The watershed is a complex territorial unit both by its natural characteristics and the peculiarities of society. Since it is a “territorial unity", then the problems arising from the management of water resources will be of the entire basin. In the area of Santa Fe it is contemplated Integrated Manage- ment Plan of the Sub-Meridional Lowlands. Some actions were carried out in this context, but there is not a Water Agenda that is recognized by all sectors. Achieving sustainable water management is more than knowing the territory and / or de fi ne a plan to achieve the objectives. Management will be sustainable if the active participation of subjects is promoted not only during the formulation of the plan but also during its implementation and monitoring. This article proposes an instrument should be applied to develop an integrated water management taking into account both the back- ground knowledge and the projects for this region.
