1. "Observant of the Laws of this Commonwealth": A Free Black Family between Forced Migration and Slave Capitalism.

Abstract

In 1860, with the Civil War looming, David and Elizabeth Frazier (a free Black couple), petitioned for a legal exemption to an 1806 statute demanding that any newly-freed African Americans emigrate from the Commonwealth within a year of their emancipation. Their petition capped a decade-long struggle to gain their freedom and keep their family intact, during which the Fraziers campaigned on fronts spanning from the courtroom to the slave market. Through a microhistory of the Fraziers' battle for the right to remain in the Commonwealth, this essay explores the ways in which a slave state used emigration policies to safeguard the institution of slavery. It also reveals the ferocity with which Black Virginians defended their families and communities, and, by examining the Fraziers' twin deployment of the law and of relationships built through a decade of work amid the horrors of the domestic slave trade, reveals how free people of color seized the scarce options available to them. Between the law of white supremacy and the maw of slave capitalism, the Fraziers carved out a modicum of liberty for themselves and their children, escaping forced migration in their bondage and forced emigration in their freedom. 2. "History is Illuminating": Public memory crises and collectives in Richmond, Virginia.

Abstract

Amid the Black Lives Matter protests and calls to remove Confederate statuary in Richmond, Virginia, during the summer of 2020, the History Is Illuminating project constructed public signs that replicated the traditional historical markers used throughout the Commonwealth of Virginia. The signs were placed along Richmond's historic Monument Avenue in conversation with the still-standing Confederate monuments. They challenged the monuments' representation of public memory by re-introducing narratives about prominent Black Richmonders and informing readers of the Jim Crow legislation that enabled the monuments to be constructed and venerated. This edited and condensed interview with organizers from the project describes the multiple crises of collective memory that public historians confront in the American South, as well as the strategies the History Is Illuminating project used to counter dominant narratives about public memory. Finally, the interview highlights the importance of community action and a multiplicity of public memory projects in order to ensure a democratic approach to collective memory. Abstract

In December of 1811, enslaved blacksmith Gilbert Hunt helped save about a dozen white women from a horrific theatre fire in Richmond, Virginia, by catching them as they came out of a third-story window. This article examines this story of Hunt's heroism in the broader context of Euro-Virginians' changing understandings of race and slavery between 1811 and the Civil War. Abstract

Gentrification literature often focuses on frictions between gentrifiers (often white) and those being displaced by the process (often low-income people of color). Far less attention is paid to a revealing place-marketing strategy that papers over race politics. Businesses in gentrifying neighborhoods appeal to their customers' sense of nostalgia for a vanished way of life, while eliding racial injustices prevalent in the times they evoke. The process entails re-racialization of such sites without reference to the segregatory politics central to their creation: a mode of remaking history, without memory. In larger cities this may not be so evident, since gentrification dynamics are driven by both a sufficiently large share of the population with high disposable incomes, and a well-developed property redevelopment industry with the capacity to unleash real estate speculation. In contrast, smaller cities that have partially gentrified still exhibit incomplete erasure of the past. They provide a valuable window into this process of historical de- and re-racialization. Two such secondary cities are Richmond, Virginia, and Durban, South Africa. Both have histories of legally-enshrined racial segregation, and both are attempting, with varying degrees of success, to recast inner-city neighborhoods as cool, creative places for middle-class residents to live, consume, and produce. A report from the Children's Hospital of Richmond at Virginia Commonwealth University discusses a study on the Supplemental Nutrition Assistance Program (SNAP) and its users' barriers to purchasing nutritious foods. The study aimed to inform the design of SNAP+, a healthy incentive program to increase fruit and vegetable (FV) purchases and decrease sugar-sweetened beverage (SSB) purchases. The research found that factors influencing purchasing behaviors included cost, health, and avoiding waste. Participants were generally receptive to modifications that would pair FV incentives with SSB restrictions, but strategies to maintain autonomy are needed. This paper explores the history of planning and zoning practices found across the state of Virginia, including cities like Lynchburg and Richmond, that ultimately directly influenced the racially motivated planning and zoning practices of Charlottesville and Albemarle County. The broader implications of these planning and zoning practices create topographies of power that can be seen not only at the larger scale of the state and the city, but also the scale of the individual neighborhood through resources like the comprehensive plans of these cities that delve into background and neighborhood analysis that prove the racially motivated origins of these practices. This work was completed as part of the Spring 2021 course Field Methods and Building Archaeology directed by Professor Alissa Diamond.
