The Tropical Andes, one of the world's most biodiverse regions, is vital for ecological research and conservation. However, while researchers in Bolivia, Ecuador, and Peru contribute significantly to scientific knowledge, their publication rates in academic journals have historically lagged behind neighboring nations. A multifaceted strategy was employed to understand and address the publication divide in the Tropical Andes region. This approach focused on regional researchers and consisted of a three-day workshop to improve scientific writing skills, offer publication insights, and equip researchers with tools to overcome obstacles. A series of surveys were also conducted to explore the challenges faced by local researchers and their proposed solutions, covering topics such as participant demographics, factors contributing to lower publication rates, personal barriers, proposed strategies for improving publications, specific topics of interest, participant satisfaction, most valuable workshop topics, and future recommendations. The workshop had an overwhelming response, with over 500 interested participants registering in just a few days, mostly experienced professionals, highlighting the need for such initiatives in the region. About two-thirds had ready-to-publish materials, highlighting the potential impact of targeted interventions on unlocking untapped knowledge. The surveys revealed the challenges contributing to the publication divide, including insufficient training, cultural emphasis on economic development, language barriers, limited resource access, lack of institutional support, high publishing costs, and time and financial constraints. The most common personal barriers were insufficient knowledge and experience in the publication process, lack of self-confidence, and fears of rejection. Proposed solutions include conducting training workshops, fostering collaborative networks, improving resource accessibility, and an institutional and cultural shift that encourages publishing. Addressing challenges faced by experienced professionals in the Tropical Andes by understanding individual needs, fostering support, and demystifying the publication process offers a promising path to closing the publication divide and unlocking the region's valuable scientific contributions. The growing value of forest resources has produced an increasing regulation of the use of forest resources in the national states of the Amazonian region. The new generation of forest norms have established a standardised system for the utilisation of forest resources based on two main aspects: the elaboration of forest management plans, and the granting of forest licences by the State's authorities. However, this system has also increased the barriers for applying TFRK in indigenous lands because the current forest norms do not always consider their knowledge, their customary law, and their values. In view of this problem, this paper identifies the gaps and opportunities of the ICH Convention for protecting the TFRK of Amazonian indigenous peoples, considering the national legal frameworks of Bolivia, Brazil, Ecuador and Peru. For doing this, firstly the connection between TFRK and intangible cultural heritage is shown. Secondly, the duties of the national States in relation to TFRK established by the ICH Convention are identified. Thirdly, it is discussed the form TFRK of Amazonian indigenous peoples is regulated in the national legal systems. In papers previously published in this journal J. M. Stycos and D. M. Heer have shown that fertility is lower in the economically underdeveloped Indian-speaking parts of Peru, Ecuador and Bolivia than in the more prosperous Spanish-speaking parts. Stycos concluded that the reason for the fertility difference in Peru is the greater marital instability of the Indian speakers which decreased their total exposure to the risk of conception. Heer suggested instead that the causes of the difference may be voluntary. • A methodology to assess food, energy, and water security is proposed. • The approach links availability and accessibility on a sub-national scale in Peru, Ecuador, and Bolivia. • The approach can be used to assess multiple development priorities simultaneously. • Application of this method can be at multiple spatial scales and institutional levels. • The results are relevant for the implementation of the Sustainable Development Goals. The food-energy-water (FEW) nexus has emerged over the past decade to build understanding around interlinked resources as a tool for achieving sustainable development. Various frameworks developed to implement nexus thinking however, do not always consider both access and availability of resources in a security perspective. Moreover, indices that calculate FEW measures on a national scale may not adequately describe regional variation within a country. To further understanding of these coupled natural resources and tools for development, this paper presents an approach to quantify FEW security and highlights cases in Ecuador, Peru, and Bolivia where national statistics leave out important regional variation. The outcome is an integrated approach to quantify security measures that can be implemented at multiple spatial scales and institutional levels. This approach can not only provide insight into FEW security in Ecuador, Peru, and Bolivia but can also be an effective tool for assessing multiple development priorities simultaneously throughout the world. Biodiversity conservation is a complex and transdisciplinary problem that requires engagement and cooperation among scientific, societal, economic, and political institutions. However, historical approaches have often failed to bring together and address the needs of all relevant stakeholders in decision‐making processes. The Tropical Andes, a biodiversity hotspot where conservation efforts often conflict with socioeconomic issues and policies that prioritize economic development, provides an ideal model to develop and implement more effective approaches. In this study, we present a co‐design approach that mainstreams and improves the flow of biodiversity information in the Tropical Andes, while creating tailored outputs that meet the needs of economic and societal stakeholders. We employed a consultative process that brought together biodiversity information users and producers at the local, national, and regional levels through a combination of surveys and workshops. This approach identified priority needs and limitations of the flow of biodiversity information in the region, which led to the co‐design of user‐relevant biodiversity indicators. By leveraging the existing capacities of biodiversity information users and producers, we were able to co‐design multiple biodiversity indicators and prioritize two for full implementation ensuring that the data was findable, accessible, interoperable, and reusable based on the FAIR (Findable, Accessible, Interoperable, and Reusable) principles. This approach helped address limitations that were identified in the stakeholder engagement process, including gaps in data availability and the need for more accessible biodiversity information. Additionally, capacity‐building workshops were incorporated for all producers of biodiversity information involved, which aimed to not only improve the current flow of biodiversity information in the region but also facilitate its future sustainability. Our approach can serve as a valuable blueprint for mainstreaming biodiversity information and making it more inclusive in the future, especially considering the diverse worldviews, values, and knowledge systems between science, policy, and practice. Value chains linked to urban markets and agro-industry present new opportunities for adding value and raising rural incomes. Small farmers, who produce small volumes, struggle to enter these markets. A lack of trust among value chain actors increases transaction costs and short-circuits innovation. This paper explores how multi-stakeholder platforms have been used to address these problems in potato-based value chains in Bolivia, Peru and Ecuador. It uses the Institutional Analysis and Development (IAD) framework to understand how platforms work. Differences in characteristics of the value chains, the participating actors and institutional arrangements have led to the emergence of two types of platforms. The first type brings traders, processors, supermarkets and others together with farmer associations and research and development (R&D) organizations to foster the development of new market opportunities through commercial, institutional and technological innovation. The second type is structured around geographically delimited supply areas, meshing farmers and service providers to address market governance issues in assuring volumes, meeting quality and timeliness constraints and empowering farmers. Evidence from these cases indicates that platforms that bring stakeholders together around value chains can result in new products, processes, norms and behaviours that benefit poor farmers, which could not have been achieved otherwise. Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests. This paper explains why and how Papa Andina shifted its focus from conducting research to facilitating innovation, and describes two approaches that Papa Andina developed to facilitate mutual learning and innovation: the ‘participatory market chain approach’ and ‘horizontal evaluation’. Differing local circumstances and beliefs shaped the work of local teams, and rivalry among the teams stimulated creativity and innovation. Participatory evaluations helped individuals recognize and appreciate differences and build shared knowledge across the teams. After describing the case, the paper discusses the implications for knowledge management and innovation theory, and for the potential use of Papa Andina's approaches in other settings. This study considers the role that public service announcements (PSAs) play in addressing violence against women (VAW) in Latin America. Using content analysis, the study examines 407 PSAs about VAW from 20 Latin American countries. The results show that 62.3% of the PSAs encourage bystanders to denounce violence while portraying women as victims in 48.8% of the PSAs. However, 71.7% of PSAs did not include a helpline or how to report the crime, only 11.8% of the PSAs have non-narrative, or factual information, about VAW, and just 6.4% engage in compelling narrative messaging or storytelling. In the tropical Americas, the Orthosiinae (Apocynaceae) comprises plant species with small but intricate flowers and harbours a tremendous, still understudied diversity currently classified in four genera, Jobinia, Monsanima, Orthosia and Scyphostelma. In this study, we describe and illustrate four new species of Scyphostelma: S. bolivianum, S. gracile, S. rotorum and S. solomonii, based on specimens collected in Bolivia and Peru. Phylogenetic analysis places S. bolivianum and S. gracile in a clade with S. harlingii, a species from southern Ecuador and central Peru, together as sister clade to the rest of Scyphostelma. Due to the size of flowers and the long-filiform peduncles and pedicels, we consider the two new species S. rotorum and S. solomonii and the new combination S. erikseniae a part of the S. harlingii group, for which an identification key is presented. Furthermore, four species names are lectotypified and six new combinations in Scyphostelma are made: S. fasciculiflorum, S. jaramilloi, S. purpurascens, S. quitense, S. stenospira and S. unguiculatum. Spatial governance and planning systems empower the public authority to steer and control spatial development. Whereas most comparative studies on how this occurs focus on the European continent, less knowledge is available on the global South incremental urbanisation. The cases of three Latin American countries – Bolivia, Ecuador, Peru – are here discussed, highlighting the role played by the logic of necessity (and the resulting necessity-market) as the main driver of plot-by-plot urbanisation. The analysis shows that, in the three countries, spatial governance and planning systems are scarcely capable to address societal needs ex-ante and limit their activity to ex-post regularisation actions. Purpose: This paper aims to present an approach to achieve accessible and inclusive Virtual Education for all, but especially intended for students with disabilities. This work proposes main steps to take into consideration for stakeholders involved in the educational process related to an inclusive e-Learning. Design/methodology/approach: The paper pays particular regard to accessibility in Virtual Education. This work is based on the activities prepared from years 2012 to 2015 within the initiative called ESVI-AL. This initiative was carried out in conjunction with Latin American and European Universities; for this paper, experiences and best practices from the initiative were used to prepare the proposed approach. Findings: The aim of ESVI-AL initiative was to offer products that can help in the development of an accessible and inclusive e-Learning education. Among the main results were reports, case studies, practical guidelines, training courses and software to install virtual campuses with accessibility features. Social implications: Nowadays, few countries have laws promoting and enforcing accessibility for e-Education and e-Society. This work aims to sensitize educators from different countries and raise awareness on the importance of working together toward an inclusive society based on accessible e-Learning. Originality/value: Based on a literature review and ESVI-AL initiative results, a descriptive overview was prepared as a starting point for the four identified main actors of an educational project, namely, educators, technical staff, quality auditors and students, with special emphasis on students with disabilities.

We present a monograph of the high Andean tree genus Polylepis (Rosaceae), based on a species concept considering morphological, climatic and biogeographic distinctness as indicators of evolutionary independence. In total, we recognize 45 species of Polylepis, grouped in five sections. Polylepis sect. Sericeae is represented by 15 species in four subsections, P. sect. Reticulatae by seven species, P. sect. Subsericantes by three species, P. sect. Australes by two species and P. sect. Incanaee by three subsections with 18 species. We describe seven new species, one from Colombia (P. frontinensis), one from Ecuador (P. simpsoniae) and five from Peru (P. acomayensis, P. fjeldsaoi, P. occidentalis, P. pilosissima and P. sacra). Three species from Peru (P. albicans, P. pallidistigma and P. serrata) are re-instated as valid species. Two taxa from Bolivia (P. incanoides and P. nana) are elevated from subspecies to species rank. The morphology, habitat, distribution, ecology and conservation status of each species are documented. Background: Four Andean countries of Bolivia, Colombia, Ecuador, and Peru introduced national health-focused conditional cash transfer (CCT) programs in the 2000s. This study probes whether policymakers in these countries targeted CCT programs to subregions with the highest prevalence of ill-health or those with the lowest socioeconomic status (SES) to evaluate the equity of geographic targeting and means-testing, as well as the potential role of normative frames, bounded rationality, and clientelism as explanatory mechanisms for inequities in social spending. Methods: The distribution of vaccination coverage, underweight, stunting, and child deaths is established both within and between subnational regions and SES quintiles from 1998 to 2012 using every available nationally representative household survey. The equity of CCT program targeting and strength of association with subregional SES and health outcomes are measured using generalized entropy index decomposition and meta-regression. Finally, simple predictive models for CCT targeting are created using lagged subregional SES, health outcomes, and concentration indices. Results: Bolivia and Peru both effectively targeted at-risk subregions, but subregions in Peru with no CCT program coverage result in higher mistargeting rates for the country as a whole. Only Bolivia failed to attain CCT coverage concentration indices that are at least as large as the health inequalities they are targeting. Despite this insufficient progressivity, Bolivia has the most efficient subregional targeting, while the lowest rates of mistargeting for child deaths are found in Colombia and Ecuador. Finally, the simple predictive model performs as well or better than observed CCT coverage distribution for every country, year, and outcome. Conclusions: Both Peru and Ecuador have targeted programs to their poorest populations effectively, demonstrating that this is possible with both universal and geographic targeting. No clear evidence of clientelism was found, while the dominant normative frame underlying CCT program targeting decisions appears to be the relative SES of subregions, rather than absolute SES, prevalence of health outcomes, or health inequalities. To reduce the inequitable impacts of bounded rationality, policymakers can use simple predictive models to target CCT coverage effectively and without leaving behind the most vulnerable populations that happen to live in more affluent subregions. The academic programs at the graduate level are increasingly interested about the enrollment management challenges in terms of international student mobility. Understanding fundamental enrollment concepts to attract international students provides the essential key to consider the competitive environment concerning university resources, academic program potential, complex cultural dynamics, and workplaces among others. Based on a six-year quantitative and descriptive statistical study, this paper addresses the trends of first-time graduate enrollment and patterns of international student mobility by faculty at the University of Puerto Rico at Mayaguez. Results revealed the sustained trend of graduate enrollment of international students mainly from South America, Central America, and the Caribbean among others. Moreover, the presence of international graduate students adds a dimension of diversity to UPRM between teaching and research undertakings that enhance the Colleges of Engineering, Arts and Sciences, Agricultural Sciences, and Business Administration. The international student mobility has a consistent tendency mainly in the Colleges of Engineering, Arts and Sciences, and Agricultural Sciences. This consistency resembles the quality and reputation recognized by educational institutions and organizational world rankings. In-depth, understanding the trends related to international graduate enrollment and mobility should be considered by institutional leaders and administrators at UPRM to make knowledgeable decisions and to effectively set priorities to recruit highly qualified international students.

Background: Plague is an epidemic-prone disease with a potential impact on public health, international trade, and tourism. It may emerge and re-emerge after decades of epidemiological silence. Today, in Latin America, human cases and foci are present in Bolivia, Brazil, Ecuador, and Peru. Aims: The objective of this study is to identify where cases of human plague still persist in Latin America and map areas that may be at risk for emergence or re-emergence. This analysis will provide evidence-based information for countries to prioritize areas for intervention. Methods: Evidence of the presence of plague was demonstrated using existing official information from WHO, PAHO, and Ministries of Health. A geo-referenced database was created to map the historical presence of plague by country between the first registered case in 1899 and 2012. Areas where plague still persists were mapped at the second level of the political/administrative divisions (counties). Selected demographic, socioeconomic, and environmental variables were described. Results: Plague was found to be present for one or more years in 14 out of 25 countries in Latin America (1899–2012). Foci persisted in six countries, two of which have no report of current cases. There is evidence that human cases of plague still persist in 18 counties. Demographic and poverty patterns were observed in 11/18 counties. Four types of biomes are most commonly found. 12/18 have an average altitude higher than 1,300 meters above sea level. Discussion: Even though human plague cases are very localized, the risk is present, and unexpected outbreaks could occur. Countries need to make the final push to eliminate plague as a public health problem for the Americas. A further disaggregated risk evaluation is recommended, including identification of foci and possible interactions among areas where plague could emerge or re-emerge. A closer geographical approach and environmental characterization are suggested. Conditional cash transfer programmes provide extremely poor households with a cash subsidy, on condition that children attend school, and mothers and infants undergo health checks. These programmes are generally considered effective social protection mechanisms, and success in meeting children's nutrition, education, and health targets is reported. However, the impact of these programmes on women's empowerment and intra-household dynamics is under-explored. This article provides a summary of some key findings of recent research in Latin America, supported by CARE International UK. The research looked at the Juntos Programme in Peru, Bono de Desarrollo Humano in Ecuador, and Bono Juana Azurduy in Bolivia. Through qualitative and participatory research with women beneficiaries, and interviews with key informants, the study examined whether, and in what ways, conditional cash transfer programmes might promote gender equity and women's empowerment. Four new species of Symplocos (Symplocaceae) are described from montane forests in Peru. Symplocos cuscoënsis Ståhl (from Dept Cusco) is distinguished inter alia by enlarged floral bracts and anthers that are longer than wide, S. excoriata Ståhl (Dept Amazonas and Cajamarca) by the exfoliating bark on young shoots, S. serratifolia Ståhl (Dept Cajamarca and Cusco) by tomentulose young shoots and lower leaf surfaces as well as long petioles, and S. trichocarpa Ståhl (Dept Cajamarca) by its tuberculate young shoots and pilose fruits. Symplocos guianensis (Aubl.) Gürke is reported as new to Bolivia and S. nitens (Pohl) Benth. is reported as new to Bolivia and Peru. Venezuelan equine encephalitis virus (VEEV) has been responsible for hundreds of thousands of human and equine cases of severe disease in the Americas. A passive surveillance study was conducted in Peru, Bolivia and Ecuador to determine the arboviral etiology of febrile illness. Patients with suspected viral-associated, acute, undifferentiated febrile illness of <7 days duration were enrolled in the study and blood samples were obtained from each patient and assayed by virus isolation. Demographic and clinical information from each patient was also obtained at the time of voluntary enrollment. In 2005–2007, cases of Venezuelan equine encephalitis (VEE) were diagnosed for the first time in residents of Bolivia; the patients did not report traveling, suggesting endemic circulation of VEEV in Bolivia. In 2001 and 2003, VEE cases were also identified in Ecuador. Since 1993, VEEV has been continuously isolated from patients in Loreto, Peru, and more recently (2005), in Madre de Dios, Peru. We performed phylogenetic analyses with VEEV from Bolivia, Ecuador and Peru and compared their relationships to strains from other parts of South America. We found that VEEV subtype ID Panama/Peru genotype is the predominant one circulating in Peru. We also demonstrated that VEEV subtype ID strains circulating in Ecuador belong to the Colombia/Venezuela genotype and VEEV from Madre de Dios, Peru and Cochabamba, Bolivia belong to a new ID genotype. In summary, we identified a new major lineage of enzootic VEEV subtype ID, information that could aid in the understanding of the emergence and evolution of VEEV in South America. Importantly, the VEEV from Madre de Dios, Peru and Cochabamba, Bolivia belong to a new genetic lineage. Examined here is the phenomenon of the‘centre-left’ regime that has emerged recently in Latin America, and the reasons why such palpably neo-liberal governments attract the uncritical support of leftist intellectuals worldwide. The‘centre-left’ governments of Lula in Brazil, Kirchner in Argentina, Tabare Vazquez in Uruguay, Evo Morales in Bolivia, Toledo in Peru, and Gutierrez in Ecuador are measured against a set of criteria designating espousal of leftist politics, a test failed by them all. It is argued here that, in order to develop authentically leftist views about future patterns of agrarian policy and transformation, and to support these once developed, it is necessary first to sweep away the rhetoric that these days is taken for‘leftist’ views. In the context of multiple forest management, multipurpose tree species which provide both timber and non-timber forest products (NTFP), present particular challenges as the potential of conflicting use for either product may be high. One key aspect is that the magnitude of conflict of use can be location specific, thus adding complexity to policy development. This paper focuses on the extent to which the potential for conflict of use in multipurpose tree species varies across the Amazonian lowland forests shared by Peru, Bolivia, Colombia, Ecuador and Venezuela, emphasizing the economic dimension of conflict. Based on a review of the current normative and regulatory aspects of timber and NTFP extraction in the five countries, the paper also briefly discusses the opportunities and constraints for harmonization of timber and NTFP management of multipurpose species across the region. It was found that about half of the 336 timber species reviewed across the five countries also have non-timber uses. Eleven timber species are multipurpose in all five countries: Calophyllum brasiliense, Cedrela odorata, Ceiba pentandra, Clarisia racemosa, Ficus insipida, Jacaranda copaia, Schefflera morototoni, Simarouba amara and Terminalia amazonia. Seven other multipurpose species occurred only in either Venezuela (Tabebuia impetiginosa, Spondias mombin, Pentaclethra macroloba, Copaifera officinalis, Chlorophora tinctoria, Carapa guianensis) or Ecuador (Tabebuia chrysantha). Four multipurpose tree species presented the highest potential of conflict of use across the region: Dipteryx odorata, Tabebuia serratifolia, Hymenaea courbaril and Myroxylon balsamum yet these were not evenly distributed across all five countries. None of the five studied countries have specific legislation to promote sustainable use of any of the multipurpose species reported here and thus mitigate potential conflict of use; nor documented management options for integration or else segregation of both their timber and NTFP values., (Copyright © 2013 Elsevier Ltd. This paper reviews the current knowledge of leishmaniasis epidemiology in Venezuela, Colombia, Ecuador, Peru, and Bolivia. In all 5 countries leishmaniasis is endemic in both the Andean highlands and the Amazon basin. The sandfly vectors belong to subgenera Helcocyrtomyia, Nyssomiya, Lutzomyia, and Psychodopygus, and the Verrucarum group. Most human infections are caused by Leishmania in the Viannia subgenus. Human Leishmania infections cause cutaneous lesions, with a minority of L. (Viannia) infections leading to mucocutaneous leishmaniasis. Visceral leishmaniasis and diffuse cutaneous leishmaniasis are both rare. In each country a significant proportion of Leishmania transmission is in or around houses, often close to coffee or cacao plantations. Reservoir hosts for domestic transmission cycles are uncertain. The paper first addresses the burden of disease caused by leishmaniasis, focusing on both incidence rates and on the variability in symptoms. Such information should provide a rational basis for prioritizing control resources, and for selecting therapy regimes. Secondly, we describe the variation in transmission ecology, outlining those variables which might affect the prevention strategies. Finally, we look at the current control strategies and review the recent studies on control.

Extent of genic variability among 22 tribal groups of South American Indians in terms of net codon differences per locus has been studied on the basis of determinations on ten genetic systems. The possibility of more than one (other than the north-south route, considered by others) migrational pattern is discussed in the light of the existing genetic variability among the Andean highland and the jungle populations. Genic similarities (as measured by gene identity) are related with geographic proximities which reflect the importance of random genetic drift in creating the present genic divergence among these population groups. Although the materials used in this paper form probably only a non-random sample of structural genome, intralocus variance (sampling) is found to contribute only a little in the variabilities of heterozygosity or genetic distance.
