Bangladesh could achieve self-sufficiency despite natural and man-made catastrophies. It contains rich alluvial soils and abundant groundwater. The country also possesses energy resources needed for development. By combining agrarian reform with population control and small industry development the Bangladesh government hopes to restructure its economy. (MR)
