The article focuses on the negotiations for the revision of the International North Pacific Fisheries Convention which might affect the Tsukiji Fish Market in Tokyo, Japan. The Japanese have agreed to abstain from salmon fishing and not to fish halibut and herring unless the area was not being fully exploited by Canada and the U.S. Scientists have suggested that Japan be allowed to utilize halibut and herring areas that were left untouched by Canadian and American fishermen.
