Aims: The aims of this project were to establish the outcomes for dental implant research that are important to people with lived experience (PWLE) and to achieve consensus with those developed by dental professionals (DPs) for a core outcome set (COS). This paper reports the process, outcomes and experiences of involving PWLE in developing a COS for dental implant research: the Implant Dentistry Core Outcome Sets and Measures project. Materials and Methods: Overall methods were guided by the Core Outcome Set Measures in Effectiveness Trials (COMET) initiative. Initial outcome identification was achieved from focus groups with PWLE employing calibrated methods across two low‐middle‐income countries (China and Malaysia) and two high‐income countries (Spain and the United Kingdom). Following consolidation of the results, the outcomes were incorporated into a three‐stage Delphi process with PWLE participation. Finally, consensus between PWLE and DPs was achieved using a mixed live and recorded platform. The experiences of PWLE involvement in the process was also evaluated. Results: Thirty‐one PWLE participated in four focus groups. Thirty‐four outcomes were suggested across the focus groups. Evaluation of the focus groups revealed a high level of satisfaction with the engagement process and some new learning. Seventeen PWLE contributed to the first 2 Delphi rounds and 7 to the third round. The final consensus included 17 PWLE (47%) and 19 DPs (53%). Out of the total of 11 final consensus outcomes considered essential by both PWLE and health professionals, 7 (64%) outcomes mapped across to ones that PWLE initially identified, broadening their definition. Conclusions: We conclude that engaging PWLE in COS development can be achieved across widely different communities. Background: The Lidcombe Program is a stuttering treatment approach for children between the ages of 3 and 6 years. Most papers about the Lidcombe Program, however, are based on studies conducted in native English-speaking countries. The aim of this paper is to systematically review the delivery and implementation of the Lidcombe Program in non-native English-speaking countries. Summary: A resource search was conducted between October and November 2019. Scopus, PubMed, ASHA, Cochrane Library, ERIC, Google Scholar, and SpeechBITE databases and reference lists of relevant papers were searched for the identification process. Joanna Briggs Institute tools were used for the appraisal of the studies. The search yielded 8 studies conducted in non-native English-speaking countries. The Lidcombe Program is efficacious in non-native English-speaking countries when delivered to both preschool and young school age children who stutter. It is reported to be delivered with minor changes and challenges. The number of weekly clinic visits and the total time needed to reach zero or near-zero stuttering levels with the Lidcombe Program can be up to 3 times greater in non-native English-speaking countries than in native English-speaking countries, mostly due to the increased time needed to introduce the parental verbal contingencies. Key Messages: Speech and language therapists practicing in non-native English-speaking countries are encouraged to use the Lidcombe Program for both preschool and young school age children who stutter, although this can take more time than that reported in native English-speaking countries. How do states pursue industrial policies in the context of China's rise? Examining Indonesia and Malaysia's mineral processing sectors, we argue that these countries illustrate two different pathways that states take to bolster their industrial policies. Indonesia has followed the leading sector strategy to increase domestic nickel processing capacity and decrease reliance on resource exports. Chinese firms and the Indonesian government built the Indonesia Morowali Industrial Park to house nickel smelters, fostering a new leading sector. Chinese capital in smelting follows what Albert Hirschman has called 'intermediate investments', maximising forward and backward linkages across the Indonesian economy. In contrast, Malaysia has followed the dual economy strategy, where semi-finished goods are imported and assembled into finished ones to be exported abroad. Chinese firms and the Malaysian government established the Malaysia–China Kuantan Industrial Park to import, process and export steel products. However, due to the dual economy strategy, the industrial park impairs the activities of domestic steelmaking companies and inhibits the potential build-up of smelting capacity. With the development of China's reform and opening up policy, China's identity has gradually shifted from a solely foreign investment destination country into one that prioritizes capital exports. Among the capital receiving countries, Malaysia has been definitely attractive. As the first ASEAN country that has fostered diplomatic relations with China, Malaysia instituted friendly exchanges with China more than 2,000 years ago. This paper summarizes the history of investment and trade in the Malaysia and China in the ancient Chinese historical books based on the chronicle, and concludes the characteristics of investment and trade in various periods. With the qualitative method, it specifically analyzes the related research materials and historical writing records and focuses on the reasons why China has been willing to invest in Malaysia. The paper finds both countries' complementarity of goods, the continuous accumulation of exchanges, mutual understanding, influx of Chinese immigrants, and Malaysia's unique geographical advantages, which have contributed to the fact that China chose to invest and cooperate in Malaysia for two thousand years. This paper can help understand the development of the China-Malaysia relations and can accelerate understanding between the two countries, thus helping in removing hindrances against Chinese investment in Malaysia due to various modes of incomprehension. Perfluorinated compounds (PFCs) have been used for many years, and are distributed all over the world. This study focused on occurrences of PFCs, especially perfluorooctane sulfonate (PFOS) and perfluorooctonoic acid (PFOA) in Thai rivers and industrial estate discharges, while comparing results with rivers of other Asian countries (Japan, China, and Malaysia). Surveys were conducted in Chao Phraya River, Bangpakong River and three industrial estates. A solid phase extraction (SPE) and HPLC-ESI-MS/MS were used for the analysis of these chemicals. The average concentrations of PFOS and PFOA were 1.9 and 4.7 ng/L, respectively in Chao Phraya River, while lower concentrations were detected in Bangpakong River with the averages of 0.7 ng/L for both PFOS and PFOA. Higher concentrations were detected in all industrial estate discharges with the averages of 64.3 ng/L for PFOA and 17.9 ng/L for PFOS., Total loadings from three industrial estates were 1.93 g/d for PFOS and 11.81 g/d for PFOA. The concentraion levels in Thai rivers were less than rivers in Japan, China, and Malaysia. However, PFCs loading rate of Chao Phraya River was much higher than Yodo River (Japan), due to the higher flow rate. The other six PFCs were found above the Limit of Quantification (LOQ) in most samples. PFHxS and PFNA were also highly detected in some river samples. [ABSTRACT FROM AUTHOR]

In this paper, four species of the genus Diduga Moore, [1887] from China (Chongqing and Guangdong) and Malaysia (Borneo, Sabah) are described as new to science, namely D. simianshana sp. nov., D. chebalinga sp. nov., D. chewi sp. nov., and D. hollowayi sp. nov. Adults of these species are illustrated in color, and images of the male and female genitalia are provided. Purpose: The purpose of this paper is, first, to examine student perspectives of their university experience in terms of the soft employability skills they develop; second, how prepared those students feel for the future employment market and finally investigate whether there are differences in perceptions between Chinese and Malaysian students given their different educational experience. Design/methodology/approach: In this study, 361 predominantly Chinese undergraduate students at two universities, one in China and the other in Malaysia completed the 15-item Goldsmiths soft skills inventory using an online survey. Findings: The results, analysed using factor analysis and confirmatory factor analysis, indicated that the university curriculum develops student soft skills, particularly in the Malaysian university and supports the relationship between soft skill and student preparedness for employment. The results also indicate that compared with the respondents from the Chinese university, the Malaysian university respondents were more likely to be positive to statements concerning their respective university's ability to develop their soft skills. Research limitations/implications: Such findings have implications for education providers and business in that it is important for universities to embed soft skills into the curriculum in order to develop graduate work readiness. Originality/value: What this research contributes is not only consolidation of existing research in the contemporary context of a disruptive jobs market, it takes research forward through analysing student perceptions from two universities, one in Malaysia and the other in China, of the skills they develop at university and the importance of soft skills to them and their perceptions of future employment and employability. Aims: This paper presents updated prevalence estimates of awareness, ever‐use, and current use of nicotine vaping products (NVPs) from 14 International Tobacco Control Policy Evaluation Project (ITC Project) countries that have varying regulations governing NVP sales and marketing. Design, Setting, Participants and Measurements: A cross‐sectional analysis of adult (≥ 18 years) current smokers and ex‐smokers from 14 countries participating in the ITC Project. Data from the most recent survey questionnaire for each country were included, which spanned the period 2013–17. Countries were categorized into four groups based on regulations governing NVP sales and marketing (allowable or not), and level of enforcement (strict or weak where NVPs are not permitted to be sold): (1) most restrictive policies (MRPs), not legal to be sold or marketed with strict enforcement: Australia, Brazil, Uruguay; (2) restrictive policies (RPs), not approved for sale or marketing with weak enforcement: Canada, Malaysia, Mexico, New Zealand; (3) less restrictive policies (LRPs), legal to be sold and marketed with regulations: England, the Netherlands, Republic of Korea, United States; and (4) no regulatory policies (NRPs), Bangladesh, China, Zambia. Countries were also grouped by World Bank Income Classifications. Country‐specific weighted logistic regression models estimated adjusted NVP prevalence estimates for: awareness, ever/current use, and frequency of use (daily versus non‐daily). Findings NVP awareness and use were lowest in NRP countries. Generally, ever‐ and current use of NVPs were lower in MRP countries (ever‐use = 7.1–48.9%; current use = 0.3–3.5%) relative to LRP countries (ever‐use = 38.9–66.6%; current use = 5.5–17.2%) and RP countries (ever‐use = 10.0–62.4%; current use = 1.4–15.5%). NVP use was highest among high‐income countries, followed by upper–middle‐income countries, and then by lower–middle‐income countries. Conclusions: With a few exceptions, awareness and use of nicotine vaping products varied by the strength of national regulations governing nicotine vaping product sales/marketing, and by country income. In countries with no regulatory policies, use rates were very low, suggesting that there was little availability, marketing and/or interest in nicotine vaping products in these countries where smoking populations are predominantly poorer. The higher awareness and use of nicotine vaping products in high income countries with moderately (e.g. Canada, New Zealand) and less (e.g. England, United States) restrictive policies, is likely due to the greater availability and affordability of nicotine vaping products. Whistles emitted by Indo-Pacific humpback dolphins in Zhanjiang waters, China, were collected by using autonomous acoustic recorders. A total of 529 whistles with clear contours and signal-to-noise ratio higher than 10 dB were extracted for analysis. The fundamental frequencies and durations of analyzed whistles were in ranges of 1785–21 675 Hz and 30–1973 ms, respectively. Six tonal types were identified: constant, downsweep, upsweep, concave, convex, and sine whistles. Constant type was the most dominant tonal type, accounting for 32.51% of all whistles, followed by sine type, accounting for 19.66% of all whistles. This paper examined 17 whistle parameters, which showed significant differences among the six tonal types. Whistles without inflections, gaps, and stairs accounted for 62.6%, 80.6%, and 68.6% of all whistles, respectively. Significant intraspecific differences in all duration and frequency parameters of dolphin whistles were found between this study and the study in Malaysia. Except for start frequency, maximum frequency and the number of harmonics, all whistle parameters showed significant differences between this study and the study conducted in Sanniang Bay, China. The intraspecific differences in vocalizations for this species may be related to macro-geographic and/or environmental variations among waters, suggesting a potential geographic isolation among populations of Indo-Pacific humpback dolphins. The paper is based on original empirical research into the lifestyle migration of European migrants, primarily British, to Thailand and Malaysia, and of Hong Kong Chinese migrants to Mainland China. We combine strong structuration theory (SST) with Heideggerian phenomenology to develop a distinctive approach to the interplay between social structures and the lived experience of migrants. The approach enables a rich engagement with the subjectivities of migrants, an engagement that is powerfully enhanced by close attention to how these inner lives are deeply interwoven with relevant structural contexts. The approach is presented as one that could be fruitfully adopted to explore parallel issues within all types of migration. As is intrinsic to lifestyle migration, commitment to a better quality of life is central to the East Asian migrants, but they seek an uncomplicated, physically enhanced texture of life, framed more by a phenomenology of prosaic well‐being than of self‐realization or transcendence. In spite of possessing economic and status privileges due to their relatively elite position within global structures the reality for a good number of the lifestyle migrants falls short of their prior expectations. They are subject to particular kinds of socio‐structural marginaliszation as a consequence of the character of their migration, and they find themselves relatively isolated and facing a distinct range of challenges. A comparison with research into various groups of migrants to the USA brings into relief the specificities of the socio‐structural positioning of the lifestyle migrants of the study. Those East Asian migrants who express the greatest sense of ease and contentment seem to be those who have responded creatively to the specific challenges of their socio‐structural situation. Often, this appears to have been achieved through understated but active involvements with their new settings and through sustaining focused transnational connections and relationships. Objective: This paper shall first investigate the informatics areas and applications of the four Traditional Medicine systems - Traditional Chinese Medicine (TCM), Ayurveda, Traditional Arabic and Islamic Medicine and Traditional Malay Medicine. Then, this paper shall examine the national informatics infrastructure initiatives in the four respective countries that support the Traditional Medicine systems. Challenges of implementing informatics in Traditional Medicine Systems shall also be discussed.Methods: The literature was sourced from four databases: Ebsco Host, IEEE Explore, Proquest and Google scholar. The search term used was "Traditional Medicine", "informatics", "informatics infrastructure", "traditional Chinese medicine", "Ayurveda", "traditional Arabic and Islamic medicine", and "traditional malay medicine". A combination of the search terms above was also executed to enhance the searching process. A search was also conducted in Google to identify miscellaneous books, publications, and organization websites using the same terms.Results: Amongst major advancements in TCM and Ayurveda are bioinformatics, development of Traditional Medicine databases for decision system support, data mining and image processing. Traditional Chinese Medicine differentiates itself from other Traditional Medicine systems with documented ISO Standards to support the standardization of TCM. Informatics applications in Traditional Arabic and Islamic Medicine are mostly ehealth applications that focus more on spiritual healing, Islamic obligations and prophetic traditions. Literature regarding development of health informatics to support Traditional Malay Medicine is still insufficient. Major informatics infrastructure that is common in China and India are automated insurance payment systems for Traditional Medicine treatment. National informatics infrastructure in Middle East and Malaysia mainly cater for modern medicine. Other infrastructure such as telemedicine and hospital information systems focus its implementation in modern medicine or are not implemented and strategized at a national level to support Traditional Medicine.Conclusion: Informatics may not be able to address all the emerging areas of Traditional Medicine because the concepts in Traditional Medicine system of medicine are different from modern system, though the aim may be same, i.e., to give relief to the patient. Thus, there is a need to synthesize Traditional Medicine systems and informatics with involvements from modern system of medicine. Malaysia is a multi-ethnic country with Malay, Chinese and Indian being the dominant ethnic groups. This paper investigates the three ethnic cultures in Malaysia by examining the individual-level values of managers and professionals. Based on 528 responses to a Schwartz Value Survey ( SVS) questionnaire, the paper identifies partial convergence of the value systems of Malay, Chinese and Indian people. It was found that the three ethnic groups do not differ significantly in the individualistic value dimensions of Self-enhancement and Openness-to-change. However, Malays are found to be more conservative and less self-transcendent than Chinese or Indians, while Chinese and Indians attribute the same importance to these two sets of values. Chinese popular music, inspired by pre-war Shanghai music known as ‘shidai qu’ (时代曲) (songs of the era) and evolving to include Canto pop and Taiwanese Mandarin songs, has always been popular among the Chinese in Malaysia. This music is featured on radio, television, karaoke, and performed by orchestras such as the Dama Chinese Orchestra (大马) to enthusiastic reception. The songs have a broad appeal that transcends time, generation, and place. Of significance is the observation that the music has become a cultural marker and musical heritage for Chinese in Malaysia and in the region. The paper looks at factors behind this development. Continuing rapid developments in information communication technology has led to an ever increasing amount of personal information being collected, processed, stored and used, without the individual even knowing about it. For countries which have domestic legislation relating to privacy and data protection, it has afforded the opportunity for a review. For others, it has opened up the opportunity to legislate. The aim of the paper is three-fold. First, the paper aims to deal with data protection regime in Malaysia and in Hong Kong by examining the salient features of the newly enacted Malaysia's Personal Data Protection Act 2010 and the recent recommendations for legislative reform to the Personal Data (Privacy) Ordinance in Hong Kong. Second, it considers whether the laws are more concerned with legitimising data protection practices of organizations and busi-nesses rather than the protection of individuals' privacy interests. Finally, the paper briefly considers whether the laws adequately address the impact to individuals' data privacy brought about by technological advancements before providing a conclusion. This paper looks at the politics of the Malaysian Chinese Association, the main party representing the Chinese community, in the ruling Barisan Nasional, one year after the March 2008 general election. Recent developments over the last few months indicate that the party has lost its political legitimacy. Electrical energy consumption is expected to increase in Malaysia, and illumination is the second largest electric power consumption in Malaysia. Remarkably, the majority of residential illumination is carried out with incandescent lamps which consume a high level of energy in comparison with recent high efficient technologies. Light Emitting Diodes (LED) could possibly be an option to replace incandescent lamps and even fluorescent lamps (FL). This paper outlines the overview of Malaysia׳ energy sector, policy and programs; and calculate possible savings in terms of energy, costs and environmental emissions by using LED lamps in Malaysia. Despite the capital cost of energy-efficient LED lamps, the use of LEDs might make economic sense for households due to the reduction in operational energy (OE) in certain stage. By replacement of incandescent with LED, a significant reduction in annual energy use, electricity bill, CO 2 and other greenhouse gas emission in terms of lighting can be accomplished by each household in Malaysia. This paper focuses on two of the most prominent Chinese railway projects in Southeast Asia since the 2013 inception of the Belt and Road Initiative (BRI) – Malaysia's East Coast Rail Link (ECRL) and Indonesia's Jakarta-Bandung High Speed Rail (HSR). Adding non-economic considerations and political contestation between central state organs into Sinha's (2005) framework on central-state/province interactions and their impact on economic development, it argues that the implementation of large, capital-intensive BRI projects is more complex than often portrayed. The ECRL is implemented considerably faster than the HSR primarily because, relative to Indonesia, Malaysia possesses a more centralized political structure. Malaysia's power concentration at two levels – between central and subnational players and amongst central players – has facilitated elite consensus and accelerated the ECRL's rollout. In contrast, Indonesia's decentralization exercise since the late 1990s, both at the spatial level and within the executive arm of the central government, has encouraged plurality of opinions and complicated project implementation. Despite President Joko Widodo's clear intentions to expedite the Jakarta-Bandung HSR, he has been checked by multiple influential stakeholders, resulting in delays. The Indonesians, relative to the Malaysians, appear to have negotiated a somewhat better deal from the Chinese railway consortium. However, these tentative gains are offset by the HSR's slow implementation, which in turn is undergirded by Indonesia's fragmented institutional arrangement. [ABSTRACT FROM AUTHOR]

The spectacular economic success of the Newly Industrialising Countries (NICS) of Asia since the 1960s, has led to the quest to identify other less developed countries which may be just about to become the next NICS of Asia. This paper examines the arguments for and against the view that there is a "second tier" of less developed countries which are about to join the ranks of the Asian NICS. While Malaysia and Thailand are generally thought to be the most likely candidates, this paper argues that one hitherto unrecognised contender. China, is likely to join these countries in achieving NIC status. This paper examines the question of whether there are likely to be more Newly Industrializing Countries (NICS) emerging over time, following in the footsteps of the original four in Asia (Hong Kong, Singapore, South Korea and Taiwan). While some writers suggest that several developing countries are about to achieve NIC status in the near future, others argue that world trading conditions have deteriorated to such an extent as to make this very unlikely. The paper frames the trade relationship between China and Malaysia within the context of ASEAN and the impending RCEP. Specifically trade potentials are derived for the bilateral partnership within the two structures to identify whether China's external options under the RCEP affect her relationship with Malaysia. Potentials for trade expansion between China and Malaysia, estimated through a three-dimensional panel gravity model, are found to be marginally lower under the RCEP structure relative to ASEAN. More importantly, trade potentials appear exhausted for major products traded under both contexts. This suggests a change (decline) in the trade posture of the China-Malaysia partnership, as relative advantages are most likely to be altered under the expanded matrix of Chinese relations with RCEP members. This paper investigates the impact of ringgit/yuan volatility on Malaysian trade with her largest trading partner, China. The short- and long-run impacts are estimated using bounds testing approach to cointegration analysis and disaggregated bilateral trade data by industry over the period of 1985–2010. Specifically, we considered a total of 151 importing and 24 exporting industries in Malaysia that traded with China. Our finding indicates that cointegration existed in 94 Malaysian import industry models and 16 Malaysian export industry models. Among these cases, exchange rate volatility has short-run effects on majority of the models. However, the short-run effects shift into the long-run effects in 46 out of 69 industries in import models and 5 out of 10 industries in export models. Results indicate that the exchange rate uncertainty has positive effects on majority of these industries. [ABSTRACT FROM AUTHOR]

This paper seeks to analyze the development of three aspects of Chinese Studies, namely Sinology, China Studies, and Chinese Overseas Studies in Malaysia. Each aspect corresponds to different levels of looking at China: civilizational, state, and ethnic. It also examines how identity politics in Malaysia shapes the development of these fields and how these fields created different images of China. Sinology depoliticizes China and presents the magnificent Chinese culture as a positive element in Malaysian nation-building project. Chinese Overseas Studies de-centers China and examines the multiple identities of the Chinese people. Objective. Obesity prevalence is unequally distributed across gender and ethnic group in Malaysia. In this paper, we examine the role of socioeconomic inequality in explaining these disparities. Design. The body mass index (BMI) distributions of Malays and Chinese, the two largest ethnic groups in Malaysia, are estimated through the use of quantile regression. The differences in the BMI distributions are then decomposed into two parts: attributable to differences in socioeconomic endowments and attributable to differences in responses to endowments. Results. For both males and females, the BMI distribution of Malays is shifted toward the right of the distribution of Chinese, i.e., Malays exhibit higher obesity rates. In the lower 75% of the distribution, differences in socioeconomic endowments explain none of this difference. At the 90th percentile, differences in socioeconomic endowments account for no more than 30% of the difference in BMI between ethnic groups. Conclusions. Our results demonstrate that the higher levels of income and education that accrue with economic development will likely not eliminate obesity inequality. This leads us to conclude that reduction of obesity inequality, as well the overall level of obesity, requires increased efforts to alter the lifestyle behaviors of Malaysians. Abstract: Research interests in addressing construction and demolition (C&D) waste management issues have resulted in a large amount of publications during the last decade. This study demonstrates that there is no systematic examination on the research development in literature in the discipline of C&D waste management. This study presents the latest research trend in the discipline through analyzing the publications from 2000 to 2009 in eight major international journals. The analysis is conducted on the number of papers published annually, main authors’ contributions, research methods and data analysis methods adopted, and research topics covered. The results exhibit an increasing research interest in C&D waste management in recent years. Researchers from developed economies have contributed significantly to the development of the research in the discipline. Some developing countries such as Malaysia and China have also been making good efforts in promoting C&D waste management research. The findings from this study also indicate that survey and case study are major methods for data collection, and the data are mostly processed through descriptive analysis. It is anticipated that more future studies on C&D waste management will be led by researchers from developing economies, where construction works will remain their major economic activities. On the other hand, more sophisticated modeling and simulating techniques have been used effectively in a number of studies on C&D waste management research, and this is considered a major methodology for future research in the discipline. C&D waste management will continue to be a hot research topic in the future, in particularly, the importance of human factors in C&D waste management has emerged as a new challenging topic. The language situation in the Malaysian Chinese community has undergone great changes in the past century. This paper aims to account for such changes in the framework of sociolinguistic realignment, which is both descriptive and predictive. The triglossic situation in the colonial period (1859-1957) is described; with the support of a language survey in Kuala Lumpur (KL) in 2008, the current triglossia in the Chinese community is presented. Furthermore, the future development of the language situation in KL is predicted based on the hypothesis of sociolinguistic realignment theory. [ABSTRACT FROM AUTHOR]

Abstract: In 2006 a report on the analysis for lead in 80 new residential paints from four countries in Asia revealed high levels in three of the countries (China, India and Malaysia) and low levels in a fourth country (Singapore) where a lead in paint regulation was enforced. The authors warned of the possible export of lead-painted consumer products to the United States and other countries and the dangers the lead paint represented to children in the countries where it was available for purchase. The need for a worldwide ban on the use of lead in paints was emphasized to prevent an increase in exposure and disease from this very preventable environmental source. Since the earlier paper almost 300 additional new paint samples have been collected from the four initial countries plus 8 additional countries, three from Asia, three from Africa and two from South America. During the intervening time period two million toys and other items imported into the United States were recalled because the lead content exceeded the United States standard. High lead paints were detected in all 12 countries. The average lead concentration by country ranged from 6988 (Singapore) to 31,960ppm (Ecuador). One multinational company sold high lead paint in one country through January 2007 but sold low lead paint later in 2007 indicating that a major change to cease adding lead to their paints had occurred. However, the finding that almost one-third of the samples would meet the new United States standard for new paint of 90ppm, suggests that the technology is already available in at least 11 of the 12 countries to produce low lead enamel paints for domestic use. The need remains urgent to establish effective worldwide controls to prevent the needless poisoning of millions of children from this preventable exposure. [Copyright &y& Elsevier]

Recent International Relations scholarships and policy publications have used the term "hedging" as an alternative to "balancing" and "bandwagoning" in describing small states' strategies towards a rising power. In the case of Southeast Asian countries' responses to a re- emerging China, more and more analysts have asserted that none of the smaller states are pursuing balancing or bandwagoning in the strict sense of the terms, and that the states are in fact adopting a "middle" position that is best described as "hedging". This paper seeks to assess this assertion by performing three principal tasks. First, it attempts to identify the key defining attributes and functions of hedging as a strategy that is distinguishable from pure forms of balancing and ban dwagoning. Second, it aims to operationalize the term within the context of Southeast Asia-China relations, by focusing on the cases of Malaysia and Singapore's response to China in the post-Cold War era. Third and finally, the study explains why these two states have chosen to hedge in the way they do. The central argument of the essay is that the substance of the two smaller states' policies are not determined by their concerns over the growth of China's relative power per Se; rather, it is a function of regime legitimation through which the ruling elite seek to capitalize on the dynamics of the rising power for the ultimate goal of justifying their own political authority at home. Background: in recent years, many Asian countries have witnessed an intensification in populist discourses identifying the death penalty as a central tool of drug control, with public opinion surveys referred to as invaluable evidence of public support for the death penalty. This paper will address the claim that the public supports capital punishment, and the role of surveys in shaping this discourse.Methods: review of thirty-nine public opinion surveys on the death penalty carried out in five Asian countries which retain the death penalty for drugs or are considering re-introducing it. The review was conducted by analysing and comparing design, methodology, findings, and the relationship between these elements.Results: all but two surveys recorded a majoritarian support for the death penalty, driven by beliefs in (a) deterrent effect of the death penalty, and (b) perfect justice - both disproven. Complex surveys found a low intensity of support, and a limited interest and knowledge by the public in capital punishment. Support for capital punishment is lower for drug offences specifically, and it decreases significantly when expressed with reference to real-life cases. Limited data suggest that the public in the focus countries has reservations on the effectiveness of the death penalty to reduce drug offences, and prefers a discretionary system of punishment. The analysis also revealed correlations between the framing of survey questions and their findings.Conclusion: Public opinion surveys conducted in China, Malaysia, the Philippines, Singapore, and Thailand suggest that the public knows little and has little interest in the death penalty. Although majoritarian, its support is based on a faulty understanding of key facts related to capital punishment, and an increase in knowledge is correlated to a decrease in support. More rigorous polling exercises demonstrate that public support for capital punishment - both in general and for drug offences specifically - is instinctive, abstract, elastic, and contextual. This paper discusses fertility trends in Singapore during the decade 1975–84. Fertility first dropped below the replacement level in 1975 when the gross reproduction rate reached 1·006, and fell further to the low of 0·772 in 1984. During the same period all of the three main races, Chinese, Malays and Indians, experienced fertility below replacement level. The shortfall in the number of births required to ensure replacement fertility increased during the decade until it approached one-quarter in 1984. [ABSTRACT FROM PUBLISHER]

The article presents comments on three papers presented during the Inaugural Asia Pacific Rim International Counselling Conference held Hongkong. It points out the concept of the three articles such as the outline of the development of guidance and counselling from remedies to student in Hongkong, chronological description of initial and later development of counselling in Malaysia, and how psychological help promote counselling services in China. It also remarks the study such as the need of counsellors awareness on the influence of local and dominant culture to the practice of guidance and counselling, and consideration of cultural context of clients, counsellors in assisting models of helping, and strategies to improve treatment attitudes.

Abstract: Asia’s largest biofuels producers are currently Indonesia, Malaysia, the Philippines, Thailand, China and India. This paper first examines the current status of biofuels in these countries, including the national development targets, strategies, incentives and policies.
