Unbalanced and inadequate development has led to challenges such as resource shortage, ecological fragility, and economic backwardness in the water-receiving area of Henan Province, which has hindered the high-quality development of the region. This research aims to construct a high-quality development regulation model. The single-indicator quantification–multi-indicator synthesis–multicriteria integration (SMI-P) method was used to evaluate the level of regional development; using the method of embedded system dynamics, the regulation model was constructed and applied. The results show that (1) from 2011 to 2020, the degree of regional high-quality development showed an increasing trend, rising from a low level (0.34) to a medium level (0.57), an increase of one level, but the level of high-quality development still has a lot of room for improvement and faces great challenges; (2) the development of a resource–ecology–economy–social system was in a state of non-harmonious balance, and the proportion of contributions of each system was very different, but the system was developing towards a state of harmony and balance; (3) based on the constructed high-quality development regulation model, the key constraints affecting the high-quality development of the Yellow River water supply area in Henan Province are per capita water consumption, per capita energy consumption, carbon emissions per capita, GDP per capita, etc. The model constructed in this paper can improve the quality development level through the application of examples. Water resources are indispensable to human society. High-quality development (HQD) is a multi-faceted, demanding, and sustainable pattern. High-quality development level (HQDL) is an indicator of regional development. Its quantitative calculation is helpful to intuitively understand the current regional development situation, and helps departments make timely adjustments. Spatial equilibrium degree (SED) reflects the development balance among regions. Understanding spatial equilibrium can clarify regional development differences, promote the sharing of successful experiences, and then achieve common progress. Considering the current development and utilization situation of China's water resources, this study established an improved evaluation index system for HQDL, under water resources constraints. Then, we applied the proposed "single index quantification and multiple index synthesis and poly-criteria integration (SMI-P)" method to quantitatively evaluate the HQDL of China's 31 provincial-level administrative regions (PLARs), from 2010 to 2019. Finally, the calculation method of SED was employed to assess the SED of indicators and HQD in Mainland China. Results show that: (1) the HQDL of 31 PLARs showed a steady upward trend from 2010 to 2019. There were decrease tendencies from the coast to inland, and southeast to northwest in terms of spatial distribution, which shows that China's HQD has achieved remarkable results in the past 10 years, and the development of coastal areas is better; (2) The SED of HQD displayed a slow upward trend, and it has remained relatively stable after 2015, indicating that the spatial difference of HQD continued to shrink before 2015 and was relatively stable after that; (3) Water resource constraints played a significant role in well-developed areas, while the economic and social level was still the main constraint in medium and poor level areas. In addition, the spatiotemporal variation of HQDL, SED of HQD and indicators, and constraint effects of water resources on regional HQD, were fully discussed. Under the background of global warming, extreme precipitations had caused important issues, and the spatiotemporal precipitation of the main water resource (MWR) area of the Belt and Road (BR) Initiative had complex conditions. Therefore, observed daily precipitation data from 351 meteorological stations were selected to analyze temporal and spatial characteristics in extreme precipitations. The Mann-Kendall trend test was utilized to detect trends of extreme precipitation indices which were derived from the Expert Team on Climate Change Detection and Indices (ETCCDI), and the periodical characteristics of 4 typical extreme precipitation indices were calculated using wavelet analysis. In order to further analyze the relationship between extreme precipitation indices and global climate anomalies, the Southern Oscillation Index (SOI) and Arctic Oscillation (AO) were selected as climate indices to investigate teleconnections between extreme precipitation indices and atmospheric oscillations. Our results revealed that (Alexander et al. in J Geophys Res Atmos 111(D5): 1042–1063, 2006) the climate in the MWR had become more humid, and the frequency and intensity of extreme precipitation had shown a positive trend; (Allan and Soden in Science 321(5895): 1481–1484, 2008) 4 typical extreme precipitation indices exhibited multiple and overlapping cycles, while 23–32-year cycles were universal; (Limsakul and Singhruck in Atmos Res 169: 301–317, 2016) the teleconnection between large-scale circulation and extreme precipitation of MWR varied not only from region to region, but was also different at different time scales and different time periods, but had a negative effect on the whole. An accurate assessment of the harmonious relationship between human beings and water resources is central to conducting the comprehensive management of water resources. The human-water relationship in the "Belt and Road" region is complex, but there is a lack of systematic quantitative research. An inadequate understanding of the human-water relationship hinders decision-makers in recognizing water management priorities. To fill this gap, this paper first selects six criteria for human-water harmony from the perspectives of a humanistic system and a water system. Based on these criteria, representative indexes were selected, and the harmony degree equation was used to calculate the degree of human-water harmony in 43 countries along the "Belt and Road" in 2002, 2007, 2012 and 2017. The results revealed that human-water harmony mainly exhibited a high rate of change in developing countries, while harmony was relatively stable in developed countries and generally higher than that in developing countries. At the same time, countries in the "Belt and Road" region had different human-water relationship problems, and it was necessary to solve these problems according to their national conditions. This study can be used by countries to propel themselves out of their unique situation and understand the human-water relationship from an overall perspective by conducting a comparative analysis of different countries at the national scale. The conflict of the human-water relationships (HWR) has further increased the water-related risks, such as water environment deterioration, water shortages, and even regional violent conflicts for obtaining usable water resources. Knowing how to evaluate and regulate the discordant HWR to form a balanced growth between sustainable socio-economy and water resources protection has become a critical issue in water resources management. The harmony theory method, which provides a new perspective for solving the conflict between humans and water, has been widely used in current studies. However, this method focuses less on the quantitative study of the balance status of HWR. This study proposes a harmony theory-based HWR evaluation method that contains a systematic process of harmony assessment, indicator identification, harmony balance constraints, and harmony regulation for assessing and regulating the discordant HWR. The Henan Province of China, which has a complicated HWR, was selected as a case study to apply and verify the approach proposed in this study. The results indicated that (1) Henan Province showed a poor harmony status. The human–water harmony degree of 18 distinctions in the province varied from 0.41 to 0.76, showing an increasing trend from 2006 to 2018, indicating that the HWR was gradually improving in recent years. (2) The human–water harmony degree showed that HWR in the southwest part of Henan Province, with less human activities, was better than that in its northeast part, which had faster social development. Sanmenxia City, located in the west part of the province, had the highest human–water harmony degree because of the recent water control projects implemented in the city, indicating that human production measures could effectively help improve HWR. (3) At present, Henan Province has serious discordant indicators in these three aspects (water system health, humanistic system development, and human-water system coordination), which proves that it is still facing pressure from both socio-economy sustainable development and water resources protection. • The WEF nexus is clarified based on the material flow of inputs and outputs. • A generic integrated intensity index for the WEF material nexus is proposed. • The intensity of the WEF nexus and its key aspects in the ADR basin are measured. The input–output relationships among material, energy, and information within the water, energy, and food subsystems are intricately interwoven, constituting an integrated system vital for sustainable development. Various water-energy-food (WEF) nexus indicators have been applied to evaluate the system's internal relationships and state. Nevertheless, these methods fail to aggregate the internal relationships into an indicator. This study proposes a WEF nexus indicator that incorporates the interconsumption into the system using the material flow analysis. The interconsumption consists of energy consumption in the food and water subsystems, water consumption in the energy and food subsystems, and food consumption in the energy subsystem. Moreover, the major factors were identified by the sensitivity factor method. The three countries (Tajikistan, Uzbekistan and Turkmenistan) in the Amu Darya River (ADR) basin exhibit strong interactions in the WEF nexus system, are chosen as a case study. Our results show that in 1992–2018, Uzbekistan's food subsystem consumed the most energy among the three countries; the energy consumption within the water subsystem displays an upward trend across all three countries; the water consumption in the energy subsystem of Tajikistan and Uzbekistan is 2–4 times greater than that in Turkmenistan; and the water withdrawals for agriculture within the three countries have remained relatively stable. The composite index in three countries exhibits an upward trend, with the most pronounced increase occurring in Turkmenistan. Uzbekistan has the strongest WEF nexus relationship, with a WEF nexus index that was 2–3 times greater than that of Tajikistan and Turkmenistan. The most important subsystem of Tajikistan and Turkmenistan is the energy subsystem; however, water resources are the major factors in Uzbekistan. The introduced indicator enables a comparison of the WEF system between regions and temporal variations in a certain region. The mismatch of spatial distribution between water resources and human activities presents a considerable challenge to the sustainable utilization of water resources. This trend is further exacerbated by the impact of climate change and the increasingly frequent occurrence of extreme weather. Therefore, it is imperative to conduct an in-depth study on water resource spatial equilibrium (WRSE). This paper proposed an integrated diagnostic framework for WRSE considering the water-economy-ecology nexus, in which an improved evaluation index system of WRSE was constructed. The WRSE states of three criteria layers are quantified with the spatial equilibrium indices of water resource endowment, economic and social development, and ecological environment protection. The water resource spatial equilibrium index (WRSEI) was calculated using the Euclidean distance to reflect the overall spatial equilibrium state. The key influencing factors of WRSE are analyzed through the obstacle degree model. The findings indicate that: a) the WRSEI in the Yangtze River to Huaihe River Water Transfer Project (YHWTP) area showed a gradual increase from 0.641 in 2011 to 0.662 in 2020; b) the WRSE level of each criterion layer attained a general equilibrium or fair equilibrium state, and the WRSE state shows a trend from dispersion to aggregation during 2011 and 2020; c) per capita water resources, per capita gross domestic product and per capita urban wastewater discharge are the main factors limiting the realization of a benign WRSE in the YHWTP, with the obstacle degrees reaching 0.347, 0.324 and 0.326 in 2020 respectively. This framework can provide a theoretical reference for the study of WRSE, and provide a scientific basis and suggestions for policymakers to enhance WRSE and achieve sustainable utilization of water resources.
