There is an urgent need for landscape-scale ecological restoration to reverse habitat loss and recover ecosystem functions and services. Given the unique nature of coastal and marine ecosystems a roadmap to overcome current barriers and guide transformative change is needed to achieve large-scale restoration. We conducted a national scale program of engagement with restoration practitioners, decision makers, industry, researchers, community groups, and Indigenous groups in Australia to map out the current state of implementation, barriers encountered and aspirations for the future. In collaboration with a graphic facilitator, we distilled the findings into ten guiding principles which are communicated through an engaging conceptual model. Here we articulate the ten guiding principles for large-scale coastal and marine ecological restoration and include discussion of the rational, the current state in Australia, and ideas for moving forward with respect to each principle. The principles are: 1) Co-design is central; 2) Fit-for-purpose governance; 3) No-gap funding; 4) Access to social, economic and biophysical data; 5) Evidence-based and transparent decision making; 6) Coordinated and at scale; 7) Robust monitoring, evaluation and reporting; 8) Clear strategy to adapt to climate change; 9) Nature-based solutions are implemented; and 10) Knowledge is shared effectively. We then evaluated the principles against three large-scale restoration programs in the UK, USA and Australia and found that their characteristics broadly adhere to each of the principles. Implementation of the roadmap is now necessary and will aid in achieving return of ecological functions in line with international commitments and societal goals. • Scaling up restoration in coastal and marine ecosystems requires a roadmap to overcome key barriers. • We report outcomes from a national program of engagement with the Australian marine restoration community. • Findings are distilled into ten guiding principles for landscape scale coastal and marine ecological restoration. • Assessing the principles against three successful international programs finds that they broadly model these principles. • Following the roadmap will enable development of successful large-scale marine restoration programs. Zostera muelleri is an abundant seagrass species distributed through intertidal and shallow subtidal waters on the subtropical coasts of Australia. The vertical distribution of Zostera is likely defined by tidal influences, particularly desiccation and light reduction stresses. These stresses were expected to affect the flowering of Z. muelleri ; however, it is difficult to quantify the effects of tidal inundation with field studies due to multiple confounding environmental factors affecting flowering (e.g., water temperature, herbivory, nutrients). A laboratory aquarium experiment compared the effects of two levels of tidal height (intertidal and subtidal) and light intensity (shaded and unshaded) on flowering timing, abundance, the ratio between flowering shoots and vegetative shoots, the morphology and duration of flower development. The earliest and greatest flowering intensity was recorded in the subtidal-unshaded group, with no flowers observed in the intertidal-shaded group. Notably, the peak flowering time was the same across shaded and unshaded treatments. Shading prolonged the timing of the first flowering and reduced the density of flowering shoots and spathes, while tidal inundation had a more significant effect on the density of flowering shoots and the density of spathes. Results showed that Z. muelleri could flower under low light conditions or tidal stress but not when exposed to both stresses simultaneously in a laboratory 'nursery setting'. Therefore, applying subtidal-unshaded conditions appears to be beneficial for seagrass nurseries aimed at improved flower abundance despite the plants previously being collected from and adapted to intertidal meadows. Further studies that explore the suitable conditions for triggering and optimising the flowering will be beneficial in designing cost-effective seagrass nurseries. • A mesocosm experiment tested the effects of tidal inundation and light reduction on seagrass flowering. • Subtidal-unshaded treatment recorded the earliest and the greatest intensity of flowering. • Tidal inundation and shading reduced the flowering intensity, and shading delayed flowering. • Plants can flower under low light or tidal stress but not under both stresses simultaneously. • Subtidal-unshaded conditions benefit seagrass nurseries. The western rock lobster, Panulirus cygnus, provides Australia's most valuable wild caught fishery but, in recent years, there has been a dramatic decline in settlement of the post-larval phase into their natal coastal habitat. One hypothesis for this decline was that the oceanographic conditions no longer favour the survival, feeding and growth of the larval (phyllosoma) phase. To explore this, the oceanography and corresponding zooplankton prey field along five latitudinal transects in the south-eastern Indian Ocean were quantified during July 2010. Leeuwin Current Water (LCW) and Sub-Tropical Surface Water (STSW) were distinguished and a prominent front at ∼30°S characterized by strong eastward flow separated them. Although zooplankton abundance increased towards the north, the prey field was unevenly distributed with patches of higher prey concentration associated mainly with LCW. Chaetognaths were the most abundant prey item (means: 17.2 and 4.1 m−3 in LCW and STSW, respectively) and were positively correlated with chlorophyll a in both water masses. Panulirus cygnus phyllosoma had a highly patchy distribution but, despite lower prey concentrations, were more abundant in STSW than LCW, particularly south of the front. Our results suggest that LC meso-scale features with strong fronts may be implicated in phyllosoma aggregations and shoreward transport of late-stage larvae and that this warrants further investigation. The Western Rocklobster (Panulirus cygnus) is the most valuable single species fishery in Australia and the largest single country spiny lobster fishery in the world. In recent years a well-known relationship between oceanographic conditions and lobster recruitment has become uncoupled, with significantly lower recruitment than expected, generating interest in the factors influencing survival and development of the planktonic larval stages. The nutritional requirements and wild prey of the planktotrophic larval stage (phyllosoma) of P. cygnus were previously unknown, hampering both management and aquaculture efforts for this species. Ship-board feeding trials of wild-caught mid-late stage P. cygnus phyllosoma in the eastern Indian Ocean, off the coast of Western Australia, were conducted in July 2010 and August-September 2011. In a series of experiments, phyllosoma were fed single and mixed species diets of relatively abundant potential prey items (chaetognaths, salps, and krill). Chaetognaths were consumed in 2-8 times higher numbers than the other prey, and the rate of consumption of chaetognaths increased with increasing concentration of prey. The highly variable lipid content of the phyllosoma, and the fatty acid profiles of the phyllosoma and chaetognaths, indicated they were from an oligotrophic oceanic food chain where food resources for macrozooplankton were likely to be constrained. Phyllosoma fed chaetognaths over 6 days showed significant changes in some fatty acids and tended to accumulate lipid, indicating an improvement in overall nutritional condition. The discovery of a preferred prey for P. cygnus will provide a basis for future oceanographic, management and aquaculture research for this economically and ecologically valuable species. Catchment impacts on downstream ecosystems are difficult to quantify, but important for setting management targets. Here we compared 12 years of monitoring data of seagrass area and biomass in Cleveland Bay, northeast Australia, with discharge and associated sediment loads from nearby rivers. Seagrass biomass and area exhibited different trajectories in response to river inputs. River discharge was a slightly better predictor of seagrass indicators than total suspended solid (TSS) loads, indicating that catchment effects on seagrass are not restricted to sediment. Linear relationships between Burdekin River TSS loads delivered over 1–4 years and seagrass condition in Cleveland Bay generated Ecologically Relevant Targets (ERT) for catchment sediment inputs. Our predicted ERTs were comparable to those previously estimated using mechanistic models. This study highlights the challenges of linking catchment inputs to condition of downstream ecosystems, and the importance of integrating a variety of metrics and approaches to increase confidence in ERTs. • Ecologically relevant targets (ERTs) are important for environmental management. • ERTs are difficult to quantify and can be controversial. • Here seagrass data and catchment inputs were used to derive ERTs. • Our empirical ERTs agreed with those previously derived from mechanistic models. • Using multiple indicators and modelling approaches increases confidence in ERTs. Marine and estuarine habitat degradation threatens ecosystem function and delivery of ecosystem services. An increasing number of management interventions aiming to improve ecological condition within impacted marine and estuarine habitats are being implemented. Monitoring the ecological outcomes of management interventions to evaluate their effectiveness supports adaptive management. However, the lack of a standardised set of indicators has impeded reliable assessment and knowledge sharing. The objective of this research project is to develop a cross-ecosystem standardised indicator framework to assess changes in benthic habitat conditions. The rapid Marine and Estuarine Condition Assessment Tool (MarECAT) was developed for Queensland, Australia; however, it can be applied elsewhere. A literature review was undertaken to identify indicators and metrics for habitat condition assessment that were reviewed by subject matter experts through a series of Technical Group meetings. Three indicator groups were identified based on the presence or absence of structural macrobiota attributes (i.e., macroflora, macrofauna, and substrate-dominated). The panel of experts endorsed a list of 42 condition indicators with associated metrics representing all ecosystem components, enabling a comprehensive assessment of habitat condition for a rapid assessment tool. A level of confidence nominated by practitioners was allocated to each condition indicator metric to inform the interpretation of assessments. Another outcome of the expert workshops was the endorsement of 10 threat indicators representing key pressures in marine and estuarine habitats, along with a specific assessment scale. The scoring method developed for the MarECAT will facilitate reliable assessment of management intervention outcomes and implementation of adaptive management to improve project success.
