This paper aims to identify what are the difficulties encountered by academic educational institutions of the federal network in Brazil when implementing their institutional repositories. Methodology: a questionnaire was sent via email to the federal institutes from December 2020 to January 2021, 70 responses were obtained. The analysis of the data reveals that 90% of the Institutes tried at some point to start the implementation of an institutional repository and only 17% concluded it successfully. The main barriers pointed out refer to difficulties related to the technical knowledge of software by the information technology team, the lack of human resources, technical knowledge of the library staff and lack of interest from higher levels leaders. It is concluded, therefore, that libraries, despite being engaged and recognizing the importance of the institutional repository, need to improve communication between sectors, the qualification of information technology and library teams and the visibility of this service to successfully complete their projects deployment.
