The article reorganizes the Latin American discussion regarding large urban projects on the basis of the concept of just city. While part of the literature associates the former with urban neoliberalism due to its focus on economic profit, another part discusses how the links between justice and space point toward the opposite political and urban direction. On the basis of the analysis of secondary sources and previous approaches to large projects, it suggests that rather than belonging to opposed worlds, conceptions of just city can reinforce critical as well as reformist positions regarding large urban projects. This is so because these concepts can be mobilized from different ideological and political positions regarding heterogeneous large urban projects. The article suggests the existence of "critical", "reformist", and "enthusiastic" positions based on the following issues: evaluation criteria promoted, positions regarding participation, and postures concerning the link between large projects and surplus recovery. The relation between large urban projects and just city, suggested on the basis of the Latin American experience, makes possible an in-depth approach and evaluation of those projects from new perspectives, as well as a conceptually expanded analysis of broader urban policies. Resumo Nas últimas décadas, dois processos caracterizaram a política e a dinâmica urbana da Região Metropolitana de Belo Horizonte (RMBH): a retomada do planejamento metropolitano e a maior intensidade de grandes projetos urbanos (GPUs). Este trabalho investiga criticamente as relações entre um conjunto de GPUs, executados e/ou idealizados entre 2000 e 2018, e o planejamento em construção, com ênfase nos projetos para centralidades nos Vetores Norte e Sul da RMBH. Para tal, busca-se articular a análise do campo de poder dos GPUs com a análise do processo de planejamento. As conclusões evidenciam aproximações, contradições e descaminhos entre o planejamento, o Governo do Estado e o capital imobiliário, principalmente quanto à política de novas centralidades. Abstract In recent decades, two processes have characterized the urban policy and urban dynamics of the Metropolitan Region of Belo Horizonte (MRBH): the resumption of metropolitan planning and the greater intensity of large urban projects (LUPs). This paper critically investigates the relationships between a set of LUPs, executed and/or designed between 2000 and 2018, and the planning under construction, with emphasis on projects for centralities in the north and south vectors of MRBH. To this end, it articulates the analysis of the LUPs’ field of power with the analysis of the planning process. The conclusions highlight approximations, contradictions and mismatches between planning, the State Government and real estate capital, especially regarding the new centralities policy.

Resumen El artículo reordena la discusión latinoamericana sobre grandes proyectos urbanos a partir del concepto de just city. Mientras parte de la literatura asocia los primeros con el neoliberalismo urbano, dada su orientación hacia la ganancia económica, otra discute cómo las articulaciones entre justicia y espacio apuntan en una dirección política y urbana contraria. A partir del análisis de fuentes secundarias y de abordajes previos sobre grandes proyectos, se postula que, lejos de tratarse de universos contradictorios, las concepciones sobre just city pueden reforzar posicionamientos críticos, pero también reformistas sobre los grandes proyectos urbanos. Esto ocurre en la medida en que se trata de conceptos amplios factibles de ser movilizados desde diversos posicionamientos ideológicos y políticos frente a grandes proyectos urbanos heterogéneos. El artículo postula la existencia de posicionamientos "críticos", "reformistas" y "entusiastas" a partir de asuntos como: criterios de evaluación promovidos, posicionamientos sobre la cuestión de la participación y posturas sobre el vínculo entre grandes proyectos y recuperación de plusvalías. El cruce entre grandes proyectos urbanos y just city propuesto a propósito de la experiencia latinoamericana permite profundizar el abordaje y evaluación de los primeros desde perspectivas renovadas, así como expandir conceptualmente el análisis de políticas urbanas más amplias. Ideas destacadas: artículo de reflexión en el que se hace un recorrido en la discusión latinoamericana sobre grandes proyectos urbanos a partir del concepto de just city e identifica usos variados de dicho concepto, movilizados desde diversos posicionamientos ideológicos y políticos. Enquanto parte da literatura associa os primeiros com o neoliberalismo urbano, devido à sua orientação ao lucro econômico, outra discute como as articulações entre justiça e espaço apontam em uma direção política e urbana contrária. A partir da análise de fontes secundárias e de abordagens prévias sobre grandes projetos, pressupõe-se que, longe de se tratar de universos contraditórios, as concepções sobre just city podem reforçar posicionamentos críticos, mas também reformistas sobre os grandes projetos urbanos. Isso ocorre na medida em que se trata de conceitos factíveis de serem mobilizados sob diversos posicionamentos ideológicos e políticos diante de grandes projetos urbanos heterogêneos. Este artigo hipotetiza a existência de posicionamentos críticos, reformistas e entusiastas a partir de assuntos como: critérios de avaliação promovidos, posicionamentos sobre a questão da participação e posturas sobre o vínculo entre grandes projetos e recuperação de mais-valia. O cruzamento entre grandes projetos urbanos e just city proposto a propósito da experiência latino-americana permite aprofundar a abordagem e a avaliação dos primeiros sob perspectivas renovadas, bem como expandir conceitualmente a análise de políticas urbanas mais amplas. Urban consortium operation is a Brazilian instrument to implement large urban projects. It aims to promote urban services and infrastructure in a specific perimeter by selling construction benefits, which include changes in land uses and building rights. The list of works, their priority and overall development should be debated in management councils representing the diversity of stakeholders involved in the project. Focusing on the Água Espraiada Urban Consortium Operation in São Paulo, this paper analyses the work of its management committee from 2001 to 2014 and exposes disputes among different stakeholders, as well as their strategies and challenges to effective participation. Ultimately, what was supposed to be an arena for democratic decision-making has become an informative arena that legitimizes the project. Resumo Operação urbana consorciada é um instrumento brasileiro para a implementação de grandes projetos urbanos. Ele objetiva a promoção de serviços e infraestrutura urbana em um perímetro específico através da venda de benefícios construtivos, incluindo transformações de uso do solo e potencial construtivo. A lista de obras, a sua prioridade e o seu desenvolvimento geral deveriam ser debatidos em conselhos gestores representando a diversidade de agentes envolvidos no projeto. Focando no caso da Operação Urbana Consorciada Água Espraiada em São Paulo, esse artigo analiza o trabalho do seu grupo de gestão de 2001 a 2014 e expõe as disputas entre os agentes, suas estratégias e os desafios para a participação efetiva. Como conclusão, o que era para ser uma arena de tomadas de decisão de forma democrática tornou-se uma arena informativa que legitima o projeto.
