Hunting regulations for grizzly bears (Ursus arctos) in much of Alaska since 1980 increasingly were designed to reduce bear abundance in the expectation such regulations would lead to increased harvests by hunters of moose (Alces alces) and caribou (Rangifer tarandus). Regulations were liberalized during 1980- 2010 primarily in the area we termed the Liberal Grizzly Bear Hunting Area (hereafter Liberal Hunt Area) which encompassed 76.2% of Alaska. By 2010, these changes resulted in longer hunting seasons (100% of Liberal Hunt Area had seasons > 100 days, 99.7% > 200 days, and 67.8% > 300 days), more liberal bag limits (99.1% of the Liberal Hunt Area with a bag limit ⩾ 1/yr and 10.1% with a bag limit ⩾ 2/yr), and widespread waiver of resident tag fees (waived in 95.7% of the Liberal Hunt Area). During 1995-2010, there were 124 changes that made grizzly bear hunting regulations more liberal and two making them more conservative. The 4-year mean for grizzly bear kills by hunters increased 213% between 1976-1980 (387 grizzly bears) and 2005-2008 (823 grizzly bears). Since 2000, long-term research studies on grizzly populations in the Liberal Hunt Area have been terminated without replacement. Management of large predators by the State of Alaska is constrained by a 1994 state statute mandating ''intensive management'' in areas classified as important for human consumptive use of ungulates. Current grizzly bear management in the Liberal Hunt Area is inconsistent with the recommendations of the National Research Council's 1997 report on predator management in Alaska. Current attitudes, policies and absence of science-based management of grizzly bears in Alaska are increasingly similar to those that resulted in the near extirpation of grizzly bears south of Canada in the 19th and 20th centuries. Recent research has linked climate warming to global declines in caribou and reindeer (both Rangifer tarandus) populations. We hypothesize large-scale climate patterns are a contributing factor explaining why these declines are not universal. To test our hypothesis for such relationships among Alaska caribou herds, we calculated the population growth rate and percent change of four arctic herds using existing population estimates, and explored associations with indices of the Arctic Oscillation (AO) and the Pacific Decadal Oscillation (PDO). The AO, which more strongly affects eastern Alaska, was negatively associated with the population trends of the Porcupine Caribou Herd and Central Arctic Herd, the easternmost of the herds. We hypothesize that either increased snowfall or suboptimal growing conditions for summer forage plants could explain this negative relationship. Intensity of the PDO, which has greatest effects in western Alaska, was negatively associated with the growth rate of the Teshekpuk Caribou Herd in northwestern Alaska, but the Western Arctic Herd in western Alaska displayed the opposite trend. We suggest that the contrasting patterns of association relate to the spatial variability of the effects of the PDO on western and northwestern Alaska. Although predation and winter range quality have often been considered the primary causes of population variation, our results show that large-scale climate patterns may play an important role in caribou population dynamics in arctic Alaska. Our findings reveal that climate warming has not acted uniformly to reduce caribou populations globally. We review and present a synthesis of the existing research dealing with changing Arctic tundra ecosystems, in relation to caribou and reindeer winter ranges. Whereas pan-Arctic studies have documented the effects on tundra vegetation from simulated climate change, we draw upon recent long-term regional studies in Alaska that have documented the actual, on-the-ground effects. Our review reveals signs of marked change in Arctic tundra ecosystems. Factors known to be affecting these changes include wildfire, disturbance by caribou and reindeer, differential growth responses of vascular plants and lichens, and associated competition under climate warming scenarios. These factors are interrelated, and, we posit, unidirectional: that is, they are all implicated in the significant reduction of terricolous lichen ground cover and biomass during recent decades. Lichens constitute the primary winter forage for large, migratory caribou and reindeer herds, which in turn are a critical subsistence resource for rural residents in Alaska. Thus, declines in these lichens are a major concern for rural people who harvest caribou and reindeer for subsistence, as well as for sport hunters, reindeer herders, wildlife enthusiasts and land managers. We believe a more widely distributed and better integrated research programme is warranted to quantify the magnitude and extent of the decline in lichen communities across the Arctic. The article focuses on the increasing rates of extinction among wildlife population particularly reindeers in Saint Matthew Island, Alaska. It states that the impact of extreme weather events including coastal storms, drought and floods are devastating not just on humans but on wildlife species as well. It cites that the cold period from January to February of 1964 with heavy snow and violent storms was found to be the reason for the mass destruction of the reindeer's number.

Introduced reindeer, Rangifer tarandus, overexploited lichen-rich plant communities on St. Matthew Island in the Bering Sea. A die-off of the reindeer followed, exacerbated by extreme weather in 1964, resulting in extirpation of the reindeer. A similar pattern of removal of lichens as major components of plant communities has occurred following introductions of reindeer to other islands at high latitudes. By 1985, two decades following die-off of the reindeer, total lichen biomass was only 6% of that in similar plant communities on adjacent Hall Island, not reached by the reindeer. By 2005, 41 y after the reindeer die-off, lichen regrowth on St. Matthew was only 12% of lichen biomass in the Hall Island communities. A warmer, drier climate and decreased fog in recent decades contributed to deterioration of conditions favoring lichen growth on St. Matthew Island. [ABSTRACT FROM AUTHOR]

Alcohol and other drug (AOD) use among American Indians and Alaska Natives (AI/ANs) is a significant health issue in the United States. However, few evidence-based substance use interventions that utilize AI/AN traditional practices, such as drumming, exist. The current study is a feasibility randomized controlled trial (RCT) analyzing the potential benefits of DARTNA (Drum-Assisted Recovery Therapy for Native Americans) among 63 AI/AN adults seeking substance use treatment within an urban area in southern California. We compared DARTNA participants to usual care plus, which involved an integrated multimedia health educational program and usual care from providers for AOD use. At end of treatment, DARTNA participants reported significantly lower cognitive impairment and lower counts of physical ailments. Given that this was a feasibility trial, we also used Cohen's d = 0.20 or odds ratio = 2 or 0.5 to determine clinical significance. At end of treatment, we found promising benefits for DARTNA participants related to better physical health, fewer drinks per day, and lower odds of marijuana use in the past 30 days compared to the control group. Using these criteria, at 3-month follow-up, DARTNA participants reported less adoption of 12-step principles, less cognitive impairment, and lower anxiety with relationships. However, DARTNA participants reported more drinks per day and more cigarettes compared to the control group. Overall, this study demonstrates feasibility of conducting an RCT with AI/AN people in urban settings and highlights how a substance use treatment intervention utilizing drumming may help to meet the diverse needs of AI/AN people seeking substance use treatment. To date, few programs that integrate traditional practices with evidence-based practices have been developed, implemented, and evaluated with urban American Indians/Alaska Natives (AI/ANs) using a strong research design. The current study recruited urban AI/AN teens across northern, central, and southern California during 2014-2017 to participate in a randomized controlled trial testing two cultural interventions that addressed alcohol and other drug (AOD) use. Adolescents were 14-18 years old (inclusive), and either verbally self-identified as AI/AN or were identified as AI/AN by a parent or community member. We tested the added benefit of MICUNAY (Motivational Interviewing and Culture for Urban Native American Youth) to a CWG (Community Wellness Gathering). MICUNAY was a group intervention with three workshops that integrated traditional practices with motivational interviewing. CWGs were cultural events held monthly in each city. AI/AN urban adolescents (N = 185) completed a baseline survey, were randomized to MICUNAY + CWG or CWG only, and then completed a three- and six-month follow-up. We compared outcomes on AOD use, spirituality, and cultural identification. Overall, AOD use remained stable over the course of the study, and we did not find significant differences between these two groups over time. It may be that connecting urban AI/AN adolescents to culturally centered activities and resources is protective, which has been shown in other work with this population. Given that little work has been conducted in this area, longer term studies of AOD interventions with urban AI/AN youth throughout the U.S. are suggested to test the potential benefits of culturally centered interventions.
