Abstract

Governments often use curfews as counterinsurgency measures. Do such state actions affect citizens' political preferences? We argue that citizens' responses depend on their group alignment. Citizens who are aligned with the government are more likely to interpret state actions as serving their interests and reward the governing parties as a result. Citizens who are aligned with the insurgent movement, however, are likely to interpret these same actions as targeted and disengage from politics: they have no reason to reward the governing parties and may also be fearful of expressing support for the parties affiliated with the insurgent movement. We find support for this argument with survey data from Turkey, fielded before and during curfews. When exposed to curfews, Turks generally increase their support for the governing party. However Kurds do not increase their support for the governing party or the opposition; instead, we present strong evidence that they withdraw their support from the Kurdish opposition and become more hesitant to express any political preferences. Abstract

Background: In March 2020, the World Health Organization (WHO) declared COVID-19 a pandemic. Many countries in Sub-Saharan Africa, Uganda inclusive, implemented lockdowns, curfew, banning of both private and public transport systems, and mass gatherings to minimize spread. Social control measures for COVID-19 are reported to increase violence and discrimination globally, including in Uganda as some may be difficult to implement resulting in the heavy deployment of law enforcement. Media reports indicated that cases of violence and discrimination had increased in Uganda's communities following the lockdown. We estimated the incidence and factors associated with experiencing violence and discrimination among Ugandans during the COVID-19 lockdown to inform control and prevention measures.Methods: In April 2020, we conducted a secondary analysis of cross-sectional data under the International Citizen Project (ICP) to assess adherence to public health measures and their impact on the COVID-19 outbreak in Uganda. We analyzed data on violence and discrimination from the ICP study. We performed descriptive statistics for all the participants' characteristics and created a binary outcome variable called experiencing violence and/or discrimination. We performed logistic regression analysis to identify the factors associated with experiencing violence and discrimination.Results: Of the 1726 ICP study participants, 1051 (58.8%) were males, 841 (48.7%) were currently living with a spouse or partner, and 376 (21.8%) had physically attended work for more than 3 days in the past week. Overall, 145 (8.4%) experienced any form of violence and/or discrimination by any perpetrator, and 46 (31.7%) of the 145 reported that it was perpetrated by a law enforcement officer. Factors associated with experiencing violence or discrimination were: being male (AOR = 1.60 CI:1.10-2.33), having attended work physically for more than 3 days in the past week (AOR = 1.52 CI:1.03-2.23), and inability to access social or essential health services since the epidemic started (AOR = 3.10 CI:2.14-4.50).Conclusion: A substantial proportion of Ugandan residents experienced violence and/or discrimination during the COVID-19 lockdown, mostly perpetrated by law enforcement officers. We recommend mitigation of the collateral impact of lockdowns with interventions that focus on improving policing quality, ensuring continuity of essential services, and strengthening support systems for vulnerable groups including males. Abstract

Kashmir, with its unique blend of picturesque landscape, perennial fresh water streams and lakes, lush-green vegetation, snowcapped peaks, variety of birds, rare animals and various seasons with changing hues, is one of the most environmentally vibrant areas in South Asia. Traditionally known as the paradise on the earth, the valley is currently sandwiched between the geopolitical ambitions of India and Pakistan, and host to the worst political crisis in the region. It is plagued with militarism, violence, encounters, curfews, atrocities, and controversies. This research paper on Kashmiri novelist Mirza Waheed's work The Book of Gold Leaves (TBGL) (2014) links the ecological crisis in the valley to the unending cycle of violence and terror. Violence has created an environment of fear in the valley which overshadows the beauty of the land. Tourism to Kashmir has dwindled almost to non-existence. Landscape, forests, water bodies, birds and animals face an existential threat at the hands of the ecocidal forces which are proactive in the valley. Historically, there has been a dearth of authentic voices from the Indian part of Kashmir to record the conflict, fear and ecological crisis emanating from the presence of the Indian military, armed resistance and negligence. But the current writers from Kashmir are bent on emphasizing the gravity of the ecological situation. Keeping in view all this and partially drawing on ecocritical and ecofeminist strands of ecology, this paper explores the strategic use of ecological trope on the part of Mirza Waheed to highlight the plight of Kashmir along with its flora and fauna. In previous chapters we have shown how, from the second half of the twentieth century, there have been significant trends in the governance, regulation and policing of contemporary society. These trends rely on risk identification to achieve social, economic and political goals. In criminal justice, this has meant less focus on the identification, prosecution and rehabilitation of guilty individuals, and more on identifying, preventing or reducing potential crime risks. Also, the broadening scope of governance has involved non-traditional agencies and individuals in the process of crime control and prevention, and placed traditional agents such as police in a new role. Police now partner with other state and non-state agencies in crime control and prevention networks. Third party policing occurs when police strategies to control or prevent crime involve partnerships or networks, voluntary or coerced, police-initiated or directed by government, with non-offending third parties (such as regulators, business owners, landlords, community groups, schools and parents). Third party policing occurs within a legal framework that establishes the authority for police to partner with or coerce third parties, the contexts in which they can do that, and the types of intervention this may produce. Indeed, we argue that it is the legal basis of third party policing that both defines it as a unique strategy and distinguishes it from other policing interventions, most notably problem-oriented policing.
