Reflecting on my involvement in planning education at RMIT (Royal Melbourne Institute of Technology) University since the early 1980s and with Urban Policy and Research, 1982–2003, there was a degree of optimism about what urban planning, through education and publication, might achieve, given the relatively favourable political and institutional circumstances of the time. The normalisation of neoliberal thinking across Australia by 2000, however, stymied such hopes. Dr. Raymond Bunker, a prominent figure in planning education, research, and practice, has passed away. He began his career in the British Midlands before moving to Australia in 1959 to work as a lecturer at Sydney University. He later held positions in the federal Department of Urban and Regional Development and the South Australian Institute of Technology, where he headed the planning program. Throughout his career, Dr. Bunker was involved in international engagements, contributed to the planning profession in various capacities, and published extensively on urban planning issues. This paper draws on the example of Dyarubbin (Nepean River), an urban river in Sydney, Australia, to illuminate how community engagement facilitates the expression of diverse river values. Combining Indigenous water justice, critical planning scholarship, and a scalar approach to values, and drawing on qualitative research conducted in 2021, we discuss how diverse community values have been represented in strategies for the river and consider which values are overlooked in these processes. We conclude by arguing that values for Dyarubbin are contested and diverse, however the rigid nature of engagement frameworks and the scalar nature of government responsibilities have reduced engagement's influence on planning outcomes. This paper describes research asking what is required to overcome entrenched obstacles to accessibility and inclusivity in an Australia regional city, in particular for those living with disability. A transdisciplinary, systems thinking approach allowed a range of stakeholders, including many with lived experiences of disability, to create a collective plan of action. This plan included interdependent interventions, independent and ahead of national governance, connecting urban planning policy to education, public transport, housing provision, co-design of public buildings, community infrastructure and inclusive employment practices. • Women and men experience the same barriers to riding a bike, however women experience additional barriers related to their gender. • Women have specific concerns about riding on the road alongside motor vehicle traffic and the associated risks, and experience confidence-related barriers to participation. • There are opportunities to reduce the gendered inequities in bike riding outside of infrastructural changes. There is substantial potential to improve low rates of bike riding participation in Australian women. Understanding of the barriers to and enablers of riding a bike is essential for planning of urban environments and development of interventions to promote accessible active transport. It is well established that there are differences in the needs and experiences of people of different genders in urban environments, however our understanding of the needs of women who are not yet riding a bike are limited. We aimed to quantify perceived barriers and enablers to riding a bike for transport between women and men, and to explore reasoning behind these. Using a mixed methods sequential explanatory design, we purposively sampled people by age, gender and area of residence in Greater Melbourne, Australia. The sample participated in an online survey of barriers to and enablers of riding a bike. Participants who completed the online survey indicated if they were interested in participating in further qualitative research which aimed to gain a deeper understanding of their attitudes toward, barriers to and enablers of riding a bike. A total of 40 semi-structured interviews were conducted with 20 women and 20 men who were categorised as Interested but Concerned in bike riding. Of the 912 surveys collected, 717 were completed and included in analyses. Significant differences were identified in the barriers and enablers reported between women and men, where more women reported concerns regarding riding on the road. In interviews, more women reported issues relating to a lack of confidence and concern about their safety riding a bike around motor vehicle traffic compared to men. Women have specific concerns about riding on the road alongside motor vehicle traffic and the associated risks, and a lack of confidence in their ability and knowledge of bike riding and bikes themselves. Water management increasingly focuses on tackling stormwater pollution to improve waterway health. Community members have a role in adopting pollution-reduction practices and supporting technologies such as water sensitive urban design. However, because communities are unfamiliar with these practices and technologies, little is known about how they make sense of these 'water sensitive innovations'. Drawing on Diffusion of Innovations theory, we conduct focus groups across different regions of Australia. Our findings indicate that key barriers to adoption included poor understanding of the relative advantage of these practices and technologies, and perceived poor compatibility with community members' lifestyle and local geography. In turn, appraisals of relative advantage were constrained by limited observability of stormwater pollution and the benefits that innovations generate for people and the environment. Our findings suggest engagement strategies should emphasize the relevance and advantages of water sensitive innovations, and help individuals visualize the intangible elements of stormwater pollution management. The affinity for tech-driven solutions of 'smart cities' has been critiqued at length, as has the gender disparity in technology firms. This paper draws these literatures together along with our own data on Australia's innovation economy – one that includes its spaces (incubators, accelerators and co-working hubs), events ('hackathons'), and places (innovation districts). These three components are ubiquitous among smart city strategies across all levels of government. In this paper we examine the gendered landscape of the innovation economy and the strategic urban agenda to which it is tied. The paper draws on data collected through interviews conducted with women entrepreneurs around their experiences in Australia's innovation economy. Drawing from policy documents and further interviews, our discussion mirrors their vignettes with an examination of the three innovation economy components using case studies from Australian smart city planning. In doing so, we illuminate how the gendered experiences of women in the innovation economy are entwined with the smart urbanism imperatives of high-growth, technology-focus, and the attraction of 'talent'. Existing attempts to grapple with discrimination in the innovation economy are shown to reinforce gendered hierarchies, resulting in 'smart cities' designed for men. 'Trash, dirt, glitch' offers an introduction to a cluster devoted to trash, dirt and glitch – concepts that, in aesthetic and artistic domains, firmly merit joint exploration. In fashion and urban design, music, art and other aesthetic practices, the trashy, the dirty and the glitchy interconnect in complex choreographies, in discourses and practices where they are framed as benefit rather than bother. For this cluster, the authors asked four scholars in media, design and fashion to examine the interconnections between trash, dirt and glitch as affirmatively charged categories. They do so through in-depth studies of 'dirt(y)' and glitch-based sound-making practices and media art in Australia (Caleb Kelly); German electronic and glitch music (Jakko Kemper); dirt and trash aesthetics in sneaker fashion and (especially but not only) US-based grunge subcultures (Ekaterina Kulinicheva); and discourses of dirt and disorder in the creative industry in Russia (Margarita Kuleva). This introduction contextualizes their findings and offers tools to theorize the present-day interest in dirt-, trash-, and glitch-based aesthetics as an imperfect turn. This turn we envision not as an unprecedented shift, but as the latest in a series of socio-technologically motivated historical imperfect turns. The Australian Aboriginal community has been on the land for 70,000 years and the contribution goes from medicine to food. Even in architecture, the invasion not only took the land but also destroyed them. They have covered millions of plants and weed out the poisons. This migrated community changed the barren lands of Eden to liveable space, they had a peculiar way of having urban designs, planning of architectures and even the art in the public form. During 1788, post the war The British wanted to take over the land to build prisons and have the prisoners in the island. The population of Aboriginal's were more than 250,000 later the colonists killed many due to the unnamed disease and refused to treat them. This left only with less than 50,000, they removed the indigenous people of the land and even declined the citizenship rights, they were removed in mass numbers, converted and even kidnapped to be slaves. The purpose of this research is to bring out the hardships and misery gone through the community for several hundred years. These people own the land straight away; they have been evaded and their houses have been destroyed by the ones with heavy machinery. Urban liveability is a global priority for creating healthy, sustainable cities. Measurement of policy-relevant spatial indicators of the built and natural environment supports city planning at all levels of government. Analysis of their spatial distribution within cities, and impacts on individuals and communities, is crucial to ensure planning decisions are effective and equitable. This paper outlines challenges and lessons from a 5-year collaborative research program, scaling up a software workflow for calculating a composite indicator of urban liveability for residential address points across Melbourne, to Australia's 21 largest cities, and further extension to 25 global cities in diverse contexts. Australia is experiencing mounting pressures related to processes of urbanisation, biodiversity loss and climate change felt at large in cities. At the same time, it is cities that can take the leading role in pioneering approaches and solutions to respond to those coupling emergencies. In this perspective piece we respond to the following question: What are the required transformations for prioritising, valuing, maintaining and embracing nature in cities in Australia? We adopt the mission framework as an organising framework to present proposed pathways to transform Australian cities as nature-positive places of the future. We propose three interconnected pathways as starting actions to steer urban planning, policy and governance in Australian cities: First, cities need to establish evidence-based planning for nature in cities and mainstream new planning tools that safeguard and foreground urban nature. Second, collaborative planning needs to become a standard practice in cities and inclusive governance for nature in cities needs to prioritise Aboriginal knowledge systems and practices as well as look beyond what local governments can do. Third, for progressing to nature-positive cities, it is paramount to empower communities to innovate with nature across Australian cities. Whilst we focus on Australian cities, the lessons and pathways are broadly applicably globally and can inspire science-policy debates for the post COP15 biodiversity and COP26 climate change implementation processes. Background: Recent rapid growth in urban areas and the desire to create liveable neighbourhoods has brought about a renewed interest in planning for compact cities, with concepts like the 20-minute neighbourhood (20MN) becoming more popular. A 20MN broadly reflects a neighbourhood that allows residents to meet their daily (non-work) needs within a short, non-motorised, trip from home. The 20MN concept underpins the key planning strategy of Australia's second largest city, Melbourne, however the 20MN definition has not been operationalised. This study aimed to develop and operationalise a practical definition of the 20MN and apply this to two Australian state capital cities: Melbourne (Victoria) and Adelaide (South Australia). Methods: Using the metropolitan boundaries for Melbourne and Adelaide, data were sourced for several layers related to five domains: 1) healthy food; 2) recreational resources; 3) community resources; 4) public open space; and 5) public transport. The number of layers and the access measures required for each domain differed. For example, the recreational resources domain only required a sport and fitness centre (gym) within a 1.5-km network path distance, whereas the public open space domain required a public open space within a 400-m distance along a pedestrian network and 8 ha of public open space area within a 1-km radius. Locations that met the access requirements for each of the five domains were defined as 20MNs. Results: In Melbourne 5.5% and in Adelaide 7.6% of the population were considered to reside in a 20MN. Within areas classified as residential, the median number of people per square kilometre with a 20MN in Melbourne was 6429 and the median number of dwellings per square kilometre was 3211. In Adelaide's 20MNs, both population density (3062) and dwelling density (1440) were lower than in Melbourne. Conclusions: The challenge of operationalising a practical definition of the 20MN has been addressed by this study and applied to two Australian cities. The approach can be adapted to other contexts as a first step to assessing the presence of existing 20MNs and monitoring further implementation of this concept. [ABSTRACT FROM AUTHOR]

By the end of 2020, the COVID-19 pandemic had exceeded 83 million cases worldwide. Given the shared origins of planning and public health, new living and social conditions have prompted an interest in how urban planning could respond to the pandemic's associated implications. In 2020, a national online survey Plan My Australia was conducted among planning experts (n = 161), in part, to identify new challenges facing urban planning and design due to the pandemic. The findings reported here revealed that many experts identified better planning for future pandemics in Australia could require some reconsideration of city size, urban density, self-sufficiency, public transport use, open space provision and housing design. Through interviews of 20 sitting politicians and water practitioners in New South Wales, Australia, this article explores the underlying perceptions of the viability of potable water reuse for Sydney in decision-making practices to explore how politics and water management expertise can come into conflict. In particular, politicians' stances on the issue of water reuse are affected by the wider politicized but unrelated issue of climate change. Three key themes emerged as barriers to the implementation of water reuse schemes: existing water governance arrangements, limited community support and the perceived lack of a water crisis. To achieve the United Nations Sustainable Development Goals (SDGs), actions are required at all global, national, and local scales. To ensure coordination between scales, local actions need to be carefully planned to be aligned with global and national priorities. Local planning for sustainability must be adaptive and heterogeneous but also consistent and driven by the community. We describe an approach to co-create a local sustainability plan using the SDGs for a rural community in southeastern Australia using participatory techniques for co-creation, data collection, and review. The community placed a high priority on infrastructure for achieving sustainable growth and social equity while preserving their unique environment. By articulating their priorities in this community-led plan, the community is empowered to advocate for the sustainable development of their town with decision makers and funding bodies. If local communities create sustainability plans using the SDGs, then such planning will be consistent between and across geographic scales, and aligned with the global goals. This will also aid in achievement of the SDGs at national and global scales, as advocated by the United Nations in the 2030 Agenda for Sustainable Development. [ABSTRACT FROM AUTHOR]

"Temporary" and "tactical" (T/T) urbanism is argued to herald a more agile future for urban design and planning, enhancing urban intensity, community engagement, innovation, resilience and local identity. Drawing on interviews with expert practitioners, this paper explores the distinctive character of Australian "T/T" urbanism approaches. It examines their diverse, dynamic assemblages of actors and interests, and their links to neoliberal deregulation, austerity, gentrification, and to long-term state planning and investment. While Australian T/T urbanism follows overseas precedents, it is seen less as a"DIY" or "guerrilla" response to neoliberal regimes, and more focussed on enhancing citizen engagement and collaboration within planning. This article applies ideas about critical urban assemblages to understand the planning processes, politics, and delivery of waterfront regeneration from an Australian perspective, drawing on the Port Adelaide waterfront in South Australia as a case study. Waterfront regeneration is associated with global economic deregulation, market‐led development, changes to planning regulatory requirements, and "streamlined" governance arrangements. The global spread of waterfront regeneration is an outcome of such processes, with individual waterfronts being "remade" and reimagined to reflect priorities emphasised by those forging urban policies linked to inter‐urban competitiveness and neoliberal urbanism. Waterfront developments may be categorised as "models" of success or failure that limit deeper analysis that can advance theory and practice. How such projects reflect interactions across local and global scales rather than just being expressions of global forces is a question often ignored; so, too, are those considering how policy and politics mediate those relationships. Ideas, strategies, capital, people, policy, and politics are dynamic, provisional, and contested, and are produced and assembled in particular ways to suit specific spatiotemporal contexts. On that understanding, the aim of this article is to highlight how the Port Adelaide waterfront is undergoing assembly and reassembly to reflect socioeconomic priorities and metropolitan planning agendas. New digital and remote work practices challenge city planning and urban design as they move economic activities from city centres to residential suburbs. Little is known about the spatial impact of these new work patterns on suburbia. This paper addresses this knowledge gap through a design charrette conducted in the City of Gold Coast, Australia. Despite often working individually, remote workers favour design interventions that facilitate a transformation of suburbia towards multi-use. Urban design strategies supporting new work practices in residential neighbourhoods can enable better collaboration and innovation, create new opportunities for third spaces, and unlock a city's competitive advantage. The financialisation of housing is seen to undermine tenants' rights, affordable housing and planning controls in order to make housing and homes more amenable to profit extraction. However, the extent to which owner-occupiers themselves seek to influence urban development and planning processes to protect their housing assets has been less well-considered. Through an online survey of 1122 owner-occupiers in Australia, this article redresses this gap. By identifying the financial values participants attach to their home, and their inclinations to join resident action groups, we reveal that those with the strongest investment values are also most inclined to join resident action groups. Expanding conceptualisations of investors beyond institutional investors, the article reveals the agency of financialised owner-occupiers who, as investor-activists, seek to influence planning processes to secure the profitability of their own housing assets. The article thus reconceptualises resident action as a financial strategy to protect long- and short-term housing investments and, in doing so, charts the urban implications of financialised home ownership and investor subjectivities. Background: The home environment is the most important location in young children's lives, yet few studies have examined the relationship between the outdoor home environment and child physical activity levels, and even fewer have used objectively measured exposures and outcomes. This study examined relationships between objectively assessed home yard size and greenness, and child physical activity and outdoor play.Methods: Data were drawn from the HealthNuts study, a longitudinal study of 5276 children in Melbourne, Australia. We used cross-sectional data from a sample at Wave 3 (2013-2016) when participants were aged 6 years (n = 1648). A sub-sample of 391 children had valid accelerometer data collected from Tri-axial GENEActive accelerometers worn on their non-dominant wrist for 8 consecutive days. Yard area and greenness were calculated using geographic information systems. Objective outcome measures were minutes/day in sedentary, light, and moderate-vigorous physical activity (weekday and weekend separately). Parent-reported outcome measures were minutes/day playing outdoors (weekend and weekday combined). Multi-level regression models (adjusted for child's sex, mother's age at the birth of child, neighbourhood socioeconomic index, maternal education, and maternal ethnicity) estimated effects of yard size and greenness on physical activity.Results: Data were available on outdoor play for 1648 children and usable accelerometer data for 391. Associations between yard size/greenness and components of physical activity were minimal. For example, during weekdays, yard size was not associated with daily minutes in sedentary behaviour (β: 2.4, 95% CI: - 6.2, 11.0), light physical activity (β: 1.4, 95% CI: - 5.7, 8.5) or MVPA (β: -2.4, 95% CI: - 6.5, 1.7), with similar patterns at weekends. There was no relationship between median annual yard greenness and physical activity or play.Conclusion: In our study of young children residing in higher socio-economic areas of Melbourne yard characteristics did not appear to have a major impact on children's physical activity. Larger studies with greater variation in yard characteristics and identification of activity location are needed to better understand the importance of home outdoor spaces and guide sustainable city planning. Ecological restoration is increasingly being upscaled to larger spatial scales of tens to hundreds of kilometers. Yet the complex logistics and high costs of ecological restoration mean that actions must be placed strategically at local scales of tens of meters to maximize ecological benefits and reduce socioeconomic costs. Despite the purported use of systematic planning tools for allocating restoration effort, the uptake and implementation of data‐driven restoration planning and ecological goal setting remains poor in many restoration programs. Here we demonstrate how the sequential workflows of systematic conservation planning can be translated to restoration at two spatial scales to enhance estuarine fisheries in eastern Australia. We select estuaries where restoration is feasible and recommended based on quantitative regional ecological goals (i.e. regional‐scale prioritization), and then identify potential restoration sites at smaller spatial scales within estuaries based on the principles of spatial ecology to ensure that the success and benefits of restoration are maximized (i.e. local‐scale prioritization). At the regional scale, we identified four levels of restoration priorities (very high, high, intermediate, and low) using quantitative ecological goals and the current ecological understanding of each system. At the local scale, we used spatially explicit Bayesian belief networks to identify sites that maximize restoration outcomes based on the environmental niche of habitat‐forming species and the spatial configuration of habitats that maximizes their use by fish. We show that using systematic frameworks can become an essential tool to optimize restoration investments at multiple scales as efforts upscale globally. [ABSTRACT FROM AUTHOR]

The conditions for studentification are changing with increasing numbers of students living in high-rise – and high-quality – micro-apartment-style accommodation provided through purpose-built student accommodation (PBSA) blocks. This 'verticalisation' of studentification is a global phenomenon, with Australia representing a frontier with distinctive geographies that result from its rapid ascension to the second-ranked global destination for international students. Yet, despite rising student numbers being recognised as positively impacting national and state economies, little is understood of how student accommodation development fits within the broader scheme of Australian urban revitalisation. To address this, we combine concepts relating to condo-ism and condo-isation to offer an original analytical framework that examines how PBSA has created new conditions through which vertical studentification can be produced in and of cities. We therefore ask how vertical studentification relates to wider Australian housing and urban development trends in ways that differentiate PBSA development and trajectories from other forms of accommodation. We also question how vertical studentification relates to the realities and regulation expressed as intra-urban geographies of Australian university cities and their resident-host communities. We argue that deliberately recognising and dovetailing several self-reinforcing and contradicting urban development dimensions invites a foundation for further interrogating vertical studentification in existing and emerging sites in Australia and beyond. Studies of digital disparities have focused on socio-spatial differences across neighbourhoods, regions and other kinds of places, but the same place can produce different experiences of connectivity, a phenomenon labelled 'variable geometries of connection' by Crang, Crosbie and Graham (2006: 2551) [2006. In this paper, I draw on research on the role of mobile phones and the internet for people experiencing homelessess in Australia to suggest that dependence on smartphones for access to information and communication when homeless, in combination with the design and regulation of urban spaces, structures the mobilities of homeless young people, resulting in distinctive connectivity needs and barriers. Homeless young people overcome many of their immediate difficulties of digital access through practices of 'survival infrastructuring', a term I propose to describe the practices of marginalised actors to make their media work in the face of uneven, precarious and costly connectivity. Highlighting these connectivity experiences and practices may help efforts to take action on digital exclusion and assist homeless young people by taking into account differential access needs within specific spatial and social contexts. The longevity and survival of the ancient heritage sites, especially those in isolated locations, have been gradually threatened over the past decades, due to the globalisation and subsequent socio-cultural changes. As a result (of these changes), the future of these ancient sites remains uncertain. Therefore, this study aims to develop a digitally integrated framework using Virtual Reality, VR, technology to digitally document and create a simulated environment of the endangered heritage sites and present how new urban and construction developments may impact their presence. Hence, this study applied a qualitative longitudinal method to present the steps required to collect the data, develop a narrative-based framework and interactively present it via the VR project. The developed framework was, then, validated through the field data collection, across five years, from a very unique case study; Kandan, Iran as the last cone-shaped community settlement in the world, and its result was effectively displayed and exhibited at QUT IMPACT exhibition in Australia over a one-week period. The outcomes of this research could successfully raise awareness, encourage engagement and action and question the status quo of this heritage settlement through an interactive and engaging exhibition with the public. Installation of essential infrastructure can challenge not only its specialized supply professionals but also property developers and homeowners. This article investigates these stakeholders' appraisal of high voltage overhead transmission lines (HVOTLs) in Queensland, Australia. It first assesses risk surrounding developers' operations and then relays the chief perceptual models applying to the public at large. Investigated next are the two subject groups' outlook on HVOTLs, their orientation to several categories of infrastructure, and developers' tolerances when prospecting for sites near electricity facilities. Few studies have considered greenspace governance provision from a local government perspective. This paper applies previously overlooked insights from urban planning and social research, investigate the key question: 'how do governance factors influence the provision of greenspace in cities?'. It examines governance tools, organisational leadership and culture, and political leadership. Findings reveal the tensions between a need for certainty and a desire for flexibility, highlighting inconsistencies between planning theory and practice. Better understanding the interplay of these enablers and constraints can inform policy-making to ensure that rapidly growing cities can respond to their residents' needs using available resources. The continuous rescaling of metropolitan governance has been a prominent feature of the neoliberal state. Metropolitan coalitions are one variant of governance in which disparate actors are brought together around a common agenda or platform. Drawing upon the example of Australia's Committees for Cities and Regions (CCRs), this article applies urban governance theory to better understand the effectiveness of networked metropolitan governance coalitions. We find that such coalitions derive political legitimacy from the externalities produced by their network relations, which we theorize as a three-dimensional nexus of vertical (between levels of government), horizontal (between local actors), and diagonal (with CCR counterparts) components. Although the CCR model is distinctive to Australia and New Zealand, it reflects similar networked and multiscalar processes at work elsewhere, serving as a template for political landscapes in which in-built legacy political arrangements largely preclude metropolitan-scale issues from being addressed. Summary: Urban expansion is a major cause of land use change and presents a significant threat to biodiversity worldwide. Agricultural land is often acquired by local councils and developers to expand urban growth boundaries and establish new housing estates. However, many agricultural landscapes support high biodiversity values, especially farmlands that feature mosaics of native vegetation and keystone habitat such as hollow‐bearing trees. In south‐eastern Australia, many arboreal marsupials including the threatened Squirrel Glider (Petaurus norfolcensis) have populations within peri‐urban zones of expanding rural cities. A key challenge to planners, developers and conservation organisations is the need to maintain habitat for locally rare and threatened species as land undergoes changes in management. Critical to the sustainable development of peri‐urban landscapes is a thorough understanding of the distribution, habitat requirements and resources available to maintain and improve habitat for species dependent on limited resources such as tree cavities. In this management report, we present background information on an integrated research programme designed to evaluate potential impacts of urban development on fauna in the Albury Local Government Area, NSW. We mapped hollow‐bearing trees, erected nest boxes and monitored arboreal marsupials. Information presented in this report provides a blueprint for monitoring arboreal marsupials, including threatened species in other developing regions, and will assist the Albury‐Wodonga local governments in future planning of sustainable living environments. Stormwater has been acknowledged as a major concern in cities because of mismanagement of this resource. It has also been underestimated as a resource in climate change actions and policies. Water sensitive urban design (WSUD) is considered as an effective adaptation measure to address these issues while providing many co-benefits. This paper reports the challenges of implementing WSUD in the Australian context. Semi-structured interviews were conducted with 57 experts in Australia. The experts are involved in design, research, engineering, and planning policy in both public and private sectors. The qualitative analysis of the interviews involved thematic and content analysis through NVivo12. Analysis of the responses indicated six main challenges including financial, innovation and evaluation tools, capacity, institutional arrangements, and policy. The experts believe that a lack of standardized design and implementation can be addressed through collaborative design processes. They suggest a robust structure of approval process and establishing clarity of roles and responsibilities in all sectors. All respondents confirm the critical role of monitoring and maintenance in these projects. Tracking the settlement of culturally and linguistically diverse (CALD) populations serves as the foundation for population projection, urban planning, and policy making to achieve social justice, equity, and multicultural harmony. Drawing on census data in 2001, 2006, 2011, 2016 and 2021, our study contributes an Australian nationwide time-series study of the settlement of CALD populations at a fine neighbourhood level, enabling long-term tracking of changing settlement patterns and residential diversity and revealing potential drivers for such changes. Following segmented assimilation theory, we examine whether the CALD populations with higher education levels, higher socioeconomic status and better language skills may tend to partially move out and partially retain their ethnic concentrations, resulting in assimilation that occurs segmentally across urban fabrics. We find that both existing CALD communities and the formation of new CALD concentrations in peri-urban regions exhibit segmented assimilation over time. We also find the settlement patterns of CALD populations in urban areas are more diverse than in rural areas in most states/territories. Artificial intelligence (AI) is a powerful technology with an increasing popularity and applications in areas ranging from marketing to banking and finance, from agriculture to healthcare and security, from space exploration to robotics and transport, and from chatbots to artificial creativity and manufacturing. Although many of these areas closely relate to the urban context, there is limited understanding of the trending AI technologies and their application areas--or concepts--in the urban planning and development fields. Similarly, there is a knowledge gap in how the public perceives AI technologies, their application areas, and the AI-related policies and practices of our cities. This study aims to advance our understanding of the relationship between the key AI technologies (n = 15) and their key application areas (n = 16) in urban planning and development. To this end, this study examines public perceptions of how AI technologies and their application areas in urban planning and development are perceived and utilized in the testbed case study of Australian states and territories. The methodological approach of this study employs the social media analytics method, and conducts sentiment and content analyses of location-based Twitter messages (n = 11,236) from Australia. The results disclose that: (a) digital transformation, innovation, and sustainability are the most popular AI application areas in urban planning and development; (b) drones, automation, robotics, and big data are the most popular AI technologies utilized in urban planning and development, and; (c) achieving the digital transformation and sustainability of cities through the use of AI technologies--such as big data, automation and robotics--is the central community discussion topic. Urban planning plays a crucial role in rethinking the relationships between cities and ecosystems. Environmental ethics can provide a framework for rethinking these relationships. However, the integration of urban planning and environmental ethics in the literature has not been extensive. Their integration is crucial because city planning is influenced by the ethical perspectives of decision-makers. This article uses a case study methodology to explore whether and how environmental ethics informs urban planning. Urban planners from four Australian councils were interviewed. Thematic analysis of these in-depth interviews as well as of relevant planning documents for each council was conducted. The article focuses on the key finding that the perceptions of urban planners and planning processes were mainly driven by an anthropocentric rather than a non-anthropocentric environmental ethic. In Australia, contestation over the use of water resources remains fierce and these contests extends into regional cities and urban capitals. The 2008 Echuca Declaration by the Murray Lower Darling Indigenous Nations called for a share of these water entitlements to be legally and beneficially owned by First Nations with an associated right to use such resources for economic liberation – termed as 'Cultural Flows'. This was necessary because of the inadequacies First Nations of the Murray–Darling Basin encountered when seeking legal recognition of their cultural rights to water; but as the literature has shown these difficulties are not unique to just First Nations of the Murray–Darling Basin. Similar problems confront First Nations throughout Australia, especially so in urban Australia. There is limited research into how Cultural Flows can be procured in cities, or how recycled water and treated urban stormwater runoff might have a part to play in the achievement of cultural water management objectives set by Indigenous communities. Centred on the Victorian planning scheme, this research aims to bridge this gap through a policy analysis of recycled water and urban stormwater runoff governance. This paper aims to understand the procedural effectiveness of strategic environmental assessment (SEA) of urban planning in Australia. The SEA has been practiced in Australia over the last two decades under the Environment Protection and Biodiversity Conservation (EPBC) Act of 1999. After the reform of EPBC Act in 2006, the application of SEA in urban sector has been widened. By evaluating the procedural practice of SEA of Melbourne Urban Extension Plan using a set of evaluation criteria, the study shows that most of the procedural requirements were confirmed by the SEA of the plan. There were some shortcomings including, among others, inadequate consideration of cumulative impacts, socio-economic impacts and the analysis of alternatives at different stages of SEA. The possible reasons behind these shortcomings were explained based on the context of SEA in Australia. Furthermore, this study explored some key features of SEA system in Australia those may influence the SEA practice. Underground urban development is rapidly expanding. Like all forms of 'development', utilising the underneath of cities can present a range of possibilities and problems. Much underground urban development, however, has been conceptualised through a technical rather than a broader social lens. This is problematic, not least as these developments are usually financed with public money, while their governance is often realised through complicated and opaque public–private partnerships. In this context, the urban underground is often present as sub terra nullius: an epistemologically blank slate waiting to be exploited with the necessary technology and funding. In this paper, the author presents four analytical strata to help us to rethink how urban undergrounds are conceptualised and developed. Drawing on examples from Australia, she presents how we need to appreciate the more-than-human geographies of the underground (stratum 1); critically understand the dynamics of volumetric dispossession (stratum 2); question who owns the underground and how (stratum 3); and rethink how the underground is accessed (stratum 4). By engaging with these themes, we can explore ways to move subterranean urban development away from a technoscientific tunnelling decision-making process to one that engages with the social, political and economic implications of urban infrastructural projects. The Australian Government's attempts at national urban policy have been sporadic and inconsistent, under the constraints of constitutional, financial, ideological and political factors. This paper concerns the recent resurgence of national urban policy under the rubric of "smart cities" adopted by the Turnbull Government and carried on by the incumbent Morrison Government. It investigates how this round of smart cities agenda articulates with Australia's political tradition of national urban policy to seek continuity and change, through comparing historical policies, unpacking major smart cities programmes, identifying explanatory factors and critically commenting on its innovation and legacy. Drawing upon these analyses, this paper argues that understanding the smart cities agenda needs to move beyond the political, ideological "to‐and‐fro" pendulum to national urban policy observed in history. Rather, it resonates with a globalised policy norm established upon the city‐based global integration and competition, driven by an imperative of transitioning to a knowledge economy and pursuing innovation capacity. It is too early to judge whether the smart cities agenda will bring changes to Australian cities in the way it wishes, since it involves long‐term infrastructure investment and urban development projects. The article describes the long history of urbanisation, including developments in four jurisdictions – three in Greater China (the People's Republic of China, Hong Kong and Taiwan) and Australia. While each has its own history, all now face challenges associated with continuing urbanisation and the growth of very large cities. There are broadly similar economic forces at work, but differences in scale and differences in the "growth machines" involved and the institutional arrangements within which urban governance operates. The article explains the growing importance internationally of urban governance and the growing interest in the "performance" of cities. The authors then set out two case studies describing developments in urban governance around Shanghai and around Sydney. In both cases, the scale of big city growth is demanding both horizontal and vertical coordination, and processes that facilitate citizens and civil society participation. While the very different institutional arrangements in these jurisdictions have led to different urban governance arrangements, there are common challenges that have led to some common governance developments such as having a lead government with citywide and comprehensive public service responsibilities, and also having the national government play an increasingly active role in support. The means of achieving urban consolidation is extensively discussed in urban planning literature. However, it is not completely clear how consolidation goals could be facilitated by promoting homes on smaller lots. The paper addresses the dichotomy in Perth's housing market created by strong policy support for apartments and multi-occupancy dwellings whereas there is an overwhelming demand for larger block single-family residences. We interviewed local government planners and developers to explore their views on appropriate design codes, consumer preferences and the potential for trade-offs. Fishermans Bend is an urban redevelopment precinct situated on the Yarra River estuary in Melbourne, Australia. Understanding the hydrogeological system is important for characterising the impacts from legacy contamination and for monitoring the effects of urbanisation on groundwater flow systems and quality. Stable isotopes of water (δ18O, δ2H) and carbon (δ13C), radioisotopes (3H, 14C) and other geochemical indicators were used to assess sources of water and salinity in the shallow groundwater. Groundwater in the upper aquifer was predominantly Ca-HCO3− dominant, with fresh to brackish salinity—189–3,680 mg/L total dissolved solids (TDS). Localised areas of Ca-SO42− and Na-HCO3− dominant groundwater were impacted by industrial activities and legacy landfills, respectively. Stable isotopes (e.g. δ18O −5.7 to −2.9‰) and tritium activities (1.75–2.45 TU) within the aquifer indicate meteoric water recharged by modern rainfall with short residence times. Carbonate dissolution from shell material, and decay of organic waste and methanogenesis in landfill-leachate-impacted bores were shown to enrich δ13C values up to −4.2‰. In contrast, groundwater in the adjacent/lower aquitard was Na-Cl dominant and saline (19,600–23,900 mg/L TDS), with molar ratios reflective of ocean water, indicating relict emplaced salts. This is consistent with 14C dating of shell material, indicating deposition in a Holocene marine environment. The presence of tritium above background levels (0.20–0.35 TU) in the groundwater, however, suggests a component of modern recharge. Salinity fluctuations within the aquitard at times of peak river level suggest the modern water source is ingress from the adjacent Yarra River. [ABSTRACT FROM AUTHOR]

Occupation of non-compliant temporary dwellings as an informal stage in the achievement of permanent, primarily owner-built suburban housing is a global phenomenon although, until recently, much of the urban planning literature conveyed the notion that this type of informal urbanism existed only in the global south. Yet a number of studies reveal that comparable informal urbanism existed in the global North throughout the twentieth century, in the form of makeshift housing on purchased land surrounding cities and towns in France, Canada, England, Greece, Portugal and Spain, however, these dwellings did not necessarily lead to housing security for their occupants. References to temporary dwellings in the Australian literature indicated that urban informality existed at an appreciable scale on the fringes of towns and cities in Australia following the Second World War. This article highlights the distinctive Australian story. It surveys the international examples and compares them with the phenomenon as it played out in the outer suburbs of metropolitan Sydney. The article concludes by suggesting that a unique conjunction of circumstances, namely wartime legislation, the availability of affordable land, unprecedented household financial security, and communal subsidization of services enabled many low-income Sydney households to successfully transition from temporary dwellings to conventional home-ownership. Aim: This Australian research explores how "user group" participants from diverse professional discipline backgrounds understand, define, perform their roles, and assess the outcomes of the healthcare design process. Background: Part of the design process in Australia and New Zealand, the purpose of interdisciplinary user group consultation is to design the best healthcare facilities possible within the parameters set by project clients and funding bodies. Method: An online survey was used to explore how user group participants viewed the process, including how well informed they felt they were about their role/s in it, its success in achieving specific outcomes for their project, and how they felt their project client, owner, or funding body assessed these same issues. It included both closed and open-ended questions, and data were then analyzed using an interpretative methodology by an architect researcher based in practice. Results: Emergent issues identified include governance of the process, knowledge asymmetries between participants, missed opportunities for innovation, composition and workloads of user groups, and the quality of resources available to guide the process. Conclusions: The interdisciplinary user group process could be improved, and future research will look at how drawing on participatory design methods used in sectors such as urban planning may support the development of new techniques for conducting user groups. Societal Impact Statement: Urban forests are recognized for the multiple benefits they provide to city‐dwellers. However, climate change will affect tree species survival and persistence in urban ecosystems. Tree failures will cause economic losses and jeopardize the delivery of societal benefits. The impacts of climate change will depend on the species' resilience and adaptive capacity, as well as management actions which may ameliorate some of the negative impacts. Here, we assessed the potential vulnerability of Australia's urban forests to climate extremes. Our results can be used for future urban planning aiming to incorporate species that are well‐adapted to the hotter, drier climates expected with climate change. SummaryUrban forests (UFs) are recognized for the multiple benefits they provide to city‐dwellers. However, global climate change—particularly predicted increases in the frequency and intensity of heatwaves and drought—will affect tree species' performance and survival in urban ecosystems.Here, we assessed species composition and potential vulnerability of UFs in 22 Australian significant urban areas (SUAs) to heat and/or moisture stress. We quantified species' realized climatic niches across their known distribution, and assessed the extent to which baseline climate in the SUAs where a particular species is planted fell within its niche. We used three environmental variables to group species based on their potential climate vulnerability.UFs varied in species composition and climate vulnerability across the continent. In general, neither climate similarity nor geographical proximity were good predictors of species composition among UFs. Of 1,342 tree species assessed (68.4% natives), 53% were considered potentially vulnerable to heat and/or moisture stress in at least one city where they are currently planted.Our results highlight the climate vulnerability of current plantings across Australian SUAs and can be used to direct future species selection that considers the species' climate of origin and climatic niche. UF planning can incorporate species from SUAs with similar climates and with low vulnerability to contemporary, as well as future climate conditions. Advocates argue that urban manufacturing holds potential to promote locally distinctive enterprises, quality employment and more socially-inclusive forms of urban development. However, little is known how urban policy actually supports manufacturing. This paper documents the policy response to urban manufacturing in the U.S. and Australia. We determine how policy documents conceptualise manufacturing and define goals and strategy around land use, business development and workforce development. The analysis demonstrates that manufacturing policy is situated between entrenched visions of deindustrialisation and emerging notions of a renewed, advanced manufacturing sector and that most cities struggle to address the inherent challenges of this condition. Overcoming barriers to large-scale urban redevelopment on brownfield land is an essential step in the global drive toward achieving the UN's sustainable development goals. Arguably the most significant barrier is site contamination. Decision support tools (DSTs) are potentially effective ways to assess contaminated sites and evaluate different remediation/management strategies as appropriate to local conditions. Whilst there has been extensive development of DSTs for single contaminated sites, only a limited number are available for assessing contamination at the 'precinct' (district) scale. This paper presents a framework and simple DST for the assessment of contaminated groundwater, using Australia's largest urban redevelopment project, Fishermans Bend in Melbourne, as a case study. The value of the inclusion of precinct-wide data into individual site-scale investigations is demonstrated via the DST. Common contaminant sources identified across Fishermans Bend include fill contaminated with heavy metals, legacy landfill leachate containing heavy metals and per- and poly-fluoroalkyl substances (PFAS), and naturally occurring ammonia and methane in organic-rich sediments. By comparison, point sources of heavy metals and PFAS appear related to industrial sources. By using the DST, environmental practitioners and auditors can more effectively separate background conditions from point sources, characterise the ambient conditions of the aquifer and their relationships to natural and anthropogenic processes, and use contaminant data to inform remedial options assessment. Where these increasingly complex and varied environmental datasets can be collected, stored and managed within one central database, cross- or inter-disciplinary collaborations may drive improvements in solving environmental problems which typically arise during the redevelopment process. The increasing penetration of solar power into the electricity grid has created the need for accurate solar power forecasts for facilitating safe and reliable electricity grid management. Numerical Weather Prediction (NWP) is a common method for forecasting solar irradiance beyond several hours ahead, which is crucial, particularly for applications in day-ahead energy markets as well as for energy management at different scales, ranging from utility-wide to residential level. In this study, we evaluated the ability of the Australian Bureau of Meteorology's (BoM) numerical weather prediction system, the Australian Community Climate and Earth-System Simulator (ACCESS) model, to forecast solar irradiance. The global horizontal irradiance (GHI), direct horizontal irradiance (DIRHI) and diffuse horizontal irradiance (DHI) forecasts from the APS2 version of the regional (ACCESS-R) and the city scale (ACCESS-C) mesoscale models of ACCESS were validated against irradiance measurements from 11 ground stations across different climatic conditions in Australia. While the high resolution (1.5 km grid) city models were found to better capture the cloud variability in comparison to the coarse resolution (12 km grid) regional model, the forecast performance for both models were comparable in terms of Root Mean Square Deviation (RMSD). The annual average RMSD for both models ranged between 105 W/m2–156 W/m2, 131 W/m2–181 W/m2 and 71 W/m2–95 W/m2 for horizontal global, direct and diffuse components of irradiance, respectively, across different locations. Moreover, it was found that both models have a tendency to overpredict DHI up to 50% during clear skies, provided the sky conditions are correctly forecasted. The city of Melbourne in southeast Australia is planning to expand urban areas substantially by the year 2050 and this expansion has the potential to alter the Urban Heat Island (UHI), that is, higher temperatures in urban areas as compared to surrounding rural areas. Moreover, Melbourne has been experiencing more frequent heatwaves for last two decades, and the intensity and duration of heatwaves is expected to increase in the future, which could exacerbate the UHI. This study evaluates the potential impacts of future urban expansion on the urban meteorology in Melbourne city during four of the most severe heatwave events during the period 2000–2009. Urban expansion is implemented as high‐density urban with a high urban fraction of 0.9 to investigate the maximum possible impact. Simulations are carried out using the Weather Research and Forecasting model coupled with the Single‐Layer Urban Canopy Model with current land‐use and future urban expansion scenarios. Urban expansion increases the near‐surface (2‐m) UHI (UHI2) by 0.75 to 2.80 °C and the skin‐surface UHI (UHIsk) by 1.9 to 5.4 °C over the expanded urban areas during the night, with no changes in existing urban areas. No substantial changes in UHI2 and UHIsk occur during the day over both existing and expanded urban areas. This is largely driven by changes in the storage heat flux, with an increase in storage heat at night and a decrease during the day; that is, excess storage heat accumulated during the day is released at night, which causes a slower decrease of near‐surface temperature and increase in the UHI. Urban expansion did not affect human thermal comfort (HTC) in existing urban areas and there were no marked differences in HTC between existing and expanded urban areas. [ABSTRACT FROM AUTHOR]

Since European occupation of Australia, human activities have caused the dramatic decline and sometimes extinction of many of the continent's unique species. Here we provide a comprehensive review of threats to species listed as threatened under Australia's Environment Protection and Biodiversity Conservation Act 1999. Following accepted global categories of threat, we find that invasive species affect the largest number of listed species (1257 species, or 82% of all threatened species); ecosystem modifications (e.g. fire) (74% of listed species) and agricultural activity (57%) are also important. The ranking of threats was largely consistent across taxonomic groups and the degree of species' endangerment. These results were significantly different (P < 0.01) from recent analyses of threats to threatened species globally, which highlighted overexploitation, agriculture and urban development as major causes of decline. Australia is distinct not only in the biodiversity it contains but also in the extent and mixture of processes that threaten the survival of these species. Notably, the IUCN threat classification scheme separates the numerous threats (e.g. urban development, agriculture, mining) that cause habitat loss, fragmentation and degradation, hence further research is required to quantify the net impact of these types of habitat change. We provide feasible suggestions for a more coordinated national approach to threatened species conservation, which could provide decision makers and managers at all levels with improved resources and information on threats and management. Adequate policy, legislative support and funding are critical for ensuring that on-ground management is successful in halting the decline of Australia's threatened species. Hundreds of Australian species have experienced significant declines since European occupation and are threatened with extinction. In reviewing the threats affecting these species, we find that invasive species, ecosystem modifications (e.g. fire) and agriculture are most prevalent. Many urban development processes, supported by land-use planning, negatively impact urban trees. Urban forest strategies are one approach local governments take to protect and increase urban trees. We evaluate connections between urban forest strategies and land-use planning to achieve tree cover on private property, through a review of 18 Australian local government strategies. We highlight the importance of state-level policies for local land-use planning, and conclude that if state-level land-use planning is to aid the protection and enhancement of urban trees, more active engagement with and explicit links to urban forest strategies at both local and state levels is needed. A range of regulatory instruments can be used to modify development-control frameworks for the purposes of adapting urban areas to climate change-induced coastal erosion and inundation. This article investigates the approach of three local governments across Australia. It finds that local governments are modifying development-control frameworks to ensure the appropriate development of vulnerable coastal lands. However, the article also demonstrates the limitations in relying on development control to achieve adaptation objectives such as preserving public beach amenity, and highlights the need for legislative reform or the emergence of incentive-based instruments to complement development control.
