opening up, and carry forward our fighting spirit. Fourthly, the next five years will be a crucial period of accelerating the creation of a new pattern of development and pursuing high-quality development. Chinese modernization should be advanced through a series of strategic initiatives, such as building a high-standard socialist market economy, modernizing the industrial system, propelling rural revitalization across the board, promoting coordinated regional development, and boosting high-standard opening up. Fifthly, the next five years will be an impact period of unprecedented downward pressure on the national economy under various factors and risks beating expectations. In order to achieve the 14th Five-Year Plan goals and the overall development objectives by 2035, it is necessary to defuse the threefold pressure composed of increasing demand shrinkage, supply shocks and flagging market expectations, as well as intensifying potential risks. To accomplish the main objectives and tasks for the next five years, it is necessary to observe objective laws, apply the new development philosophy, continue to pursue economic development as central task, adopt system-based thinking, take steady steps to sustain progress, and promote high-quality development in a scientific and effective manner. With the advent of the era of artificial intelligence, a technological revolution has begun in the field of education, which has injected new momentum into moral education. Today, civic education is developing rapidly in countries around the world, while civic education in China is still relatively lagging behind. In China, we need to optimize civic education by building a comprehensive civic education system, implementing the concept of people-oriented, gathering the joint efforts of the whole society, expanding diversified civic education methods, and selecting and enriching the contents of civic education. Artificial intelligence technology enables higher education institutions to carry out civic education, enrich teaching contents, broaden teaching methods, and optimize teaching evaluation. However, technology-related innovations are dualistic in nature, with essential, technical, and value risks that hinder their effectiveness in civic education. This paper proposes strategies for optimization in terms of improving digital core risk response capabilities, establishing reliable technology risk response mechanisms, and maintaining a foundation for civic education response costs. Thus, weakening the risk factors of AI in civic education facilitates the transformation of AI and technology to the advantage of knowledge-based civic education. This paper discusses strategies and methods for optimizing smart education using AI devices and establishes a corresponding smart education platform to help students with their ideological education. The following are the results: (1) DEM research shows a spiral growth, with a significant increase in the number of papers. Existing highly cited references are mainly carried out from the perspective of management or technology. (2) The complex countries' cooperation network has been formed from the USA, China, and other countries; the complexity of the institutions' cooperation network must be strengthened, and the density of the authors' cooperation network is low; DEM research has significant interdisciplinary attributes. (3) The hotspots of DEM research can be divided into three categories: means, processes, and objects, but the research emphases between international and China are different. (4) The evolution of DEM research can be divided into three stages between international and China: embryonic, development, and deepening stages, and research contents in each stage show some differences. (5) The trends of DEM research between international and China are different. Intelligentization-oriented development is a fast-developing trend of technological revolution. It promotes the reconstruction of the industrial system of a region and affects its overall industrial competitiveness. This paper sets up a variety of models featuring intelligentization level and multi-dimensional industrial competitiveness, and collects data of 28 provinces and cities in China from 2003 to 2017 to test the influence of industrial intelligentization level on the industrial competitiveness of a region. The result reveals that: 1) In China's provincial jurisdictions, the higher the level of intelligentization is, the lower the overall level of industrial competitiveness and the lower the proportion of industry in the economic system will be. In regions where the facilities are highly intelligentialized, the production sectors tend to move to the less developed regions, and the growth effect of technological dividends is the focus. 2) Compared with the middle region and the Western region of China, the Eastern region, which is more developed with higher intelligentization level, has stronger ability in the research and development (R&D) of technologies, and the economic structure of the industry there tends to be stable, manifesting a strong growth potential. Intelligent construction (IC) is an innovative development model of the construction industry in which construction is integrated with digital technologies against the backdrop of the new technological revolution. The development of IC involves many influencing factors which are actively promoting IC development. However, investigations focusing on identifying and examining the relationships among the factors necessary for IC development are limited. In contributing to bridging this gap, this paper investigated and analyzed influencing factors for IC development by developing structural equation modeling (SEM) based on 5 variables and 28 measures, including (1) identifying the factors and examining their influence on IC development in China and (2) clarifying the paths and key measures for successful IC development. The results showed that (1) the three variables of government, company, and technology had a direct and significant impact on the development of IC, (2) the three variables of industry, company, and technology actually formed a "closed-loop" within which they interact and promote each other, and (3) it was widely realized and accepted that IC development has bright prospects in China. Furthermore, four paths for IC development were obtained and the key measures of the five variables were further analyzed. This research contributes to the body of knowledge on IC by identifying the factors influencing IC development. The new technological revolution has not only created the digital economy, but has also accelerated the digital transformation of global value chains (GVCs). Digital technologies have reshaped the specialization within global value chains by reducing costs, enabling industrial chains and increasing added value in exports. However, GVCs also face salient risks in the digital economy era, as reflected in their spatial layouts. The enabling effect of digital technologies has led to the shortening and reshoring of global value chains. In value chain governance, dominant countries have imposed technological embargoes on ascendant countries, depriving them of key technologies. In the distribution of value, the imbalances in the specialization within GVCs and digital divides have aggravated global economic inequities. Given the new characteristics and risks of GVCs in the era of the digital economy, as well as the “dual circulation” development paradigm, China’s industrial chains and firms moving up the GVCs need to regard data, the fifth type of production factor, as a key to the enabling effect of the digital economy on industries. These measures will advance the digital transformation of traditional industries and the development of the digital industry, as well as allow industrial chains and innovation chains to work in tandem to facilitate favorable domestic circulation. At the firm level, enterprises should further develop endogenous innovation capacity to become leaders in innovation and free themselves from dependence on foreign sources for key technologies. Using DDL model, teachers can break the limitation of textbooks. On the basis of analyzing the general idea of the text, they can search out massive real corpus related to the general idea of the text by searching the core words in the text, so as to provide extensive reading resources for students in the maximum range. At the same time, teachers can rely on the corpus to design different types of teaching activities, realize student-centered task-based, inquiry-based, and autonomous learning and cultivate students' critical thinking ability, practical ability, and cross-cultural communication ability. This model breaks the limitation of "classroom + textbook," realizes student-centered task-based, exploratory, and autonomous learning, trains interdisciplinary new engineering talents needed by emerging industries and new economy in the future, and promotes the sustainable development of English teaching. Smart energy plays an important role in alleviating energy poverty in China in the context of the new technological revolution and industrial change. This paper uses China's smart pilot policy as a quasi-natural experiment, employing China's provincial panel data from 2011 to 2022, measuring energy poverty indices based on a projection pursuit evaluation model, and conducting a quasi-natural experiment using a synthetic control method to assess the effect of smart energy on energy poverty and specific mechanisms of action. The study found that smart energy has a specific and significant impact on energy poverty, but the effect differs in different regions depending on the construction cycle and energy endowment. In the mechanism test, smart energy significantly alleviates energy poverty through the mechanisms of improving energy supply capacity, improving energy payment capacity, and improving energy cleanliness. With the new round of scientific and technological revolution and industrial change accelerating, "electrification, intelligence, network and sharing" has become a new trend of the current automotive industry reform. Accelerating the cultivation and development of new energy vehicles has not only become an urgent task to effectively alleviate the pressure of energy and environment in China and promote the sustainable development of the automobile industry, but also a strategic measure to accelerate the transformation and upgrading of the automobile industry in China. In view of the low survival rate of high-tech innovating enterprises and high input and high risk of high-tech enterprises, it is of great significance to assess and evaluate the operating efficiency of the high-tech innovating enterprises. This study used the entropy weight method to establish a DEA -based business performance evaluation index model to evaluate and analyze the business performance of the listed new energy vehicles enterprises in China in 2018. The result shows that most of the new energy vehicles enterprises are in the state of increasing returns to scale, conforming to the characteristic of high growth of high-tech enterprises; however, the overall operational efficiency of these enterprises is very low and some of them face the problem of obvious scientific research input redundancy; therefore, the improper input-output framework is the main reason lead to the low scale efficiency for the enterprises and provide corresponding policy proposals for these problems. It became imperative to deepen our understanding of marketing strategy and its formation in the digital era (DE) because the technological revolution has changed the nature of marketing. Based on 15 semi-structured interviews with marketing managers in China and France, this paper explores how the formulation of marketing strategy from the deliberate, emergent and strategy absence perspectives, and how it differs between France and China. We have identified eleven strategic dimensions by using grounded theory methodology (i.e., three dimensions inherent to French management, three dimensions inherent to Chinese management, and five common dimensions). The findings suggest the benefits of going beyond the dichotomies of deliberate/emergent and/or strategy absence. Rather than adopting an either/or approach, marketing formation in the DE is a dynamic process of balancing between those three approaches in a multidirectional movement. This paper introduces the platform construction of larger-scale analysis instruments with the deep opening and safe sharing firstly. Then, the idea and implementation patterns for improving the innovative education and academic level of undergraduates and postgraduate are elaborated based on the opening and sharing platform of large-scale equipment. This article examines former Chinese Premier and General Secretary Zhao Ziyang's policies to respond to a "New Technological Revolution," which resulted from a most unlikely influence: the prominent American writer Alvin Toffler and other futurists. Drawing on previously unstudied materials and internal Chinese sources, this article demonstrates how Zhao and other senior Chinese officials interpreted and deployed these ideas to advocate for distinctive and influential policies. This policy vision of actionable futurism shaped science and technology policy during the 1980s—especially the major 863 Program to develop advanced technologies—and had great importance in China's economic transformation. In explicating Zhao's role, this account revises the often-repeated Deng Xiaoping–centered story of the 863 Program's origins and reassesses this major initiative, which exemplifies how new expectations about the future, shaped by the transnational movement of ideas, became centrally important to the Chinese leadership's decades-long agenda for China's modernization. This examination also illustrates the distinctiveness of Zhao's policy vision, frequently effaced by official Deng-centered narratives, and the fluidity of conceptions of modernization in this period. Digitalization has become the core engine of a scientific and technological revolution and a new phase of industrial transformation, while the integrated digitalization development and environmental governance has become a strategic choice for high-quality development in the modern era. Focusing on the relationship between the digitalization of government environmental governance (DGEG) and environmental pollution, this study empirically tested the impact of DGEG on environmental pollution and its spatial spillover effect using the spatial Durbin model based on provincial panel data for China from 2015 to 2019. The threshold effect of this impact was examined using the threshold regression model from the perspective of digital infrastructure as well as digitalization developments in economic and social spheres. We found that DGEG can not only reduce environmental pollution in the local area but also improve the environmental quality of surrounding areas through the spatial spillover effect, showing an obvious "digital pollution reduction dividend". However, this spillover effect has a spatial spillover boundary, only playing a role in pollution reduction within a certain geographical range. The impact of DGEG on environmental pollution has a single threshold effect based on digital infrastructure. As the digital infrastructure has improved over time, the "digital pollution reduction dividend" of DGEG has continued to strengthen, showing a characteristic of "increasing marginal revenue". Under the constraints of digitalization development in the economic and social spheres, the impact of DGEG on environmental pollution has developed the characteristics of a single threshold, i.e., the pollution reduction effect of DGEG is not significant or even positive in the initial stage, but its impact gradually becomes prominent once it exceeds a certain threshold value. Enterprise environmental performance has always been the core topic of enterprise environmental management. Under the promotion of the new generation of technological revolution, whether enterprise digitalization can help improve enterprise environmental performance has become a new research hotspot. Taking Chinese A-share listed industrial enterprises as the research sample, this paper discusses the influence mechanism of digitalization on corporate environmental performance. The results show that:(1) digital investment has a significant U-shaped relationship with corporate environmental performance; (2) Technological innovation is an important intermediary channel through which digital investment promotes enterprise environmental performance: digital investment can positively promote technological innovation, and there is also a significant U-shaped relationship between technological innovation and corporate environmental performance; (3) The hometown identification degree of executives positively moderates the relationship between technological innovation and corporate environmental performance. Accordingly, we suggest that companies need to adopt hedging policies in the early stage to reduce the adverse environmental effects caused by digital technology and accelerate the digital transformation of enterprises and promote the development of technological innovation to achieve the goal of coordinated environmental protection. China's rise as a global power and its pursuit of space technologies have increased India's insecurity. To address the challenge of China (and benefit from the technological revolution), India has invested heavily in the space sector. Its space program benefits from indigenous innovations and international cooperation. However, its military achievements in the space domain have aggravated Pakistan's sense of insecurity. Pakistan's financial and technological limitations have forced it to look toward China to mitigate the Indian threat and maintain the balance of power in South Asia. In addition to great power competition in the region, these perceptions of security and insecurity and states' efforts to maximize their security are likely to exacerbate competition and negatively affect the prospects of mediation. Talent agglomeration effectiveness is the strongest endogenous force pushing competitiveness for regional economy and industrial development. Due to the complexity of high-tech talent agglomeration, there are still considerable gaps to evaluate the incentive factors. This study evaluates the influential indicator system by using a hybrid fuzzy set theory extended Analytic Hierarchy Process (AHP) approach for proximity to reality from individual, organizational and environmental dimensions. The statistical analysis is adopted to verify the results of fuzzy AHP analysis. This research explores the founding that individual incentives are more important than environmental factors, and environmental incentives are more influential than organizational incentives. Job satisfaction, welfare system, and geographical location are the highest ranking factors. Using panel data analysis for an industry-level sample of Chinese manufacturing industries from 2000 to 2009, the study examines how latecomers dynamically adapt technology acquisition strategy in terms of technology acquisition diversity during the transition process from imitation to innovation. Our research considers technology acquisition as a portfolio of technology channels and thus examines the impact of technology gap between domestic firms and foreign firms on technology acquisition strategy at the industry level. The findings reveal that technology gap positively affects technology acquisition diversity of Chinese manufacturing industries. Heavy metals contamination resulting from fossil fuel combustion among other sources has been become a focus of the community of nations. New detection methods can help to manage this growing concern. In 2008, Dr. Zang and his colleagues succeeded in building a fluorescent sensor based on a perylene modification with two thymine moieties to successfully detect mercury in water. Through the sub-national EcoPartnership program sponsored by the U.S. and China, the development of this technology has been advanced and is now ready for demonstration as a real time, in situ testing procedure. The Utah-Qinghai EcoPartnership is also helping to facilitate commercialization of new technologies through the coordination of government entities, local universities, and commercial partners. Adapting new technology for deployment in China depends on understanding the specific roles of all these partners. Dr. Dingman offers an instructive insight on new technology implementation based on his years of involvement with Chinese government agencies and research institutions.
