Abstract

This article tests a strategic theory of preventive war through applying it to the case of US considerations of preventive action during China's development of nuclear weapons in the 1960s. The research concludes that, while the theory is not able to account fully for the US decision not to attack China, the study of preventive war would benefit from exploring some new ground. Here, the article suggests that constructivist power analysis, capable of explaining the different threat assessments of the two US administrations evaluated in this case, could provide helpful explanatory power.
