The Chilean system is known worldwide for the detrimental effect of neoliberal policies on public education and school segregation (Bellei et al. 2022). Drawing on Sen's Capability Approach (1999), this paper examines how novice teachers of English balance the tension between the constraints of the social and educational systems (unfreedoms) to develop agency and transform challenges into English-language teaching opportunities (capabilities), and how they develop social (in)justice awareness to become helpful, caring, and committed ELT practitioners in their school communities. Data collected through open-ended surveys and semi-structured interviews reveal that novice teachers understand and question systemic unfreedoms (social, institutional, market-driven educational constraints) and social (in)justice in Chilean education and ELT. Such reflections allow them to distance themselves from curricular mandates, to develop ELT capabilities based on the academic and emotional needs of their learners, and intertwine English teaching with affective care and commitment to their schools' educational projects and the wellbeing of marginalized students.

Drawing on Sen's notion of social justice in the Capability Approach, this paper examines the experiences of a group of novice teachers from English teacher education programmes working in marginalised schools in Chile. Through open-ended surveys and interviews, I investigated how new teachers navigate their first teaching years in contexts of educational vulnerability, how they perceive their teacher education programs and preparation to work in such school contexts, and how they balance the interplay between unfreedoms and the exercise of freedoms to teach students at social risk. The findings reveal the impact of contextless English teacher education programs and how these trigger future teacher motivation to develop a deeper understanding of educational vulnerability and their freedom to move away from language teaching issues to accommodate their teaching based on their care and commitment to their students. This paper closes by making a call for the importance of a grassroots approach in the development of English teacher education programs designed "with" members of marginalised communities.

Learning involves an important challenge, in which unnecessary barriers must be eliminated, without eliminating the necessary challenges. In that sense, it is universal learning design (UDL) that encourages the creation of flexible designs that provide effective instruction to all learners. This descriptive study compares the self-perception of the UDL among young university students studying in professional programs in the area of educational sciences at a private university according to the professional program, gender and training received. Participated 271 university students in professional programs in the area of Educational Sciences, whose age range was between 20 and 30 years old. The professional programs of Physical Education, English, Science, Mathematics, Special Education, Basic Pedagogy, Language and Preschool Education were included. Self-perception of Universal Design for Learning (UDL) was measured through the Survey technique, using as an instrument the questionnaire proposed by Sánchez-Fuentes, Castro Durán, Casas Bolaños, & Vallejos Garcías (2016), which has 25 questions and includes the three principles of the UDL. The results showed that the students in the preschool program reflected higher average values than their counterparts in other professional programs (83.6±12.2 points), followed by special education (60.4±9.8 points) and language (60.8±6.6 points) (p<0.05). Female students reflected higher self-perception (59.3±8.9 points) than male students (51.8±11.4 points). Students who have received training in UDL have higher average values (61.75±11.63 points) in relation to those who did not receive training (57.65±12.52 points) (p<0.05). Students in the preschool education program, as well as those who received training and women in general, have reflected a better self-perception in UDL in relation to their counterparts. These results suggest the implementation of programs and educational resources to improve the perception of UDL, especially among men.

This paper reports a small section of a larger study that uses a mixed-methods approach to examine participation experiences of novice teachers of English in Chile beginning their careers in nonharmonic public, semiprivate, and private school communities. Drawing on Wenger's framework of communities of practice, this paper reveals that novice teachers come across nonharmonic communities of teachers regardless of the types of schools where they work--that is, schools normally classified by socioeconomic background. As such, new teachers experience varying degrees of challenges that hinder their participation in such school communities. Rather than being a detriment, these nonharmonic communities of practice positively impact novice teachers to strive, including by joining diverse forms of communities, during the first years of teaching.

In this paper, different proposals made by national and international organizations and institutions on Teacher Digital Literacy are taken into account. The 7 most commonly used competence frameworks in international contexts are presented for evaluation through expert judgment. Next, the most suitable for the subsequent realization of a t-MOOC on Teacher Digital Literacy was selected. The selection of these experts was based on seven criteria that helped to establish the expert knowledge coefficient (EKC). This strategy served to obtain the viability of the selected sample. A total of 412 people, 155 experts and 257 non-experts participated in this study. After conducting the expert judgment, in a single round, it was concluded that the European Framework of Digital Competence for Teachers DigCompEdu is the most valued and adequate to be used as reference for the formative t-MOOC, followed by INTEF. This result is logical, since the latter is inspired by the former. These findings do not question the validity of the other competency frameworks, but the preferences granted by the judges.

This article describes barriers in higher education teachers' perceptions facing changes when innovating in their evaluation practices by integrating information and communication technologies (ICT) in a Chilean university. Forming and evaluating in a competency-based approach involves challenges for the teaching staff and changes in their role that are accepted or resisted. The same happens in the face of innovation processes with information and communication technologies (ICT) integration in teaching practices. The primary results show a relationship between pedagogical beliefs and evaluation which is consistent with adoption and assessment of the digital tool used. In addition, it reveals the role of beliefs as secondary barriers to change in the face of teaching practices with the use of technology (Ertmer, Ottenbreit-Leftwich, Sadik, Sendurur, & Sendurur, 2012). This study identifies the value of autonomy in student work and feedback as key beliefs in technology adoption.

This article analyzes the results of an inquiry into Latin American university community members' perceptions about regulatory processes and asymmetries of information, as influential factors in the governance of Latin American universities. It does so, by examining the national laws in Argentina, Brazil, Colombia, Chile, and Mexico. Previous studies in this continent have not considered these aspects and perspectives. Our research found significant differences between countries in terms of the Board of Directors' capacity to act and the control mechanisms they can employ--which can be interpreted as national differences in the availability of their resources and their regulatory capacities. On the level of asymmetry of information, there are differences between countries, which depend on the position of the university members in their institutions. Thus, regulation and information are important factors when it comes to the governance of Latin American universities, and can explain its' diversity.

This paper discusses the background, current situation and challenges of educational integration and inclusive education in Mexico and Chile. These countries obtained similar low results on the academic achievement of their students (Mexico last and Chile second last) among OECD countries; and above average scores, among Latin-American countries. In both countries educational integration began as a consequence of legal changes mandating that students with special educational needs (SEN) be attended in regular schools. School financial systems in Mexico and Chile are very different. In Mexico, educational services are predominantly public, while in Chile the state provides subsidies for students to attend both public and private schools. These differences have had an impact in educational integration procedures. In Mexico, students with special educational needs are served by special education professionals affiliated to the schools. In Chile, school principals hire, with the subvention provided by the government, specialists to offer support to the students enrolled. In both countries, educational integration has benefited integrated students. However, many adjustments still need to be made in both countries in order to install more adequate inclusive processes.

This paper shows an agricultural irrigation alternative using a low-cost Internet of Things (IoT) application. This technology allows the automation and optimization of processes by monitoring, processing, and analyzing large volumes of related data, including variables related to the soil (moisture), fertilization, and irrigation, which can be visualized through the internet to enable sustainable and efficient agriculture. The study is centered on the Los Angeles, Biobío, Chile case. The main objective of the prototype is to optimize water consumption for agricultural irrigation by using only the amount that is strictly necessary for each crop by allowing real-time visualization of irrigation status, moisture data, and irrigation times while providing a history of data that can be used for further analysis. Introduction: In this paper, Spanish future primary teachers' pedagogical knowledge of numbers and operation, as revealed through their results in the TEDS-M ("Teacher Education and Development Study in Mathematics"), is compared with that of two other groups. The first group are the future primary teachers of other OECD countries that also participated in the study: Norway, Germany, Chile and Poland. The second group are the future primary teachers of participating countries where preservice teachers receive training similar to Spain's teacher training, namely, China-Taipei, Singapore, United States, Philippines and Switzerland. Method: To meet this objective, data was analyzed and parameters were calculated based on categories that characterize the pedagogical knowledge required to correctly answer the questions in this conceptual domain, using response assessment criteria. Results: We found that Spanish prospective teachers have lower results, in general, than those of the other OECD countries and of countries in the group with similar training programs. The Spanish scores are lower than Norwegian, Swiss and Singaporean scores in all aspects considered. For most categories, Spain obtained higher scores than Philippines and Chile, and similar scores to the U.S.A. Discussion: When comparing the results from the OECD countries that participated in the two international studies, TEDS-M and TIMSS 2011 (Spain, Poland, USA, Norway, Germany and Chile), we find that their relative positions are maintained in the ranking of assessed mathematical knowledge of numbers and operations, whether in preservice teachers or in primary students. Spanish results in the TIMSS are just above Poland and Chile and below the rest. The results obtained in this study may be useful in the current syllabus design process for subjects in the Elementary Teacher Education degree.

An achievement evaluation of a non-conventional physics course for liberal arts students is presented. The theoretical ground for this course focuses on the use of humour as a teaching tool. Preliminary evidence shows that a learning process is accomplished. (Contains 1 table and 3 figures.)

This paper presents findings from an innovative school-based youth radio project for Mexican immigrant students. We draw on ethnographic and discourse data collected over an academic year, including multiple data representations from video and audio recordings, radio production artefacts, interviews, and still images. We begin our discussion with a close analysis of a rich moment in the project brought-on by the collision of divergent and contested models of literacy. We then follow the thematic development of literacy across chains of events and contexts to understand how literacy was constructed and enacted in relation to language, identity, empowerment and voice. The findings suggest that although school-community linked collaborations can give rise to contradictions and disturbance, such collaborations have the potential to become productive learning contexts for disaffected and underachieving students and their teachers. The distribution process for thermolabile medicines requires special transportation conditions to maintain the necessary cold chain. Given the geography of Chile, the transportation times between and towards the different regions, usually located on extreme sides of the country, generate a logistical problem for pharmacies and drugstores. This work aims to evaluate an alternative type of container for thermolabile medicines transportation, to optimize the logistic process, lower costs, and increase the lifetime and capacity of the containers. An experimental model was made with the container to be evaluated where measurements were made in a controlled environment to identify its thermal stability. The results showed that the thermal container evaluated has high-level thermal stability and, regardless of its high cost compared to the standard thermal units. In the short term, the use of the container improves the unit acquisition costs, the thermal performance, and reduces the costs associated with the transport logistics operator and the drugstore. Purpose: Medication errors (MEs) are a major factor limiting the effectiveness and safety of pharmacological therapies in critically ill patients. The purpose was to determine if a preventive interventions program (PIP) is associated with a significant reduction on prevalence of patients with MEs in intensive care unit (ICU). Methods: A prospective before-after study was conducted in a random sample of adult patients in a medical-surgical ICU. Between 2 observational phases, a PIP (bundle of interventions to reduce MEs) was implemented by a multidisciplinary team. Direct observation was used to detect MEs at baseline and postintervention. Each medication process, that is, prescription, transcription, dispensing, preparation, and administration, was compared with what the prescriber ordered; if there was a difference, the error was described and categorized. Medication errors were defined according to the National Coordinating Council for Medication Error Reporting and Prevention. Results: A total of 410 medications for 278 patients were evaluated. A 31.7% decrease on the prevalence of patients with MEs (41.9%-28.6%; P b .05) was seen. Main variations occurred in antiinfectives for systemic use and prescription and administration stage. Conclusions: The implementation of PIP by a multidisciplinary team resulted in a significant reduction on the prevalence of patients with ME at an adult ICU. [ABSTRACT FROM AUTHOR]

This is the first sentence of the Supreme Court that unifies conflicting precedents. It marks the beginning of a new stage in our system of revision of sentences, given that for the first time the Supreme Court admits the infraction of a precedent as a case of an erroneous application of law, allowing superior courts to annul a sentence which does not follow such precedent when deciding a similar case. This new reality shall require working with legal concepts that so far have been neglected in the practice of law, which are reviewed in this article with the occasion of this landmark decision. Territorial use rights in fisheries (TURFs) is a model used worldwide, in which the management of resources is carried out jointly by the administration and the users. In Chile, a TURF system named Management and Exploitation Areas for Benthic Resources (MEABR) was established during the nineties. The principal goal of the MEABR is the conservation of benthic resources, aiming for the sustainability of benthic fishing. Two decades after its enactment, doubts persist regarding the economic impacts generated by this regime. The present work uses a quasi-experimental method to evaluate the socio-economic impacts of this TURF system. A total of 2722 artisanal-vessel owners, separated into two groups, members, and non-members of a MEABR, were evaluated. We use data from a ten-year span from the beginning of the actual implementation of the MEABR to assess its impact. Results show that being a member of a MEABR increases income by 20%, on average. Purpose: The clinical impact of mDNA mutations on the development of Leber hereditary optic neuropathy (LHON) may be modulated by mitochondrial haplogroups, which vary across populations. The aim of this research was to determine the clinical spectrum and molecular characteristics, including the haplogroup, of 15 South American families with LHON., Methods: This study was a prospective, observational study conducted between March 2006 and August 2012. All patients were referred to the Clinical Hospital of the University of Chile, where the clinical study was conducted. Molecular studies were conducted at the Biomedical Sciences Institute (ICBM) of the University of Chile. Fifteen index cases were identified with molecular analysis after initial neuroophthalmic examination at different centers throughout Chile. Clinical features of patients with LHON and maternal relatives of the 15 families (75 individuals: 26 affected and 49 healthy carriers) were evaluated. The primary mDNA mutations (m.3460G>A, m.11778G>A, or m.14484T>C) were determined with restriction fragment length polymorphism analysis in all individuals. Mitochondrial haplogroups were determined with direct sequencing of two hypervariable regions (HV1 and HV2) and compared with reference sequences., Results: The m.11778G>A mutation was found in 59 subjects (78.7%), the m.14484T>C mutation was found in 12 subjects (16.0%), and the m.3460G>A mutation was found in four (5.3%) subjects. The average age of onset of symptoms in affected subjects was 22.2 years old (range 3 to 53 years); 21 (80.7%) were male, and five (19.3%) were female. Twelve families (80%) had Amerindian haplogroups: One family had the A2 haplogroup, four families had the B2i2 haplogroup, six families had the C1b haplogroup, and one family had the D1g haplogroup., Conclusions: In this limited sample size, the Amerindian haplogroup A2 was associated with delayed onset of disease in this population. Patients with haplogroup C retained better vision than the patients with other haplogroups in this population. Disease in subjects with haplogroup D appeared to be underrepresented compared to the population at large.

Background: Maternal morbidity is a quality of care indicator. The frequency of severe maternal morbidity that requires an intensive care management has increased, due to an increase in maternal age., Aim: To describe the severe and acute maternal morbidity spectrum that requires an intensive care management in a University Hospital., Material and Methods: Review of medical records of 89 pregnant women with a mean age of 29 years, admitted to an Intensive Care Unit (UCI) between 2006 and 2010., Results: Mean gestational age on admission was 32 weeks. The main comorbidities identified were chronic hypertension (13.5%), hypothyroidism (4.5%) and coagulopathies (6.7%). Severe preeclampsia, sepsis and obstetric hemorrhage were the main causes of admission. Length of stay ranged from 1 to 28 days. Seventy eight percent of patients were admitted in the immediate postnatal period. Mechanical ventilation was required in 24% of patients for a median of three days. The longer unit lengths of stay were observed in patients with preeclampsia and non-obstetric severe sepsis (pyelonephritis and pneumonia). Seven abortions and seven perinatal deaths were recorded. The latter were mainly secondary to severe preeclampsia/ HELLP syndrome. Neonatal morbidity was related to prematurity (19% hyaline membrane, 18% persistent ductus and 4% cerebral hemorrhage). There were no maternal deaths., Conclusions: Preeclampsia and its complications were the main causes of maternal ICU admission. In this series, there were no maternal deaths and the perinatal survival rate was 92%.

Sepsis is a global health problem. Despite recent advances in understanding its pathophysiology and clinical trials testing potential new therapies, mortality remains unacceptably high. In fact, sepsis is the leading cause of death in non-coronary intensive care units around the world. However, during the past decade, some studies have highlighted that early recognition of sepsis and an appropriate initial approach are fundamental determinants of prognosis. A systematic approach to the harmful triad of sepsis-related hypotension, tissue hypoperfusion and organ dysfunction, with low-cost, easy to implement, and effective interventions, can significantly improve the chances of survival. In this article, we will update the evidence supporting the initial resuscitation bundle for patients with severe sepsis, and discuss the physiological basis for perfusion monitoring during septic shock resuscitation.

Purpose: To report the clinical, ophthalmic, extraophthalmic, and genetic characteristics of nail-patella syndrome (NPS) in a Chilean family and to investigate the expressivity of open angle glaucoma (OAG) and ocular hypertension (OHT) in the family members., Methods: Five family members affected with NPS and two unaffected members underwent a complete ophthalmologic examination, including computerized visual field, optical coherence tomography (OCT) of the optic disc and ultrasound pachymetry. Renal function was assessed by urinalysis and blood tests. Orthopedic evaluations were also performed, including radiological studies of the wrist, elbow and hip joints. Genomic DNA was extracted from peripheral leukocytes of the five affected and two unaffected family members. Exons 2-6 of the LIM homeobox transcription factor 1-beta (LMX1B) gene were screened for mutations by DNA sequencing of the proband. We also screened for mutations in exon 2 by polymerase chain reaction-restriction fragment length polymorphism (PCR-RFLP) of the other participants and 91 blood donors., Results: Five living family members from three generations were positively diagnosed with NPS, three of them with varying degrees of OAG and one with OHT. Retinal nerve fiber layer (RNFL) thickness measured by spectral domain OCT was below normal values in three individuals. All subjects evaluated had normal nephrologic function. Orthopedic, clinical, and radiological alterations were compatible with NPS. Screening for mutations in exons 2- 6 of LMX1B showed a heterozygous missense mutation c.194 A>C changing glutamine to proline within exon 2 in codon 65 (Q65P) of the coding sequence. This mutation was present in all NPS subjects and absent in the unaffected family members and in 91 Chilean blood donors., Conclusions: This is the first report of c.194 A>C mutation in LMX1B in a Chilean family with NPS and the second worldwide. The phenotype associated with this mutation is variable within the family, although we noted a close connection between the presence of the c.194 A>C mutation and the presence of OHT or OAG and probably also with an early onset of OHT in patients with NPS. All subjects older than 21 years had either OHT or OAG. We also suggest that the LMX1B mutation may be related to affective disorders.

Unlabelled: Ventilator-associated pneumonia (VAP) is a complication with an increased risk of morbidity and mortality. Inadequate antibiotic treatment is a risk factor of mortality which can be improved. For this reason it is important to know the local etiology of VAP. During a one year-period we investigated the etiology of VAP in a teaching hospital. Forty eight VAP were included, of which 19 were women. The median age was 59.5 (range 17-91 years), twelve VAP were early onset. Methicillin resistant Staphylococcus aureus (MRSA) was the main microorganism isolated, regardless of timing of diagnosis of VAP, followed by polimicrobial etiology, Acinetobacter sp and P. aeruginosa. Etiology was not associated with comorbidity; however previous antibiotic use was related with MRSA and polymicrobial etiology. Mortality was 35% and was mainly associated with P. aeruginosa isolation., Conclusion: MRSA was the main cause of VAP regardless of the timing of its occurrence.

Background: Stroke is the second cause of mortality and the first cause of morbidity in Chile and worldwide. Nowadays there is a major interest in introducing new therapies applying evidence based medicine for these patients., Aim: To describe the clinical profile of patients attended after a stroke, to determine stroke subtypes and their risk factors., Material and Methods: Retrospective review of clinical records of 459 patients (mean age 65+/-48 years, 238 female) that were admitted to our unit during a period of 37 months., Results: Sixty three percent of patients had an ischemic stroke, 14% had an hemorrhagic stroke, 15% had a transient ischemic attack, 2% had a cerebral venous thrombosis and 6% a subarachnoidal hemorrhage. The global mortality was 1%. Seventy percent of patients had a history of high blood pressure., Conclusions: The most common type of stroke is ischemic and high blood pressure is the main risk factor.

During the period October to December 1979, rotaviruses were obtained from infants and young children hospitalized with acute gastroenteritis in Mexico City and were compared by analysis of the migration of their double-stranded ribonucleic acid (RNA) genome segments in gel electrophoresis. Comparison of the results of this analysis and of those of similar studies carried out in 1977 and 1978 showed that the two rotavirus electropherotypes designated 2s and 21 have been continuously present and that the proportion in which these two types have been found in hospitalized patients has varied greatly year to year. The RNAs from rotaviruses 2s and 21 differed in the electrophoretic migraton of at least eight genome segments. However, RNAs from virus assigned to the same electrophoreotypes were not necessarily identical: on the basis of small but significant differences in the migration of segment 7, 8, or 9, isolates of types 2s and 21 could be assigned to two and three different subtypes, respectively. Human rotaviruses obtained in a distant geographical region, Santiago, Chile, in July 1979 had RNA electrophoretic patterns similar to that of electropherotype 21 but different from it in the migration of one or two of the larger RNA segments.
