Oil production activities have remained contentious in Canada due to the risk of contaminant exposure and environmental impacts. However, despite recent advances in monitoring, there is a lack of information on contaminant exposure and its associated impacts for many species at risk. The threat from contaminants to wood bison (Bison bison athabascae) in the Peace-Athabasca region, located principally in northeastern Alberta, is of particular concern, given the small size of the at-risk herds and the potential combined impacts of various stressors, including contaminants, disease, and climate change. Here, we review the available literature on contaminants in wood bison in the Peace-Athabasca region, extracting information on objectives, study design, location, contaminants, and analytic methods. We found six articles that assessed contaminants in wood bison and showed that, in the oil sands region, the species is exposed to a multitude of chemical contaminants. In particular, heavy metals, including arsenic, cadmium, lead, and inorganic mercury, were analyzed most often in bison kidney, liver, and muscle tissue. We also provide a comparison of the type and levels of heavy metals in wood bison and moose (Alces alces). We found that articles on wood bison were dated relative to moose (i.e., mostly pre-1990s) and that fewer heavy metals and tissue types were assessed. Lastly, we discuss the gaps in knowledge on select heavy metals in these species and the known effects on human health. Overall, our results suggest that more research and monitoring are needed to understand the threats to wood bison, interacting and cumulative effects, and potential concerns related to human health and well-being for communities that rely on wood bison as a traditional food source. Parturition and the early neonatal period are critical life history stages in ungulates with considerable implications for population growth and persistence. Understanding the changes in behaviour induced by ungulate parturition is important for supporting effective population management, but reliably identifying birth sites and dates presents a challenge for managers. Rocky Mountain bighorn sheep (Ovis canadensis canadensis) are one such highly valued and ecologically important species in montane and subalpine ecosystems of Western North America. In the face of changing patterns of anthropogenic land use, wildlife managers increasingly require site-specific knowledge of the movement and habitat selection characteristics of periparturient sheep to better inform land use planning initiatives and ensure adequate protections for lambing habitat. We used movement data from GPS collared parturient (n = 13) and non-parturient (n = 8) bighorn sheep in Banff National Park, Canada to (1) identify lambing events based on changes in key movement metrics, and (2) investigate how resource selection and responses to human use change during the periparturient period. We fit a hidden Markov model (HMM) to a multivariate characterization of sheep movement (step length, daily home range area, residence time) to predict realistic lambing dates for the animals in our study system. Leave-one-out cross validation of our model resulted in a 93% success rate for parturient females. Our model, which we parameterized using data from known parturient females, also predicted lambing events in 25% of known non-parturient ewes in a test dataset. Using a latent selection difference function and resource selection functions, we tested for postpartum changes in habitat use, as well as seasonal differences in habitat selection. Immediately following lambing, ewes preferentially selected high-elevation sites on solar aspects that were more rugged, closer to escape terrain, and further from roads. Within-home range habitat selection was similar between individuals in different reproductive states, but parturient ewes had stronger selection for low snow depth, sites closer to barren ground, and sites further from trails. We propose that movement-based approaches such as HMMs are a valuable tool for identifying critical parturition habitat in species with complex movement patterns and may have particular utility in study areas without access to extensive field observations or vaginal implant transmitters. Furthermore, our results suggest that managers should minimize human disturbance in lambing areas to avoid interfering with maternal behaviour and ensure access to a broad range of suitable habitat in the periparturient period. Lethal population control has a history of application to wildlife management and conservation. There is debate about the efficacy of the practice, but more controversial is the ethical justification and methods of killing one species in favor of another. This is the situation facing the conservation of woodland caribou (Rangifer tarandus caribou) in Canada. Across multiple jurisdictions, large numbers of wolves (Canis lupus), and to a lesser extent bears (Ursus americanus) and coyotes (C. latrans), are killed through trapping, poisoning or aerial shooting to halt or reverse continued declines of woodland caribou. While there is evidence to support the effectiveness of predator management as a stop‐gap solution, questions remain about the extent to which this activity can make a meaningful contribution to long‐term recovery. Also, there are myriad ethical objections to the lethal removal of predators, even if that activity is in the name of conservation. Debates about predator management, just one of numerous invasive actions for maintaining caribou, are made even more complex by the conflation of ethics and efficacy. Ultimately, long‐term solutions for the recovery of caribou require governments to stop delaying difficult decisions that address the real causes of population decline, habitat change. In the past, public stakeholders have indicated strong negative preferences in response to some approaches, such as culling, for managing Chronic wasting disease (CWD). We collect data across Canada from the general public and several stakeholder groups and assess their preferences using a paired comparison approach. The results suggest that the public wants action in managing CWD. Members of the general public seem receptive to a number of different types of management approaches for CWD. Specifically, the public seems to support hunters reducing herd sizes, through increased tags and compensation for submitting positive testing CWD heads, and promoting environmental sampling on private land to detect CWD. In contrast, the public seems to dislike using sharpshooters to cull herds (on public or private land), and a number of options involving landowners, including increasing the number of licenses they may obtain, allowing them to charge hunters for access and providing them with extension services. Another stark result of our study is the remarkable homogeneity of preferences across different segments of society. As global climate change progresses, wildlife management will benefit from knowledge of demographic responses to climatic variation, particularly for species already endangered by other stressors. In Canada, climate change is expected to increasingly impact populations of threatened woodland caribou (Rangifer tarandus caribou) and much focus has been placed on how a warming climate has potentially facilitated the northward expansion of apparent competitors and novel predators. Climate change, however, may also exert more direct effects on caribou populations that are not mediated by predation. These effects include meteorological changes that influence resource availability and energy expenditure. Research on other ungulates suggests that climatic variation may have minimal impact on low-density populations such as woodland caribou because per-capita resources may remain sufficient even in "bad" years. We evaluated this prediction using demographic data from 21 populations in western Canada that were monitored for various intervals between 1994 and 2015. We specifically assessed whether juvenile recruitment and adult female survival were correlated with annual variation in meteorological metrics and plant phenology. Against expectations, we found that both vital rates appeared to be influenced by annual climatic variation. Juvenile recruitment was primarily correlated with variation in phenological conditions in the year prior to birth. Adult female survival was more strongly correlated with meteorological conditions and declined during colder, more variable winters. These responses may be influenced by the life history of woodland caribou, which reside in low-productivity refugia where small climatic changes may result in changes to resources that are sufficient to elicit strong demographic effects. Across all models, explained variation in vital rates was low, suggesting that other factors had greater influence on caribou demography. Nonetheless, given the declining trajectories of many woodland caribou populations, our results highlight the increased relevance of recovery actions when adverse climatic conditions are likely to negatively affect caribou demography. Understanding how risk factors affect populations across their annual cycle is a major challenge for conserving migratory birds. For example, disease outbreaks may happen on the breeding grounds, the wintering grounds, or during migration and are expected to accelerate under climate change. The ability to identify the geographic origins of impacted individuals, especially outside of breeding areas, might make it possible to predict demographic trends and inform conservation decision‐making. However, such an effort is made more challenging by the degraded state of carcasses and resulting low quality of DNA available. Here, we describe a rapid and low‐cost approach for identifying the origins of birds sampled across their annual cycle that is robust even when DNA quality is poor. We illustrate the approach in the common loon (Gavia immer), an iconic migratory aquatic bird that is under increasing threat on both its breeding and wintering areas. Using 300 samples collected from across the breeding range, we develop a panel of 158 single‐nucleotide polymorphisms (SNP) loci with divergent allele frequencies across six genetic subpopulations. We use this SNP panel to identify the breeding grounds for 142 live nonbreeding individuals and carcasses. For example, genetic assignment of loons sampled during botulism outbreaks in parts of the Great Lakes provides evidence for the significant role the lakes play as migratory stopover areas for loons that breed across wide swaths of Canada, and highlights the vulnerability of a large segment of the breeding population to botulism outbreaks that are occurring in the Great Lakes with increasing frequency. Our results illustrate that the use of SNP panels to identify breeding origins of carcasses collected during the nonbreeding season can improve our understanding of the population‐specific impacts of mortality from disease and anthropogenic stressors, ultimately allowing more effective management. A recent article in Evolutionary Applications by LaSharr et al. reports on trends in the size of horns of bighorn sheep (Ovis canadensis) throughout much of the species' range. The article concludes that there are "... stable or increasing trends in horn growth over nearly 3 decades in the majority of hunt areas throughout the western U.S. and Canada." However, the article equates nonsignificance of predominantly negative trends in the areas with the most selective harvest as evidence for the null hypothesis of no trends and also fails to consider well‐known and serious biases in the use of data collected in size‐regulated hunts. By applying meta‐analysis to the estimates reported by LaSharr et al., we show that there has been a pervasive overall trend of declining horn sizes in Alberta, where the combination of horn size‐based legality, combined with unrestricted hunter numbers are understood to generate the greatest selective pressures. Given the nature of the biases in the underlying data, the magnitudes of the trends resulting from our re‐analysis of LaSharr et al.'s (Evolutionary Applications, 2019, 12, 1823) trend estimates are probably underestimated. Although property rights have been used to understand numerous wildlife issues, such as extinctions, they have rarely been used to provide insights into specific management options. We present analytical frameworks that may be used to characterize property rights to wildlife for the purpose of understanding the implications of management actions for various stakeholders. The frameworks consider multiple types of values, including consumptive, non-consumptive, and passive-use values. Our case study involves the emergence of Chronic Wasting Disease (CWD) and its potential influence on the rights of stakeholders (i.e. the general public and hunters) in Alberta, Canada. Populating the framework for each stakeholder with characteristics of current property rights allow us to identify: 1) how the emergence of CWD could influence stakeholders' current rights, 2) how management actions could change property rights and associated incentives; and 3) management options that have not been considered. Aims: Selective browsing can be a chronic disturbance that reduces the survival, growth and reproduction of individual species and shapes the composition and structure of plant communities. Along with other disturbances that perturb the forest ecosystem, browsing may thus affect forest regeneration and successional trajectories after an acute perturbation such as clear‐cutting. However, effects of different browsing pressures on plant species, communities and ultimately succession remain hard to predict. Methods: We implemented a browsing exclusion experiment (n = 15 sites) along a gradient of moose browsing pressure to investigate how this factor influenced the early‐successional trajectory of boreal forests following clear‐cutting in eastern Canada. We used Principal Response Curve analyses to compare the trajectory of the plant communities depending on site‐specific moose browsing pressure and analyzed the trajectory of individual species leveraging these curves. Results: Our results show that all browsing pressures lead to alterations in plant communities when compared to exclosures, but the effect was stronger under heavier browsing pressure. Under heavier browsing pressure, we observed a lower ground cover of balsam fir, an increased ground cover of raspberry, reaching more than 60%, and a lower abundance of saplings for balsam fir, birches and rowan. Conclusions: This study demonstrated that forest response to browsing is a function of local browsing pressure and that moose mainly slowed forest succession toward a closed canopy. However, heavier browsing pressure, through reduced sapling abundance and the resulting increased cover of competitive raspberry, may delay forest succession and push the ecosystem toward an alternative successional trajectory. As heavy selective browsing can interact with anthropogenic disturbances to determine forest succession, we recommend strong integration of the forest and wildlife management sectors to promote sustainability. Canada's mammalian and avian predators and scavengers are at risk of exposure to the inhumane and deadly Compound 1080 (sodium monofluoroacetate), a poison authorized by Health Canada's Pest Management Regulatory Agency to kill wolves (Canis lupus) and coyotes (Canis latrans) under the following circumstances: i) following instances of livestock predation; ii) where predation has been identified as the primary factor affecting survival of a specific wildlife population, or iii) where a serious threat to human safety exists. Misrepresentation of Compound 1080 as being a canid-selective or even canid-specific toxicant, in addition to victim dispersal due to delayed presentation of clinical signs, has led to an under-evaluation of the risk this poison poses in the environment and to the welfare of wild and domestic species. Compound 1080 causes evidence of pain and distress for prolonged periods before death. The severe suffering it induces upon its victims should be sufficient grounds for removing Compound 1080 from the Canadian landscape. Compound 1080 presents unacceptable risks to the health and safety of non-target individuals, including species at risk and domestic animals. The relatively slow toxic action of Compound 1080 allows poisoned individuals to disperse widely across the landscape, preventing accurate monitoring of primary and secondary poisoning. Data provided through a Freedom of Information request provide evidence that at least 36 of Alberta's Compound 1080 occurrence use records failed to indicate carcass/bait recoveries from poisoning sites between 2011 2016, and thus failed to demonstrate the legally required carcass/bait recovery. Records provided through a Freedom of Information request to the Government of Saskatchewan shows Ministry of Environment staff explaining that the lengthy time it takes an animal to succumb to Compound 1080 results in poisoned carcasses almost never being found. Where the intended outcome is preventing future conflict between wild canids and livestock, compared with poisons, safer and more effective alternatives exist. In response to multiple requests made by non-governmental organizations, toxicologists, veterinarians and members of the public, Health Canada initiated a re-evaluation of the cluster of predacides registered in the country in January 2021, including strychnine and sodium cyanide in addition to Compound 1080. Recent poll results indicate that most Canadians believe the risks of Compound 1080 and other predacidal poisons registered in Canada are unacceptable. It is imperative that the broader scientific community takes a participatory role in Health Canada's consultation periods around Compound1080 to support the ban of this non-discriminating and inhumane poison from all future use in Canada. Increasing global rates of wildlife species extinctions, extirpations, and declines warrant improvements to population monitoring and management approaches. To address regional environmental and wildlife issues, Indigenous communities globally are re-establishing traditional roles as stewards of the land through emerging Indigenous Guardianship Programs (IGPs). By providing the opportunity for community-level participation in monitoring and management, IGPs help foster cohesive solutions for long-term conservation of species while promoting environmental stewardship at the community level. Addressing challenges in monitoring and management of wildlife is especially critical for species that are of cultural and ecological importance at both community and distribution-wide scales. Herein, we describe IGPs in Canada with a focus on moose (Alces alces), an important species to many Indigenous Peoples across the species' distribution. We outline common Western approaches to moose monitoring applied across Canadian jurisdictions and discuss ways in which weaving Indigenous knowledge systems and information gathered through local participation from Indigenous communities enhances monitoring initiatives at regional levels. We elaborate on a case study on moose monitoring and co-management in the community of Gitanyow in British Columbia, Canada to highlight the value of Guardianship to communities and species conservation in relation to moose. Our study reveals how IGPs and the weaving of Indigenous and Western knowledge systems can contribute to the maintenance of both ecological and cultural integrity to strengthen wildlife monitoring and management under changing global environments. A Delphi exercise involving 17 senior national parks' biologists in the United States of America and Canada examined how evolving concepts of wildlife health resonated with Parks' needs. Participants examined wildlife health as a multi-factorial cumulative effect that provides capacity to cope with a changing world. They agreed that this concept of health was consistent with Parks' goals and provided insight on various aspects of wildlife health in national parks. Social and environmental determinants of health were perceived to be greater threats to wildlife health than etiological hazards such as pathogens, the more typical focus of wildlife health efforts. While social and anthropogenic factors are primary drivers of these threats, participants did not explicitly rank social variables as the more important drivers of wildlife health nor did the majority view health as a social construct. The results clearly show support for moving toward a contemporary approach of wildlife health management, as opposed to disease management, and for the need of collective, team-based approaches to protecting the suite of determinants of health. We argue that the North American Model of Wildlife Conservation (NAM) as currently promoted is an overly narrow construct, used both to explain how North American wildlife conservation developed historically, and as a prescriptive framework for applying a hunting-focused form of wildlife conservation. We argue both constructs are problematic in that the complexities of traditional and historical roots of wildlife conservation in North America are portrayed inadequately and selectively to overemphasize hunters' contributions. We raise issues and concerns about the rhetoric used to promote NAM and its associated form of wildlife conservation both within the wildlife profession and to the public. Portrayals of NAM have repeatedly emphasized the important role of hunters and hunting, largely failing to provide attribution for contributions made by other stakeholders or through other forms of interest in wildlife. The North American Model of Wildlife Conservation does capture some of the traditional policies and practices within wildlife management in the United States of America (USA), and to some extent Canada, but in our opinion, it has not evolved to fully represent wildlife conservation efforts of the past, nor point the way toward broader, more inclusive approaches to conserve species, communities, and ecosystems into the future. We offer 5 premises with evidence to support our assertions and probing questions as a basis for initiating a call to critically analyze NAM's structures, functions, and purposes. Briefly, the premises focus on NAM as a hunter/hunting-focused form of wildlife conservation that serves to empower hunters and marginalize non-hunting wildlife conservationists in decision making pertaining to wildlife policy, ultimately hindering development of a more holistic, progressive form of wildlife conservation. Background: The provincial wildlife management agency, British Columbia Ministry of Forests, Lands, Natural Resource Operations and Rural Development, performed a translocation to control the urban mule deer (Odocoileus hemionus; uMD) overpopulation and supplement the declining non-urban mule deer (nuMD) population in the Kootenay region, British Columbia, Canada. The objectives of this cross-sectional study were to evaluate the health of the urban and nuMD populations by comparing pathogen exposure, body condition scores (BCS) and pregnancy rates, to characterize the health risks associated with the translocation and to investigate the role of infectious diseases in the decline of the nuMD deer population. Methods: Two hundred free-ranging mule deer were captured in urban and nonurban environments in the Kootenay region from 2014 to 2017. BCS and morphometric examinations were performed for each deer. Blood samples collected from each deer were tested for exposure to selected pathogens and pregnancy status. Results: Body condition scores averaged 3.4 on a five-point scale, was greater in nuMD, and significantly differed between years. Antibodies were detected for adenovirus hemorrhagic disease virus (38.4% (uMD 43.7%, nuMD 33.3%)), bluetongue virus (0.6% (uMD 1.2%, nuMD 0%)), bovine respiratory syncytial virus (8.4% (uMD 4.6%, nuMD 12.1%)), bovine viral diarrhea virus (1.1% (uMD 0%, nuMD 2.2%)), bovine parainfluenza-3 virus (27.0% (uMD 27.6%, nuMD 26.4%)), Neospora caninum (22.1% (uMD 24.4%, nuMD 19.7%)) and Toxoplasma gondii (8.2% (uMD 12.3%, nuMD 3.9%)). No antibodies against epizootic hemorrhagic disease virus were detected. Pregnancy rates did not differ between the two deer populations (90.7% (uMD 90.6%, nuMD 90.9%)). Exposure to N. caninum was associated with a reduced probability of being pregnant. uMD were more likely to be exposed to T. gondii than nuMD. Discussion: Comparison of BCS, pregnancy rates and pathogen exposure of uMD and nuMD showed that the health of the two populations did not significantly differ, suggesting uMD translocations do not pose a severe risk of pathogen transmission between mule deer populations and that these selected pathogens do not factor in the decline of the nuMD population. However, inclusion of additional health indicators and creation of a robust predictive disease model are warranted to further characterize the health of mule deer and the health risks associated with uMD translocations. The threat that climate change impacts pose to rare and vulnerable destinations has given rise to a phenomenon known as last chance tourism. This travel behaviour involves tourists increasingly travelling to destinations they perceive to be critically threatened, while contributing to greenhouse gas emissions and climate change impacts in these very places. For last chance destinations to be managed effectively in the face of climate change, a clearer understanding of what drives this travel behaviour is needed. Drawing on the importance of place and nature to identity construction, this research uses a structural equation modelling approach to examine last chance tourism motivations in Churchill, Canada. Results provide evidence of a motivation to engage in a last chance experience. They also indicate that this motivation is related to a desire to share a connection to nature with similar individuals, and to become part of the local story. Beyond this, results show that visitors' sense of place identity and nature relatedness contribute significantly to their motivation to engage in last chance tourism. Findings from this research are important to the management of last chance destinations, including protected areas that are legislated to preserve significant natural and cultural features. Nymphaea loriana Wiersema, Hellq. & Borsch (Lori's Water-lily) is a newly described, Canadian endemic species that has been found in central Manitoba and east-central Saskatchewan. To assess the status of a species, data regarding its distribution, population size, habitat, and search effort are needed. The purpose of this paper is to document these factors for this species. The extent of occurrence of N. loriana is approximately 15 100 km2 but the known area of occupancy is a mere 20 km2. The estimated population size of N. loriana is about 750 individual plants, although more may exist on poorly explored rivers and lakes within the extent of occurrence and possibly in northeastern Ontario. Nymphaea loriana occurs in fresh, stagnant, or slowly moving water in boreal lakes and rivers and is typically associated with N. leibergii (Dwarf Water-lily), Schoenoplectus tabemaemontani (Soft-stemmed Bulrush), Potamogeton natans (Floating-leaved Pondweed) and Nuphar variegata (Variegated Pondlily). Potential threats to the persistence of this species include low water quality resulting from mining, forestry, and agriculture, and changes to water flow because of dam construction and climate change. This article investigates wildlife value orientations associated with the human behavior of intentionally supplying food sources for urban deer. The article adopts a critical case study approach and uses one-on-one personal interviews. The results illustrate the influence of human behavior on urban deer movement, thus adding to our understanding of the nature of human–deer interactions in a city, and the increasing potential for human–wildlife conflict and human–human conflict within city space. The article also highlights the need, and the challenges involved in, an integrated approach to urban wildlife management, an approach that supports species co-existence within the complex dynamics of modern metropolitan spaces. Our study objective was to describe the Canadian Hepatitis E virus (HEV) sequences currently cataloged in GenBank from three populations: commercially raised pigs, retail pork, and locally acquired Hepatitis E cases, and to interpret the molecular evidence they provide. We searched the GenBank for any/all Canadian HEV sequences from these populations, and identified highly similar matches using the Basic Local Alignment Search Tool (BLAST) algorithm, studying sequences of the partial ORF2 gene. We validated the findings made using Multiple Sequence Comparison by Log-Expectation (MUSCLE) and Clustal 2 programs for multiple sequence alignments, as inputs to estimate dendrograms using both neighbour-joining and Unweighted Pair Group Method with Arithmetic Mean (UPGMA) methods. The GenBank search yielded 47 sequences collected from pigs: 32 sequences from two to four month old commercial pigs in Québec, one from three to four month old pigs at a research station in Ontario, one from two month old pigs in a commercial Saskatchewan herd, and 13 collected from finisher pigs in a national survey. Additionally, 14 sequences were collected from a national survey of Canadian retail pork livers, and seven sequences from two Canadian pediatric patients with locally acquired Hepatitis E, both from the province of Québec. All sequences belonged to genotype 3. Eight of the 14 sequences from retail pork livers had human-derived sequences in their top ten BLAST matches; six did not. Those eight sequences having close human BLAST matches clustered within a dendrogram, as did those with no close human BLAST matches. Human sequences with close matches to the eight retail sequences included both of the Québec Hepatitis E cases, as well as sequences from Japanese Hepatitis E cases, and Japanese blood donors. Seven of the eight HEV sequences from retail liver with close human BLAST matches originated in Québec. Kulldorff's spatial scan statistic showed a significant ( P < 0.05) spatial cluster of these sequences, but not of the overall dataset of 12 HEV sequences collected from Québec retail livers. All seven retail liver sequences with close human matches were processed in-store. We conclude that some Canadian sequences of HEV collected from pigs/pork are more closely related to human sequences than others, and hypothesize that detection of some HEV sequences recovered from Canadian retail pork livers may be associated with exposure to human shedding. Increasing populations of white-tailed deer (Odocoileus virginianus) in urban areas have resulted in an increase in deer-vehicle collisions (DVCs). Deer-vehicle collisions represent a human-wildlife conflict of serious concern, given that they result, most notably, in significant risk to human safety, deer mortality, and costly vehicle damage. Although many communities have developed databases that track the frequency and location of DVCs, there is a need for analysis of the factors that affect DVC locations in urban areas. Data on deer movement patterns across roads in urban areas are valuable to reduce the occurrence of DVCs on existing roads and to assist planning of future urban road design and placement. Using DVC data from 2005 to 2009 provided by the Manitoba Public Insurance Corporation, we found that DVCs in Winnipeg, Canada, were not spatially or temporally random, and that human-induced deer movement patterns play a role in the frequency and location of DVC occurrence. Deer-vehicle collisions occurred more frequently near suburban areas and grasslands and were clustered near where people provided food for deer. Ecosystems are valuable as well as aesthetic. The natural functions of ecosystems can have profound effects on the economy, and human and wildlife health. The aggregate value of these 'ecosystem services' may far exceed the economic value derived from resource extraction or industrial development, especially when considering the costs of restoring ecosystems. There is increasing interest, therefore, in monitoring and protecting ecosystems, and accounting for the biodiversity and services they provide. In 2010, Canada undertook a review of ecosystem status and trends that identified the regions and ecosystems where management is most urgently needed. The authors concluded that more large-scale, long-term, standardized, and spatially complete information is needed for effective monitoring and management. Satellite-based earth observation (EO) tools were seen as a means of addressing this information need. In a separate exercise, a list of priority questions for conservation policy and management at a national level was produced: the resolution of three-quarters of those questions appears to depend on EO tools to a significant or critical extent. Canada has a long and successful history in all aspects of earth observation, placing it amongst the leaders in the international remote sensing community. Whereas the need for measuring ecosystem services to humans and wildlife is increasingly important, the challenges for doing so are increasingly significant and the technology required is increasingly complex. Overcoming these challenges is necessary to address emerging conservation priorities including measurement of ecosystem attributes to support habitat conservation for Species at Risk, measuring functional capacity of ecosystems to mitigate effects of climate change, monitoring and mitigating effects of resource extraction, and supporting industrial development in Canada's north. Addressing emerging priorities requires dialogue among ecologists and decision makers, coordinated at regional and national scales, and requires drawing on the best EO technologies and infrastructure available. This review highlights the urgency of a coordinated approach for innovative applications of EO tools toward conservation and discusses some of the key elements that might be included and opportunities and challenges that might be encountered, by such an approach. ABSTRACT The abundance of Canada geese ( Branta canadensis) nesting in temperate regions of North America has increased dramatically during the past half century. Numbers have reached nuisance levels in many areas and supplementary hunting seasons, which are timed to occur before and after traditional waterfowl hunting periods, are widely employed to limit population growth. We evaluated how changes in hunting regulations have affected population growth, the seasonal age distribution of harvest, and survival rates of temperate-breeding Canada geese banded in Ontario. Reintroductions are increasingly used to reestablish species, but a paucity of long-term postrelease monitoring has limited understanding of whether and when viable populations subsequently persist. We conducted temporal genetic analyses of reintroduced populations of swift foxes (Vulpes velox) in Canada (Alberta and Saskatchewan) and the United States (Montana). We used samples collected 4 years apart, 17 years from the initiation of the reintroduction, and 3 years after the conclusion of releases. To assess program success, we genotyped 304 hair samples, subsampled from the known range in 2000 and 2001, and 2005 and 2006, at 7 microsatellite loci. We compared diversity, effective population size, and genetic connectivity over time in each population. Diversity remained stable over time and there was evidence of increasing effective population size. We determined population structure in both periods after correcting for differences in sample sizes. The geographic distribution of these populations roughly corresponded with the original release locations, which suggests the release sites had residual effects on the population structure. However, given that both reintroduction sites had similar source populations, habitat fragmentation, due to cropland, may be associated with the population structure we found. Although our results indicate growing, stable populations, future connectivity analyses are warranted to ensure both populations are not subject to negative small-population effects. Our results demonstrate the importance of multiple sampling years to fully capture population dynamics of reintroduced populations. Scientific management of wildlife requires confronting the complexities of natural and social systems. Uncertainty poses a central problem. Whereas the importance of considering uncertainty has been widely discussed, studies of the effects of unaddressed uncertainty on real management systems have been rare. We examined the effects of outcome uncertainty and components of biological uncertainty on hunt management performance, illustrated with grizzly bears (Ursus arctos horribilis) in British Columbia, Canada. We found that both forms of uncertainty can have serious impacts on management performance. Outcome uncertainty alone – discrepancy between expected and realized mortality levels – led to excess mortality in 19% of cases (population-years) examined. Accounting for uncertainty around estimated biological parameters (i.e., biological uncertainty) revealed that excess mortality might have occurred in up to 70% of cases. We offer a general method for identifying targets for exploited species that incorporates uncertainty and maintains the probability of exceeding mortality limits below specified thresholds. Setting targets in our focal system using this method at thresholds of 25% and 5% probability of overmortality would require average target mortality reductions of 47% and 81%, respectively. ABSTRACT Raptor electrocution mortality on power lines has been well documented over the past several decades, yet knowledge gaps, particularly regarding electrocution rates and estimates of losses, are still prevalent in the literature. Mortality estimates that do exist are often derived solely from utility outage records and exclude those not associated with a sustained outage. To address these shortcomings, we directly assessed raptor electrocution mortality beneath distribution power lines in east-central Alberta, Canada between June and August 2003. We also experimentally tested the effect of scavenger removal of carcasses. We observed the greatest rate of raptor mortality on transformer poles; 3-phase corner deadend poles were implicated in more incidents than expected based on proportional frequency, whereas tangent structures showed the opposite result. An estimated 94% of electrocution mortality was not associated with a power outage, indicating that utility outage data alone is insufficient to estimate incidence of electrocution. Scavenger removal rates were high, with >50% of the experimental carcasses removed within 7 days. Study results will assist utility companies and wildlife managers to better delineate structure retrofitting and new construction standards for structures that cause a disproportionately high number of raptor electrocutions, maximizing limited mitigation funds. © 2013 The Wildlife Society. Inuit wildlife management systems have key lessons to offer at a time when the Arctic is receiving tremendous international attention. This article discusses efforts to link Inuit traditional knowledge (TK) and scientific knowledge in management decision-making. Existing dialogue on current and potential relationships between Inuit and their knowledge systems, the scientific community and community-based monitoring efforts show that shared planning is crucial to successful models for collaborative TK-scientific research and conservation efforts in the Arctic. Climate change is already affecting many fish and wildlife populations. Managing these populations requires an understanding of the nature, magnitude, and distribution of current and future climate impacts. Scientists and managers have at their disposal a wide array of models for projecting climate impacts that can be used to build such an understanding. Here, we provide a broad overview of the types of models available for forecasting the effects of climate change on key processes that affect fish and wildlife habitat (hydrology, fire, and vegetation), as well as on individual species distributions and populations. We present a framework for how climate-impacts modeling can be used to address management concerns, providing examples of model-based assessments of climate impacts on salmon populations in the Pacific Northwest, fire regimes in the boreal region of Canada, prairies and savannas in the Willamette Valley-Puget Sound Trough-Georgia Basin ecoregion, and marten Martes americana populations in the northeastern United States and southeastern Canada. We also highlight some key limitations of these models and discuss how such limitations should be managed. Until recently, the sea ice habitat of polar bears was understood to be variable, but environmental variability was considered to be cyclic or random, rather than progressive. Harvested populations were believed to be at levels where density effects were considered not significant. However, because we now understand that polar bear demography can also be influenced by progressive change in the environment, and some populations have increased to greater densities than historically lower numbers, a broader suite of factors should be considered in demographic studies and management. We analyzed 35 years of capture and harvest data from the polar bear ( Ursus maritimus) subpopulation in Davis Strait, including data from a new study (2005-2007), to quantify its current demography. We estimated the population size in 2007 to be 2,158 ± 180 (SE), a likely increase from the 1970s. We detected variation in survival, reproductive rates, and age-structure of polar bears from geographic sub-regions. Survival and reproduction of bears in southern Davis Strait was greater than in the north and tied to a concurrent dramatic increase in breeding harp seals ( Pagophilus groenlandicus) in Labrador. The most supported survival models contained geographic and temporal variables. Harp seal abundance was significantly related to polar bear survival. Our estimates of declining harvest recovery rate, and increasing total survival, suggest that the rate of harvest declined over time. Low recruitment rates, average adult survival rates, and high population density, in an environment of high prey density, but deteriorating and variable ice conditions, currently characterize the Davis Strait polar bears. The Committee on the Status of Endangered Wildlife in Canada (COSEWIC) assesses risk potential for a species by evaluating the best available information from all knowledge sources including Aboriginal traditional knowledge (ATK). Effective application of ATK in this process has been challenging. Inuit knowledge (IK) of mammal distribution in Nunavut is reflected, in part, in the harvest spatial data from two comprehensive studies: the Use and Occupancy Mapping (UOM) Study conducted by the Nunavut Planning Commission (NPC) and the Nunavut Wildlife Harvest Study (WHS) conducted by the Nunavut Wildlife Management Board (NWMB). The geographic range values of extent of occurrence (EO) and area of occupancy (AO) were derived from the harvest data for a selected group of mammals and applied to Phase I of the COSEWIC assessment process. Values falling below threshold values can trigger a potential risk designation of either endangered (EN) or threatened (TH) for the species being assessed. The IK values and status designations were compared with available COSEWIC data. There was little congruency between the two sets of data. We conclude that there are major challenges within the risk assessment process and specifically the calculation of AO that contributed to the disparity in results. Nonetheless, this application illustrated that Inuit harvest data in Nunavut represents a unique and substantial source of ATK that should be used to enrich the knowledge base on arctic mammal distribution and enhance wildlife management and conservation planning. Aircraft collisions with wildlife result in substantial personal and economic losses, requiring airport authorities to utilize all available resources to develop effective management strategies. We surveyed 16 western Canadian regional airports to document the use of wildlife strike and sighting records (WSSRs). Ninety-four percent of airports kept wildlife strike records, 19% kept bird sighting records and 25% kept animal sighting records. Of 12 airports, 33% used WSSRs to identify problem species or trends and 25% used WSSRs for risk analysis and management planning. Our findings suggest that WSSRs are underutilized in risk analyses and ungulate strike risk may be underestimated at most respondent airports. Airport mangers must stress due diligence in record keeping and the application of wildlife data to support risk analyses and sound wildlife management practices at airports. Fire management is an important conservation tool in Canada's national parks. Fires can benefit some species, while others may be negatively impacted. We used GPS and VHF collar data for 47 wolves from 12 separate packs and 153 caribou from 5 separate herds, and resource selection analysis to model the effects of fire on these species' habitat and potential interactions. Resource selection modeling showed that wolves select for burned areas and areas close to burns, presumably due to the presence of primary prey (i.e., elk and moose), while caribou avoid burns. Fire reduced the amount of high quality caribou habitat (a direct effect), but also increased the probability of wolf-caribou overlap (an indirect effect). We delineated a spatial index of caribou "safe zones" (areas of low overlap with wolves), and found a positive relationship between the proportion of a herd's home range represented by "safe zone" in winter and population size (P = 0.10, n=4). While currently-planned prescribed fires in Banff and Jasper reduced the amount of quality caribou habitat by up to 4%, they reduced the area of "safe zones" by up to 7%, varying by herd, location, and season. We suggest that conservation managers should account for the indirect, predator-mediated impacts of fire on caribou in addition to direct effects of habitat loss. [ABSTRACT FROM AUTHOR]

We describe the protocols of two mark-resight abundance surveys, using temporary dye-marks, for the Aishihik woodland caribou (Rangifer tarandus caribou) and wood bison (Bison bison athabascae) populations (herds) in the southwest Yukon Territory, Canada. We also provide recommendations based on experiences from these surveys for biologists and managers considering this approach. The Aishihik woodland caribou herd was the focus of intensive management in the 1990s aimed at recovering the herd. Following recovery activities, a target size of 2000 animals was determined and the Champagne-Aishihik Traditional Territory Community-Based Wildlife Management Plan recommended an estimate of the herd's size be completed before the year 2013. We used an aerial mark-resight approach to estimate the herd's size in March 2009. Caribou (n = 59) were marked from a helicopter with temporary dye, delivered via a CO -powered rifle. Two independent resighting sessions were subsequently carried out via helicopter. The herd was estimated at 2044 animals (90% CI: 1768 - 2420) with an overall resighting rate of 0.47. The mean annual growth rate (?) of the herd from 1997 - 2009 was 1.05 (SE = 0.01). The Aishihik wood bison herd was estimated at 1151 (90% CI: 998 - 1355). Manitoba Hydro is responsible for the continued supply of energy to meet the needs of the province and is committed to protecting the environment when planning the construction and operation of its facilities. Corporate policy dictates ongoing improvement of Environmental Management Systems (EMS) in order to meet or surpass regulatory requirements. Environmental objectives are reviewed annually and programs are modified when necessary to address improvements in environmental performance. Manitoba Hydro plans and constructs major transmission projects throughout northern Manitoba which includes areas occupied by boreal woodland caribou. In recognition of the potential issues associated with hydro transmission construction in boreal caribou range, Manitoba Hydro hosted an expert workshop on May 8, 2007 to provide objective advice in the development of a draft corporate strategy that effectively directs targeted monitoring and research for environmental assessment and mitigation. The workshop focused on assessing the potential threats to boreal woodland caribou from a transmission line construction and operation perspective, and identifying appropriate approaches in site selection and environmental assessment (SSEA) and long-term monitoring and research. A total of nine threat categories were reviewed to determine the degree and magnitude of potential effects that may result from transmission construction and operation; and of the original nine, five final threat categories were delineated. The main elements of the workshop provided strategic approaches for proactive pre-construction monitoring, research on recruitment and mortality for local populations impacted by ROWs and control areas, and various habitat monitoring, management, and mitigation techniques. Woodland caribou in the southern portion of Jasper National Park have declined from an estimated 435 in the mid 1970s to a population estimate of 87 in the fall of 2009. We examined the available historical information to determine why caribou have declined. We compared three main hypotheses for caribou decline in JNP: human disturbance, climate change, and wildlife management. We used historical human use statistics, climate data, and animal abundance information to weigh the evidence for these competing hypotheses over two time scales. Caribou decline could not be attributed to changes in climate over the long-term, or an increase in human use (our proxy for disturbance). Caribou decline was attributed to a combination of climate and wildlife management. Delineating demographic structure across an organism's range can reveal the extent to which population dynamics in different geographic areas are driven by local or external factors and can be crucial for effective conservation and management. Obtaining optimal data for such analyses can be time and resource-intensive and impending development and resource extraction pressures may necessitate the examination of existing data, even when they are less than ideal. We analyzed a historic telemetry dataset containing satellite radio-collar locations of 73 forest-dwelling woodland caribou in northern Ontario to determine demographic structure. We applied several clustering methods (i.e., agglomerative, divisive and fuzzy k-means) to median seasonal locations. Results were used to distinguish demographic units and minimum convex polygons and fixed-kernel density estimates were used to delineate unit boundaries and core areas. For areas where sampling was considered representative of the distribution of caribou on the landscape, we assessed demographic distinctness by evaluating intra-individual variation in cluster membership, membership strength and distance between boundaries and core areas of adjacent units. The number and composition of clusters identified was similar among methods and caribou were grouped into 6 general clusters. The distinctions between the three clusters identified in the central portion of the province (i.e., Lac Seul, Wabakimi, Geraldton) and the two clusters identified in the eastern portion of the province (i.e., Cochrane and Cochrane-Quebec) were determined to represent demographic structuring. Additional distinctions in other areas (i.e., between The Red Lake and Lac Seul clusters in the west and between the central and eastern clusters) may just be artifacts of the original sampling effort. Amongst demographic units, there was no evidence of individual flexibility in cluster membership and average membership strength was very high. There was little to no overlap between boundaries and core areas of adjacent units, but distances between adjacent unit boundaries were relatively low. We evaluated three methods of estimating population size of woodland caribou (boreal ecotype) on the Slate Islands in northern Ontario. Located on the north shore of Lake Superior, the Slate Islands provide a protected and closed population with very limited predator influence that is ideal for a comparison of survey methods. Our objective was to determine the costs and benefits of three population estimation techniques: (1) forward looking infrared (FLIR) technology to count the number of caribou on regular-spaced transects flown by fixed-wing aircraft; (2) observers to count the number of caribou seen or heard while walking random transects in the spring; and, (3) mark-recapture sampling of caribou pellets using DNA analysis. FLIR and the genetics 3-window approach gave much tighter confidence intervals but similar population estimates were found from all three techniques based on their overlapping confidence intervals. There are various costs and benefits to each technique that are discussed further. Understanding the costs and benefits of different population estimation techniques is necessary to develop cost-effective programs for inventorying and monitoring this threatened species not only on the Slate Islands but for other populations as well. The range of Ontario's woodland caribou (Rangifer tarandus caribou) (forest-dwelling ecotype) has receded northward substantially over many decades, leading to its current Threatened designation. Ontario released its Caribou Conservation Plan (CCP) in the fall of 2009. This policy responded to public input and recommendations from the Ontario Woodland Caribou Recovery Team and the Caribou Science Review Panel, and outlines conservation and recovery actions to conserve and recover caribou. Within an adaptive management framework, the CCP builds upon a recent history of managing at large landscape scales in Ontario to implement a range management approach as the basis for recovery actions. These commitments and actions include enhanced research and monitoring, improved caribou habitat planning at the landscape scale, an integrated range analysis approach using advanced assessment tools to evaluate thresholds of habitat amount, arrangement and disturbance, the assessment of probability of persistence, consideration of cumulative effects, meeting forest management silvicultural performance requirements, consideration of caribou recovery implications when managing other wildlife, an initial focus on the southern edge of caribou distribution where threats are most significant, improved outreach and stewardship, and consideration of Aboriginal Traditional Knowledge in recovery actions. The reported decline of the Bathurst herd has caused considerable concern and has raised rumours of a "crisis" in which there is a possibility of extinction. This paper reflects on relevant lessons learned from the officially declared "crisis" of population decline in 1955/56 and a second crisis of overpopulation identified by the author a decade later.
