Following the 2016 Horse River Wildfire in northern Alberta, the provincial health authority, the ministry of health, non-profit and charitable organizations, and regional community-based service agencies mobilized to address the growing health and mental health concerns among Indigenous residents and communities through the provision of services and supports. Among the communities and residents that experienced significant devastation and loss were First Nation and Métis residents in the region. Provincial and local funding was allocated to new recovery positions and to support pre-existing health and social programs. The objective of this research was to qualitatively describe the health systems response to the health impacts following the wildfire from the perspective of service providers who were directly responsible for delivering or organizing health and mental wellness services and supports to Indigenous residents. Semi-structured qualitative interviews were conducted with 15 Indigenous and 10 non-Indigenous service providers from the Regional Municipality of Wood Buffalo (RMWB). Interviews were transcribed verbatim and a constant comparative analysis method was used to identify themes. Following service provider interviews, a supplemental document review was completed to provide background and context for the qualitative findings from interviews. The document review allowed for a better understanding of the health systems response at a systems level following the wildfire. Triangulation of semi-structured interviews and organization report documents confirmed our findings. The conceptual framework by Mirzoev and Kane for understanding health systems responsiveness guided our data interpretation. Our findings were divided into three themes (1) service provision in response to Indigenous mental health concerns (2) gaps in Indigenous health-related services post-wildfire and (3) adopting a health equity lens in post-disaster recovery. The knowledge gained from this research can help inform future emergency management and assist policy and decision makers with culturally safe and responsive recovery planning. In May 2016, a wildfire devastated a northern region of Alberta, Canada, resulting in negative consequences on physical and mental stress, social relationships, and overall resilience among Indigenous residents. Research on coping and managing stress following a disaster has failed to incorporate unique characteristics from Indigenous perspectives. Sharing circles were held in urban and rural community settings to capture: (a) Indigenous perspectives of coping, (b) individual and collective strengths that helped Indigenous residents and communities to cope during and after the wildfire, and (c) intergenerational experiences of coping from stress among Indigenous residents. Indigenous residents' experience with coping from the wildfire was shaped by: (a) heightened physical and emotional stress, (b) existing structural inequities, and (c) strong community cohesion and connection to culture. An unexpected outcome of this research was the therapeutic value of the sharing circles for participants to share their experience.

As the natural fire regimes of Canada's Boreal forests have been transformed by dynamic social, economic, ecological and political drivers, wildfires have become a locus of increasingly complex land management decisions. But while, in Canada and elsewhere, social researchers have examined communities at risk of experiencing wildfire, the agencies and practitioners responsible for wildfire management have thus far been underrepresented in empirical inquiry. This article presents a case study of wildfire management in northern Alberta, examining how different forms of knowledge and experiences were incorporated into the creation of a new plan to support decision-making. Findings from interviews and a workshop confirm that 'science' in such applied contexts is not a pure entity. Instead, the objects represented internally and externally as 'scientific' have necessarily been shaped by the values and priorities of the individuals and institutions that have constructed them. Further, this case study revealed social factors that support the maintenance of institutional status quos, such as the commitment to total wildfire suppression policy, despite broad agreement amongst participants about superior alternatives. These findings support the need for further research on wildfire management agencies, and suggest that progress in wildfire management may be limited by mismatched expectations of 'good' policy between stakeholder groups and by practitioners' conceptions of their own institutional identity., (Copyright © 2018. In Canada, Indigenous populations are disproportionately threatened by wildfire smoke and the associated adverse health impacts. This paper presents the results of a narrative review of 51 academic and related resources which explored protective action decision making during wildfire smoke events within Indigenous communities in Canada. A search of scholarly articles and other relevant sources yielded resources which were subject to thematic analysis and described in order to present a narrative review of current knowledge and gaps in research. A small and growing literature provides insights into protective actions taken by the general population during wildfire smoke events, but very little is known about protective actions taken by Indigenous peoples in Canada during wildfire smoke events. This lack of understanding hinders the capacity of decision makers to improve emergency management and minimize community health impacts of wildfire smoke. [ABSTRACT FROM AUTHOR]

Using a qualitative community-based research approach, this study employed in-depth interviews and a focus group discussion to examine Indigenous Elders' experiences, vulnerabilities and coping during the 2011 wildfire evacuation of Sandy Lake First Nation. Before evacuees left Sandy Lake, a lack of emergency hazard evacuation preparedness at the community level posed challenges to the Elder evacuees. Once evacuees arrived in a host community, Elders' experiences were negatively affected by health service at the host community, health issues in the absence of family support, accommodation-related challenges, and cultural factors related to language barriers and a lack of access to traditional food. Conversely, strong recognition and respect for Elders in First Nations and the social support they received from fellow community members were crucial to improving Elders' evacuation experiences. Future evacuation planning need to ideally consider the special needs of Indigenous Elders by taking into account preexisting vulnerabilities and social and cultural barriers. [ABSTRACT FROM AUTHOR]

Almost every year, First Nations are evacuated in Canada because of wildfire proximity and smoke. Dynamics of wildfires, and remote locations, unique sociocultural characteristics, and limited emergency management resources present challenges for evacuation organizers and residents. This study explores how Dene Tha' First Nation evacuated their Taché community in July 2012 due to wildfire smoke and how the evacuation process affected evacuees. Interviews were completed with 31 evacuation organizers and residents to examine the factors that helped and hindered the evacuation process. Lack of information about the nearby wildfire, smoke, and evacuation of the nearby small community of Zama City, combined with a generic evacuation plan, delayed and posed challenges during the evacuation of this Dene Tha' community. Strong leadership and its role in community organizing, keeping families together, providing the social support they needed, and using familiar host communities, demonstrated and contributed to the community's resilience during the evacuation. Measures to improve evacuations and emergency management in the community and other First Nations in Canada are identified and discussed. [ABSTRACT FROM AUTHOR]

This paper presents results of a study which examined how a mandatory wildfire evacuation affected members of Whitefish Lake First Nation 459, in Alberta, Canada. A qualitative case study approach was used, and semi-structured interviews were completed with 45 band members to learn about their evacuation experiences during the wildfire evacuation in May 2011 and explore the factors that complicated the evacuation process and put further strain on the evacuees and First Nation. This evacuation caused considerable distress for evacuees and had negative effects for the First Nation. Factors that affected evacuation experiences included: (1) transportation issues compounded by cultural land-use activities, (2) fear of home loss compounded by existing housing shortages, (3) information and lack of media interest, (4) language, (5) poverty, (6) large multi-generational families, (7) health concerns, and (8) reimbursement of evacuation-related expenses to the community. An overarching factor that affected the entire evacuation was jurisdiction. Based on these findings, recommendations are provided for emergency managers on improving wildfire evacuation experiences for Indigenous peoples. [ABSTRACT FROM AUTHOR]

Peavine Métis Settlement is located in the boreal forest in Northern Alberta, Canada. The objective of this paper was to explore how different wildfire experiences in an Aboriginal community influence wildfire mitigation preferences at the residential and community levels. Residents of Peavine had varying experiences with wildfire over an extended period of time including traditional burning, firefighting employment and bystanders. Despite these different experiences, participants still implemented or supported wildfire mitigation activities, although for differing reasons depending on experience type. Participants were found to have implemented or supported wildfire mitigation activities on the settlement, including their own properties and public land. Experience type influenced why wildfire mitigation had been implemented or supported: primarily wildfire risk reduction (firefighters), primarily aesthetic benefits (bystanders) and for both aesthetic benefits and wildfire risk reduction (historic traditional burners). The extensive fire experiences of residents at Peavine Métis Settlement have provided insights into how experience influences mitigation preferences. The results show it is importanttoconsider predominant wildfire experience typesin a community before developingawildfire mitigation program. Previous experience with a hazard has been identified as influencing risk perception and adoption of adjustments. However, this relationship is not clear and may depend on the differences in experiences that may occur within a community. This article describes residents' wildfire experiences and explores how these experiences may influence risk perceptions and implementation of mitigation measures 1 year after the 2003 Lost Creek and McLure wildfires in western Canada. Interviews were conducted with 40 residents with different wildfire experiences, including losing their home, being evacuated, self-evacuating early, staying in their house during a wildfire, and being away from the area. Results suggest that differences in hazard experiences can impact post-event risk perceptions and adoption of mitigation measures. Management implications are discussed. [ABSTRACT FROM AUTHOR]

This study explores the preparedness of residents living in a rural community in Victoria, Australia, for wildfires, and the factors influencing their preparedness. Overall, participants were well aware of wildfire risks and appeared well prepared for the event of a fire. However, residents involved in agriculture and with a long-standing association with the area appeared better prepared than were those on small properties and newcomers. Their social networks, previous experiences with wildfires and grassfires, and involvement with the local fire brigade influenced preparedness of long-term residents. Characteristics of agricultural communities, including a culture of self-reliance, experience with fires as part of farming, and social cohesion, appeared to contribute to wildfire preparedness within this community. First Nation reserves in Canada are at high risk from wildfires, with many evacuated every year. There is a need to understand how First Nations are affected by wildfire evacuations to identify ways to reduce negative impacts. The First Nations Wildfire Evacuation Partnership has conducted research to explore evacuation experiences of seven First Nations in three Canadian provinces. This paper presents findings from research across the seven First Nations. Results show that few participating First Nations had an up to date emergency plan tailored to their community, which contributed to challenges during the evacuation. Family separation, insufficient information, and worries about losing their house caused considerable distress for evacuees. Wildfire smoke health impacts occurred, particularly for those who had pre-existing health conditions. Social and financial support, if available, helped evacuees during and after their evacuation. Several years after First Nations return home after a wildfire evacuation, lingering distress continues and some First Nations were still experiencing fiscal challenges as a result of the evacuation.
