In 2007, the autonomous community of Andalusia created a new instrument of integrated environmental prevention and control: The Unified Environmental Authorisation. After more than a decade since this instrument was implemented and once it is fully in use, this paper analyses in detail the regulation of this instrument: its meaning and goals, the types of activities and installations that are required to obtain it, the procedure that the Administration has to follow to issue the authorization, the criteria that the Administration has to take into consideration in the process and the public controls that this instrument implies for the activities and installations once they start up and for the whole time they are carried out. The paper pays special attention to a comparison between the Unified Environmental Authorisation and a similar instrument such as the Integrated Environmental Authorisation. The paper analyses also how the Environmental Impact Assessment is integrated in the process of issuing the Unified Environmental Authorisation and the problems that that causes.
