Significant collaborations with research partners in China are seen in many Western countries. With increasing US-China geopolitical tensions, governments, research institutions, and individuals in established scientific systems are increasingly required to address a proliferating array of risks and challenges associated with collaboration with China. Academic researchers are only beginning to describe how countries are responding to the ongoing need for global scientific collaboration amidst intensifying geopolitical competition. Several studies have examined the securitization of scientific connections with China in the USA, while others have documented developments in nations such as Australia, the UK, and Sweden. However, there is limited comparative research on approaches to international science amid geopolitical tensions. This paper bridges the gap, illuminating the key dimensions of variation in country-level responses by comparing the cases of Sweden and Australia. The questions we ask are as follows: Who responds to the challenges? By what means? And to what ends are responses directed? Swedish government have been largely passive, but Swedish funding agencies have developed "responsible internationalisation" guidelines that aim to induce proactive reflection by institutions and individual researchers. Australia's approach, by contrast, has centred on legislation, the exercise of ministerial powers, along with sector-wide enactment of expanded due diligence protocols. The comparison highlights key differences in the actors, methods and goals of responses to the intensifying geopolitics of scientific collaboration.

Governance and regulation of the use of live animals in research and teaching is examined in Australia, Malaysia, Indonesia, the Philippines, Singapore, Thailand, China, Japan and India. A comparison of the systems in different countries will enable the determination of best practice and fit-forpurpose regulation. The most comprehensive government regulation of animal welfare in institutions covers a broad range of animals and institutions are required to have an Institutional Animal Care and Use Committee, whose membership is specified in guidelines or regulations. The work of the Committees is rigorously overseen by government and facilities that use live animals are audited externally. All countries examined have legislation governing the use of live animals in research, although only Australia and Malaysia have a fully equivalent mandated oversight of teaching. Teaching that uses live animals is partly covered in the Philippines, Japan, Singapore and Thailand This paper thus aims to review the regulation of animal use in different Asian jurisdictions in order to determine best practices that are appropriate to those settings. The most comprehensive oversight is provided in Australia and Malaysia that essentially use the same regulatory framework.

Historically, the professional structure of higher education has provided restricted employment, career, and leadership opportunities for women. This is exacerbated where there is an intersection between gender and race, culture, religion, or age. Women continue to be underrepresented in senior leadership positions across a range of disciplines, and this lack of representation of women within the professional structure of higher education itself acts as a barrier for more women reaching senior levels within institutions. More women are needed in higher positions to increase representation and visibility, and to encourage and mentor others to then aspire to follow a similar path. This critical review examines gender equity across the major career benchmarks of the academy in light of the impact of the personal contexts of women, systemic processes, and cultural barriers that hinder career progression. Research-based systemic solutions that work towards improved gender equity for women are discussed. The findings from this critical review highlight the need for global systemic change in higher education to create ethical equities in the employment, career, and leadership opportunities for women.

Cyberbullying is a harmful practice to which schools must respond. Australia does not have a cyberbullying-specific law, so schools navigate their responses within a range of laws not created for the online world, nor for youth. In this study, the murky legal environment of youth cyberbullying was problematised from perspectives found within two Australian secondary school communities. School leaders, key staff, teachers, students, and parents participated in interviews or focus groups held to gather their views about whether a new cyberbullying-specific law was needed to help reduce youth cyberbullying. A thematic analysis found three themes: that an educational approach was favoured over a legal one; that current laws mediated a constrained discussion about the benefit a new cyberbullying-specific law would have for schools and that there were school-identified unmet spaces where the law should be contributing better solutions to youth cyberbullying. Legal responses with implications for reducing youth cyberbullying are discussed.

Throughout the last decade in Malaysia, participation of students with disabilities in higher education has seen minimal growth. This paper investigates the policies and practices regulating disability in Malaysia's higher education. Three aspects -- legislation, funding, and governance -- are analysed. To reveal the gaps in policy and practice, comparison is carried out with the cases of England and Australia. The research involved examining government documents such as disability acts, action plans, and research and statistics reports, combined with interviewing university administrators. It was found that Malaysian legislation requires more supporting details and that disability funding for universities should be considered. For governance, systematic legislation review and specific university monitoring are recommended. Establishing an independent national entity to conciliate grievances is proposed to address the inadequate redress mechanism available for students with disabilities. Overall, the government and universities could ensure that disability information is available in the public domain, especially online. Such practice would enhance disability awareness and knowledge for all. Although this paper mainly takes on the perspective of a developing nation, it attains an international orientation as it also depicts the workings of the developed world in governing disability in higher education.

Although international research has accumulated significant evidence on inclusive practices and their benefits for children, how this translates into early childhood settings is often unsatisfactory within and across countries. Against the background of general acceptance of the principles incorporated in the Convention on the Rights of Persons With Disabilities, we examine how 3 countries who are signatories to this convention, Australia, Greece, and Malaysia, are making progress towards inclusion in early childhood. Using an implementation science framework, the key components of enabling contexts, research-based practices, and effective implementation supports are explored. In this framework, each of these components is essential for achieving the desired outcomes of inclusion. The country profiles of Australia, Greece, and Malaysia are examined (including similarities and differences in legislation, policies, early childhood services, and practices) in an effort to support understanding of factors facilitating and challenging early childhood inclusion.

Universities are under pressure to produce work-ready graduates. This study analyzed 130 job advertisements to identify skills required by environmental science employers in Australia. For degree-related criteria, the most frequently required were content knowledge, a tertiary qualification and experience. Other desired skills were an understanding of environmental legislation, and an ability to undertake Geographical Information Systems (GIS) analysis, fieldwork, ecological surveys and species identification. For generic skills, more than half of advertisements required strong interpersonal, communication, writing and project management skills. It was concluded that universities should prioritize skills that occur most frequently in advertisements, and students should be given opportunities to participate in work experience. This would involve nurturing oral and written communication and teamwork skills, while equipping students with the ability to undertake ecological surveys in the field, identify important plants and animals, and conduct data analysis using GIS approaches. Senior undergraduate and postgraduate programs should include content on environmental policy and legislation, and the opportunity for students to hone their project and time management skills.

Early Childhood Education and Care (ECEC) services are vital in the establishment of optimal infant and young child feeding (IYCF) practices and long-term health. This qualitative study, informed by Social Cognitive Theory, aimed to describe ECEC infant feeding environments. Nineteen formal long day care and family day care ECEC services and 124 educators in metropolitan and regional Queensland, Australia participated in interviews and professional conversations. Inductive and deductive analysis identified three key themes: 'agency', 'IYCF environment', and 'monitoring/surveillance'. This research has identified the key environmental, behavioural and cognitive factors that contribute to optimal IYCF practices in Australian ECEC. Tensions and negotiation between educators, parents, infants and the regulatory framework operate to develop collective agency. Key recommendations are: (1) increasing the visibility of infants in ECEC policy frameworks; and (2) building educator and parent self-efficacy in supporting infant agency in order to meet shared goals related to optimal infant health and well-being.

Universities represent institutions of learning, research and knowledge but are also "not-for-profit" charitable organisations delegated the charitable purpose of advancing education and public benefit. Charity law differentiates the obligations, values and philosophies of "not-for-profit" and for profit organisations. Policy and economic imperatives to reform universities in Australia should raise questions about potential compromises to charity values, social justice objectives and public benefit. The disjuncture between the values of charity and profitability draws attention to issues of public benefit in a market-oriented higher education economy and obligations delegated by charity laws. More research is needed into the investment of charity capital and obligations of public benefit delegated to Australian public universities.

The phenomenon of child sexual abuse has significant implications for teachers' pre-service training and professional development. Teachers have a pedagogical role in dealing with abused children, and a legal and professional duty to report suspected child sexual abuse. Teachers require support and training to develop the specialised knowledge and confidence needed to deal with this complex context. This article explains the social context of child sexual abuse, its health and educational consequences, and the legal context, showing why teachers require this specialised training. It then reports on findings from an Australian study into the amount of training received by teachers about child sexual abuse, and teachers' satisfaction with that training. Results have implications for teacher training strategies in pre-service and in-service settings. (Contains 6 tables.)

In recent years, the issue of the extent to which an individual has or should have the right to religious freedom, and to manifest that freedom by wearing particular items of clothing, has become very contentious. Some nations have seen fit to ban the wearing of particular items of clothing thought to have religious significance, at least in some contexts. Courts from a range of jurisdictions have sought to grapple with these issues, involving a range of values and sometimes competing interests. In this article, the author considers constitutional (and discrimination) issues that would arise if the Australian Parliament enacted legislation prohibiting the wearing of particular items of clothing often thought to have religious significance, in particular the "hijab", "burqa" or "niqab". He draws upon the rich jurisprudence concerning these issues in other jurisdictions, where much more litigation has taken place regarding the question than Australia. The volume of litigation elsewhere means that consideration of the Australian position is enriched by considering some of the specific issues that have been considered by overseas courts, with the likelihood that at some stage similar issues will need to be considered by Australian courts. These overseas developments should inform the consideration of the interpretation of the Australian provisions, and assist in reaching an interpretation of the relevant provisions. As with all comparative analysis, it is necessary to bear in mind the different statutory, constitutional and convention context in which decisions are reached. The author also considers briefly whether a different result would apply if the ban were passed at State level. This is not an abstract argument; a current Senator in the Australian Parliament, has personally called for a burqa ban, and private members' bills have been introduced in New South Wales and South Australia to introduce such a ban, at least in some circumstances. In Part A, the author sets the statutory framework for the discussion. In Part B, the meaning of the wearing of the hijab and burqa is considered. Part C considers how laws banning the wearing of religious dress or symbols have been considered in various courts. In Part D, he considers the validity of a Commonwealth law that banned the wearing of religious dress or symbols. (Contains 155 footnotes.)

As a result of the 1992 Disability Discrimination Act in Australia and parental support for inclusion, regular teachers now include students with disabilities in their classes. Inclusion has been more successful in primary than in secondary schools. Secondary schools remain a challenge due to their traditional focus on curriculum, examinations, subjects and the large numbers of students allocated to each teacher. A qualitative methodology was used to identify the attributes, attitudes, knowledge and skills of inclusive teachers and the optimal means of their acquisition. Inclusive secondary teachers are dedicated, accomplished teachers. They feel empathy for their students and are student-rather than subject-centered. They work and learn collaboratively. Inclusive teachers need special education expertise or to be able to access special education knowledge at the point of need. Just as students with disabilities depend on their teachers, so too are secondary teachers dependent on their schools and systems to provide support during the learning process.

Most school-age boys score lower than girls at every level on standardized tests of reading comprehension in almost every country where tested. The amount of reading that a child does is directly related to reading fluency; the more one reads, the more proficient one becomes. After reviewing theories and research studies investigating why boys perform less well than girls, a consensus emerges that one reason boys read less is because the kind of reading they are given to do in school does not connect to their interests. A small empirical study in one rural elementary school provides further insight into motivations for reading and non-reading by both boys and girls. The evidence is incontrovertible that as a group, school-age boys score lower than girls at every level on standardized tests of reading comprehension, in almost every country where tested, most notably in the United States (NCES 2002), Canada, England, and Australia, where students are continuously tested. Therefore, the obvious conclusion from this data is that we are failing to make readers of our sons. Analyses of statistics are many and controversial, especially as the latest round of "educational reform" fueled by the Education Act of 2001 has generated more high-stakes testing of students and measurable accountability on the part of teachers, schools, and school districts. Additionally, computers have made gathering, storing, and analyzing statistics simpler than ever before, and the Internet has made it easier to publish and retrieve them. But how do the children themselves feel about reading? Teachers and school library media specialists (SLMSs), trained in reading, in books, and in best practices, often assume that they know what is best for students. At what juncture should the students' viewpoints be taken into consideration?

This paper explores the changing terrain of disability support policy in Australia. Drawing on a critical disability framework of policy sociology, the paper considers the policy problem of access to education for people with disabilities under recent reform by means of the National Disability Insurance Scheme (NDIS), which commenced full roll-out across the country from July 2016. The paper reviews NDIS reports, legislation and associated literature to consider how eligibility to scheme participation and education services are shaped, and how education is positioned in the development and implementation of the NDIS. The analysis highlights tensions that exist for people with disabilities and their families who both access the scheme and who might draw on its provision to support their education, because of the way the policy is oriented towards pathological categorisation, standardised outcomes and service delineation rather than integrated support and informed involvement. The paper concludes by arguing that despite the policy priority across Organisation for Economic Co-operation and Development countries of increasing lifelong learning opportunities, fragmented NDIS policy in Australia prevents people with disabilities from achieving this ideal.

People from out-of-home care backgrounds are largely absent from Australian higher education equity policy. Compared with the UK, Australia has moved slowly to consider legislative and programme incentives for young people who leave state, foster or kinship care and who wish to access higher education. One major reason for the relative inaction of the Australian higher education sector towards this cohort is the rigidity of the national equity framework established in 1990. This article argues that policy reform is required to improve the participation of people from out-of-home care backgrounds in Australian higher education. Effort could be directed into revising the national equity framework, in particular by including out-of-home care as a specific group to be monitored. In addition to revising the national policy architecture, further devolution of equity policy to institutional level may enable greater engagement with the out-of-home care cohort.

This paper is concerned with the rise of 'the boot camp' as a means of addressing "the problem of troubled youth" in contemporary industrialised nations such as Australia and the UK. Drawing on a corpus of publicly available material including press releases and policy documents, media reports, and programme websites, the paper explores the legitimating discourses surrounding boot camps and suggests that they are a symptom of what Giroux [2011. "Youth in the Suspect Society and the Politics of Disposability." "Power Play: A Journal of Educational Justice" 3 (1): 3-21] calls the "punishing state." Such discourses work to construct young people as an escalating and uncontrollable problem, to frame this problem as individual rather than structural, and to suggest that state responses to problematic youth have been inadequate. Furthermore, we suggest, as the rationale for these boot camps indicate, that within this "punishing state," the militarisation of schooling is deemed to be an appropriate solution to this problem.

Child abuse and neglect, particularly child sexual abuse, is a pastoral care issue that deeply concerns all education professionals. The literature strongly supports specific training for pre-service teachers about child sexual abuse and its mandatory reporting, although few studies identify how such training should be academically structured. Experiential theory suggests that learning, at any age, is greatly enhanced when students experience content in practice, rather than abstractly as lectures or handouts, and that consideration of students' needs, interests and preferences greatly enhances their engagement and learning outcomes. This study gathers and explores quantitative and qualitative data on the specific preferences that primary and secondary school student-teachers (N = 321) have for a pre-service course on child sexual abuse and mandatory reporting, considering factors, including duration, timing, mode, academic value, size and integration. Results show that student-teachers want more content regarding child sexual abuse than they currently get, they want it to be integrated with early experiential in-school learning, and they want it delivered just before their first block of practice teaching in schools. These findings support pre-service implementation of specific, engaging, socio-praxis learning experiences that accommodate student-teachers' expressed needs and preferences, and so may be used to guide the planning and configuration of a dedicated course regarding child sexual abuse and its mandatory reporting.

This article presents a synthesis of previous ideas relating to student evaluation of teaching (SET) results in higher education institutions (HEIs), with particular focus upon possible validity issues and matters that HEI decision-makers should consider prior to interpreting survey results and using them summatively. Furthermore, the research explores relevant legal issues (namely, defamation, breach of the duty to take reasonable care for an employee's welfare, breach of the duty of trust and confidence, breach of the right to privacy and, if the lecturer is forced to resign as a consequence of such infringements, constructive dismissal) that decision-makers, in UK HEIs, should appreciate if survey results are widely published or used to inform employment decisions. The resulting recommendations should enable HEIs to avoid litigation and/or a deterioration of the employer-employee relationship of trust whilst still allowing SETs to be used for quality enhancement purposes. The research is timely as most studies to date have been completed in the context of the US or Australian education systems. Additionally, current major changes in the UK higher education sector, such as the increase in the use of the student as customer metaphor and potential job losses, mean that decision-makers need to be cautious if utilising SET results summatively.

This study examined elementary school teachers' knowledge of their legislative and policy-based reporting duties with respect to child sexual abuse. Data were collected from 470 elementary school teachers from urban and rural government and nongovernment schools in 3 Australian states, which at the time of the study had 3 different legislative reporting duties for teachers. Teachers completed the 8-part Teacher Reporting Questionnaire (TRQ). Multinomial logistic regression analysis was used to determine factors associated with (a) teachers' legislation knowledge and (b) teachers' policy knowledge. Teachers with higher levels of knowledge had a combination of pre- and in-service training about child sexual abuse and more positive attitudes toward reporting, held administration positions in their school, and had reported child sexual abuse at least once during their teaching career. They were also more likely to work in the state with the strongest legislative reporting duty, which had been in place the longest. (Contains 3 tables.)

In the Netherlands, physical/mechanical restraints in the care provided to people with intellectual disabilities are still in use, with the case of "Brandon" being a recent and illustrative example. The public debate that this case triggered raised questions concerning the policy proposal in the Care and Coercion Bill ("Wetsvoorstel Zorg en dwang") and efforts to reduce the use of restraints. Thus, the authors undertook an inventory of government legislation and institutional regulations in order to obtain an insight into practices applying in other countries and to provide recommendations for developing policy on reducing the use of restraints in the care of people with intellectual disabilities in the Netherlands. Using a literature study, they observed that although the use of restraints in the care for people with intellectual disabilities is internationally regulated by the criterion of "ultimum remedium", policy is clearly not always in line with practice. Various studies of best practices have identified some common elements in seeking to limit restrictive interventions, including strong leadership in care facilities based on national policy, trained staff, a strict monitoring system, and changes in attitudes on the use of restraints, with restraints being identified as treatment failure. The authors noted that the use of restraints, and efforts to reduce their use, is a dilemma internationally. In the Netherlands, the public debate on the use of restraints has not so far led to any significant political action. While decisions on a new legal framework still have to be made, it would be advisable to include a section on jurisdiction in the policy framework and to ratify the UN Convention on the Rights of Persons with Disabilities, which has many implications for both policy and practice. In the meantime, care facilities can start working on implementation plans, including the best practices described in this study.

This paper presents data from a project that aims to determine the level of knowledge and understanding of engineering students about sustainable development (SD). The data derive from a survey completed by final year engineering students in three Irish Higher Education Institutions. This paper is part of a larger study that examines the relationship between students' and teachers' understanding of SD. The results from the survey show that final year engineering students' knowledge is deficient. The majority of the participants fail to acknowledge the complexity of the concept and focus on environmental protection. Their knowledge of legislation relevant to SD and the social aspect of sustainability is particularly deficient. (Contains 3 tables and 3 figures.)

Background: Consumer Medicine Information (CMI) forms an important basis for the dissemination of medicines information worldwide. Methods: This article presents an overview of the design and development of Australian CMI, and discusses "user-testing" as an iterative, formative process for CMI design. Findings: In Australia, legislation and templates guide the creation of CMI by pharmaceutical manufacturers using principles of written health information design, giving consideration to both content and structure. Following these principles to the letter, however, does not always assure the creation of a useable document. A suggested method to gauge the usability of CMI is "user-testing". The process, based on observing individuals using the CMI to answer specific questions, aims to identify areas of weakness in the document allowing targeted improvement. Each question identifies whether (a) the individual can find the relevant information and (b) they can understand it. It is an iterative process designed to be performed repeatedly until it results in a highly-useable CMI. Crucially, the revisions of this information between rounds of testing need to be based on principles of good writing and information design. Other methods of analysing CMI do not actively engage the target audience while simultaneously testing the usability of both content and structure. Although developed in Australia, user testing is not routinely performed on Australian CMI. This is despite the fact that user testing is a legal requirement for leaflets for all new medicines across the European Union (EU). Conclusions: Given CMI's role in empowering patients with information, it follows that every attempt should be made to ensure that they are consumer friendly and usable. There is a strong argument that user testing should be employed in writing medicine information.

The Australian Disability Discrimination Act (1992) has challenged higher education to meet the increasing needs of students with different abilities. This may be more so in programmes that have practice components where students must demonstrate competency, regardless of their situation. This qualitative exploratory study undertaken at the University of South Australia (UniSA) investigated host healthcare organisations' perspectives on providing clinical practice placements and supporting Bachelor of Nursing (BN) students with physical disabilities through their practice components. An advisory group consisting of the university's legal officer, disability services representative, programme directors and other academics from the BN monitored the project. Directors of nursing from 50 randomly selected South Australian metropolitan and rural healthcare organisations that host student placements nominated a representative from their organisations to participate in a series of focus groups. Focus group discussion was guided by open questions developed from relevant literature, research team deliberations, advisory group recommendations and the previous focus group discussions. Data analysis consisted of manually identifying themes from each stage of the process, and the congregate data. The findings were bridging the reality gap through joint commitment, the right of disclosure versus confidentiality and proactivity through collaboration and communication.

Universities put considerable resources into developing learning and teaching plans. In this paper, we examine the purpose of these plans in the context of legislative requirements, public accountability and the quality agenda. We analyse a sample of Australian university learning and teaching plans using a framework we have developed based on theory and research on strategic planning and core themes in learning and teaching. Analysis reveals considerable variation in plans' form and format, planning characteristics and learning and teaching themes addressed and omissions of key characteristics and themes. We consider the ability of such plans to meet the needs of internal and external readers, we discuss implications for their capacity to direct and motivate changes aimed at improving learning and teaching and we challenge the higher education sector to determine more clearly the role of learning and teaching plans. The Australian Capital Territory's Human Rights Act 2004 and the establishment of an ACT Human Rights Commission have begun to create a human rights culture in the ACT. This paper highlights the influence of this culture on the design and build of the ACT's new youth justice centre. (Contains 2 figures.)

With government funding for most Australian universities below 60% and falling a major strategic emphasis for universities has been on securing other sources of operating revenue, including commercial opportunities and partnerships. The implication of increasing commercial activities such as non-award and tailored professional programmes, contract research and consultancies within a university environment raises a number of issues in relation to copyright. This paper will discuss whether the educational provisions (including section 200AB introduced in the 2006 amendments) or the fair dealing provisions within the "Copyright Act" could be applied if copyright material is reproduced as part of a commercial activity undertaken by a university. This paper explores how some schooling cultures in New South Wales (hereafter NSW), Australia, police and silence non-heterosexuality through a number of institutional processes which enable homophobia and heterosexism to flourish, while normalizing and constituting heterosexuality as the dominant and only valid sexuality. The discussion shows that despite an apparent broader societal "tolerance" for non-heterosexuality, as well as legislation that condemns anti-"homosexual" discrimination in education in NSW, homophobic prejudice--often in the form of silence, omission and assumption--prevails. It illustrates that schools need to be much more aware and proactive in addressing issues pertaining to this social justice issue to ensure a safe and equitable learning and teaching environment for all members of the school community.

The promotion of suicide and description of suicide methods on the Internet have led to widespread concern that legal control is mandated. Apart from value concerns pertaining to attitudes about suicide, the guarantee of freedom of expression presents a serious challenge to the introduction of restrictive laws. Recent developments in Australia and Europe are presented, noting jurisdictional complexity as an obstacle to effective application. Finally, scientific data of an epidemiological nature are revealed to be insufficient to warrant making causal assertions about the Internet and its relation to suicidal acts, including those of vulnerable populations. Recommendations are made with respect to public education, suicide prevention, and future research.

Today every citizen in New South Wales has access to public library services through a sophisticated network, a partnership between local and State Government. In fact, free public libraries in New South Wales only began to operate in any numbers after the end of World War II--not even sixty years ago. Why did it take so long here, bearing in mind that free public libraries were commonplace in the United Kingdom and the United States even in the nineteenth century? What prompted the change of climate in the 1930s and 1940s? The development of free public libraries in New South Wales is a fascinating mix of individual vision, professional action, community mobilisation and political will.

This article, based on the author's doctoral research, examines the ways in which some religious schools in New South Wales (NSW), via institutional practices, maintain and perpetuate discrimination in relation to lesbian teachers and lesbian sexualities. These institutional practices, which included threats of dismissal, forced resignations, implicit harassment, monitoring and surveillance, curriculum silences, and censorship, silence lesbian sexualities and impact the teacher's daily operations and freedom of speech. Vicarious witnessing of these forms of punishment (in the Foucauldian sense) further ensures the silencing of lesbian identities. Moreover, statewide anti-discrimination legislation, which excludes some private institutions from compliance in the area of sexuality, serves to reinforce discriminatory practices, and ultimately silenced the various violence perpetuated against many of the participants in this research. Despite increased engagement of Indigenous representatives as participants on consultative panels charged with processes of natural resource management, concerns have been raised by both Indigenous representatives and management agencies regarding the ability of Indigenous people to have quality input into the decisions these processes produce. In order to determine how to more effectively engage Australian Aboriginal peoples in the management process, this article describes the results of interviews with Elders of the Bundjalung Nation and other community representatives who represent their community's interests on natural resource management boards within their traditional country. Community representatives identified the factors they considered important in understanding natural resource management and administrative processes and where training would enable them to make a significant contribution to the consultation process. It also highlighted a need for non-Indigenous managers to gain a greater understanding of Indigenous knowledge systems and protocols. (Contains 1 table and 1 figure.)

It appears that being young and queer seems to be all about woundedness: it means experiencing suffering, including the risk of suicide, increased drug use, homelessness and violence. Yet how are these wounded truths told, and further, why is it that people in education seem to tell them "unproblematically"? This paper considers these questions by analysing wounded truth telling in the recent debate over the Western Australia Lesbian and Gay Law Reform Bill. Using Foucault's (2001) discussion of Greek parrhesia (truth telling), the Western Australian debate is analysed in terms of its problematisation of wounded truth telling. Questions are raised regarding the implications of unproblematised educational practices that engage in the telling of wounded truths. (Contains 9 notes.)
