Purpose: Since 2018, Australian paramedics have been regulated under the National Registration and Accreditation Scheme (NRAS) for health practitioners. Established professions have been regulated in Australia for some time, so there is limited knowledge of their entry to regulation. However, as paramedicine has not been previously centrally regulated, this provides a unique case study to explore the transition to regulated practice. Design/methodology/approach: Australian paramedics undertook two surveys: pre- and post-introduction of registration. The first survey was in the month leading up to the commencement of registration (N = 419), and the second survey took place 31 months after registration (N = 407). This paper presents the results of statistical analyses of the post-registration survey including comparisons to the pre-registration survey. Findings: Although support for regulation has increased over time, there remains strong dissent consistent with 2018 levels. After 31 months of regulation, respondents reported increasing knowledge of the scheme and greater ease of navigation. The impacts of regulation are more nuanced and less polarised than in the first survey. Identity is again canvassed, and results suggest a shift from employment status and qualifications as key elements of identity to a community of practice and registration. Originality/value: Paramedics' experiences and understanding of the rationale for registration are developing. Further support is needed to assist with the emerging professional identity and behaviours. Regulation is one of many occupational factors influencing professional identity and professionalism. Globally, "integrity" has emerged as a critical concept for sport, with scholars, government agencies and NGOs proposing the establishment of "integrity systems", comprising measures such as new policy units, ombudsmen and mediation services. The purpose of this study is to assess the coherence of this reform agenda, to determine its core features and gauge whether it constitutes a new governing paradigm and departure from "professionalisation". Drawing on case material from Australia and New Zealand, we trace the sport integrity agenda and its adoption into each country's government policies and programmes. The emerging agenda focuses on diverse risks at the periphery of "old" professionalised management, while demanding a sector-wide response and universal adherence. Coordination and regulation are emphasised (at national, state/regional and local levels), supported by central government policy frameworks and grievance detection regimes. While the integrity agenda has distinctive elements of a reform movement, preliminary evidence suggests it may become integrated under the existing logics of performance, audits and risk management. One of the most basic understandings of nursing is that a nurse is a caregiver for a patient who helps to prevent illness, treat health conditions, and manage the physical needs of patients. Nursing is often presented as a caring profession, which provides patient care driven by ideals of empathy, compassion and kindness. These ideals of care have further been foregrounded through the development and implementation of stress on patient centred care (PCC) and/or person‐centred practice (PCP). Although the idealisation of nursing as a caring profession is common, and one certainly seen as integral by nurses and written into the heart of regulatory documentation, we contend that the actual delivery of care is being undercut by the very regulatory climate that strives to professionalise care. As we outline, with specific reference to the context of Australian Nursing, this transformation delivers a commodified, even McDonaldized, model of patient management rather than care. It seems that even with its explicit stress on PCC and PCP, Australian Nursing cannot live up to its own care ideals. Having outlined this problem, the paper then demonstrates the ways in which PCC is thwarted at the coal face of nursing practice and that there must be an institutionalised change to be able to provide genuine patient‐centred care. Professional development is a crucial aspect for further successful progression of an individual's skills and effective function in their role. It is also a compulsory part of registration for most professionals in the health care sector. This article reports on the evaluation of a monthly professional development program, specifically for spiritual care practitioners, offered over the period 2017–2019 by Spiritual Health Association (Victoria, Australia) and its partners. Many common themes such as motivation, culture, purpose and areas for improvement have been identified and are further examined. Recommendations such as greater emphasis on the professionalism in the sector, broader inclusions of sessions across culture and ethnicity and the development of cross disciplinary communication skills are made for the future of this program. The crisis of World War I, including the challenges of reporting from the fighting front, sparked public discussion about the reliability and status of journalism. In response, unprecedented changes to the education of journalists were introduced around the world, including in Australia. By the 1920s, the majority of Australian universities offered a Diploma in Journalism, developed in collaboration with the Australian Journalists' Association (AJA). Yet despite the AJA's commitment to developing professional standards, by 1945 these courses were either defunct or struggling. This article explores the introduction and subsequent failure of tertiary journalism education in the context of discussions within the AJA about educational 'relevance', and whether journalists required improved 'thinking' or improved 'skills'. Analysis of the establishment of these university courses highlights debates around the professionalism, status, and ethical practice of journalism in the interwar years, at a time when the newspaper industry was expanding. Promoting teacher professionalisation has become a key policy agenda in Australia and internationally. Professional learning is often invoked as a means to achieve this goal. In this paper, drawing on findings of a series of studies we conducted on the topic in the Early Childhood Education and Care sector, and guided by a range of theoretical tools, we propose a three-step cyclical approach to understanding, assessing and promoting teacher professional learning. The first step introduces spaces of assessment of teacher professional functioning. The second step outlines the core elements of transformative teacher professional learning. The third step highlights two interrelated aspects of teacher professional capabilities: confidence and agency. This work has been guided by the research question: How can teacher professionalisation be understood, assessed and advanced? Political finance regulations require political parties to engage with a complex and multi-faceted regulatory environment. This article develops a framework to understand how political finance regulation impacts on party organisation and applies it to a diverse grouping of six parties from the Australian State of New South Wales. We find that all parties seek to capture the benefits of compliance, and minimise their exposure to the risks of non-compliance, by centralising and professionalising their organisation. However, the intensity of these responses is moderated by party characteristics, including levels of institutionalisation, party family type and incumbency status. Sociological studies of the complementary and alternative medicine (CAM) occupations have documented the professionalisation strategies these groups use to establish boundaries between themselves and their competitors, including seeking educational accreditation and statutory regulation/licensure. Chiropractic has been particularly successful at professionalising and in Australia and the UK it is taught within public universities. Recent events have threatened chiropractic's university foothold, however, showing that professionalisation needs to be understood as an ongoing process of negotiation. Based on interviews with chiropractors in Australia and the UK, this paper examines the professionalisation strategies deployed by chiropractors within and outside of the university. Highly divergent strategies are identified across different sectors of the profession, relating to defining the chiropractic paradigm, directing education and constructing professional identity. In each domain, chiropractic academics tended to prioritise building the evidence base and becoming more aligned with medicine and other allied health professions. Although some practitioners supported this agenda, others strove to preserve chiropractic's vitalistic philosophy and professional distinction. Following Bourdieu, these intra-professional struggles are interpreted as occurring within a field in which chiropractors compete for different forms of capital, pulled by two opposing poles. The differing orientations and strategies pursued at the two poles of the field point to a number of possible futures for this CAM profession, including a potential split within the profession itself. Using discursive policy analysis, we analyse recent Australian childcare policy reform. By examining the policy framings of two successive governments and a childcare union, we demonstrate how the value of care work was strategically positioned by each of the three actors, constructing differing problems with different policy solutions. We argue that women's care work was recognised by one government as valuable and professional when it aligned with an educational investment framing of enhanced productivity. This framing was capitalised upon by a union campaign for 'professional' wages, resulting in a government childcare worker wage subsidy. However, prior to implementation, a change of government re-framed the problem. The new government cast mandatory quality standards as placing unnecessary financial pressure on families and business. Within this frame, the remedy was to instead subsidise employer staff-development costs without increasing workers' wages. [ABSTRACT FROM AUTHOR]

Background and Purpose: Naturopathy is a traditional medicine system originating from Europe and naturopathic practitioners provide care to 6.2% of Australians in a 12-month period. Australian naturopathic programs have undertaken a slow transition over the last 20 years from Advanced diploma to Bachelor degree as the minimum level of qualification for entry into the profession. This study aimed to understand and describe the experience of naturopathic graduates completing Bachelor degree and transitioning to provide naturopathic care in the community., Materials and Methods: Qualitative semi-structured phone interviews were conducted with graduates of Bachelor's degree naturopathy programs, within five years of completing their studies. The data were analysed using Framework analysis methods., Results: The analysis identified three related themes: (1) Love for looking after patients, but clinical practice is not easy, (2) Finding a place in the naturopathic profession and in the health system; and (3) Protecting the future of the profession and practice through registration., Conclusion: Graduates of Australian Bachelor's degree naturopathic programs face challenges as they attempt to find a place within their professional community. The paper reports on an empirical study based on qualitative interviews with staff from four Australian universities. These universities are shown to be undergoing significant social change as processes of marketisation impact on the everyday practices of academic workers. The universities are analysed as sites of contestation between the new professional managers and the established academic profession over the control of the conditions of work, the production of expert knowledge and the worksite itself. The theory of academic capitalism is examined, and the relevance of Bourdieu’s work for the analysis of a university sector in a context of marketisation is assessed. Bourdieu’s interlinked concepts of capital, habitus and the field are employed to investigate the nature of the contestation, revealing a dynamic process in which academics innovatively respond to threats to reduce their autonomy, to increased levels of surveillance and other constraints on practice. In addition, the study illustrates the processes through which actors within the sector, through acts of both conformity and resistance, contribute collectively to the growth of academic capitalism in the neoliberal university. Concerns regarding the nomenclature of university administration in Australia and the UK have featured in the higher education literature for over a decade. In response, a significant nomenclature shift is occurring, with Australian universities replacing the term ‘General Staff’ to describe all administrative and technical staff, in favour of ‘Professional Staff’. Following nomenclature trends in the UK, this change has been in gestation for some time having been championed by individuals, groups, professional associations and more recently a national staff union. This paper presents the findings of a doctoral study regarding the nomenclature preferences of 194 Australian university research support staff. It provides insight into the motivations behind the nomenclature shift, with an emphasis on the dissatisfaction expressed for the term ‘Non-Academic Staff’. Drawing on these findings, this paper suggests an aspirational framework for university professional staff in the form of a ‘nomenclature ladder’ for sector-wide application. [ABSTRACT FROM AUTHOR]

Purpose – The purpose of this Australian case study, set in the 1960s, is to comprehensively examine the responses of the two major professional accounting bodies to a financial/corporate/regulatory crisis necessitating the defence of the profession's legitimacy. Design/methodology/approach – This historical paper draws on surviving primary records and secondary sources and applies the perspectives on the dynamics of occupational groups and the legitimacy typology of Suchman. Findings – While the history of the accounting profession has been characterized by intra-professional rivalries, this case study illustrates how such rivalries were put aside on recognising the power of collectivizing in defending the profession's legitimacy. Based on the available evidence, pragmatic legitimacy is shown to have been a key focus of attention by the major accounting bodies involved. Research limitations/implications – The paper may motivate similar studies in Australia and elsewhere, thus potentially contributing to developing a literature on comparative international accounting history. The evidence for this historical investigation is largely restricted to surviving documents, making it necessary to rely on assessments of the key sources. Originality/value – In addressing responses to crises in defending the legitimacy of the profession as a whole, the paper makes an original contribution in exploring the relationship between literature on the dynamics of occupational groups and on legitimacy management. The professional identity of counsellors and guidance practitioners in Aotearoa New Zealand is currently under review as a result of the passing of legislation regulating health professionals and the proposed introduction of national registration of counsellors. In this paper I explore this debate, and examine the professional identities claimed by counsellors, counselling psychologists and psychotherapists. The current discussion in this country is both informed by and provides an illuminating lens on professional identity issues in Australia, the UK and the US. Abstract: It is almost a decade since the last empirical study of Australian public relations appeared in the academic literature. This paper reports on a survey conducted immediately prior to the onset of the global financial crisis aimed at revealing the state of public relations in Australia. In particular, the study investigated levels of professionalisation in terms of such criteria as the strategic orientation of public relations, its position within organisational hierarchies, and the importance placed on ethics and professional development. The findings show Australian PR professionals to be highly educated, comparatively well paid and frequently in positions of influence with their CEOs. Paradoxically despite these strengths, the profession in Australia does not seem to have outgrown public relations’ pervasive identity crisis. [Copyright &y& Elsevier]

This article provides a snap shot of the current position and recent developments in chaplaincy in health care settings particularly in England, Scotland, the United States of America and Australia in order to guide the emerging modernization agenda in the Australian context, and to assist the acceleration of the local adoption of best practice in pastoral care. Over all, the picture is one of change. As hospitals develop to meet new performance expectations services that work within the hospital system, such as chaplaincy and pastoral care, must also adapt. Rather than chaplaincy being discarded as marginal during these changes, recent research evidence supports the inclusion of pastoral care in holistic health care. Demographic changes also mean that pastoral care needs to have an emphasis on spiritual support if it is to respond to patients of other faith traditions or with secular beliefs. This article examines emerging norms of good practice for Australian university governing boards and issues that university governing boards could address to develop effective governance cultures. It firstly considers the ways in which support for many Australian university governing boards has become professionalised over the past decade. At the same time, longstanding tensions or ‘paradoxes’ persist, (Cornforth, 2003) notably between ‘corporate’ and ‘participatory’ board models. To ‘tame’ these tensions requires formative processes of deliberation and debate. This paper considers the challenges for Australian police unions in the 21st century. The empirical evidence is drawn from research conducted by two of the authors for the Police Federation of Australia (PFA) in 2003–2004. The paper first outlines the changing field of policing in which police unions exist, then provides background information on the various state and territory unions/associations and the PFA. The paper demonstrates that while police unions in Australia have won considerable gains for their members and contributed significantly to police reform, their current agendas are somewhat narrow. The paper contends that this is owing to the conservative membership base of police unions, ambivalent identification with the labour movement, and poorly defined conceptions of professionalism. The strong link between teacher quality and student learning outcomes calls for effective systems of teacher accountability. School systems in all Australian states have established policies and practices to raise levels of teacher accountability, but it remains doubtful whether they have the capacity to deliver on teacher quality assurance or improvement in teachers' practice. This paper reports some of the recent findings of an ARC funded project that mapped teacher evaluation practices across all Australian states and territories. After providing a brief historical overview of teacher evaluation in Australia, it discusses three recent initiatives at the 'accomplished teacher' level; namely evaluations for the Victorian Experienced Teacher With Responsibility (ETWR); the Western Australian Level 3 Classroom Teacher position (L3); the UK 'Threshold' classification; and recent state developments in evaluation for teacher registration. The paper uses 'loose coupling' theory to interpret the limitations of these schemes. It argues that the two main purposes of teacher evaluation, assuring teacher quality and facilitating improvement in teachers' work, will best be achieved when teachers and their organizations claim the responsibility for developing and implementing methods for assessing teacher performance that respect the complexity and depth of their professional knowledge and practice. The paper concludes with an overview of the recent moves in Australia to establish a profession-run certification system to provide recognition and incentives for evidence of professional development, based on methods that do justice to the nature of teachers' work. Slaughter felt that traditional futures methods were too superficial and lacking in depth to address the civilisational challenge ahead of us. He provided frameworks and concepts to deepen futures methods and strategies and to build social foresight capacity. His significant practical contribution was the establishment of the Australian Foresight Institute and postgraduate studies at Swinburne University of Technology in Melbourne. It is suggested that the foresight field in Australia needs to reestablish supportive structures such as these and take steps to obtain social and professional legitimation in order to promote an advanced futures discourse to take us toward better futures.
