The first survey on soil pollution in China (2005 - 2013) showed a significant degradation in the condition of the soil. In 2017, 16.1% of lands in China, including 19.4% of cultivated land, was over the permitted pollution limit. Accordingly it is no surprise that soil pollution is regarded as amajor environmental obstacle to realizing the government's plan to build a 'well-off society in an all-round way.' This objective found legal expression on August 31 2018, when the Fifth Session of the Standing Committee of the 13thNationalPeople'sCongresspassedtheLaw on the Prevention and Control of Soil Pollution (PCSPL).
