The collapse of the Rana Plaza garment factory building in Bangladesh, which resulted in the loss of at least 1134 lives and injuries to hundreds more, exposed the brutality of a global production system in which labour rights have become privatised, circumscribed, and deterritorialised. Unprecedented for an incident of its kind, affected families received $30 million in "compensation" from global apparel companies through the Rana Plaza Arrangement, a voluntary initiative overseen by the International Labour Organization (ILO). This article situates the Arrangement in debates over labour rights in global supply chains, presenting it as a hybrid mechanism that recognises workers' right to compensation for injury or death but relies on the voluntarism of corporate social responsibility for funding. Exploring the complex role of neoliberal regulation in reproducing geographies of uneven development, I show how a transnational initiative can restrict labour rights even as it attempts to expand such rights. The right to freedom of association is fundamental for the establishment of labour unionism as an institution. While the Government of Bangladesh requires enabling legal provisions for unionization in its garment industry, regulation to ensure the right to freedom of association has proved ineffective in upholding labour unionism. This article highlights the need for legislation capable of drawing on the complementary skills and resources of the Government, factory owners, labour unions and global brands to secure a sustained commitment and contribution towards the socio‐economic and political dimensions of labour relations in Bangladesh's ready‐made garment industry. Bangladesh's garments workers have served as both an emblem of that country's rapid social and economic progress, and of the precarities of labour in global value chains. Based on an understanding of how disaster politics have played out in Bangladesh's history, this article explores whether and how the Rana Plaza disaster has been a critical juncture in the politics of the sector, resulting in a shift in power relations that empowers workers to demand and secure their rights. Drawing on a framework developed by Mark Pelling and Kathleen Dill for the analysis of the politics of natural disasters, the article explores the aftermath of the 2013 factory collapse in which 1,134 factory workers were killed. The article examines changes in workers' own agency and resources, and in their relationships to the state and transnational actors. The article concludes that while the disaster was a turning point in key respects, it has not – unlike previous major disasters in Bangladesh – generated an elite consensus over the priority of workers' rights and in particular of trade unions. The calamitous Rana Plaza factory collapse in 2013 focused international attention on labour rights’ violations and factory safety in Bangladesh’s dominant ready-made garment industry which is almost wholly dependent on exports to the EU. In response, the EU and the ILO launched the Bangladesh Sustainability Compact, with the core objective of promoting continuous improvement in labour rights and factory safety in the industry. The uniqueness of the Compact stems from its nature as a form of experimentalist governance involving both governmental and non-governmental actors. Being primarily an EU-led initiative based on balancing trade, sustainable development and human rights’ objectives, it is underpinned by the possible option, if the Compact fails, of withdrawing trade preferences. This article will examine the rationale for the Compact, its main features, and its effectiveness as a form of ‘global experimentalist governance’. [ABSTRACT FROM AUTHOR]
