The literature on development has long underscored the importance of knowledge-based assets and innovation for economic growth and competitiveness. This paper explores an apparent paradox: why did Argentine regulators initially demur in approving the commercialization of genetically-modified (GM) wheat, one of very few products innovated by the country's biotech sector? The answer lies in risk mitigation, but the risks Argentine regulators sought to avoid were not the environmental and health risks typically associated with GM products. Rather, they worried about possible disruptions to agricultural trade if exports were found to be contaminated by an unapproved GM product. I define the kind of risk that Argentine regulators sought to minimize as structural risk—that is, risk issuing from structural constraints a country faces given an unfavorable or dependent position in trade relations. By illuminating how risks emanating from structural constraints particular to Southern states shape regulatory frameworks, this analysis advances our understanding of the Regulatory State of the South. 3. From macro to micro and macro back: Macroeconomic trade elasticities in a developing economy.

A long tradition in economic theory has seen the real exchange rate (RER) as a key determinant of trade performance. Several empirical studies, however, have found low estimates of macro trade elasticities and, as a result, questioned this argument. In this paper, we show that to understand and estimate the effect of RER on trade performance, it is crucial to explore the existence of heterogeneous responses of individual products to RER movements. Using trade data from Argentina, we employ the Mean Group method to estimate macro trade elasticities by individual products disaggregated at four digits of the SITC; rev.2. We find a wide range of heterogeneous responses of exports and imports to RER movements at the individual product level. We find that the estimated RER-elasticities in differentiated products and labor-intensive manufacturing goods are substantially larger than those of primary and homogeneous products. Based on the estimated elasticities at the product level, we obtain a "low" aggregate RER-elasticity of exports when we weigh them by the country's trade basket. We show that this result is a consequence of Argentina's economic structure, a country whose exports are heavily specialized in primary and homogeneous products. Our results are important because they help build a bridge between two conflicting views in the RER-economic development literature. Even in countries with "low" aggregate macro RER-elasticities, the real exchange rate may be an important variable for economic performance. An undervalued RER may facilitate economic growth by stimulating investment in activities producing more complex/differentiated goods in countries that specialize in the production of primary and homogeneous goods and, as a result, have "low" trade elasticities. A computable general equilibrium model of Argentina was adapted to analyze the impact of the Covid-19 pandemia on the economy and to assess the mitigating effects of anticyclical policies. The simulations are consistent with the observed performance of GDP, unemployment and social welfare. The anticyclical program is effective in reducing the short term adverse impact on several economic and social indicators, particularly, on social welfare. But over the medium and long term, smaller capital accumulation and sovereign indebtment imply lower growth and welfare. A sustainable fiscal policy -that stabilizes the debt-GDP ratio-allows the economy to, through higher investment and employment creation recover the base scenario levels (only) after 10 years. In Argentina, after the 2001 crisis, there was high economic growth, which resulted, among other improvements, in a significant decrease in the proportion of poor households in the 2001-2010 intercensal period - measured by the indicator of unsatisfied basic needs (UBN). The aim of this paper is to analyze the incidence of UBN on different types of households - using the variable "household types", composed of thirteen household types - as well as the changes in the relative share of each household type during the sharp decline in UBN between the 2001 and 2010 census years. To account for spatial inequality in the concentration of households and poverty in the territory, the variables are disaggregated at the provincial level and by districts/departments/communes. The results obtained show the importance of considering changes in the composition of household types in the analysis of the incidence of poverty. [ABSTRACT FROM AUTHOR]

In Argentina, food production is the basis of economic and social development. Several crops depend on entomophilous pollination. However, wild and managed pollinators are threatened by conventional agricultural management practices. In this work, we evaluate the economic value attributed to entomophilous pollination (EEV) of the main crops between 2013 and 2018. Our study focused on analyses of crops with varying degrees of pollinator dependence in terms, their harvested area, yield and total economic value (EV). The EEV attributed to pollinators and the vulnerability of each crop category were estimated. The EEV attributed exclusively to entomophilous pollination, in the 27 crops analyzed, was US$ 4.437 million, representing a contribution of the pollinators of 21,83% of the EV and 13,8 million tons of agricultural products. The EEV in decreasing order is industrial crops, fruit trees, vegetables, nuts and citrus. In industrial crops, where managed pollinators are not used, the contribution of pollinators was high, reaching US$ 3.655 million. Fruit trees and vegetables are the most vulnerable to an eventual decrease or absence of pollinators with estimated vulnerability rates of 68 and 38% respectively. These results show the economic contribution of the pollinators to the country's agriculture, the high vulnerability of agroecosystems and the effects in quantitative terms of a potential reduction in food production due to a pollination deficit. Finally, this work may be useful to guide decision-making and establish public policies aimed at promoting diversification and sustainability of agricultural models to guarantee food security. El objetivo del presente trabajo es analizar la evolución de las relaciones comerciales y de las inversiones entre la Argentina y China en la posconvertibilidad. En lo que respecta a las exportaciones argentinas, el comercio con China muestra un patrón de primarización mayor en relación con otros socios comerciales. En el mercado interno argentino, los efectos negativos de la competencia china para la producción nacional están acotados a sectores específicos. Sin embargo, se destaca un desplazamiento significativo de las exportaciones argentinas hacia el Brasil por parte de la competencia china. En lo relativo a la inversión extranjera directa, esta se concentra en la búsqueda de recursos naturales, con escasos derrames productivos y tecnológicos. Por lo tanto, la tendencia que muestran tanto el comercio bilateral como las inversiones de China en la Argentina (íntimamente ligados) no favorece una estrategia de largo plazo orientada a lograr la diversificación de las exportaciones. A partir de entrevistas semiestructuradas y análisis de prensa y páginas web, se constata cómo las plataformas han descargado sobre las trabajadoras y trabajadores los costos de la crisis a través del uso instrumental de la figura del contratista independiente y la intensificación del control. Los repartidores han reaccionado a esta situación a través de múltiples formas de resistencia que van desde el arriendo o préstamo de cuentas a la organización de paros internacionales. Many developing countries continue to rely on export‐oriented growth strategies based on primary commodities, despite the many limitations of such policies. The persistence of this model is inherently related to the dominance of 'commodity imaginaries'. This article focuses on Argentina, an emblematic case of commodity dependency, where the soybean imaginary has dominated for the past 30 years. This imaginary has framed mainstream understandings of Argentina's path to growth and progress, shaped political contestation and ensured that a particular understanding of science and technology sits at the centre of the meaning of national development. In the process, it has transformed the country's geography in ways that normalize soy's dominance and invisibilize people and places located at the margins of the imaginary. The soybean imaginary renders a deeply political project of economic growth as 'common sense'. This article concludes that closer attention to the way national development projects are shaped, consciously and unconsciously, by commodity imaginaries could help explain the puzzle of how national governments can become locked into development choices that are environmentally unsustainable and that reproduce inequalities. This article analyzes the relative importance of exports and capital accumulation for growth rates in Argentina, Chile, and Mexico for the period 1961-2019, and Brazil for the period 1971-2019. This article finds evidence that capital accumulation has a significant positive effect on the growth rate, with exports also having a significant, although lesser, impact. Likewise, the effect of exports on reducing the external constraint to growth is insignificant compared to that of capital accumulation. Con este trabajo se procura determinar, a partir del método de análisis de la participación constante de mercado, las fuentes de crecimiento de las exportaciones agropecuarias entre los principales países que operan en el mercado. Se analizaron dos períodos: i) de 1992 a 2001 y ii) de 2002 a 2013. Se estudiaron los siguientes países: Alemania, Argentina, Brasil, China, Estados Unidos, Francia e India. Los resultados indican una creciente representación de los países emergentes con potencial de recursos naturales (Brasil, Argentina e India), mientras las economías desarrolladas (Estados Unidos y los países europeos) y China (este país debido a su propia dinámica interna) pierden espacio en el mercado internacional. 15. Disasters and economic growth: evidence for Argentina.

Disasters pose a serious threat globally. In this paper we estimate the impact of disasters on economic growth at the district level for Argentina, for the period 1992–2013. Due to the lack of disaggregated GDP data, night light maps reported by the United States' National Oceanic and Atmospheric Administration (NOAA) are used as a proxy for economic activity. Disaster information comes from the records of the Disaster Inventory System (DesInventar), which include the full range of disasters, from mild to severe ones. A regression analysis is carried out considering a panel of districts, linking luminosity with disasters. We find that an additional disaster -weighted by its severity- is associated with a small though statistically significant reduction in the district's economic growth rate, specifically, of 0.53 percentage points in the year of its occurrence. This result is mainly driven by the impact of hydrological disasters. However, we find no evidence of persistence of this effect over time; on the contrary there seems to be a recovery in the following period. Given the methodological limitations due to data constraints, estimates found here probably constitute a lower bound of the true macroeconomic effect. Purpose: Little is known about how economic fluctuations affect educational inequalities in mortality in low- or middle-income countries. The objective of this study is to analyze the temporal variations in educational differentials in suicide in four Argentinian provinces. Methods: Data on suicides for ages 25 years and over and three age groups (25–44, 45–64, and 65 +) in four Argentinian provinces during the period 1999–2013 were linked to population data and information on the educational level of the deceased. Regression models were estimated using age, sex, year, province of residence, educational level, and economic character of the year (expansion or recession) as explanatory variables. Results: The educational gap in suicide mortality widened since the expansion following the crisis of 1999–2002, and then only decreased in 2005 and 2011. For ages 45–64, the confidence intervals of the suicide rate overlapped each year, and the suicide rate of the middle-high education population exceeded the suicide rate of the low-education population in 2 recession years, 1999 and 2002. Considering the years of economic expansion or recession as a dichotomous variable, at ages 45–64 differences in suicide rates by educational level disappeared during years of recession, while they were present in years of expansion. Conclusion: Suicides rise during economic downturns but these periods could reduce the educational gaps of suicide mortality by increasing the vulnerability of adults of high educational level to changes in the economy. En este artículo se analizan las diferentes trayectorias de crecimiento de cuatro economías latinoamericanas, a saber, la Argentina, el Brasil, Chile y México, comparando la fase de estrategias de crecimiento por sustitución de importaciones con el período más reciente de integración financiera en la economía mundial. The article addresses the economic expansion due to the export of commodities as a trigger for urban expansion in Latin American cities. The objective is to explain those dynamics in agglomerations of the central area of Argentina, a zone specially oriented to soybean cultivation in the last twenty years. However, the emphasis is placed on the urban consequences of the recovery of railway infrastructures for South American integration in freight traffic. With a qualitative methodological approach, the article provides a bibliographic and casuistic review, advancing on specific problems of the neoliberal city in the case of Santa Fe City. The first part addresses macroeconomic dimensions that affect the region, the second addresses the singularities of the Argentine railway plan and, finally, the urbanization processes derived from both are explained. The document analyzes the opportunity cost of seigniorage in Argentina and the proposal for official dollarization of the economy. It is estimated that the cost of maintaining seigniorage would far exceed the benefits. It is concluded that sustainable official dollarization would have economic advantages for the country, allowing for a reduction in Argentine risk and a process of capital accumulation and economic growth. Additionally, variables such as seigniorage income and the opportunity cost of maintaining the national currency are quantified. The article also analyzes the growth rate of the Argentine Gross Domestic Product (GDP) and its relationship with official dollarization. It is established that the discount rate applied to the seigniorage flow and the increase in GDP is 5% annually. It is concluded that if the Argentine GDP were to grow at the projected rate, the average seigniorage would be $2.1 billion per year in present value. However, it is mentioned that official dollarization has an additional cost of $92.6 billion, which includes the initial monetary stock and the present value of the seigniorage flow. *Full article is in Spanish English Abstract: This article analyses the recent evolution of territorial disparities in Argentina, measured by a Multidimensional Poverty Index, by carrying out a formal convergence analysis between agglomerates. In particular, the existence of absolute β-convergence and σ-convergence is tested. The information comes from the microdata of the Permanent Household Survey. The results suggest that, although an end-to-end analysis of the period shows a decrease in poverty accompanied by a reduction in territorial disparities between the main urban agglomerates in Argentina, when disaggregating by subperiods, it is evident that in periods of economic growth (essentially from 2003 to 2009), territorial disparities increased. Conversely, in periods of stagnation, these disparities decrease. Spanish Abstract: Este articulo analiza la evolución reciente de las disparidades territoriales en Argentina, medida por un Índice de Pobreza Multidimensional, mediante un análisis formal de convergencia entre aglomerados. En particular, se testea la existencia de convergencia-β absoluta y convergencia-σ. La información proviene de los microdatos de la Encuesta Permanente de Hogares. The results suggest that, although an end-to-end analysis of the period shows a decrease in poverty accompanied by a reduction in territorial disparities between the main urban agglomerates in Argentina, when disaggregating by subperiods, it is evident that in periods of economic growth (essentially from 2003 to 2009), territorial disparities increased. Conversely, in periods of stagnation, these disparities decrease. Spanish Abstract: Este articulo analiza la evolución reciente de las disparidades territoriales en Argentina, medida por un Índice de Pobreza Multidimensional, mediante un análisis formal de convergencia entre aglomerados. En particular, se testea la existencia de convergencia-β absoluta y convergencia-σ. La información proviene de los microdatos de la Encuesta Permanente de Hogares. Los resultados sugieren que, si bien en un análisis punta-a-punta del período se observa un a reducción de la pobreza acompañada de una reducción de las disparidades territoriales entre los principales aglomerados urbanos de Argentina, al desagregar por subperíodos, se evidencia que en los períodos de crecimiento económico (esencialmente del 2003 al 2009) se incrementaron las disparidades territoriales. While global value chain (GVC) studies originated with a critical analysis of the global political economy, today's mainstream GVC research has sidelined issues of exploitation and instead focuses on upgrading as a development strategy. This is often accompanied by the implicit assumption that upgrading translates into more and better jobs. Responding to critiques of this assumption, GVC scholars have highlighted the need for an additional social upgrading agenda. However, this paper calls into question this agenda's often unreserved invocation of public-private-civil society partnerships to achieve social gains for more than just firms. It argues that there is a need to pay greater attention to capitalist social relations and how actual corporate strategies contradict workers' interests. Taking GVC upgrading strategies in agro-industrial value chains in Argentina as an example, the paper looks at the stance that corporate actors take on social upgrading. It shows that the labour conditions and salaries vary in different chain links and that organised workers in processing industries have achieved improvements in labour struggles. Corporate actors, on the other hand, do not consider themselves responsible for social upgrading beyond their role in economic growth, which then allegedly results in job creation. In fact, they rather portray trade unions as barriers to capital-led agribusiness development. The paper concludes by advocating for a value chain approach that analyses questions of indecent labour as existing in-relation-to-capital, making antagonistic interests visible. Economic growth, industrial development and modern technologies have brought a new degree of comfort and well-being. However, it was achieved at the expense of the depletion of natural resources and the widespread loss of ecosystems. In this context, certain lines of thought were formulated that, in contrast to the current ones, promote the recognition of rights to nature and to all living beings. From these perspectives, in the legal world, an intense debate began about legal subjectivity and whether it is legally viable that Nature and each of its components can be considered as a subject of law. Thus, by way of doctrine and jurisprudence, a path of confluence between environmental law and the rights of Nature began, which is transforming classical environmental law, lightening the anthropocentric vision that characterizes it, integrating it with a biocentric worldview and expanding its protection to all those species with which the human being shares the planet. The purpose of this article is the theoretical, doctrinal and jurisprudential development of an alternative position that advocates the greening of environmental law, the dialogue between Ecology and Law and the integration of ecological and environmental justice to achieve effective protection of nature. A process simultaneous to the expansion of capitalism on a planetary scale was the increase in pressure on natural resources and the degradation of the environment. For specialists, one of the main pillars of this harmful action is explained by the prevailing energy pattern, based on the burning of non-renewable fossil resources, strong emitters of greenhouse gases. Also, there is currently a big pressure for these increasingly scarce resources, which is partly explained by the rapid economic growth of emerging powers such as the People's Republic of China. At this point, Argentina, in its regional framework, takes on a central role, since it possesses large reserves of natural wealth, which China carefully observes when it comes to sustaining its long-standing year-onyear economic expansion. This article pays attention to the study of Argentina's projects for the development of alternative energies and how the strategic interests of the great powers, especially China, influence them. This paper analyzes the impact of international financial cycles on structural change in developing economies. It is argued that the impact of these cycles depends on the specific combination of macroeconomic and industrial policies adopted by the developing economy. The cases of Brazil and Argentina are contrasted with those of Korea and China. In the Asian economies, macroeconomic policy has been a complementary tool along with industrial policy to foster the diversification of production and capabilities. Inversely, in the case of the Latin American countries, long periods of real exchange rate (RER) appreciation, combined with the weaknesses (or absence) of industrial policies, contributed to the loss of capabilities and lagging behind. The goal of this project is to describe and analyse the cooperative associative practices in the Argentine agricultural sector, especially from the perspective of the new economic growth pattern of post-convertibility. Such practices are analysed from the contributions of the theory of collective action and studies of cooperative institutionalism on the basis of a representative case study of Argentina's agricultural cooperativism: Unión Agrícola de Avellaneda CooperativaLimitada, in the period 2002-2013. Our hypothesis stands that the entity promotes a macro-cooperative organizational model whose associative practices combine the satisfaction of common material interests and the social capital reproduction of the associated group while ensuring the producers' individual interests to encourage cooperation. As a result of research, a continuity in the composition of the agricultural cooperative associative practices between the social regime of accumulation of convertibility and the new growth pattern of post-convertibility is recognized. The sustainable and eco-friendly economic growth of a country is associated with its economic progress and the advancement of its bioenergy sector. Biowaste can be used to produce bioenergy and is increasingly being recognized as a promising resource for filling the energy gap. However, in developing countries, biowaste-to-energy techniques are relatively immature owing to economic and technological challenges, forcing these countries to export cheap biowaste and obtain expensive energy imports. In this study, country-wise export data of potential biowaste materials were gathered, assessed, and filtered according to the feasibility of bioenergy generation. Five developing countries (Argentina, Brazil, India, Thailand, and Ukraine) were selected for the economic assessment based on the export value and revealed comparative advantage (RCA). Argentina has the most exports (9.59 billion USD), with seven biowaste products having RCA >1. The product space model (PSM) was employed to evaluate the income potential of biowaste and to appraise the studied countries overall level of sophistication, and then a suitable industrial policy was proposed according to PSM indicators. All the considered biowaste products have low-income potential, so it is better to produce bioenergy from these products. Thailand has the highest country-level sophistication, followed by India, Brazil, Ukraine, and Argentina. However, according to the PSM, the EXPY values exhibit significant growth for India (52.3%) and Thailand (31.9%), while the remaining countries experience moderate EXPY growth. Furthermore, Thailand and Ukraine can generate more revenues by opting to bio-energy production. On the PSM industrial policy map, India, Thailand, Brazil and Ukraine lie in "let it be quadrant", while Argentina is in a "parsimonious industrial policy" region. The implementation of the suggested industrial policies can enhance the productive structure of the studied countries and help them achieve their projected growth targets. • Application of Product Space Model is presented in the study. • Product-space analysis considering PRODY, EXPY and Open Forest is carried out. • Ukraine and Thailand can generate more revenues by opting to bio-energy production • Thailand and India have high values of EXPY that shows high potential for future growth. • Brazil, Ukraine, Thailand and India lie in the most desired quadrant of product space [ABSTRACT FROM AUTHOR]

The country is predicted to make an orderly transition from the high rates of growth to a more sustainable rates of economic expansion. Its real gross domestic product (GDP) growth is forecast to decline to 6% in 2008 and 4% in 2009. Meanwhile, the country's inflation is expected to drop lightly in 2009 due to lower domestic demand and falling import prices.

From 2003 to 2007, the Argentine economy experienced one of its most intensive and extensive phases of growth in recent decades. In this new scenario, small and medium-sized companies (SMEs) registered notable economic performance and recovered the dynamism they had lost in the previous decade. Nevertheless, the Argentine SMEs' limited access to credit markets is a widely recognized phenomenon, which limits the possibilities for the growth and expansion of these companies. This paper analyzes the bank credit effectively extended to the SMEs during the period 2002-2009 in Argentina. It concludes that there is a need for intervention and regulation by the Argentine state in the banking market, as well as a redefinition of credit policies for public entities and other policies focused on improving the financing of these companies. This paper examines the effects of the expansion of the water network in urban shantytowns in Argentina. We find large reductions in the presence, frequency and severity of diarrhoea episodes among children reached by network expansions relative to a control group. Moreover, expanded connections induce savings in water expenditures, as these families are able to substitute piped water for more expensive and distant sources of water provision. These health and savings effects are also important for households that previously had clandestine self-connections to the water network, which were free but of low quality. [ABSTRACT FROM AUTHOR]

The province of Córdoba, located in the geographic center of Argentina, experienced strong and sustained economic growth during the late 19th and early 20th centuries, as it was inserted in the then-dominant primary exporting model. Growth led to an increase in the general welfare of the population, but which was distributed unequally among different social groups. The objective of this work is to attempt a first survey of the access to food by the least affluent sectors, as it is a clear and very significant indicator of the social conditions that marked the economic expansion, as well as its limits. The article discusses an analysis of provincial expenditures of the provinces in Argentina between 1890-1940. As noted in the article, the country underwent a substantial growth on the exportation of agro pastoral products, the development of infrastructures and the importation of workers, primarily due to the liberal principles that the country adopted. However, the analysis averred that structure of provincial expenditure alters from 1890 to 1940, in which governments' major concerns were the law, order and education despite the substantial growth of public works. It states that with the coming of Peronism in 1940's, a shift in ideology exists, denoting that Argentine nationals took part to the political, social and economic development of the country.

Additionally, there was great interest in ESG and social, sustainable, and KPI bonds. The article focuses on output and demand factors in the domestic economy. During the third quarter of 2004 real output increased by 2.9% over the preceding three months, recording the tenth consecutive quarter-on-quarter rise. The economy bounced back strongly from the second quarter, when a number of temporary factors held back growth. During the first nine months of 2004, domestic demand continued to lead the economic expansion, contributing 11.7 percentage points to total output growth. The contribution of investment spending to total aggregate demand growth fell during the third quarter for the second consecutive period.
