This paper describes the capital project development process used by cities throughout the People's Republic of China. It is a generic process used by public officials and citizens throughout the nation. For analytical purposes, and in an effort to simplify this rather complicated process, the present paper is divided into the four phases of a capital improvement project: project approval and financing, project management, project evaluation and project completion. The main participants involved in this process include public officials, development managers, project consultants, building contractors and citizens. For each phase of the project development process, the paper describes the role and responsibilities of these participants. This massive investment in China's public infrastructure is not without its problems and critics, as well as its challenges and opportunities - both now as well as in the not-too-distant future. Some citizens feel that some of these funds would be better spent on education, healthcare and improvements to the environment. These issues are examined at the end of this paper. This paper has been a collaborative effort between Wenyi Li and Roger Kemp during Professor Li's tenure as a Visiting Scholar at University of New Haven. [ABSTRACT FROM AUTHOR]
