This study assessed the effectiveness of a learning module we developed for planning students aimed to enhance their understanding for design issues in public spaces faced by wheelchair users. The module involves training of students to effectively navigate the environment in a wheelchair before they experience the real outdoor spaces. Through this evaluation study, we also attempted to add clarity to the problems observed from empirical studies about these 'try-it-yourself' exercises, such as potential stigmatisation and ableism. We employed a mixed-method study approach consisting of wheelchair skill tests, 'walkabout' audits, and a focus group, with 28 second-year undergraduate urban planning students. The cross-over design of the study involving two components of the module -- (wheelchair) Skill Learning Experience (SLE) and Real-World Experience (RWE) -- allowed us to assess the effect of the former on the performance of the latter and the module overall. The focus group also asked students' perspectives about the module. Our findings suggest that the wheelchair skills training component likely contributed to a more nuanced and comprehensive understanding of design problems, while also fostering respect for wheelchair users. We believe that careful implementation is key to addressing potential negative consequences while optimising the benefit of experiential exercises.

Time-honoured university policies, such as the credit-hour and academic freedom, present challenges for professional education programs tasked with operationalizing entry-to-practice competence frameworks for professional accreditation. A single embedded case study was used to explore how professional programs from one mid-sized Canadian university are approaching and perhaps problematizing the development and assessment of competence. Semi-structured interviews were conducted with educational leaders (faculty and staff, n=21) from a sample of nine programs. Following a grounded theory approach to qualitative analysis, the constant comparative method was used to inductively discern similarities and differences across programs, and to begin building theory about approaches to operationalization. While limited in scope given the use of a single university, our findings highlight: (a) diversity in approaches to operationalization across programs, (b) common attributes which can be used to classify the manner in which these programs operationalize competence, and (c) challenges with supporting faculty to buy in to competency-informed pedagogy and assessment. Given these findings, it is recommended that professional accrediting bodies and education programs spend time to consider the role university-based programs play in determining competence for entry-to-practice, as well their intents for implementing a competence framework, to ensure sufficiency in the approaches being used.

In this article, we examine the development of a new, experiential learning human geography and planning course at a smaller campus in Newfoundland, Canada. Our interest is twofold: to consider how pedagogical approaches can be transferred between a large urban campus and a small-town location; and to examine the benefits and complications of such transfers through a reflective examination of the resulting experiential learning program. The article captures the experiences of students, faculty, and university engagement staff in the deployment of the course. From these perspectives, we situate the decision to transfer an existing program across universities, the nuances of adapting such programs to the local context, and the challenge of meeting student desires for experiential learning amidst experimental pedagogical approaches. The paper concludes by suggesting that transferring pedagogical models across locations requires flexibility in terms of ensuring that new modules fit existing program constraints, and that such transfers have the potential to both challenge and positively transform experiential learning processes.

In our day, leaders involved in ingenious sustainable development projects plan spaces and implement practices that are beneficial to the environment. These initiatives represent a fertile source of information on the competences linked to environmental design that we should nurture in our students. In view of improving our understanding of the competences that should be developed in environmental education (EE), this study sought to identify the competences used by leaders who participated in five sustainable development projects (in sustainable urban planning and forestry). The analysis of documents and data from individual interviews revealed that the main competences (cognitive, social and affective) used by the leaders interviewed, depended on creative, complex, flexible, longitudinal, adapted, patient, collaborative, humanistic and environmental planning. Finally, this study, of which we present the effects on EE, shows that leaders use competences which are associated with creative individuals.

Designing for the needs of people with impairments has rarely been a significant feature of urban planning theory and education. Given the role of urban planners as shapers of the built environment and public policy, the prevalence of negative and misinformed attitudes among planners toward impaired populations has been highlighted as requiring study. This paper reports on the effectiveness of lecture-based awareness training and active impairment simulation activities with regard to their respective influence on the attitudes of urban planning students toward people with impairments. Using an established attitude assessment instrument (the Attitudes Toward Disablement Scale), pre and post-awareness training data were collected from 200 urban planning students. Results suggest that awareness training can result in significant attitude changes while, contrary to published literature and prior assumptions, impairment simulations have a moderate effect on student attitudes. The authors describe their experiences teaching Sustainable Cities in North America, a course on both urban sociology and urban sustainability. This course brought students to Portland, Oregon, and Vancouver, British Columbia, and then compared those cities with Minneapolis, Minnesota, on various dimensions of urban sustainability. After connecting this course to existing sociological scholarship on teaching urban sociology and travel-study abroad, the authors describe their course "in action": what they did, why it was (and was not) "green," and an assessment of the course, including postcourse actions and institutional changes that the course inspired. The authors conclude with a call for more "green" sociology courses and travel-study abroad courses as innovative and exciting ways to teach sociology and to further the discipline's commitment to ethical environmental actions.

Explored the state of evaluation practice, including monitoring, in planning departments in 14 municipalities of regional scale and style in Ontario, Canada. Compared applications of evaluation in planning practice with generic evaluation practice and identified critical determinants of success through qualitative research methods. (SLD)

It took 50+ years of federal housing policy and municipal planning to transform Canada into a homeownership society. Over the past three decades, these efforts also coincided with significant periods of public austerity that curtailed social expenditures, especially in terms of social housing. Thus, as homeownership became "locked-in" as the dominant form of tenure, housing vulnerability became further entrenched. From the 1990s until the present day, government action to end housing vulnerability has remained at an impasse. We call this development pathway the housing vulnerability deadlock to draw attention to the interplay of economic and political mechanisms that have impeded government action. Assessing the social and economic vulnerability of populations within a given area is essential for conducting environmental equity evaluations and devising effective public policies to mitigate disparities. However, prevailing indicators used to measure socio-economic vulnerability exhibit several shortcomings. Primarily relying on factor analysis, these indicators face challenges in terms of comparability over time, lack of standardized scales, and inherent limitations associated with composite indicators. To address these shortcomings, we propose a novel approach that estimates the number of potentially vulnerable individuals by constructing a synthetic population. Our methodology, developed using open tools and datasets, offers a scalable solution applicable to the entire Canadian context. The resulting percentage of potentially vulnerable populations demonstrates strong correlations with traditional vulnerability indicators commonly used in Canada, while overcoming their inherent limitations. The generated dataset holds significant potential and serves as a valuable resource for both researchers and governmental organizations. It provides a robust foundation for conducting equity analyses, assessments, and policy evaluations, thereby facilitating evidence-based decision-making processes aimed at promoting social and economic inclusivity. Canada's post-Second World War policies on urbanism were first outlined in an obscure government document – the 1944 report of the Subcommittee on Housing and Community Planning of the federal government's Advisory Committee on Reconstruction (known colloquially as the 'Curtis Report'). This article uses the tools of Historical Institutionalism and extensive archival research to analyse the Curtis Report. It examines antecedent conditions in the Depression and war; permissive conditions during the wartime housing crisis; the actors and choice of options at the critical juncture; the reactions during implementation and the path-dependent municipal planning and suburbanization outcomes of the report. The Curtis Report is identified as a critical juncture for major changes in housing and community planning that set Canada on a different course than the UK or the USA. [ABSTRACT FROM AUTHOR]

The purpose of this study is to define the geographic boundaries of commercial areas by creating a consistent definition, combining various commercial area types, including downtowns, retail centres, financial districts, and other employment subcentres. Our research involved the collection of office, retail and job density data from 69 metropolitan regions across USA and Canada. Using this data, we conducted an unsupervised image segmentation model and clustering methods to identify distinctive commercial geographic boundaries. As a result, we identified 23,751 commercial areas, providing a detailed perspective on the commercial landscape of metropolitan areas in the USA and Canada. In addition, the generated boundaries were successfully validated through comparison with previously established commerce-related boundaries. The output of this study has implications for urban and regional planning and economic development, delivering valuable insights into the overall commercial geography in the region. Greenhouse gases (GHGs) can be produced from a broad range of anthropogenic activities at different spatial and temporal scales. In particular, emissions from urban area are an import source of GHGs. City is a complicated system consisting of various component and processes. Efforts have been made to reduce urban GHG emissions. However, there is a lack of available methods for effective assessment of such emissions. Many urban sources and factors which can influence the emissions are still unknown. In the present study, the GHG emissions from municipal activities was assessed. A model for the assessment of urban GHG emissions was developed. Based on the collected data, a case study was conducted to evaluate urban GHG emissions. The comprehensive assessment included the emissions from transportation, electricity consumption, natural gas, waste disposal, and wastewater treatment. There was a variation for GHG emissions from these sectors in different years. This study provided a new approach for comprehensive evaluation of urban GHG emissions. The design and quality of the neighbourhood built environment can encourage health-supportive behaviours and support cardiometabolic health. However, despite the relationships between demographic and behavioural risk factors of metabolic syndrome being investigated by many studies, only some studies have directly estimated the associations between the built environment and metabolic syndrome. Using data from Canada, we examined the associations between the neighbourhood built environment and metabolic syndrome. Data from Alberta's Tomorrow Project participants, conducted in Alberta, Canada, was used (n = 6718). Metabolic syndrome was defined as the presence of at least three clinical risk factors among lipid levels, blood pressure, and waist circumference. The normalised difference vegetation index was used to quantify the greenness of each participant's neighbourhood. Built attributes of participants' neighbourhoods associated with supporting physical activity, including dwelling density, intersection density, and the number of points of interest, were obtained via the Canadian Urban Environmental Health Research Consortium. Increases in the number of points of interest and total active living environment-friendliness of the neighbourhood were associated with having fewer metabolic syndrome risk factors (b = −0.11, 95% CI −0.16, −0.07 and b = −0.03, 95% CI −0.05, −0.01, respectively) and lower odds of metabolic syndrome (OR = 0.89, 95% CI 0.84, 0.094 and OR = 0.97, 95% CI 0.95, 0.99, respectively). Furthermore, higher dwelling density was associated with having fewer metabolic syndrome risk factors (b = −0.05, 95% CI −0.09, −0.01). This paper examines how policymakers interpret and deploy cultural economy approaches within municipal economic development strategies and cultural plans. Focusing on the 33 largest municipalities in Ontario, Canada, we conduct a keyword analysis of 63 municipal planning documents, supplemented with key informant interviews with economic development and cultural planning staff. Our analysis reveals that the use of cultural economy approaches in economic development and cultural plans varies depending upon city size, municipal governance structure and municipal organizational structure. However, despite the widespread use of cultural economy ideas in planning documents, we conclude that its uptake in municipal policymaking fails to reflect its professional and scholarly popularity. Heat waves are becoming more frequent due to climate change. Summer heat waves can be particularly deadly in cities, where temperatures are already inflated by abundant impervious, dark surfaces (i.e., the heat island effect). Urban heat waves might be ameliorated by planting and maintaining urban forests. Previous observational research has suggested that conifers may be particularly effective in cooling cities. However, the observational nature of these studies has prevented the identification of the direct and indirect mechanisms that drive this differential cooling. Here, we develop a systems dynamics representation of urban forests to model the effects of the percentage cover of either conifers or broadleaf trees on temperature. Our model includes physiological and morphological differences between conifers and broadleaf trees, and physical feedback among temperature and energy fluxes. We apply the model to a case study of Vancouver, BC, Canada. Our model suggests that in temperate rainforest cities, conifers may by 1.0 °C cooler than broadleaf trees; this differential increases to 1.2 °C when percentage tree cover increases from 17% to 22% and to 1.7 °C at 30% cover. Our model suggests that these differences are due to three key tree traits: leaf area index, leaf boundary layer resistance, and dry mass per leaf area. Creating urban forests that optimize these three variables may not only sequester CO2 to mitigate global climate change but also be most effective at locally minimizing deadly urban heat waves. Municipal official plans are useful for mainstreaming transportation objectives into local development planning and decision-making processes. Using a plan quality evaluation, this article assesses whether and how well transportation planning is integrated in municipal official plans of the 30 most populous municipalities in Canada. The results suggest this integration is weak, with a notable absence of rigorous data to inform transportation content in official plans, and poor monitoring and evaluation of transportation goals and policies. Flooded streets and homes, polluted surface waters, degraded aquatic habitats, stressed aquifers, and expensive drainage infrastructures are evidence that Canada's current approach to stormwater management requires rethinking. To address these challenges, the authors developed an integrated community-level urban stormwater decision support framework. The framework assesses low impact development infrastructure, traditional stormwater infrastructure, and community-level stormwater reuse schemes to better understand the interactions between various water resources in the context of various stormwater management strategies. The framework also incorporates stochastic variation in natural processes to predict a community's water footprint using the One Water Approach. A climate change sensitivity analysis is also incorporated to test proposed stormwater systems for resiliency to climate change. Fuzzy clustering analysis was then performed to identify the most appropriate stormwater management strategy. A case study demonstration of the framework was performed for a hypothetical 80-hectare mixed-use urban community in Kelowna, British Columbia. [ABSTRACT FROM AUTHOR]

This study examines the extent and quality of climate adaptation integration within strategic plans of local governments in British Columbia, Canada. Strategic plans (n = 39) were assessed using plan content analysis in order to understand whether regional planning leads to adaptation action by municipalities. Framed through an institutional resilience lens, we find that regional policy guidance is critical for initiating the uptake of municipal climate adaptation; however, lack of granular adaptation policies informed by appropriate climate data constrains implementation in practice. Through collaboration and leveraging strengths of different levels of government, adaptation barriers can be addressed and the quality of adaptation policies improved. [ABSTRACT FROM AUTHOR]

With the record breaking flood experienced in Canada's capital region in 2017 and 2019, there is an urgent need to update and harmonize existing flood hazard maps and fill in the spatial gaps between them to improve flood mitigation strategies. To achieve this goal, we aim to develop a novel approach using machine learning classification (i.e., random forest). We used existing fragmented flood hazard maps along the Ottawa River to train a random forest classification model using a range of flood conditioning factors. We then applied this classification across the Capital Region to fill in the spatial gaps between existing flood hazard maps and generate a harmonized high-resolution (1 m) 100 year flood susceptibility map. When validated against recently produced 100 year flood hazard maps across the capital region, we find that this random forest classification approach yields a highly accurate flood susceptibility map. We argue that the machine learning classification approach is a promising technique to fill in the spatial gaps between existing flood hazard maps and create harmonized high-resolution flood susceptibility maps across flood-vulnerable areas. However, caution must be taken in selecting suitable flood conditioning factors and extrapolating classification to areas with similar characteristics to the training sites. The resulted harmonized and spatially continuous flood susceptibility map has wide-reaching relevance for flood mitigation planning in the capital region. The machine learning approach and flood classification optimization method developed in this study is also a first step toward Natural Resources Canada's aim of creating a spatially continuous flood susceptibility map across the Ottawa River watershed. Our modeling approach is transferable to harmonize flood maps and fill in spatial gaps in other regions of the world and will help mitigate flood disasters by providing accurate flood data for urban planning. This paper investigates issues of national identity and multi-level governance within Confederation Boulevard, the heart of Canada's National Capital Region. We develop a framework that combines the literature on cultural districts and multi-level governance and analyse the plans written by the National Capital Commission (NCC) from the 1980s to the 2010s. Through the lens of cultural districts, we focus on urban form as a whole, instead of considering just specific artifacts or buildings, and uncover how over time the NCC is designing a representation of national identity moving towards multiculturalism. Moreover, the lens of cultural districts delineates a space for multi-level governance revealing the emergence of dynamics of negotiation among different levels of government towards territorial cooperation. This analysis of Confederation Boulevard contributes to the literature on planning capital cities beyond the specific case, adding to our understanding of (1) urban representation of national identity and (2) dynamics of a layered governance.
