Abstract: This paper considers Frobisher Bay and Inuvik, two Canadian Arctic towns, as examples of the high-modernist planning that swept the globe during the middle decades of the twentieth century, but also Cold War projects reflecting a sudden interest in the Arctic as a region of military significance. Building on the framework provided by James Scott in Seeing like a State (1998), the paper details the connections between modernization theory and Cold War militarism before turning to the strikingly parallel case studies. In each instance, federal officials proposed ambitious urban models designed to simultaneously overcome the hostility of a northern environment and catapult native northerners into conditions of modern living. While the limits and failings of such schemes varied by location, both sites were also laboratories for social scientists employed by the federal government to document and analyze the modernization of the Arctic. The work of these scholars represents a particularly rich and complex record of governmental interventions, tied variously to Cold War imperatives, in northern lives and landscapes at a time of great faith in the transformative power of modern engineering. A numerical study was conducted to characterize the probability and intensity of storm surge hazards in Canada's western Arctic. The utility of the European Centre for Medium-Range Weather Forecasts Reanalysis 5th Generation (ERA5) dataset to force numerical simulations of storm surges was explored. Fifty historical storm surge events that were captured on a tide gauge near Tuktoyaktuk, Northwest Territories, were simulated using a two-dimensional (depth-averaged) hydrodynamic model accounting for the influence of sea ice on air-sea momentum transfer. The extent of sea ice and the duration of the ice season has been reducing in the Arctic region, which may contribute to increasing risk from storm surge-driven hazards. Comparisons between winter storm events under present-day ice concentrations and future open-water scenarios revealed that the decline in ice cover has potential to result in storm surges that are up to three times higher. The numerical model was also used to hindcast a significant surge event that was not recorded by the tide gauge, but for which driftwood lines along the coast provided insights to the high-water marks. Compared to measurements at proximate meteorological stations, the ERA5 reanalysis dataset provided reasonable estimates of atmospheric pressure but did not accurately capture peak wind speeds during storm surge events. By adjusting the wind drag coefficients to compensate, reasonably accurate predictions of storm surges were attained for most of the simulated events. The extreme value probability distributions (i.e., return periods and values) of the storm surges were significantly altered when events absent from the tide gauge record were included in the frequency analysis, demonstrating the value of non-conventional data sources, such as driftwood line surveys, in supporting coastal hazard assessments in remote regions. The underwater soundscape, a habitat component for Arctic marine mammals, is shifting. We examined the drivers of the underwater soundscape at three sites in the Amundsen Gulf, Northwest Territories, Canada from 2018 to 2019 and estimated the contribution of abiotic and biotic sources between 20 Hz and 24 kHz. Higher wind speeds and the presence of bearded seal (Erignathus barbatus) vocalizations led to increased SPL (0.41 dB/km/h and 3.87 dB, respectively), while higher ice concentration and air temperature led to decreased SPL (-0.39 dB/% and - 0.096 dB/°C, respectively). Other marine mammals did not significantly impact the ambient soundscape. The presence of vessel traffic led to increased SPLs (12.37 dB) but was quieter at distances farther from the recorder (-2.57 dB/log m). Precious metal mining activities have left complex environmental legacies in lakes around the world, including some sites in climatically sensitive regions of the Canadian sub-Arctic. Here, we examined the long-term impacts of past regional gold mining activities on sub-Arctic lakes near Con Mine (Yellowknife, Northwest Territories) based on sediment core analysis (paleolimnology). In addition to receiving metal(loid)s from roaster stack emissions, the study lakes were also influenced by salt-rich mine drainage from Con Mine tailings. Water samples from these lakes had some of the highest concentrations for salinity-related variables (e.g. Ca 2+ , Cl - , Na + ) and metal(loid)s (e.g. As, Cu, Ni, Sb) in the Yellowknife area. Furthermore, the presence of halophilic diatom (Bacillariophyceae) taxa (Achnanthes thermalis and Navicula incertata) in the recent sediments of Keg and Peg lakes suggest that the extreme saline conditions are strongly influencing the present biota, more than 10 years after the cessation of gold mining activities at Con Mine. The sedimentary metal(loid) profiles (e.g. As, Cu, Ni) of Kam Lake tracked the influence of regional gold mining activities, particularly those at Con Mine, while the algal assemblages recorded the biological responses to salinization and metal(loid) pollution (e.g. marked decreases in diatom species richness, Hill's N2 diversity, and chrysophyte cyst:diatom valve ratio). At Kam Lake, the algal assemblage changes in the post-mining era were indicative of climate-mediated changes to lake thermal properties (e.g. rise in planktonic diatoms), nutrient enrichment related to urbanization (e.g. increase in eutrophic Stephanodisucs taxa), and/or a combination of both stressors. There is significant evidence that northern Canada's climate has already undergone substantial change. These changes have meant significant impacts for physical, natural and human systems in Canada's North. Climate models suggest that such trends will continue into the future, and therefore shifts in Arctic systems are expected for some time to come. This introductory paper is the first in a series published in two issues of Ambio presenting work conducted for northern chapters of two recent Canadian national climate science assessment initiatives, From Impacts to Adaptation: Canada in a Changing Climate 2007 and Human Health in a Changing Climate: A Canadian Assessment of Vulnerabilities and Adaptive Capacity. Collectively, these assessments involved the work of 24 scientists with expertise in a variety of disciplines and regions in the Canadian North. These assessment processes adopted aspects of a vulnerability approach to climate assessment, primarily through a review of existing and projected exposures and elements of adaptive capacity based on existing literature. In so doing, they have contributed towards a more comprehensive understanding of climate impacts and adaptations across the northern regions of the country. This paper provides an overview and introduction to the series of papers contained in the two issues of Ambio.
