This exploratory analysis uses multiple regression modeling to help shed light on the correlates of the Black achievement gap in Montreal's public and private secondary schools. Using school-level testing data from Quebec's Ministry of Education, the authors show that there is a Black achievement gap, and that this gap is highly associated with school socio-economic status, peer family structure, and average age of the student body's parents. An important secondary finding is that there remains a significant positive association of private schooling on academic achievement, even after controlling for race and all other central independent variables. Aim: To explore the occupational and personal life dimensions that have been impacted by the COVID‐19 pandemic for registered nurses (RN) and licensed practical nurses (LPN). Design Qualitative interpretive description approach. Methods: Between July and September 2020, a web‐based cross‐sectional study was conducted among RNs and LPNs in Quebec, Canada. Included in this survey was an open‐ended question allowing nurses to describe the occupational and personal life dimensions that were impacted by the COVID‐19 pandemic. Thematic analysis was used to interpret the qualitative data from this open‐ended question. Reporting followed the Standards For Reporting Qualitative Research (SRQR). Results: Of the 1860 survey respondents, 774 RNs and 43 LPNs responded to the open‐ended question (total n = 819). For the occupational dimension, six themes were identified: impacts of infection control on work, change in daily work tasks, offloading and reorganization of care, deterioration of working conditions, increased stress at work and issues related to the profession. For the personal dimension, four themes were found: impacts on the family, dealing with changes about leisure and personal life, impacts on physical and psychological health. Conclusion: Knowing the dimensions affected by the COVID‐19 pandemic could help to identifying appropriate interventions to support RNs and LPNs. Impact The COVID‐19 pandemic has significantly impacted the occupational and personal lives RNs and LPNs working in the Quebec healthcare system. More specifically, Quebec's nurses experienced a major reorganization of care generated by important government decisions. The legalization of cannabis raises many queries, one of which regards the criminal liability of users under the influence of cannabis when crimes against the person are committed. This perspective review consequently aims to examine the defense of mental disorder (also referred to as the insanity defense) in Canadian criminal law and revise court decisions involving cases with cannabis use rendered in the field between 1995 and 2021. The purpose was to specify the factors allowing Canadian criminal courts to grant or refuse the defense of mental disorder to help further operationalize the jurisprudential criteria for forensic practice. We noted that presence of a severe and persistent primary psychopathology was the most decisive factor when determining the verdict of the accused who consumed cannabis. [ABSTRACT FROM AUTHOR]

The contemporary contours of citizenship and socio-spatial relationships between Indigenous peoples and settlers in Québec, Canada, are changing. Indigenous youth contribute in important ways to those changes. While some youth have become involved in formal sites of politics, others work in diverse settings weaving together a fragile network of sites and spaces that collectively challenge deeply engrained colonial relationships and division of space. The Wapikoni mobile is an Indigenous video training project that addresses the First Nations communities. Through this project, certain young people are taught to produce and direct films and some are invited to present their creations in public events. The analysis presented in this article investigated the places, practices and relationships around the mobility, speech acts and narratives of the Wapikoni mobile's participants who travelled to present their film(s) in different settings in Canada and overseas. In these locations, First Nations' youth challenge the colonial division of space and negotiate new relationships while (re)claiming their identity and engaging in citizenship formation processes. This article argues that these important processes are nevertheless entangled in broader colonial and neoliberal contexts that hinder their full transformative potential. [ABSTRACT FROM AUTHOR]

Sustainability is a key concept in the politics and local policy of health care delivery, particularly during discussions on the principles of primary health care (PHC) and health care reform. In Canada, previous reforms in PHC were implemented with the goal of achieving long-term sustainable change in health systems across the country. However, insufficient resources and a changing environment have impeded the sustainability of many PHC programs and services. An example is the nurse practitioner (NP) role, which was introduced in Canada in 1967 but failed to be sustained. In the mid-1990s, in response to a call for PHC reform, the role was reimplemented with the support of government legislation, regulation, and remuneration mechanisms. However, despite evidentiary success of NP role effectiveness and efficiency in Canada's health system, many barriers toward full implementation of the role continue to exist and sustainability remains at risk. This scoping review was undertaken to inform a research project exploring the closure of an NP clinic in a western Canadian province. The review searched relevant peer-reviewed and gray literature from Canada, United Kingdom, and Australia, to better understand and describe the factors influencing sustainability of the NP role and other PHC programs and services. Introduction: On-call medical services assumed by residents represent many hours of hard work and no studies have documented what it really entails. As part of an effort to improve our on-call system, we examined phone calls received by residents on call. Our objectives were to evaluate the characteristics of phone calls received by residents on call (who, when, why, need to go to the hospital) and to determine residents' perception of these calls. We also looked into implementing strategies to reduce unnecessary calls. Methods: We prospectively collected information about calls using a standardized reporting form with the participation of all residents (10) from a single urology program over two periods of four weeks from November 2014 to March 2015. Residents answered pre- and post-collecting period questionnaires. Results: A total of 460 calls were recorded on 97 on-call days in two on-call lists. There was a mean of 3.5 (median 3, range 0-12) calls per weeknight and 7.7 (median 6, range 0-23) calls per weekend full day. Nintey-three calls (20%) led to the need for bedside evaluation and many of these were for new consultations (49%). The majority of calls originated from the clinical in-patient ward (49%) and emergency room (29%), and nurses (66%) and doctors (23%) most commonly initiated the calls. Calls between 11:00 pm and 8:00 am represented 13% of all calls. Most of the calls (77%) were perceived as relevant or very relevant. Most residents reported at least 80% of calls. Conclusions: Although likely representing an underestimate of the reality, we provide a first effort in documenting the call burden of Canadian urology residents. [ABSTRACT FROM AUTHOR]

The Elbow River watershed, located in the rain shadow of the Rocky Mountains in western Canada, is characterized by a complex hydrological regime due to significant differences in climate and geomorphological settings between the west and east sub-catchments. This watershed has experienced several extreme droughts and floods in the recent decades, which might be accentuated with climate change. This study was undertaken to investigate the average annual and seasonal variations of surface and sub-surface hydrological processes in the west and east sub-catchments along with and the entire watershed under five plausible GCM-scenarios up to 2070 using the physically-based, distributed MIKE SHE/MIKE 11 model. Most of the scenarios indicate a reduction in the average annual overland flow, groundwater recharge and baseflow in the east sub-catchment. The pattern of seasonal change generally exhibits a rise in overland flow, baseflow, evapotranspiration, groundwater recharge, and streamflow in winter-spring and a decline in summer-fall. The induced changes in hydrological processes are proportionally more perceptible in the east sub-catchment compared to the west sub-catchment. However, the west sub-catchment governs the watershed behaviour and determines the future changes, over-riding the stronger climate change signal in the east. This investigation indicates that a greater understanding of climate change impacts on the water balance of a watershed with significant differences in sub-regional settings is achieved when capturing the surface and subsurface hydrological process responses of each sub-catchment individually along with the entire watershed. This article presents the findings of a study on the effects of the Technological Research Assistance Program (TRAP) on the primary activities of Quebec's College Technology Transfer Centres (CTTCs). A database on the distribution of research grants and the activities of CTTCs has been created for this purpose. Then, panel data analysis techniques have been used to measure the effects of TRAP. The study results indicate that TRAP has a positive effect on the revenue of CTTC research projects. However, the increase in research revenue due to this program is slightly lower than the amount of the grant, which suggests that public funding for research partially crowds out private funding. Furthermore, the study suggests that the wise use of research assistance programs could stimulate research investment and, as a result, accelerate the advancement of knowledge and technological innovation. The Elbow River watershed in Alberta covers an area of 1,238 km and represents an important source of water for irrigation and municipal use. In addition to being located within the driest area of southern Canada, it is also subjected to considerable pressure for land development due to the rapid population growth in the City of Calgary. In this study, a comprehensive modeling system was developed to investigate the impact of past and future land-use changes on hydrological processes considering the complex surface-groundwater interactions existing in the watershed. Specifically, a spatially explicit land-use change model was coupled with MIKE SHE/MIKE 11, a distributed physically based catchment and channel flow model. Following a rigorous sensitivity analysis along with the calibration and validation of these models, four land-use change scenarios were simulated from 2010 to 2031: business as usual (BAU), new development concentrated within the Rocky View County (RV-LUC) and in Bragg Creek (BC-LUC), respectively, and development based on projected population growth (P-LUC). The simulation results reveal that the rapid urbanization and deforestation create an increase in overland flow, and a decrease in evapotranspiration (ET), baseflow, and infiltration mainly in the east sub-catchment of the watershed. The land-use scenarios affect the hydrology of the watershed differently. This study is the most comprehensive investigation of its nature done so far in the Elbow River watershed. The results obtained are in accordance with similar studies conducted in Canadian contexts. Abstract: Decision making in land management can be greatly enhanced if the perspectives of concerned stakeholders are taken into consideration. This often implies negotiation in order to reach an agreement based on the examination of multiple alternatives. This paper describes a spatial web/agent-based modeling system that was developed to support the negotiation process of stakeholders regarding land development in southern Alberta, Canada. This system integrates a fuzzy analytic hierarchy procedure within an agent-based model in an interactive visualization environment provided through a web interface to facilitate the learning and negotiation of the stakeholders. In the pre-negotiation phase, the stakeholders compare their evaluation criteria using linguistic expressions. Due to the uncertainty and fuzzy nature of such comparisons, a fuzzy Analytic Hierarchy Process is then used to prioritize the criteria. The negotiation starts by a development plan being submitted by a user (stakeholder) through the web interface. An agent called the proposer, which represents the proposer of the plan, receives this plan and starts negotiating with all other agents. The negotiation is conducted in a step-wise manner where the agents change their attitudes by assigning a new set of weights to their criteria. If an agreement is not achieved, a new location for development is proposed by the proposer agent. This process is repeated until a location is found that satisfies all agents to a certain predefined degree. To evaluate the performance of the model, the negotiation was simulated with four agents, one of which being the proposer agent, using two hypothetical development plans. The first plan was selected randomly; the other one was chosen in an area that is of high importance to one of the agents. While the agents managed to achieve an agreement about the location of the land development after three rounds of negotiation in the first scenario, seven rounds were required in the second scenario. The Wapikoni mobile is an indigenous video training project that addresses the First Nations communities of Quebec. Through this project, which offers workshops to people between the ages of 15 and 30, certain young people are taught to produce and direct films. In addition, some are invited to show their creations in public events and venues in Québec and abroad. Since 2004, the Wapikoni mobile has reached 2000 participants, produced 500 videos and has won over fifty prizes. Through the concept of citizenship, this article seeks to examine the spaces of dialogue opened for and by indigenous youth of Québec through the Wapikoni mobile. Based on non-participant observation and in-depth interviews with Wapikoni mobile participants, the paper seeks to understand how the process of giving voice - in multiple venues and at multiple scales - may alter their experience of citizenship. While the process they participate in is full of contradictions, these indigenous youth are redrawing the territories of citizenship in contemporary Québec and beyond. [ABSTRACT FROM AUTHOR]

In this article, we present the findings of a study on the electoral use of intergovernmental grants for municipal infrastructure. The study adds to the body of work on redistributive politics by showing that both federal and provincial governments use intergovernmental grants for electoral purposes. The study also shows that grant distribution seems to be skewed toward electoral districts hold by governing party and by legislators who are influential in their party because they have more seniority or they fill ministerial positions. Therefore, this finding does not match the predictions of McGillivray’s model according to which in a political system like Canada’s, grant distribution would benefit to swing districts. Abstract: Anticipating the impacts of a new policy before implementation on a complex social–ecological system is a challenging task for managers and policymakers. This paper reports on the development and use of an agent-based model (ABM) dedicated to support marine park managers in their effort to devise policies to sustainably manage whale-watching activities. The ABM, called the Marine Mammal and Maritime Traffic Simulator (3MTSim), represents the spatiotemporal dynamics of marine mammals and navigation activities in and around the Saguenay–St. Lawrence Marine Park in Canada. In the context of updating the current regulations on whale-watching in the Marine Park, 3MTSim was run to evaluate the merits of a proposed set of rules compared to the current regulations. To do so, a set of variables related to policies’ impacts on the three spheres of sustainable development, namely the impact on whales (Environment), on whale-watching companies (Economy), and tourist experience (Society) was analysed. 3MTSim''s simulations highlighted that the proposed rules are expected to improve the situation regarding whale conservation and tourist experience with only marginal impact on the whale-watching industry. In the proposed regulations, one rule is expected to be very influential on whale-watching activities. This rule limits to 10 the number of whale-watching boats allowed to stand within 926m of any boat in observation mode. Assuming efficient law enforcement, 3MTSim predicts a significant decrease in overall boat concentration around whales in the Marine Park, which is one of the management objectives benefiting both whales and tourists. Interestingly, 3MTSim reveals that this rule could indirectly force some boats to observe second-choice whales present in higher abundance rather than some more attractive species scarcer in the region. This highlights the following management tradeoffs: Reducing boat exposure for the humpback whale and endangered blue whale is likely to increase it for the more abundant fin whale listed as of special concern (Canada''s Species at Risk Act) and minke whale. This work demonstrates the utility of ABMs to support policy analysis in the context of sustainable management in a Marine Park. ABMs developed in close relationship with end-users are unarguably a tool of choice to manage complex social–ecological systems since they provide insight into phenomena hard or impossible to measure in the real system. First Nation (Indigenous) on-reserve housing in Canada is in crisis due to severe shortages, high reported instances of mould contamination, overcrowding and structural deficiencies. The Kitamaat reserve of the Haisla First Nation provides one example. The intent of the study reported here was to engage with the Haisla to develop a culturally appropriate, environmentally responsive and energy-efficient housing type that the Haisla could implement in the future. This work was undertaken by Marceau-Evans-Johnson Architects in collaboration with researchers at the University of Victoria. In this article, the circumstances leading to the present housing crisis are reviewed, the consultative design process with the Haisla and its outcomes are described, and the concept design solution which was co-developed for future housing is presented. Abstract: Alberta woodland caribou (Rangifer tarandus) are classified as threatened in Canada, and a local population in the west-central region, the Little Smoky herd, is at immediate risk of extirpation due, in part, to anthropogenic activities such as oil, gas, and forestry that have altered the ecosystem dynamics. To investigate these impacts, we have developed a spatially explicit, agent-based model (ABM) to simulate winter habitat selection and use of woodland caribou, and to determine the relative impacts of different industrial features on caribou habitat-selection strategies. The ABM model is composed of cognitive caribou agents possessing memory and decision-making heuristics that act to optimize tradeoffs between energy acquisition and disturbance. A set of environmental data layers was used to develop a virtual grid representing the landscape over which caribou move. This grid contained forage-availability, energy-content, and predation-risk values. The model was calibrated using GPS data from caribou radio collars (n = 13) deployed over six months from 2004 to 2005, representing caribou winter activities. Additional simulations were conducted on caribou habitat-selection strategies by assigning industrial features (i.e., roads, seismic lines, pipelines, well sites, cutblocks and burns) different levels of disturbance depending on their type, age, and density. Differences in disturbance effects between industry features were confirmed by verifying which resultant simulations of caribou movement patterns most closely match actual caribou distributions and other patterns extracted from the GPS data. The results elucidate the degree to which caribou perceive different industry features as disturbance, and the differential energetic costs associated with each, thus offering insight into why caribou are choosing the habitats they use, and consequently, the level and type of industry most likely to affect their bioenergetics and fitness. Complex systems, such as landscapes, are composed of different critical levels of organization where interactions are stronger within levels than among levels, and where each level operates at relatively distinct time and spatial scales. To detect significant features occurring at specific levels of organization in a landscape, two steps are required. First, a multiscale dataset must be generated from which these features can emerge. Second, a procedure must be developed to delineate individual image-objects and identify them as they change through scale. In this paper, we introduce a framework for the automatic definition of multiscale landscape features using object-specific techniques and marker-controlled watershed segmentation. By applying this framework to a high-resolution satellite scene, image-objects of varying size and shape can be delineated and studied individually at their characteristic scale of expression. This framework involves three main steps: 1) multiscale dataset generation using an object-specific analysis and upscaling technique, 2) marker-controlled watershed transformation to automatically delineate individual image-objects as they evolve through scale, and 3) landscape feature identification to assess the significance of these image-objects in terms of meaningful landscape features. This study was conducted on an agro-forested region in southwest Quebec, Canada, using IKONOS satellite data. Results show that image-objects tend to persist within one or two scale domains, and then suddenly disappear at the next, while new image-objects emerge at coarser scale domains. We suggest that these patterns are associated to sudden shifts in the entire image structure at certain scale domains, which may correspond to critical landscape thresholds. [ABSTRACT FROM AUTHOR]

Cellular automata (CA) can reproduce global patterns and behavior from local interactions of cells and they are used increasingly to simulate complex natural and human systems. Among their attributes are their computational simplicity and their explicit representation of space and time. However, the classic definition of CA limits their application to problems that involve a discrete space, and similar rules and neighborhoods for all cells. In addition, the standard raster-based CA model is sensitive to spatial scale. This paper presents a new vector-based geographic cellular automata model, called the VecGCA model, which defines space as a collection of irregular geographic objects. Each object has a geometric representation (a polygon) that evolves through time according to a transition function that depends on the influence of neighboring polygons. En this model, the neighborhood is defined as the region of influence on each geographic object, and the neighbors are all geographic objects located within the region of influence. An innovative aspect of the VecGCA model is that the procedure allows geometric transformation of objects. The area of a polygon (representing an object) is reduced in the region that is nearest to the neighbor that exerts an influence on it, and the area of that neighbor is increased accordingly. The proposed model was tested with real data and compared with a raster-based CA model to simulate land-use changes in an agroforested area in southern Quebec, Canada. The model was validated using two land-use maps, produced from satellite Landsat Thematic Mapper imagery, which were acquired in 1999 and 2002. The results obtained show that VecGCA can represent well the dynamics in the study area through an adequate evolution of the geometry of the geographic objects which are independent of the cell size, whereas, to generate similar outcomes in the raster-based CA model, a sensitivity analysis must be conducted to determine which cell size is needed. The geometric transformation procedure introduced in the VecGCA model executes the change of shape of a geographic object by changing its state in a portion of its surface, allowing a more realistic representation of the evolution of the landscape. Background. Maternal obesity, excess weight gain and overnutrition during pregnancy increase risks of obesity, type 2 diabetes mellitus, and cardiovascular disease in the offspring. Maternal biliopancreatic diversion is an effective treatment for severe obesity and is beneficial for offspring born after maternal surgery (AMS). These offspring exhibit lower severe obesity prevalence and improved cardiometabolic risk factors including inflammatory marker compared to siblings born before maternal surgery (BMS). Objective. To assess relationships between maternal bariatric surgery and the methylation/expression of genes involved in the immune and inflammatory pathways. Methods.: A differential gene methylation analysi swas conducted in a sibling cohort of 25 BMS and 25AMS offspring from 20 mothers. Following differential gene expression analysis (23 BMS and 23AMS), pathway analysis was conducted. Correlations between gene methylation/expression and circulating inflammatory markers were computed. Results. Five immune and inflammatory pathways with significant overrepresentation of both differential gene methylation and expression were identified. In the IL-8 pathway, gene methylation correlated with both gene expression and plasma C-reactive protein levels. Conclusion: These results suggest that improvements in cardiometabolic risk markers in AMS compared to BMS offspring may be mediated through differential methylation of genes involved in immune and inflammatory pathways. Summary: The Elbow River in southern Alberta, Canada is the source of the Glenmore reservoir, which provides drinking water to the City of Calgary. Due to the rapid population growth in Calgary, the Elbow River watershed (ERW) that covers about 1238 km2 has been under considerable pressure for land-use development over the last decade. This study was undertaken to assess the impact of potential land-use changes over the next 20years on the hydrological processes in ERW by combining a land-use cellular automata (CA) model and the distributed physically-based MIKE-SHE/MIKE-11 hydrological model. The CA model was calibrated using four land-use maps covering the period 1985–2001 and validated against the maps of 2006 and 2010. Simulations of land-use changes were then performed from 2006 to 2031 at a five year interval; land-use based parameters were extracted from the simulated maps and transferred to MIKE-SHE/MIKE-11. MIKE-SHE was calibrated for the period 1985–1990 and validated for the period 2000–2005. The Nash and Sutcliffe coefficients of efficiency calculated between observed and simulated flow data for the calibration and validation periods are 0.56, 0.52, 0.79, and 0.75 based on different hydrometric stations respectively, indicating an acceptable level of performance of the model. Land-use changes analyzed for the period 2001–2031 reveal a 65% increase in built-up areas, 20% in rangeland/parkland, and 1% in agriculture along with a reduction of 28% in deciduous, and 6% in evergreen forest. As a result, the hydrological modeling indicates an increase of 7.3% in overland flow, and a decrease of 1%, 13.2%, and 2.3% in total evapotranspiration, baseflow, and infiltration respectively along with a decrease of the total flow by 4%. These results reveal a potential significant negative impact on the sustainability of ground/surface water supplies and groundwater storages in the future in the watershed in addition to an increased risk of flashy floods. The study also revealed that due to the complex hydrological regime existing in the study area, a comprehensive physically-based method is required to better represent the interaction between groundwater and surface water. The combined CA/MIKE-SHE models appear as a useful tool to assess the impact of land-use changes on the hydrologic cycle and to better understand the connection among the hydrologic components in the Elbow River watershed. Abstract: We describe a decision support system that has been developed to inform management and planning in a portion of the St. Lawrence Estuary in Canada (covering the Saguenay-St. Lawrence Marine Park and the proposed St. Lawrence Estuary Marine Protected Area). The system is composed of a spatiotemporal, georeferenced database, a simulator (3MTSim) that reproduces the spatiotemporal movement of marine mammals and maritime traffic in the estuary, and data post-processing tools that can be used to analyse the output of 3MTSim. 3MTSim allows users to test different management scenarios for maritime traffic (e.g., area closures, speed limits, regulations concerning the observation of marine mammals) in order to assess their effects on navigational patterns which may influence marine mammal exposure to vessels. 3MTSim includes an individual-based model of marine mammal movement patterns that has been elaborated based on existing telemetry data on fin, blue, and beluga whales as well as on land-based theodolite tracking of humpback and minke whales. Observations recorded aboard research and whale-watching vessels have provided the spatial data necessary to estimate species’ abundances and distribution maps that are used to initialise the whale model. Different types of vessels, including cargo ships and commercial whale-watching boats are also modelled individually, using an agent-based approach. The boat model represents the decision-making process of boat captains as a function of environmental conditions, the contextual setting, and their respective goals. An extensive database of real-time tracking data available for the different types of vessels, coupled with observations and interviews, has served in the elaboration of the boat model. In this paper, an overview of the entire system is presented and its effectiveness as a decision support tool is demonstrated via the results from a sample of scenario-based simulations.
