Law n° 5.692/1971 reflected the interests of the civil-military dictatorship in Brazil, perceived by the incorporation of the fundamentals of the rationalization of school work and the adoption of Vocational Education in the 2nd degree. The present study has the purpose of discussing the duality of the teaching 2nd degree in the context of Law n° 5.692 of August 11, 1971. For that, the study has a qualitative approach in which we use bibliographic and historical sources. As a result, we point out that Teaching 2nd degree in the validity of the aforementioned Law presents itself as a proposal of a liberal nature. The study pointed out that, polytechnic and omnilaterality are paths to be continually followed in the field of education, especially in the current High School, in order to overcome the historical duality, present with greater emphasis, at this level of education.
