The article reports on the challenge faced by hazardous materials shippers in finding capacity as U.S. security rules have driven truckers out of the business. Hazardous goods shippers, like San Carlos, California-based Quality Logistics, are forced to find motor carriers, warehouse operators and logistics providers to meet security rules. Hazardous goods haulers are also required to get a Transportation Worker Identification Credential to enter a marine terminal.
