The growth of homeschooling from a somewhat fringe movement during the 1970s and 1980s to a more widespread and socially accepted approach in recent decades has provided a strong foundation of flexible learning models. When Florida's school choice expansion, House Bill 1, was introduced in January 2023, one of its goals was to allow more homeschoolers to participate in the education savings account (ESA) program. But many homeschoolers and homeschool advocacy groups balked at the proposal. Having worked hard to achieve independence, they were loath to be linked to government funding. Even if the program were optional, they feared that associated regulations would eventually extend to traditional homeschoolers. In the end, the bill passed with new language that satisfied traditional homeschoolers by creating a new option for parents to educate their children at home. As states continue to enact and expand education savings accounts, Colleen Hroncich argues that it is crucial that policymakers craft bills in a way that maximizes freedom and minimizes roadblocks.

A wealth of literature shows positive outcomes and experiences from arts learning, yet youth access to arts education has become significantly more inequitable over the past 30 years. Alongside the growing discourse around arts learning and equity issues, there is a recognized and persistent need for more research. We conducted a critical, qualitative study of out-of-school time (OST) arts organizations across the United States. Our primary research questions were: (1) How do community youth arts organizational leaders, teaching artists, and participants describe the leading ideas and practices in OST youth arts programming? (2) How can OST youth arts work center the cultural, historical, and geographic resources that artists and arts organizations bring to arts programming? We first developed a theoretical framework for understanding arts practices in education and summarize key learning outcomes associated with youth participation in the arts. We then talked with OST arts education experts across the United States to understand how their programs support and center youth in arts learning, particularly Black youth, Indigenous youth, and youth of color (BIPOC youth), youth from low-income backgrounds, and LGBTQIA+ youth. This report offers the concept of "cultural-regional scenes" to describe the critical, qualitative case studies we developed of OST youth arts practice. We describe four unique cultural-regional scenes--the Urban Midwest, the Bay Area, Texas-Mexico Border Towns, and the Indigenous Southwest--and provide examples of youth arts practice in each scene. We conclude with ideas that stretch across scenes and suggest that researchers and practitioners can take up this approach in the study of OST youth arts programs. Educational inequality due to family socioeconomic status (SES) has been the focus of both public dialogue and education research in the United States for many years. The current study aims to understand how educational inequality due to family SES has changed in the United States. Specifically, the study focuses on the changes in achievement gaps between high and low SES students between 2003 and 2017 and the changes in the performance of low-SES students over time. Data from the National Assessment of Educational Progress (NAEP) grade 8 mathematics assessment were used for the analyses. Results show that the SES achievement gap at the national level has remained the same over time. State-level results suggest that 34 of the 50 states' SES achievement gaps experienced no significant change between 2003 and 2017, 14 gaps widened, and only two SES gaps narrowed. In addition, at the national level, more low-SES students achieved at the NAEP Basic and at the NAEP Proficient levels over time with a majority of states improving their low-SES students' performance. In conclusion, the study contributes to the existing literature not only by reflecting on U.S. national trends using an effective SES index, but also by providing state-level results. It also collects trend data on states' macro-level indicators, including economic growth, social inequality, and educational expenditures, allowing state-specific findings to be presented in the context of changes in macro-level context. Initial explorations of relationships between state SES achievement gap trends and macroeconomic factors are presented to motivate future research. The trends in SES achievement gaps and the specific policy contexts are presented in greater detail for 13 states/jurisdictions.

Sixty-seven school finance reforms (SFRs) in 26 states have taken place since 1990; however, there is little empirical evidence on the heterogeneity of SFR effects. We provide a comprehensive description of how individual reforms affected resource allocation to low- and high-income districts within states, including both financial and non-financial outcomes. After summarizing the heterogeneity of individual SFR impacts, we then examine its correlates, identifying both policy and legislative/political factors. Taken together, this research aims to provide a rich description of variation in states' responses to SFRs, as well as explanation of this heterogeneity as it relates to contextual factors.

Roughly one in five American adults, or approximately 53 million people, live with some type of disability, and their unemployment and poverty rates are nearly double the rates of people without disabilities. Labor force participation for people with disabilities is just 20.2 percent--less than a third of the rate of participation among people without disabilities. However, this is often not by choice. At least two-thirds of people with disabilities are striving to work, whether they are already working and want more hours or are unemployed and looking for work. Many who do find work face limited opportunities and are likely to earn less. For example, a worker with a disability who has a high school diploma earns $6,505 less per year than his or her peers without disabilities. The National Governors Association hosted a learning lab on May 9-10, 2018, in Madison, Wisconsin, titled "Building Inclusive Talent Pipelines for People with Disabilities." Alaska, Arizona, Hawaii, Indiana and Maryland were selected to participate in the learning lab, where they learned about Wisconsin's successes and shared best practices with one another and leading subject matter experts. This paper describes strategies that emerged as best practices in participating states and other states across the country highlighted during the learning lab.

Advanced information, communication, computation and collaboration technologies, known as "cyberinfrastructure," have become essential elements for research, education, and innovation in the 21st century. A major challenge confronting the United States today is how to ensure that all colleges and universities, including those that have not traditionally benefited from leading-edge research infrastructure, can participate seamlessly in national and multinational cyberinfrastructure-enabled efforts. The minority-serving-institution community has unique expertise, knowledge, and resources to share. Western leaders from the fields of science, education and cyberinfrastructure recognize an urgent need for action. Participants in the 2006 "Lariat Summit on Minority Institutions and Cyberinfrastructure in the West" gathered in Bozeman, Montana to develop strategies and recommendations for connecting minority-serving institutions in the West to national advanced cyberinfrastructure. This document is a first step towards developing both the will and the resources to ensure that minority-serving institutions are among the "connected" institutions in the Western states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, and Washington. As a result of increased national emphasis on preparing future faculty in science, technology, engineering, and mathematics (STEM) to teach undergraduates, more research universities offer teaching development (TD) programs to doctoral students who aspire to academic careers. Using social cognitive career theory, we examine the effects of these programs on early-career STEM scholars' sense of self-efficacy as postsecondary teachers. In 2011, a survey questionnaire was administered to 2,156 people who in 2009 were doctoral students in STEM departments at three U.S. research universities; 1,445 responded (67%). Regression analysis revealed positive relationships between participation in TD and participants' college teaching self-efficacy, and positive interaction effects for women STEM doctoral students. The paper discusses implications for doctoral students, faculty advisors, and TD programs. The following are appended: (1) Variable Descriptions; and (2) Tables.

As scholarship has become increasingly narrow and disconnected from public life, Kettering research has documented an intense sense of malaise in higher education, what Harry Boyte has called a loss of civic agency. Surprisingly, however, faculty at a few campuses have begun to self-organize to integrate civic work into their teaching and research. This study, by Blase Scarnati and Romand Coles, documents such efforts at Northern Arizona University. Rather than making civic engagement a specific project of one or two faculty, what makes this campus special is that civic engagement has taken hold across the university. Building on research by KerryAnn O'Meara, this working paper shows that civic engagement is not only fulfilling to faculty at an individual level but is starting to impact the civic culture of their institutions.

The education system of the United States is not adequately preparing a large proportion of its students for college, career-training, and, ultimately, jobs that provide enough income to support a middle class standard of living. Because the education system has failed to attain hoped-for outcomes, some states are investigating new systems, including competency-based education (CBE). A model based on CBE starts by assessing what a student knows and then allows that student to advance at a pace that reflects his or her knowledge and skills. In the process, CBE encourages student success by providing targeted learning support, thereby creating a more personalized educational experience. Once in higher education or job training, CBE allows older students (traditional-age college students or adult learners) to learn on their own time at their own pace. As competency-based pilot projects are developed in kindergarten to high school classrooms and schools (K-12) and higher education institutions, policymakers at the federal, state, and local levels are discussing options about how to support and expand CBE in both K-12 and higher education, as well as strengthen the bridge between the two systems. CBE has the potential to improve the education system of the United States by allowing more students to receive the support they need when they need it to learn effectively and master the desired content and skills, and governors are in a position to bring these efforts together and explore the transition from an education system that holds time constant and varies what students learn to a CBE system that varies time but holds content mastery constant. The promise of such a system is that it can adjust the methods of instruction and assistance to provide deeper, more personalized learning and help ensure that all students meet or exceed the high expectations of rigorous and relevant standards.

This report provides a non-technical overview of the guiding research questions and research design for the ACT-led core research program conducted on behalf of the GEAR UP College and Career Readiness Evaluation Consortium (CCREC). The core research program is a longitudinal study of the effectiveness of 14 GEAR UP state grants on the academic achievement, college going and college retention of low-income and other at-risk students who are eligible to receive grant-funded services. This research program will follow Consortium students and a matched comparison group of non-participants over time using assessment data from ACT Explore®, ACT Plan® or ACT Aspire®, and The ACT®, and college enrollment data from the National Student Clearinghouse (NSC) to examine differences in the academic growth and educational outcomes of these two groups.

The Common Core State Standards (CCSS) for K-12 English language arts/literacy and mathematics, released in 2010, have been adopted by 49 states and territories; the District of Columbia; and the U.S. Department of Defense schools, which serve the children of U.S. service members around the world. The widespread adoption of the CCSS is a major step forward, yet significant work remains for states to successfully implement the new more rigorous and relevant academic standards--notably, the adoption of new tests to measure students' progress against the CCSS. This paper reports on states' challenges and progress in creating and launching assessments of students' learning that are aligned with the CCSS.

The literature on teacher preparation programs in the United States is extensive. However, there is limited scientifically based research on what kind of program produces effective teachers; rather, the literature consists mostly of calls for change in teacher preparation programs. Almost all experts agree that major changes are needed in these programs, with the emphasis being to produce teachers who are effective in enhancing student learning. This paper reports evidence-based research and offers suggestions based on studies that include theoretical work, qualitative analysis, statistical analysis, and randomized experience that could provide strong causal evidence of the effects of teacher preparation on student learning. Key points of this briefing paper include the following: (1) Relevant clinical experience is a critical part of a teacher preparation program; (2) Programs must take advantage of existing technology and support its innovative use as a tool for teacher preparation and as a tool for teachers in the classroom; and (3) Multiple sources of data should be collected and analyzed to evaluate the effectiveness of preparation programs.

This issue paper builds on an earlier ECS publication that reviewed five leading pay-for-performance models or proposals at the time titled, Pay-for-Performance: Key Questions and Lessons from Five Current Models (2001). The Education Commission of the States and The Teaching Commission have joined together on this issue paper to provide: (1) An overview of the research on compensation systems that have ventured beyond the single salary schedule; (2) Some of the key findings about such a shift from both researchers and practitioners; (3) Key questions that have been gleaned from previous experiences; (4) An overview of some recent attempts to diversify teacher pay, both at the incremental and sweeping level; and (5) A comparison and detailed summaries of four leading programs and proposals at the district and school levels. Appended are: (1) Summaries of Four District and School Programs; (2) Governors' Current Teacher Compensation Initiatives; (3) Updates from 2001 Paper; and (4) Bibliography.

In 2009, the "East Valley Tribune and the Arizona Republic" alleged that Arizona's individual income tax-credit scholarship program disproportionately serves privileged students from higher-income families over those from lower-income backgrounds. Yet neither paper collected the student-level, scholarship recipient family income data needed to verify their allegation. This analysis does by using family income and related data provided by school tuition organizations (STOs) for 19,990 individual income tax-credit scholarship recipients, representing almost 80 percent (79.4 percent) of all scholarship recipients in 2009. These student-level data show there is no factual basis for claims that the individual income tax-credit scholarship program fails to help poor and lower-income students. This analysis finds that scholarship recipients' median family income was almost $5,000 lower than the U.S. Census Bureau statewide median annual income. It was also almost $5,000 lower than the median incomes in recipients' neighborhoods, as estimated using student addresses and zip codes. More than two-thirds (66.8 percent) of scholarship recipients' family incomes would qualify them for Arizona's means-tested corporate income tax-credit scholarship program, which is limited to $75,467 for a family of four. Finally, a higher proportion of scholarship recipients come from families whose incomes qualify them as poor (at or below $20,050 for a family of four) than the U.S. Census Bureau statewide average, 12.8 percent compared to 10.2 percent. The purpose of this paper is to provide a foundation for the planned discussion of how the funding of Arizona community colleges might be improved to enable the colleges to better serve the needs of their communities and address the priorities of the State. This paper considers three of the most common funding sources: (1) state appropriations; (2) local tax levy; and (3) student tuition and fees. This paper discusses three factors that must be considered in developing a rational and effective model for funding of community colleges, which are state benefit, accountability, and equity. The first two are being reviewed by a task force, and will be presented in an upcoming report. In reviewing the current status of equity, this paper examines the present system of equalization, out of county reimbursement, variations in the level of state aid provided the various community college districts, variations in taxing and spending ability, and the level and variance in student tuition. This paper also offers recommendations for changing the process of how Arizona funds its community colleges. The report suggests that the following matters should be included in the consideration of a new funding paradigm: (1) base funding; (2) equalization funding; (3) performance funding; (4) funding for addressing state priorities; and (5) other funding considerations. This progress report provides evidence for persistent influence of Kids Voting USA (KVUSA), an interactive civic curriculum taught during election campaigns. The entire research project consists of multiple waves of student and parent interviews, covering a three-year period. Respondents were recruited from families in Arizona, Colorado, and Florida. The students were juniors and seniors when first interviewed in the aftermath of the 2002 election. The survey results from that year, described in an earlier report, are used as a baseline indication of the immediate influence of KVUSA. Those results provided substantial evidence for the initial effects of Kids Voting on students, on parents, and on family norms for political competence. The question now is whether this optimistic impression is warranted once one looks at the long-term effects. In other words, did the curriculum exert a lasting influence or was its impact fleeting and ultimately inconsequential in the lives of students and parents? Based on a second wave of interviews, this report describes the extent of Kids Voting effects one year after student participation. The results show a consistent and robust influence of Kids Voting after the passage of 12 months despite controlling for demographics such as family socioeconomic status and parent history of voting. In 25 tests of curriculum influence, Kids Voting USA netted 21 effects in the areas of news media use, discussion, cognition, opinion formation, and civic participation. The influence of Kids Voting USA, an interactive civics curriculum taught during election campaigns, is assessed in the context of three field experiments that took place during the fall of 2002. The research sites are Maricopa County, Arizona; El Paso County, Colorado; and Broward/Palm Beach counties, Florida. The authors present findings from the first wave of a panel study on the long-term effects of the curriculum on high school juniors and seniors and their parents. Data were collected from N=559 student-parent dyads. Results from standardized questionnaires are supplemented with focus-group interviews of students. The authors identify the initial curriculum effects on students, on parents, and on the family system as a setting for developmental growth. After looking at impacts of the entire curriculum, they examine whether specific components help to account for particular results. This report provides an overview of key provisions in Every Student Succeeds Act (ESSA), discusses how Arizona's ESSA plan addresses accountability for Latino students and English Learners (ELs), and provides recommendations to Arizona's accountability system to better ensure that Latino and EL students in Arizona are receiving a high-quality education that prepares them for both college and career.

This briefing paper provides 3-year trend data on Arizona school counselors' use of time. They hypothesis is that if career guidance were to be emphasized in the schools in accordance with the School-To-Work Act, a shift in counselors' roles could be expected to reflect more time spend on career guidance. An overview of the survey is provided including methodology and respondent characteristics. Data for each year includes counselors' allocation of time to counseling students, working with teachers and guidance curriculum, responding to crises, providing system support, and non-guidance activities. Although the pattern of time use has remained stable over three years, non-guidance and system support time have decreased in favor of guidance activities. Changes are small. Percentage of time spent in student counseling is further analyzed by issues. Counselor awareness of the School-To-Work initiative and their job satisfaction has increased. However, no significant changes in counselors' roles or duties were found in spite of considerable professional development efforts at state and local levels. These results are compared with the Comprehensive Competency-Based Guidance model, and sound practice in school counseling is discussed. Policy questions are raised. (EMK)

In spring 1998, the Arizona Department of Commerce's Office of Workforce Development Policy commissioned a statewide opinion poll to assess public attitudes toward the state's plan for economic development, as it is being implemented through the Governor's Strategic Partnership for Economic Development (GSPED). More than 2,000 Arizonans participated in the poll, including 600 parents, 600 businesses, 500 teachers, and 500 school administrators. "Brand name" recognition of GSPED was low. Levels of awareness of GSPED among the groups surveyed were as follows: school administrators, 23%; businesses, 14%; teachers, 13%; and parents, 7%. Although respondents who were aware of GSPED were significantly more likely to support it, 43% of "aware" businesses and 33% of "unaware" businesses indicated that GSPED smacks of government interference. It was concluded that the state should recruit increased private sector involvement in continuing efforts to link economic and work force development. Survey data were also analyzed by location (1,566 urban and 624 rural residents). Residency alone was not statistically significant; however, residency of specific constituent groups mattered. For example, rural parents expressed support for issues more frequently than urban parents, and urban educators took a stand, whereas rural educators more frequently responded "not sure." (MN)

Based on a meeting of the Legislative Higher Education Study Committee on January 1998, the State Board of Directors for Community Colleges and the Arizona Board of Regents formed a study committee to develop a system for identifying and meeting demonstrated needs statewide in relation to the development of an applied baccalaureate degree program. This document proposes a process for identifying the need for applied baccalaureate degrees, including a request for proposal component. This paper describes the background and context, as well as addresses the need for an applied baccalaureate degree. This process is expected to provide benefits to the community colleges, universities, Board of Regents, and the citizens of the state. The process assures that identified needs for applied baccalaureate programs in the communities served by the college will be seriously addressed. The most desirable outcome will be for a public or private four-year university to come forward and address the need. Only if this fails to happen will the possibility of a community college offering the applied baccalaureate be considered. (JJL)

Tenth-grade students in Arizona school to work (STW) regional partnerships were polled in 1997, 1998, and 1999, to determine whether systemic change was occurring across the state. Study results were mixed. Three activities increased significantly over the baseline year: class projects, computer use, and volunteerism. The use of career inventories declined over the same period. The role of adults in helping students explore career choices remained relatively stable. Further, the number of students who had some idea of their career interests had not changed significantly. Gender differences still existed and were largely unchanged. Fewer students reported taking courses related to their career interests. The relationship of participation in career-related activities to an ability to state a career interest continued to be strong. Students felt job shadowing, business mentors, and internships would be most helpful. However, fewer students participated in these activities. The participating students were better able to articulate their career interests and, in general, had more frequent and positive attitudes about participation in STW. Statewide programs reported positive student outcomes as a result of STW activities. Evidence of systemic change was beginning to be seen. Most significantly, class projects, computer use, and volunteer projects showed consistent gains over the three years. (YLB)

Arizona seventh-grade students were polled in 1997, 1998, and 1999, to determine the extent of their participation in career awareness and exploration activities, the impact that the activities have had, and how they were delivered. Survey results provided evidence of systemic change in the regional school-to-work (STW) partnerships. Further, data suggested that the way career awareness activities are delivered makes a difference in their effectiveness. The comparative survey conducted in 1999 supported the contention that STW students differed from their classmates and that STW made a difference for students. The regional analysis compared randomly selected classrooms over 3 years. Changes between 1997 and 1999 were measured in participation metrics and the role of adult mentors. The relative share of students who had at least some idea of their career interests was consistently high (86.8 percent). The mean number of STW activities per pupil increased significantly and the share of students participating in five types of activities rose. A key finding supported over the 3-year period was that students who participated in a variety of activities were better able to identify their career interests. The role of adult mentors intensified. The share of students who talked to adults about careers, and who discussed careers with a counselor, increased significantly between 1997-99. (YLB)

The fourth, and final, annual statewide public opinion polling is part of a multifaceted evaluation of Arizona's school to work (STW) initiative. Baseline data were established in spring 1996; comparative data have been collected annually since then. The polling assesses public attitudes toward STW, and determines their level of support or opposition to the initiative. Each year, three constituent groups were polled: parents, businesses, and educators. Sample sizes in 1999 yielded results comparable with those in 1996, 1997, and 1998 results. Findings indicate the following: public awareness of STW has grown significantly during the past 4 years; awareness of involvement in a regional partnership has grown; most Arizonans are satisfied with the overall quality of public schools, but are least satisfied with those aspects of education that relate more closely to STW, and are in favor of changes in public schools that support STW outcomes; and many Arizonans are skeptical that STW "can work." Clear majorities of Arizonans support STW on every indicator of support measured, including the following: willingness to pay taxes to support STW; willingness to vote for pro-STW elected officials; identification of STW participation as "very important" in the lives of students; indication that one would change schools to allow a child to participate in STW; and support to include STW in the state's budget. This study examined five community colleges in Arizona to better understand organizational and identity change at a time when community colleges continue to evolve in response to forces and pressures surrounding them. The study used qualitative research through unstructured interviews, questionnaires, and institutional information to explore areas of change including determinants, characteristics, and effects. The investigator met with administrators, faculty, and the chief executive officer at each of the following institutions: Cochise College, South Mountain Community College, Rio Salado Community College, Pima Community College, and Yavapai College. The results indicated that the connection between organizational change and the identity of the community college could be seen as a flowchart of cause and effect, based on the characteristics of the community college as an adaptable and flexible organization, an organization subject to both external and internal forces of change, and heavily relying on executive leadership, external funding agencies, and the external environment. The colleges in this study continue with goals of the past though the approaches to fulfilling purposes and achieving goals have changed and become goals in themselves. They have become more corporate, more managerial, and more biased toward achievement and productivity. (Contains 61 references.) (JB)

Based on the premise that school reform efforts must consider the needs of at-risk children, this paper discusses parallel reform efforts that focus on community service. The first part discusses logical linkages between community service and "at-risk" education and describes how Arizona is attempting to formalize these linkages within the state context of school reform. The Serve-America program, which arose from passage of the National and Community Service Act of 1990, allocates funds to states for school-based community-service programs in grades K-12. Through formalized school-community agency and youth organization/community agency partnerships, Arizona's Serve-America project is designed to: (1) encourage school-age and out-of-school youth to volunteer their services for the benefit of others in their communities; (2) increase the number of adult volunteers in Arizona's schools; (3) provide productive, meaningful experiences for participants; and (4) emphasize coordination of community agencies to avoid duplication and maximize utilization of local resources. Together, Arizona's Serve-America programs have involved over 3,300 youth and adult volunteers who provided over 11,500 hours of community service in the ares of education, community improvement, human services, public safety, and conservation. Participants reported positive changes in their attitudes and behaviors as a result of their community service and service learning participation. (LMI)

In spring 1998, 1,020 seventh-grade students were surveyed as one component of a statewide evaluation of Arizona's school-to-work system designed by the Morrison Institute for Public Policy. This second survey measured attitudes toward and participation in career activities. Results were compared to baseline data collected from over 2,000 seventh-grade students in 1997. Data showed that student participation in activities increased. Top-ranked activities were the same in both years: classroom speakers, discussions with adults, class projects, field trips, and job shadowing. In both years, more than 60 percent said at least one activity helped them think about choosing a career; roughly 35 percent indicated having a definite idea of what they want to do in the future; and student participation in various activities was positively related to their ability to define a career interest. In both years, mentoring by other adults was up, whereas mentoring by school personnel had decreased. Students who talked to adults about their careers were significantly more likely to have identified a career interest. In both years, fewer boys were apt to report any adult talked to them about careers. The number of students who planned to take classes in high school that teach job skills showed a statistically significant decrease. Girls were more certain they would take classes. In both years, about one-third of students agreed some jobs are best for women, and some for men; boys agreed most often. (YLB)

Statistically significant differences in participation by sex were evident: more girls reported learning about careers in class and participating in volunteer activities; and more boys participated in internships with pay, worked for pay in a job unrelated to their careers, and had business mentors. The share of students who had selected a career interest increased as participation rose. All 14 activities were at least "somewhat" helpful to students in making career selections. In both years, students ranked family, teachers, and friends most highly as influencing career interests. One-fourth of students in 1998 compared to one-third of students in 1997 indicated they never received career guidance at school. Less than one-half of students were aware of courses related to career interests; even fewer actually took a course related to their interests. (YLB)

Since 1996, Arizona has been building a comprehensive statewide system of school-to-work opportunities for students from kindergarten through college, supported by a School-to-Work (STW) implementation grant from the U.S. Departments of Labor and Education. After 3 years, a public opinion poll of a 2,200-person random sample drawn from parents, businesses, and educators sought information on these five topics: (1) public awareness of the STW initiative, (2) perceived need for school change; (3) reactions to specific changes embodied by STW; (4) specific attitudes toward STW; and (5) support for the STW initiative. The polling data showed that awareness of STW among educators is up; increasing percentages of parents and educators report being involved in a regional partnership; and there are high levels of support for changes in the public school system, types of learning programs needed, STW implementation, and the changes in school operations that STW signifies. Educators are increasingly viewing STW as a broad-based career exploration and preparation initiative designed to meet the needs of all students. Support for STW is also growing along the lines of public policy, tax-paying readiness, and candidate support. On the other hand, fewer businesses than in the past report being aware of STW or involved in local school efforts, although a majority of businesses polled continue to express high levels of support for STW,. More businesses view STW as a program that is limited in scope, serves only select students, and is likely to fail because of entrenched bureaucracy, and growing numbers of parents and teachers are beginning to share these views. The study concluded that policy-level action is needed to keep STW alive in Arizona. (KC)

A survey ascertained whether Arizona seventh-grade students perceived themselves to have participated in and benefited from career awareness, exploration, and counseling activities. In total, 2,349 seventh-grade students participated in the survey administered in spring 1997 after one full year of school-to-work (STW) regional funding. Students represented 105 schools in all 15 counties across the 13 state-funded partnerships. Students were drawn from English or other general studies classes rather than classes with a vocational or STW emphasis. Statistical analyses were conducted to examine whether responses to each of the 14 questions differed by gender, ethnicity, and partnership. Findings indicated that 54.1 percent of seventh graders had at least some idea of the job or career they want in the future; 32.9 percent had a definite idea of what they want to do. Over half of all students--on at least one occasion--participated in 5 of the 10 career awareness and exploration activities assessed. Most often, student had speakers in their classrooms to talk about careers; least often, students participated in a career fair. Over 91 percent of students who had participated in 5 or more activities had some idea of their career interests. Only 40 percent said someone from school had talked to them individually about career interests. Some students did not believe that all jobs were appropriate for both sexes. Stereotypical views appeared to be held predominantly by young men. (YLB)

In spring 1997, Arizona repeated a spring 1996 statewide public poll that established baseline measures of public attitudes toward school-to-work (STW). Samples were drawn from three constituent groups: parents, businesses, and educators. Over 2,700 Arizonans participated each year. Overall awareness of STW was up significantly among every group. The belief that local schools were involved increased, but many parents, businesses, and teachers still said their schools were not involved or they were unsure. In both studies, a majority of educators rated the overall quality of education positively, whereas parents and businesses were more moderate in their ratings. Well over 90 percent of all groups said some degree of change was needed. Almost 90 percent of each group advocated that schools teach more than just basic skills. Three-quarters or more of all groups supported changing teachers' duties to emphasize instruction in teamwork, work habits, and work-related concerns; ensuring more collaboration in program and curriculum design; providing more comprehensive learning programs; providing "Career Majors"; and creating student employment opportunities. Two beliefs pervaded the emerging STW system: the state must do a better job of identifying and serving special populations and not everyone is optimistic STW will succeed. Over half of all groups would be willing to pay additional taxes to support STW programs and all groups would vote for candidates supportive of STW. (YLB)

A survey assessed the extent to which Arizona 10th-grade students selected career majors, planned a course of study for high school and beyond, and received adult guidance related to careers through the school. In total, 2,131 tenth grade students participated in the survey administered in spring 1997 after one full year of school-to-work (STW) regional funding. Students represented 97 schools in all 15 counties across the 13 state-funded partnerships. Students were drawn from English or other general studies classes rather than classes with a vocational or STW emphasis. Statistical analyses examined whether responses differed by gender, ethnicity, and partnership. Findings indicated 39.8 percent of the students had a definite idea of what they wanted to do in the future; 54.5 percent had some idea of what they wanted to do. Students who identified a definite career choice indicated where their interests were in terms of one of Arizona's six "Career Pathways." Two pathways reflected prominent differences with respect to gender: more girls were interested in health services careers; more boys were interested in engineering. Over half participated in 7 of 14 activities assessed. Most often, students reported having learned about jobs or careers in class; least often, they reported having had a business mentor. A majority rated all activities as "somewhat helpful." For 9 of 10 students, family was most helpful in determining a career choice. Nearly one-third reported they had never received career guidance at school. (YLB)

Most of Arizona's 13 state-funded school-to-work (STW) partnerships are serving out-of-school youth through existing programs within their boundaries. The programs typically fall under the jurisdiction of educational institutions, training institutions, business and labor organizations, and other organizations. The most common approach to serving youth is through partnerships with educational institutions and alternative schools in particular. The least frequently used approaches to recruiting out-of-school youth are through partnerships with business and labor organizations. Partnerships have proposed several strategies to accommodate out-of-school youth within STW systems: increase the number of joint activities between traditional and nontraditional schools; focus on work and community-based school activities; aggressively recruit out-of-school youth service providers not currently active within the partnership; and expand programs perceived as successful in engaging this population. Partnerships are using several new methods of reaching out-of-school youth: career and community resource centers with centralized career information; teams or task forces to develop ways to incorporate out-of-school youth into STW; career information kiosks; communications networks; electronic bulletin boards; central job registries; training program directories; radio spots, posters, and newspaper ads specifically targeting them; and industry-specific workshops. A baseline study of Arizona public school counselors ascertained the amount of time they spent individually with students and the nature of the counseling provided; it also measured their opinions and attitudes toward school-to-work (STW). Surveys were mailed to every Arizona high school and junior high/middle school, a random sample of elementary schools, and a targeted sample of charter schools; 374 usable surveys were returned by the schools' guidance counselors and analyzed. Findings were compared with previously reported results for parents, businesses, teachers, and school administrators, as appropriate. Ninety percent of the counselors were aware of STW, compared with 83 percent of school administrators, 44 percent of teachers, 28 percent of parents, and 25 percent of businesses. More than half of counselors--similar to fellow educators--felt public education was either good or excellent. More than any other constituent group, they felt a need for schools to make either major or minor changes. Ninety-five percent believed a more comprehensive approach to education was needed. Counselors--similar to all other constituent groups--were uniformly supportive of proposed changes. They also supported changes in their own roles/responsibilities. The following barriers interfered with their ability to implement STW: lack of time, lack of funding/resources, lack of teacher support, lack of employment opportunities for students, and caseloads. A study explored the issue of fiscal agency and its relationship to planning and implementing school-to-work (STW) systems to inform stakeholders in Arizona's emerging STW system about other states' experiences. A review of the STW Internet Gateway yielded a subset of states based on factors such as their history in implementing STW and similarities to Arizona. Interviews were conducted via telephone, fax, or e-mail with 61 individuals in 20 states. Participants were asked to relate their experiences with and as fiscal agents, how fiscal agents were chosen, and strengths and weaknesses of a particular type of fiscal agency. STW partnerships used four types of fiscal agents: educational institutions; training institutions; business and labor organizations; and "other" organizations. Effective fiscal agents had the following characteristics: existing mechanisms/structures, neutrality, experience in federal grant management, skill in fostering involvement, philosophy, and accessibility/central location. Educational institutions offered the advantages of being accustomed to handing federal monies and familiar with state-level policies and procedures. A major drawback was that their use contributed to "turf" issues. The other three types had geographic and size advantages, were able to coordinate function in multiple school districts, and were able to handle workload and manage cash flow. A disadvantage was a lack of knowledge regarding how schools operate. (YLB)

In spring 1996, a statewide public poll was conducted to establish baseline measures of public attitudes toward school to work (STW) prior to its widespread implementation in Arizona schools. A total of 2,788 Arizonans participated in this initial STW poll representing 750 parents, 750 businesses, and 1.288 educators (557 teachers, 549 principals, and 182 superintendents). Findings indicated that, although 83 percent of administrators had heard something about STW, more than half of the teachers and 7 of 10 parents and businesses had heard nothing. The vast majority of parents, businesses, and teachers were not aware that they were included in a local partnership; over one-third of administrators were similarly unaware. Ratings indicated that more than half of all educators felt that public education was either good or excellent, whereas fewer than half of parents and businesses rated education as good or better. Most respondents indicated a need for school to change and clearly preferred a more comprehensive approach to education. All constituent groups were uniformly high in terms of their support for all five proposed changes that could result from STW. With regard to specific attitudes toward STW, most respondents agreed with positively phrased statements and disagreed with negatively phrased statements. Nearly 80 percent of each group supported or strongly supported the initiative, whereas about 1 of 10 were either opposed to it or undecided. (YLB)
