This document forms part of a research project initiated by the Ministry of Education in Quebec and designed to forecast teacher demand over the next 15 years. It analyzes the problem of identifying potential teacher dropouts by means of a statistical model which provides simulations of various hypotheses and which can be easily revised by the incorporation of new data. The observation period covered the four academic years 1967/68, 1968/69, and 1970/71. Chapter one provides the framework on which the model was constructed and includes statistics for three major categories: public and private sectors; nursery, elementary, secondary, and college levels; and sex. Other variables considered include professional training, matrimonial status, age, experience, religious affiliation of school, and type of region (urban or rural). Chapter two describes the development of the model, using age as the significant variable. Chapter three sets out the results obtained from the model and their application to future plans. The fourth volume of an annual series contains educational data concerning teaching certificates and diplomas awarded in the Province of Quebec at the secondary, college, and university levels and for adult education. Text, tables, and graphs provide information about graduates at these levels by sex, program, and administrative district. The different uses of computers in education were surveyed. Three major uses were defined: as a laboratory tool, as an instructional management tool, and as a teaching instrument. As a laboratory tool the computer is used as electronic equipment, a calculator, an automaton, a simulator, and a research and development tool. Instructional management uses are divided into information banks, testing aids (answer processing, test generation, and individualized testing), and computer-managed instruction. As a teaching instrument the computer can be used for drill and practice, tutorial work, or dialog. In each use classification, the application is presented, examples are given, instructional and technical aspects discussed, and experiments cited. Volume 1 gives the classification scheme that forms the foundation for volumes 2 and 3. (WH)

Expenses related to the instructional use of computers in education are reviewed in depth. These expenses can be in seven different areas; terminals, computer, telecommunications, software, courseware, operation, and human resources. A cost breakdown is given for the different instructional uses classified in volume 1 and for different educational systems and computers. Costs are given on a per pupil basis for a year and for a terminal hour. Summaries and comparisons of costs are provided in appendixes. (WH)

The extent to which computers are presently used for instructional purposes is surveyed. The evaluation of computers and the more recent development of computers for education are traced. The growth of computer-assisted instruction centers and instructional computer languages is described. Computers, terminals, telecommunications, computer languages, and course programs are reviewed with respect to the equipment presently available in Canada, the United States, and France. Examples are given of the many types of computer terminals in use. Next, the classifications of computer use are illustrated by current examples. Each of the major areas of use--laboratory tool, instructional management tool, and teaching instrument--is treated separately. Finally, organizations and associations involved in the instructional use of computers are listed and described. (WH)

The first section of the report (which is written in French) presents the ten recommendations of the commission which conducted the study to the Minister of Education, and the five principles on which the recommendations are based: (1) the adult's right to education, (2) the necessity of an integrated system of adult education, (3) the coordination of social, economic, and educative measures, (4) balance between collective and individual needs, and (5) decentralization. The second, longer section, is devoted to a collection of data of two orders: the results of research into diverse questions concerning education of the disadvantaged adult, and information received in conferences with directors of three types of adult education programs. This information was collected so the commission might identify the adult population termed disadvantaged, discover the educational needs of the disadvantaged adult, and evaluate existing measures designed by the educational system to meet those needs. This document contains the forecasts of teacher needs for the public and private systems combined in the Province of Quebec. These forecasts are results of student/teacher reports and some forecasts of rate of annual teacher departure. The purpose of this study was to contrast and compare television effects across three types of students at a high school in the Canadian Arctic--Euro-Canadian students, Inuit students resident in Frobisher Bay, and Inuit students from isolated settlements. Television had recently been introduced to the area by means of a satellite re-broadcast system with programming similar to that seen in Southern Canada. Variables considered included: (1) television availability and exposure time, (2) program preferences, (3) travel and occupational aspirations, (4) knowledge and sources of information on national and international issues, and (5) leisure time activities. Appended are the questionnaire, the code book, and tables of comparisons. (STS)

The decade of the 1970s saw a relative decline in the enrollment in Quebec Province of students in English schools, and a relative increase in enrollment in French schools. This shift was especially reflected in a decreasing proportion of Francophone and Allophone (having neither French nor English as a native language) students attending school in English. The trend is with the adoption in Quebec of the French Language Charter. An attempt is made to gauge approximately the role of factors likely to explain the reduction in the number of students attending school in English, for both the public and private systems, within the Province. In order of importance, the factors to which the decline in enrollment can be ascribed are: (1) declining birth rate, (2) the criteria governing admissibility to English schools as defined by the French Language Charter, (3) net negative displacements, and (4) the voluntary choice of French by students otherwise eligible to attend English schools.
