The article offers information on the Strategic Arms Limitation Talks (SALT) between negotiators of the U.S. and the Soviet Union related to disarmament held in Helsinki, Finland and Vienna, Austria. It informs that the SALT began in December 1969. It is stated that the only thing which negotiators from both sides have agreed is the improvement of the hot line between Washington(D.C.)and Moscow, Russia. It says that the U.S. has proposed a flat limit on the number of nuclear delivery systems.
