Abstract Local public health authorities often lack the capacity to adapt to climate change, despite being on the 'front lines' of climate impacts. Upper-level governments are well positioned to create an enabling environment for adaptation and build local public health authorities' capacity, yet adaptation literature has not specified how upper-level governments can build local-level adaptive capacity. In this paper we examine how federal and regional governments can contribute to enabling and supporting public health adaptation to climate change at the local level in federal systems. We outline the local level's self-assessed adaptive capacity for public health adaptation in Canadian and German comparative case studies, in terms of funding, knowledge and skills, organizations, and prioritization, drawing upon 30 semi-structured interviews. Based on interviewees' recommendations and complemented by scientific literature, we develop a set of practical measures that could enable or support local-level public health adaptation. We find that adaptive capacity varies widely between local public health authorities, but most report having insufficient funding and staff for adaptation activities. We propose 10 specific measures upper-level governments can take to build local public health authorities' capacity for adaptation, under the interrelated target areas of: building financial capital; developing and disseminating usable knowledge; collaborating and coordinating for shared knowledge; and claiming leadership. Federal and regional governments have an important role to play in enabling local-level public health adaptation, and have many instruments available to them to fulfill that role. Selecting and implementing measures to enable local public health authorities' adaptive capacity will require tailoring to, and consideration, of the local context and needs. The Arctic is a global hotspot of climate change, which is impacting the livelihoods of remote Inuit communities. We conduct a longitudinal assessment of climate change vulnerability drawing upon fieldwork conducted in 2004 and 2015 in Ikpiarjuk (Arctic Bay), Nunavut, and focusing on risks associated with subsistence harvesting activities. Specifically, we employ the same conceptual and methodological approach to identify and characterize who is vulnerable, to what stresses, and why, assessing how this has changed over time, including re-interviewing individuals involved in the original study. We find similarities between the two periods, with many of the observed environmental changes documented in 2004 having accelerated over the last decade, exacerbating risks of land use: changing sea ice regimes and wind patterns are the most widely documented at both times, with new observations reporting more frequent sighting of polar bear and orca. Socio-economic and technological changes have altered the context in climate change impacts are being experienced and responded to, both exacerbating and moderating vulnerabilities compared to 2004. The adoption of new technology, including GPS and widespread use of the internet, has helped land users manage changing conditions while sharing networks remain strong, despite concern noted in the 2004 study that they were weakening. Challenges around access to financial resources and concern over the incomplete transmission of some environmental knowledge and land skills to younger generations continue to increase sensitivity and limit adaptive capacity to changing climatic conditions. Much knowledge is emerging about the past and potential effects of climate change on the unique and complex marine ecosystems of Canada's Pacific, including variations in the resilience, sensitivities, responsiveness, and non-stationarity of the biota. Such knowledge, however, is rarely synthesized or summarized with any overall integrated analyses that could guide the development of proactive planning for the effects of climate change. Regional and local planning of climate adaptation strategies, for example, requires an examination of ecological sensitivities and vulnerabilities at relevant spatial resolutions. We developed an illustrative example of a habitat-based ecological vulnerability assessment for the whole of Canada's Pacific marine area using existing spatial information from this region and from the California Current ecosystem. Potential climate impacts were calculated as the product of estimated exposure (E) of habitats to multiple dimensions of changing climate variables and expert-derived sensitivity (S) ratings of those habitats to changes in those climate variables. Vulnerability was then derived as the product of the estimated potential climate impacts in a location and the estimated cumulative impacts (CI) of non-climate stressors there, which we considered to be an inverse proxy of the adaptive capacity (AC) of the biota in those habitats. We found considerable spatial variability of potential climate impacts and vulnerability on the scales of the 12 Ecosections of Canada's Pacific, 25 habitat categories, and at finer scales. We produced maps of ecological vulnerability to climate change as an example output for use in spatially-oriented adaptation planning. Our initial assessment indicated that the Strait of Georgia in particular followed by Queen Charlotte Strait, Juan de Fuca Strait, Vancouver Island Shelf, and Johnstone Strait have relatively high vulnerabilities to climate change, in part due to concentrations of local stressors there. On a coast wide basis the habitats that were indicated as most vulnerable are shallow rocky reefs, seagrass habitats, kelp habitats, and deep rocky reefs. This approach for mapping vulnerability to climate change could be improved with finer scale climate data, additional climate variables, and stressor-habitat sensitivity estimates derived specifically for this system. Analyses of climate change and the forest sector have identified the importance of individual actors, institutions, and organizations within communities for effective adaption and climate mitigation. Yet, there remains little recognition of how the internal dynamics of these institutions and organizations are influenced by gender and other social considerations such as age and culture. Research from developing countries and cognate resource sectors suggests that these considerations are critical for enhancing local adaptive capacity. Despite extensive review of forestry research across North America and western Europe, we found almost no research that addresses how differential social capabilities within forest-based communities affect adaptation to climate change. In this paper, we document the potential that gender sensitivity might provide to conceptions and practical applications of adaptive capacity and identify four types of research opportunities to address this gap: ( i) developing disaggregated capitals frameworks; ( ii) creating inclusive models; ( iii) informing social planning; and ( iv) understanding gender mainstreaming. Research focused on these opportunities, among others, will provide more robust theoretical understanding of adaptive capacity and strategic interventions necessary for effective adaptation. Abstract: The remote First Nation (FN) communities of the Mushkegowuk Territory on the west coast of James Bay, Ontario, Canada are currently facing increased development pressures and the imposition of a government land use planning process. The land use planning process is mandated in the Far North Act (received Royal Assent on September 23, 2010). There is a need for capacity enhancement for community-based natural resource planning and management in the Territory. A number of frameworks are emerging for addressing change brought on by resource development and building resilience to such change at the community level. Among these include the concept of adaptive capacity. In collaboration with FN community leaders, we explored the use of “collaborative geomatics” tools to foster adaptive capacity. Our action research suggests that collaborative geomatics technologies should enhance the Mushkegowuk First Nations’ adaptive capacity to address environmental and policy change by allowing them to collect and manage data collaboratively (e.g., traditional environmental knowledge, western science) to create opportunities for innovative community development, including natural resource development and management. Coping or adaptation following large-scale disturbance may depend on the political system and its preparedness and policy development in relation to risks. Adaptive or foresight planning is necessary in order to account and plan for potential risks that may increase or take place concurrently with climate change. Forests constitute relevant examples of large-scale renewable resource systems that have been directly affected by recent environmental and social changes, and where different levels of management may influence each other. This article views disturbances in the forest sectors of Sweden and Canada, two large forest nations with comparable forestry experiences, in order to elucidate the preparedness and existing responses to multiple potential stresses. The article concludes that the two countries are exposed to stresses that indicate the importance of the governing and institutional system particularly with regard to multi-level systems including federal and EU levels. While economic change largely results in privatization of risk onto individual companies and their economic resources (in Canada coupled with a contestation of institutional systems and equity in these), storm and pest outbreaks in particular challenge institutional capacities at administrative levels, within the context provided by governance and tenure systems. Abstract: Background: We have proposed that declines in adaptive capacity, defined as the ability to adapt to multiple stressors, may serve as an indicator of risk for fatigue. A comprehensive measure of adaptive capacity does not exist. Objectives: In this paper we describe construction of an instrument to measure adaptive capacity, the Adaptive Capacity Index (ACI). Design: Descriptive and psychometric. Setting: Six sites providing palliative care in Western Canada. Participants: Inclusion criteria: ≥18 years old, diagnosed with advanced cancer, able to read and write English, Mini-Mental Status Exam score ≥22. Pilot study n =48; Main study n =225 stratified using the Edmonton Symptom Assessment Scale (ESAS) tiredness score (≥0 to ≤2 n =60; ≥3 to ≤6 n =108; ≥7 and ≤10 n =57). Methods: Following ethics approval, 17 experts in symptom management assisted with content validation and consenting individuals completed the Functional Assessment of Cancer Therapy-Fatigue (FACT-F), the Profile of Mood States-Vigor short form (POMS-Vsf), and the ACI. A research assistant collected demographic information and assigned an Eastern Cooperative Oncology Group (ECOG) score. Data were analyzed using descriptive and inferential statistics (i.e., exploratory factor analyses, correlation, multivariate analyses of variance, and multiple regression). Results: Five 6-item ACI factors/subscales (Cognitive Function, Stamina/Muscle Endurance, Sleep Quality, Emotional Reactivity, and Social Interaction) were identified. The ACI-total scale and its subscales were internally consistent (Cronbach''s alpha 0.76–0.89), and were significantly correlated with each other, and with each fatigue measure (Pearson''s r ranging from −0.724 to 0.634). The ACI total score was sensitive to changes in the ESAS tiredness score. Stamina/Muscle Endurance, Cognitive Function, and Sleep Quality predicted 60.8% of the variance in FACT-F. Stamina/Muscle Endurance and Social Interaction predicted 36.8% of the variance in POMS-Vsf. Stamina/Muscle Endurance and Sleep Quality predicted 8% of the variance in ECOG. Conclusions: The ACI is reliable and has beginning evidence of validity. In future studies we will examine relationships between ACI subscale scores and subsequent increases in fatigue and explore linkages to physiological processes. We will also establish ACI norms for early and late stage cancers and explore variations in ACI subscale scores base on age or gender. [Copyright &y& Elsevier]

Droughts can have severe negative effects on the environment, society and economy. The drought of 2001-2002 caused severe strain on economic and social activities in western Canada, particularly on rural communities through changes in water resources. This paper examines physical and social vulnerabilities and associated adaptation measures undertaken and the adaptive capacity in communities in the South Saskatchewan River Basin, Canada. Although all of these communities were exposed to the 2001-2002 drought, they had different levels of impacts, resulting in different types of drought adaptation measures, some due to experience with previous droughts and some in response to the 2001-2002 drought. Communities with unreliable water supply were the most vulnerable to these droughts. This vulnerability resulted in historic adaptations being implemented (e.g., Hanna, Alberta) and re-active adaptations (e.g., Cabri, Saskatchewan). It is important to examine the effectiveness of the current adaptive strategies to cope with more extensive and extended drought situations. First Nation communities, such as the Kainai Blood Indian Reserve, have many social and environmental issues but the impacts from the drought were minor. The Reserve had implemented economic changes in the late 1980s to make it less vulnerable to drought but resulted in negative impacts to the Reserve's social health. It is imperative to determine how vulnerable First Nation communities are and will to improve future adaptive capacity. Abstract: With the likelihood of future changes in climate and climate variability, it is important to understand how human systems may be vulnerable. Rural communities in Saskatchewan having agricultural-based economies are particularly dependent on climate and could be among the most vulnerable human systems in Canada. Future changes in climate are likely to have significant impacts on rural livelihoods, and rural populations will face the challenge of coping with climate change in light of a multitude of other changing socio-economic and environmental conditions. The Rural Municipality of Rudy No. 284 was chosen as a case study due to its access to irrigation, a key tool in climate adaptation for the agricultural system in the area against one of its most notorious climatic features – severe multi-year droughts. Further irrigation development would continue to reduce climate vulnerabilities. Even with irrigation however, the compounding effects of climate and other socio-economic changes will likely require modifications in current practices and policies in order to secure adequate livelihoods. Climate change adaptation in the RM must ensure equitable access to water and potentially irrigation, reduce barriers to collaboration when addressing communal problems, and provide more certainty in government programs. Scientific evidence gathered over the past five years suggests that northern Canada and the Arctic have undergone, and are undergoing, formidable environmental changes linked to global climate change. Environmental change in the north is expected to persist and intensify over the course of the next century. When large-scale environmental changes take place, they inevitably affect people, especially when the cultures and livelihoods of those people depend on their relationship with the environment. Managing the local impacts of these changes is a matter of adaptation. This paper discusses some of the policy implications of adaptation--government interventions aiming to build communities' and regions' capacities to adapt to environmental changes. Three arguments for adaptive capacity building interventions in the north are discussed, and these arguments are augmented by a comparative review of government reactions to the collapse of the cod fishery in Atlantic Canada. Reactive and proactive policy approaches are discussed, and it is suggested from the comparison that proactive approaches to intervention are desirable for building adaptive capacity. BACKGROUND: Canada has recognized that Aboriginal and northern communities in the country face unique challenges and that there is a need to expand the assessment of vulnerabilities to climate change to include these communities. Evidence suggests that Canada's North is already experiencing significant changes in its climate—changes that are having negative impacts on the lives of Aboriginal people living in these regions. Research on climate change and health impacts in northern Canada thus far has brought together Aboriginal community members, government representatives, and researchers and is charting new territory. METHODS AND RESULTS: In this article we review experiences from two projects that have taken a community-based dialogue approach to identifying and assessing the effects of and vulnerability to climate change and the impact on the health in two Inuit regions of the Canadian Arctic. CONCLUSIONS: The results of the two case projects that we present argue for a multi-stakeholder, participatory framework for assessment that supports the necessary analysis, understanding, and enhancement of capabilities of local areas to respond and adapt to the health impacts at the local level. Abstract: This paper develops a vulnerability-based approach to characterize the human implications of climate change in Arctic Bay, Canada. It focuses on community vulnerabilities associated with resource harvesting and the processes through which people adapt to them in the context of livelihood assets, constraints, and outside influences. Inuit in Arctic Bay have demonstrated significant adaptability in the face of changing climate-related exposures. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in seasonal hunting cycles, some modern technologies, and economic support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity, and have resulted in emerging vulnerabilities in certain sections of the community. Agricultural activity has always included adaptation to a number of diverse stresses and opportunities-elements that continue influencing developments in the agri-food sector. Climate and weather conditions are a good example of factors that require on-going adaptation. With climate change they take on even more significance. Based on data from Canadian producers, this article identifies several climate and weather risk adaptation strategies currently in use and notes their close links to sustainable agriculture practices. The article concludes that the mutually supportive relationship between sustainable agriculture and climate change adaptation could be used to justify more government support for sustainable agriculture policies and programs. There is growing concern for the capacity of urban and rural communities to manage current water shortages and to prepare for shortages that may accompany predicted changes in climate. In this paper, concepts relating to the notion of climate adaptation and particularly “capacity building” are used to elucidate several determinants of community-level capacity for water management. These concepts and criteria are then used to interpret empirically derived insights relating to local management of water shortages in Ontario, Canada. General determinants of water-related community capacity relate to upper tier political and institutional arrangements; the characteristics of, and relationships among, pertinent agencies, groups, or individuals involved in water management; and the adequacy of financial, human, information, and technical resources. The case analysis illustrates how general factors play out in local experience. The findings point to geographically specific factors that influence the effectiveness of management. Key factors include collaboration between water managers, clarification of agency roles and responsibilities, integration of water management and land-use planning, and recognition and participation of both urban and rural stakeholders, whose sensitivities to water shortages are spatially and temporally variable. As the exposure to extreme snowstorms continues to change in response to a warming climate, this can lead to higher infrastructure damages, financial instability, accessibility restrictions, as well as safety and health effects. However, it is challenging to quantify the impacts associated with the combination of the many biophysical and socio-economic factors for resiliency and adaptation assessments across many disciplines on multiple spatial and temporal scales. This study applies a framework to quantitatively determine the multiple impacts of snowstorms by calculating the livelihood vulnerability index (LVI) for four exposed freshwater lake communities in Canada's Northwest Territories using three contributing factors (exposure, sensitivity, and adaptive capacity). Results indicate that Déline is the most vulnerable community (0.67), because it has the highest exposure and one of the highest sensitivity ranks, while its ability to adapt to exposure stressors is the lowest among the communities. In contrast, Fort Resolution exhibits the lowest LVI (0.26) and has one of the highest adaptive capacities. This study emphasizes that while these freshwater communities may be exposed to snowstorms, they have different levels of sensitivity and adaptive capacities in place that influences their vulnerability to changes in hazardous snowfall conditions. For many Indigenous Peoples in the Circumpolar North, cultural engagement and continuity across generations is directly related to relationships between and among people, animals, and landscapes. However, minimal research outlines the emotional responses and disruptions to culture and identity that are driven by ecological change, and the subsequent cultural dimensions of coping and adapting to this uncertainty. Through a case study that explores how caribou population declines and a caribou hunting ban are impacting Inuit in the Nunatsiavut and NunatuKavut regions of Labrador, Canada, this article examines the critical interplay between cultural continuity and adaptive capacity for responding to ecological uncertainty. More specifically, this study: 1) described the central role that caribou play for Inuit emotional wellness, identity, and cultural continuity; 2) explored how the rapid declines of caribou in Labrador are affecting Inuit emotional wellness, identity, and cultural continuity; and 3) characterized the ways in which Inuit are adapting to these emotio-social, cultural, and ecological changes. Drawing from an Inuit-led, multi-year, multi-media qualitative and visual media research program, data from video interviews (n = 84: Nunatsiavut region: n = 54; NunatuKavut region: n = 30) were analyzed using a video-based qualitative analysis, constant-comparative methods, and inductive qualitative approach. Results indicated that caribou are a foundational element for Inuit emotional wellness, identity, and cultural continuity. The changes in caribou populations are resulting in complex emotional responses, losses to cultural meaning and knowledge, and alterations to Inuit identities. The impacts on emotions, identity, and cultural continuity related to Inuit-caribou relations at an individual and collective level reflect the interconnections between cultural continuity and adaptive capacity that underlie the loss of this culturally important species. Though this research focuses on two Inuit groups and caribou in Labrador, the insights from these lived experiences highlight the ongoing cultural and identity consequences associated with species declines occurring globally. Climate change is threatening our ability to manage forest ecosystems sustainably. Despite strong consensus on the need for a broad portfolio of options to face this challenge, diversified management options have yet to be widely implemented. Inspired by functional zoning, a concept aimed at optimizing biodiversity conservation and wood production in multiple-use forest landscapes, we present a portfolio of management options that intersects management objectives with forest vulnerability to better address the wide range of goals inherent to forest management under climate change. Using this approach, we illustrate how different adaptation options could be implemented when faced with impacts related to climate change and its uncertainty. These options range from establishing ecological reserves in climatic refuges, where self-organizing ecological processes can result in resilient forests, to intensive plantation silviculture that could ensure a stable wood supply in an uncertain future. While adaptation measures in forests that are less vulnerable correspond to the traditional functional zoning management objectives, forests with higher vulnerability might be candidates for transformative measures as they may be more susceptible to abrupt changes in structure and composition. To illustrate how this portfolio of management options could be applied, we present a theoretical case study for the eastern boreal forest of Canada. Even if these options are supported by solid evidence, their implementation across the landscape may present some challenges and will require good communication among stakeholders and with the public. Given the uncertainty of global environmental changes, forest managers need reliable and science-based tools to support planning decisions. To evaluate the state of forests as well as the outcomes of new management practices aimed at fostering the adaptive capacity of forest ecosystems, methods and metrics for practitioners should be self-explanatory, based on easily-available data, and straightforward to use. Here, we present and apply the functional network approach, a trait-based approach that scales-up from species functional traits to community-level functional diversity and from stands to landscape-level functional connectivity, to guide sustainable forest management when faced with global change. In the functional network approach, (1) tree and shrub species are clustered into functional groups based on selected functional traits, (2) forest stands become the nodes of the network, and (3) functional traits can be exchanged between nodes according to species dispersal capacity via functional connectivity. We complemented the functional network approach with an assessment of stand-level vulnerability to natural disturbances. This new approach was applied to a mixed temperate forest landscape in south-eastern Canada to test four management scenarios varying in intensity (5–40% of the landscape area) and silvicultural strategy, including planting tree species from rare functional groups or harvesting tree species from predominant functional groups. Managed stands were ranked according to functional diversity and vulnerability to disturbances, and species were considered for planting based on their contribution to functional diversity and level of vulnerability. We found that a species-rich forest may be a functionally poor ecosystem so its adaptive capacity and resilience may be strongly compromised in the face of high global uncertainty. In addition, both functional diversity and connectivity increased with more intense management, and when functionally rare species were planted. By adopting the functional network approach, forest practitioners have a new simple-to-use tool to evaluate landscape-level functional diversity, vulnerability, and functional connectivity. This tool can be used to inform both plans for mitigating natural disturbances and strategies for enhancing overall ecosystem adaptive capacity to future environmental conditions and societal demands. Climate change is altering the nature and condition of vast areas in the boreal forest of Canada. There are great uncertainties concerning impacts on the forest, along with how policy and economic responses will translate effectively between local and macroscales. In particular, planting tree seedlings with improved characteristics following harvesting is one localized response strategy considered essential by policymakers. However, planting costs limit the macroscale adoption of this strategy which may result in trade-offs between profitability and reducing vulnerability. In this study, we developed a decision support tool (called Q3) that links stand-level decision making to the macroscale and applied this model to investigate the financial attractiveness of planting improved stocks under one climate change threat, drought-induced seedling mortality. Using several scenarios describing planting effort, improved yields and risk to drought-induced seedling mortality, we showed that adopting improved planting stock strategies across a macroscale (i.e., the western Boreal forest of Canada) can be financially attractive when considering stand-establishment constraints and drought risk. In particular, a proactive approach can be less costly than a reactive approach to drought-induced seedling mortality. To maximize profits, the forestry industry would need to prioritize younger stands closer to processing mills that had a smaller percentage of conifer growing stocks prior to harvest. Climate change is increasing risks to the mental health of Canadians. Impacts from a changing climate may outstrip the ability of Canadians and their health-sustaining institutions to adapt effectively and could increase poor mental health outcomes, particularly amongst those most marginalized in society. A scoping review of literature published during 2000-2017 explored risks, impacts, and vulnerabilities related to climate change and mental health. In this commentary, the authors present a new assessment of evidence from this scoping review and highlight factors that influence the capacity to adapt to the mental health consequences of a changing climate. Findings from this assessment reveal eleven key factors that influence the capacity to adapt: social capital; sense of community; government assistance; access to resources; community preparedness; intersectoral/transdisciplinary collaboration; vulnerability and adaptation assessments; communication and outreach; mental health literacy; and culturally relevant resources.
