In 2008, the Commission of Professors of Adult Education approved and published "Standards for Graduate Programs in Adult Education," an update of the 1986 "Standards." Using the program websites of the 37 North American programs ascertained to have doctoral programs in the field, this study evaluated all programs' course descriptions for compliance with the nine "core topical areas" recommended for doctoral programs. Three evaluators (one new adult education PhD, one emeritus professor of adult education, and a professional evaluator and statistician with no background in adult education) found that collectively the 37 programs met 65.8% of standards by having courses which included the topical areas, with a 95.8% agreement among raters after discussion following independent assessments. All programs met at least two standards, but only two met all nine. Aggregate compliance data and implications for curricular review and development are presented. (Contains 3 tables.)

Mohn, R. K., and Chouinard, G. A. 2007. Harvest control rules for stocks displaying dynamic production regimes. – ICES Journal of Marine Science, 64: 693–697. Several cod and haddock stocks in Atlantic Canada have undergone substantial changes in productivity. Regimes are defined as periods of relatively stable production separated by rapid transitions to a different level. These regimes are deconstructed into their dominant determinants of growth, survivorship, or recruitment. Using southern Gulf of St Lawrence cod and eastern Scotian Shelf haddock as case studies, regimes are identified based on production. Haddock display an almost threefold difference between productive and non-productive regimes, owing mainly to a change in reproductive output. Cod have a more complicated history, displaying three regimes, and a variation in production by a factor of approximately eight. The production data in each regime are identified and smoothed to show the underlying dependence on biomass. Finally, simple three-phase harvest control rules (having critical, cautious, and healthy zones) for distinct regimes are presented to illustrate the potential importance of regimes in resource management. An age-structured population dynamics model, incorporating interactions between Atlantic cod (Gadus morhua), the fishery, and the grey seal (Halichoerus grypus) population, was applied to the cod stock off eastern Nova Scotia (Northwest Atlantic Fisheries Organization Divisions 4Vs and 4W, commonly abbreviated to 4VsW), a stock that has dramatically declined since the late 1980s. Mortality was modeled as having three components: fishing mortality (F), seal predation (Mp), and all other sources of natural mortality (M). Specifically, Mwas assumed to be distinct for immature cod (ages 1-4; Mi) and mature cod (age 5 and older; Mm), and respective annual variations were estimated. Parameters estimated also included recruitment (cod abundance at age 1; R), F, and Mp. Based on our estimates of F, Mp, and M, it is unlikely that the collapse of the 4VsW cod stock can be attributed to a sudden increase inM; fishing appears to have been the primary cause for the stock's decline. However, after the moratorium on commercial fishing in 1993, increasing Mp and Mm and low R may have contributed to the failure of the 4VsW cod stock to recover. [ABSTRACT FROM AUTHOR]
