In recent decades, nature has been increasingly acknowledged in the urban environment for its importance to people's well-being and quality of life, as well as for its role in building sustainable cities. The idea of nature in cities and the conceptualization of 'green' (e.g. green structure, green fingers, green infrastructure, parks and ecosystem services) are correlated in planning approaches. This study explores the conceptualization of green by analysing the concepts used in the two regions of Oslo and Helsinki, and by investigating their current master and regional plans through quantitative and qualitative analyses. The findings exhibit a variety of green concepts and complementary features (between planning concepts introduced earlier and newer ones). Over the years, and in the light of evolving ideas of nature, the master and regional plans of both regions have set up a multi-functionality framework, more recently influenced by ecosystem services approaches. The study contributes to understanding the evolving conceptualization of green in urban and regional planning approaches. The discussion is linked to place-specific contexts and regulatory practices, and connected – to some extent – to the wider international debate and planning ideas that incorporate nature. This paper explores the implementation of grand spatial planning narratives such as the compact city and polycentricity in planning practice. The effects of overlapping scales on the application of spatial imaginaries in metropolitan space are examined. Using post‐socialist space, the research enriches the geographical context of metropolitan studies. On the basis of a spatial analysis of metropolitan form and centrality and a textual analysis of the relevant spatial plans of three Czech metropolitan areas, the key features in efforts of planning polycentric and compact metropolitan areas are identified as "Administrative blindness", "(De)centralization ambiguity", and "Reactive passivity". By identifying the limits of translating spatial visions into the practical language of statutory regional and land‐use plans, the paper contributes to the debate on the effectiveness of metropolitan planning based on the specific context of Central Europe. Drone imagery has the potential to enrich urban planning and historic preservation, especially where it converges with the growing creation and use of 3D models in the context of cities and metro regions. Nevertheless, the widespread adoption of drones in these fields faces limitations, and there is a shortage of research addressing this issue. Therefore, we have conducted a systematic literature review of articles published between 2002 and 2022 drawing from reputable academic repositories, including Science Direct, Web of Science, and China National Knowledge Infrastructure (CNKI), to identify current gaps in the existing research on the application of UAVs to the creation of 3D models in the contexts of urban planning and historic preservation. Our findings indicate five research shortcomings for 3D city modeling: limited participation of planning experts, research focus imbalance, lack of usage for special scenarios, lack of integration with smart city planning, and limited interdisciplinary collaboration. There is extensive literature on the agency of actors in urban and regional planning which draws on a wide range of theoretical lenses and concepts. One of the recurring themes is the relationship between agency and structure—the mutual interdependence between individual actions and collective institutions, rules, and norms. This article provides a narrative overview of the wide range of literature on agency and structure in relation to spatial planning clustered around six interrelated themes: institutions, discretion, pragmatism, networks, leadership, and emotions. The aim of this paper is to show the potential value of using the constructivist grounded theory (CGT) methodology in the Urban and Regional Planning discipline. This is done by reflecting on the application of the CGT fundamentals defined by Kathy Charmaz, applied in a doctoral thesis in Urban and Regional Planning. The substantive area of research in which the thesis took place was the practical training experience of planners in becoming professionally registered. The thesis collected primary data through interviews with 14 planners who have undergone the process of practical training to record, document, and analyse their experiences as a prerequisite and requirement of professional registration. The use of the CGT methodology provides valuable insight into the registration process of planners in South Africa and encourages doctoral candidates to use CGT methodology with the aim of generating new knowledge and theory in the built environment. Gurugram is one of the major satellite cities of Delhi, which witnessed unprecedented growth in the past two decades. The city of Gurugram in Haryana State, India, has a fringe of Aravalli hills on either side as the western and the eastern range ridge. On the foothills of the eastern ridge, there has been a major development in the revenue estate of Behrampur to Nathupur, whereas, on the western ridge, the major development has been from the revenue estate of Manesar to Naurangpur of Urban development complex. Majority of the Revenue Estate in the areas in the foothills of Aravalli are covered under Punjab Land Preservation Act, 1900. The areas in Arravali ranges covered under development plans have witnessed urbanization. In contrast, the areas which are protected by forest statute and have come under Urban development plans have been saved from urban sprawls to a great extent. The present study analyses urban plans and development in areas not protected by forest statutes to those with some umbrella of protection. The successive development plans including Gurugram Developmental Plan (GDP) 2021 of 2007, GDP 2020 of 2011, GDP 2031 of 2012, and Gwal Pahari Developmental Plan of 2010 amended in 2016 has increased the commercial value of land, exposing them to urbanization due to better economic returns. The study, however, strengthens the perception that despite being prone to development opportunity, the areas covered under forest statutes or by Hon'ble court orders have been protected from urban expansion and developmental sprawl. The Regional Planning Association of America (RPAA) comprised a core group of experts on urbanism, design, economics, housing, and planning throughout its ten years of advocacy and implementation from 1923 to 1933. A lesser-known subsequent organization, the Regional Development Council of America (RDCA), was founded twenty-five years later in 1948 in recognition of the 50th anniversary of Howard's To-morrow. Primed for a postwar development surge, the RDCA's ambitious agenda ranged from federal planning to urban renewal to community building for 'productive defense'. This study applies a comparative analysis of archival materials, including review of efforts to sustain the RPAA mission during the bridging period when neither organization was active. While the RDCA only functioned for four years, the core membership consistently advocated for the regional city as the solution to a wide range of postwar challenges at the federal, state, and local levels. In doing so, their strategies addressed the increased professionalization and institutionalization of planning. At the same time, their sustained focus on communitarian regionalism diverged from the growing emphasis on economic development through expansionism that came to dominate the field. Urban growth models are increasingly being used to generate scenarios within city and regional planning support systems (PSS). However, their usefulness in land use planning applications, particularly in city resilience planning, is not fully understood. Thus, we developed a cellular automata model using Metronamica PSS for the Greater Sydney region and assessed its usefulness as perceived by planning and policy practitioners. The study was implemented through a collaborative geodesign workshop where participants (n = 19) were guided to an understanding of the modelling process and to create and validate alternative policy scenarios for 2050 that reflected Business-As-Usual, Bushfire resilience, Flood resilience, and Combined resilience. We conducted two surveys and a SWOT analysis to assess the usefulness of the PSS and its outputs. We found that the PSS created credible scenarios using collaborative inputs from the participants. The PSS had perceived value for informing participants about land use changes in the resilience planning contexts with high flexibility and granularity. The plausibility of the scenario outputs, a usefulness parameter, was readily accepted, but the model's transparency (another parameter) was seen as potentially inhibiting application in real-world planning. The present study aims to explore research on Innovation, Regional Development and the contribution of Universities based on a bibliometric study with data from the Web of Science. The VOSviewer software was used, with data extracted in September 2022, searching for the terms "university", "innovation", "regional development", present in the topic. In order to refine the search for articles, the Boolean operator: AND was used. The search returned 260 articles. Therefore, after reading the title and abstract of the scientific articles, 93 articles were identified that fit the scope of the study according to their content. Considering Zupic & Cater (2014), citation, co-citation, bibliographic coupling, co-occurrence of keywords were analyzed, in addition to the 10 most cited articles in the time period from 2018 to 2022. Cai and Etzkowitz (2020), FINI et al. (2018), Zhang, Chen and Fu (2019) and WAKKEE et al. (2019) are among the most referenced authors of the selected articles. The results show the interdisciplinary character of the studied field, represented by studies in the themes Management, Environmental Studies, Economics, Geography, Regional Urban Planning, Green Sustainable Science Technology, Environmental Science, Business, Industrial Engineering and Interdisciplinary Social Sciences. At the initiative of Clarence S. Stein, they founded the Regional Planning Association of America in 1923. Following the preliminary studies of Benton MacKaye, Henry Wright pioneered in developing the basic conception for the first state plan put forward by any public body in America; that of the New York State Housing and Regional Planning Commission, of which Clarence Stein was chairman. Spatial planning is a comprehensive field of public policy and characterized by a considerable diversity of policy tools. Some of these policy tools have a long tradition, but a broadening scope of spatial planning over recent decades in many liberal democracies, accompanied by policy reforms to the way in which spatial planning operates, has altered the nature and type of policy instruments in use. Previous analyses have given limited attention to policy tools for urban and regional planning, yet in this article it is argued that a focus on procedural policy tools can allow a structured assessment of implications of major policy reforms for substantive instruments and societal outcomes. A framework for the study of policy tools according to different stages of the policy cycle is proposed. This is applied to recent planning reform in South Australia to understand changes to procedural tools and how these can influence the effectiveness of substantive policy tools. In the postwar period, the strong economic growth in Western countries coincided with the configuration of their modern urban planning systems. This article aims at exploring to what extent the targets of the economic planning that was broadly adopted in this growth period conditioned the performance of urban planning tools by analyzing the case of Spain. During the so-called "Spanish miracle" that started in the early 1960s and lasted until the mid-1970s, there were notable contradictions between economic and spatial planning policies and between the performance of the national and the municipal governments. It is concluded that the lack of an integrated approach to regional and urban planning policies at national level combined to the gap with the actual local planning framework, illustrated through the example of three cities, can help to understand the patterns of urban growth in a context of an expanding economy. The encyclical of Pope Francis I, Laudato si'. About the care of the common home (2015), he presents a comprehensive ecological vision that addresses the deep relationship between human beings and nature. The effect of this encyclical is slowly beginning to radiate into public policy. This is the case of Santiago de Cali's Development Plan 2020-2023, "Cali, unida por la Vida", where the notion of caring for the Common Home is explicitly assumed as a starting point. It was interesting to study how this is understood and incorporated unprecedented approach in the construction of a municipal public policy. Consequently, the notion of territory as Common House was analyzed in the process of preparation, approval and validation of this Development Plan, from its initial application in the mayor's government program until the end of the discussion of the plan approved by the Municipal Council. We aim to demonstrate the methodology used in the critical analysis of the municipality of Cachoeira do Sul (state of Rio Grande do Sul, Brazil), which had its Master Plan recently revised and approved, verifying the urban practices implemented until then in the city. For the application of the methodology, data surveys, studies and mappings were carried out with systematization of a geographic database in a GIS environment, as well as on-site technical visits and application of questionnaires to apprehend the opinion of the population on important subjects in the development of the municipality, consolidating the technical and community readings of the territory. From these data, always guided by group discussions, we developed diagnosis, prognosis, scenarios, and guidelines, macrozoning and intervention proposals, filling gaps in the Master Plan in relation to planning with the landscape, the open space system and the development of the city and the region. This article examines the predictors of corruption among selected town planners in Ogun State, Nigeria, through the Differential Association-Reinforcement Theory. Questionnaires were used to gather data about corruption, economic situation, job dissatisfaction, lack of commitment, learnt behaviour (criminal or anti-criminal), and reinforcement favourable to corruption among the sample of 81 town planners. Descriptive statistics, bivariate relationships, and a series of Ordinary Least Squares (OLS) regression models were used to analyse the data. Findings show that variables with the highest correlation with corruption are job dissatisfaction, commitment, learnt criminal behaviour, and reinforcement towards corruption. Findings also show that town planners significantly engage more in corruption when higher levels of job dissatisfaction and higher levels of lack of commitment interact with higher levels of learnt criminal behaviour. This study makes an important theoretical contribution to the existing literature as well as to urban and regional planning practice in Nigeria, considering the accountability of townplanning 'officials'. This paper deals with the management of settlement growth in the Grand Duchy of Luxembourg from the perspective of informality. Luxembourg is subject to high demographic and economic growth pressures across all parts of the country (capital, old-industrialized South, rural North), which strongly challenges the current planning system. At the same time, there is no formal regional planning, apart from approaches of intermunicipal cooperation, which are mainly voluntary in nature. Drawing on empirical case studies in two high-growth municipalities (Junglinster, Schuttrange), the paper outlines planning decisions in the institutional triangle between municipality, state and private institutions. Informality serves here not only to compensate for a lack of planning control, but also to deal with the country's complex legal framework conditions. The vital interests of landowners come into play informally as well: since parts of the country's wealth emerge from the valorization of property, speculative interests are immanent, and thus block development processes. The article focuses on the American-Yugoslav Project in Regional and Urban Planning Studies (AYP) to explore the Ford Foundation's role in the international circulation of urban planning expertise during the Cold War. In operation in Ljubljana, Slovenia, 1966–1976, AYP was a foundation-funded collaboration between Ljubljana's Urban Planning Institute of SR Slovenia and a succession of American universities: Cornell, Wayne State, and Johns Hopkins. Its goal was to bring the American regional planning expertise to Yugoslavia and Europe. Using the lens of network-building, the article highlights the geopolitical motivations of Ford's presence in socialist Yugoslavia before tracing the professional trajectories of AYP's founding members, American geographer Jack C. Fisher and the Slovenian architect Vladimir Braco Mušič. It then analyzes the project as an exemplary 'networking instrument' that connected numerous urban planners across Europe, in turn facilitating the transfer of American cybernetic techniques to Yugoslavia. Regional planning plays a central role in Germany's multi‐level system for managing regional and local land use, giving concrete shape to state planning specifications and providing municipalities with binding guidelines for urban land use planning. While planning proponents affirm the positive effects of regional planning such as reduced land consumption and less urban sprawl, representatives of neoclassical urban economic theory see regulation as the reason for lower economic growth. With the help of fixed effects panel models, we examine the impact of regional planning regulations on the housing market, migration and prices in Germany's growing labor market regions. We conclude that regional planning regulations reduce construction activity. However, this effect is relatively small and does not raise building land prices and rents. Nevertheless, results indicate that the lower level of construction activity—due to strict regional planning regulations—contributes to weaker overall population growth. Based on our results, we cannot confirm important predictions of neoclassical urban theory regarding the effects of regional planning regulations on labor migration patterns and downstream processes for Germany. Aotearoa New Zealand has shifted towards more collaborative decision‐making for freshwater in recent years, as national and local authorities seek new ways of working with communities. While the potential benefits of collaboration are well established, the messiness of collaborative processes can challenge institutional imperatives to develop formally justified, implementable plans. This paper explores a collaboration‐first attempt, 'Healthy Rivers/Wai Ora: Proposed Waikato Regional Plan Change 1', demonstrating that while more inclusive forms of plan‐making may better reflect diverse values, interests and knowledges, relinquishing control over planning processes can present significant challenges in the face of existing institutional structures and legislative requirements. The General Urban Development Plan for Lourenço Marques (today Maputo) was approved on 25th April 1955. Coordinated by architect João Aguiar, director of the Colonial Planning Office. it was developed based on the first urban plan for the city, which had been drawn up by Joaquim José Machado and António José de Araújo in 1887. A further new Master Plan for Lourenço Marques was drawn up between 1967 and 1969. This new one was the last before Mozambique gained independence in 1975 and it was drafted by a specialist team coordinated by the engineer and urbanist Mário de Azevedo. The orientations applied in Aguiar's Urban Plan were quite distinct from those of Azevedo's Master Plan. The innovative element was that it opposed the 'conception of a city closed in on itself, limited in size and structure'. Azevedo's plan furthered a regional interpretation of the territory and placed the emphasis on the provision of an entire transport infrastructure network by land, sea, and air. This paper seeks to throw light on the evolution of Portuguese urbanism in the Portuguese African colonies in the last years of colonization with a view to highlighting the different approaches. The name of Patrick Geddes is well-known for his work on town planning, but he was a multi-talented individual who engaged at the forefront of the birth of a diversity of academic disciplines that we now frequently regard as disparate. This review essay explores a book documenting the pioneering activities of Geddes in ecology, sociology, cultural studies, and human geography, which he sought to link in a unifying theory of human ecology. Crucial to understanding the work of Geddes is the awareness that he constantly strove to bridge the gaps that he perceived between science and the arts, between practical skills and theoretical concepts, and between the need for sustainability in both cultural and environmental terms. In tracing the roots of the radical thinking that Geddes generated, the author has explored the substantial contributions made by a scholar who was ahead of his time and shows that there is still much to be gained by reconsidering his intellectual legacy. Extensive urbanization is a major cause of landscape fragmentation, depletes natural habitats and affects climate change. An efficient counteraction is offered by the realization of green infrastructures (GIs). GIs contribute to ecological connectivity, increase ecosystem resilience, address climate change, and improve people's wellbeing. The inclusion of GIs in spatial planning processes is important for mainstreaming environmental considerations in the design of sustainable cities. Despite the interest in the integration of GIs in urban planning theories and tools, few scientific works have tackled this issue systematically. This study aims at clarifying if – and to what extent – GI concepts are included in regional plans and programs adopted in Sardinia (Italy). We scrutinized the documents by using quali-quantitative content analysis based on criteria rooted in scientific literature and figured out that few plans and programs incorporate a clear definition of GIs. Most of them incorporate implicit references to GIs. In order to improve the effect of urban and rural regional spatial planning and resource allocation, we need to focus on the factor of urban and rural population flow. Therefore, this paper evaluates the effect of urban and rural population mobility and spatial planning under the background of big data. Based on the evaluation of the effect of urban-rural population migration, according to the evaluation principle of the effect of urban-rural population migration after the reform and opening up, the evaluation index system is constructed, the dimensionless processing of the evaluation index system is carried out, the evaluation index weight is calculated, and the evaluation index is quantified, so as to complete the effect evaluation of spatial planning. Integrating the ecosystem services (ES) concept into land-use planning has been the focus of researchers in recent years. Forwarding this objective in order to foster human well-being, urban and regional planning became the focus of research efforts. Furthermore, governance research has been beneficial in studying the coupling of ecosystem services and planning processes. Thus, in this explorative case study we have analysed the governance of urban and regional planning in two case studies -- Rostock and Munich -- in order to gain insights about the role and value of ecosystem services among planning actors. We conducted semi-structured interviews to identify relevant parameters to facilitate integrational approaches of ecosystem services into decision-making in the context of cross-sectoral urban and regional planning. Based on our results, we argue for a change of the perspective of ES within planning practice. Instead of ecological or economic endeavours, the contribution of ES to human well-being should be in the centre of attention. Human well-being as an overarching aspiration may have the potential to shift ecosystem services from sectoral to cross-sectoral planning. [ABSTRACT FROM AUTHOR]

The 1992 Urban and Regional Planning Law, later catalogued as Chapter 38 of the Laws of the Federation of Nigeria (LFN) in 2004, is the latest in a series of legislations on physical planning in Nigeria. Contrived as a national legislation under a centralised administration, it was meant to be adopted by each of the 36 states of the country and the Federal Capital Territory, Abuja. However, 30 years on, full implementation of its provisions is yet to be effected. The objectives of this review article include an exploration of the content of the law and the status of its implementation across the 36 states in Nigeria from 1992 to 2022. The method used is qualitative, involving a review of secondary information from government documents, newspaper reports, and content analyses of provisions of the law in view of the realities of planning administration in the country. The article shows that only 11 states out of 36 have passed the law, demonstrating a general lacklustre attitude towards it. In addition, the required institutions of autonomous Local Planning Authorities and Development Control Departments, which the law prescribes as arrowheads in its implementation, are yet to be established, even in the states where the law has been legislated. The article discusses the provisions and relevance of the law and the wide gulf between its intent and the reality of urban growth in Nigeria. The article concludes by recognising the general lack of competence among the states in implementing the law and identified key issues including the need for future planning legislations to be more pragmatic by separating policy from detailed development control standards in their administration. Production models' flexibilization in capitalist economies continues to transform industrial activities' spatial organization in a regional continuum. Placed in planned complexes located on cities' fringes, firms often stand inaccessible from regional circulation routes, which hinder activities' long-term economic sustainability. Further changes are impending, as forthcoming Smart Manufacturing logistics require efficient linkages between local and regional transportation models. Such issues compel urban planners, economists and policymakers to re-evaluate industrial territories' imprint on metropolitan dynamics and enact proper strategies towards the industry. In this paper, the role of road-circulation network centralities on industrial complexes' placement in a regional continuum is analysed, refining the existent methods to assess industry spatial configuration and agglomeration logics. Empirical cases comprise five Brazilian industrial complexes in Porto Alegre's Metropolitan Region. Hypothesis is that road-circulation network centralities' hierarchies (closeness and betweenness) have positive correlations to industrial placement patterns at regional and inner-complex scale, informing regional contiguity dynamics amid discontinuous industrial spaces. Evaluation of the consistency of spatial plans should be a part of the planning process composed of three stages: plan preparation, implementation, and monitoring. Evaluation types affecting each of these stages are known as "ex-ante", "on-going", and "ex-post" evaluation, respectively. The inefficiencies in the stage of "ex-ante evaluation" has become an important issue in recent urban and regional planning studies. Given this knowledge, in this paper, an analytical method for this stage is proposed by examining the literature and national legislation. The method is based on consistency tests with qualitative criteria some of which also include quantitative data. The main output of the study is the "Guide for Evaluation of Spatial Plans (GESP)" that was prepared in this context. It starts with the formulation of consistency tests of the GESP that were constructed in two main categories based on "internal" and "external" consistencies, where the latter is divided into two as "horizontal" and "vertical". Afterwards, implementation of the systematic framework of the GESP is explained with reference to legislative grounds for the administrations and their authorities in plan making-approving in different jurisdictions and scales in Turkey and this framework is exemplified for a given set of different type and scale plans. A growing number of planning researchers and practitioners argue for a shift from mobility-centered transportation planning to an accessibility-focused one. Accessibility is a compelling concept that has proven more difficult to operationalize than mobility, which helps to explain why so many accessibility metrics have been developed for urban research and planning practice. To assess the state of these metrics, we reviewed 54 of them in light of their theoretical basis, data requirements, units of analysis, travel modes and trip purposes accounted for, and potential applications to planning practice. We also reviewed the substantial literature on accessibility measurement and interviewed planning practitioners who are applying accessibility metrics in practice. We find that accessibility theory and measurement has advanced more rapidly than applications in practice. However, a new generation of tools is emerging that may accelerate the move to accessibility planning. Although many of the measures focus on a single travel mode, the number of multimodal metrics is growing. Most of the measures are designed for regional-scale planning and scenario evaluation; only a few to date are intended for project evaluation. The 54 accessibility metrics and tools we reviewed vary widely and none stands out as obviously superior for planning practice. Although most calculate the accessibility of places, and many do so reasonably well, we see the most promise in measures of the accessibility of travelers, which can then be aggregated for place-based analyses while still shedding light on how access can vary substantially across different types of travelers. The principal challenge to broadly deploying accessibility analyses in practice in the years ahead is in developing measures that meaningfully measure the many salient dimensions of access, have manageable data requirements, and are understandable to planners, public officials, and community members. The relationship between cultural heritage and sustainable development has been on the agenda of many related stakeholders for many years. Thus, cultural heritage was introduced into the sustainable development agenda in September 2015, being emphasized within the Sustainable Development Goals (SDGs) adopted by the United Nations (UN). Believing in this relationship, this paper focuses on capacities and limitations of various disciplines in reaching SDGs through cultural heritage conservation and management (CHC&M). The paper argues that we need innovative and transformative strategies and policies for the conservation and management of cultural heritage to be able to reach UN Sustainable Development Goals (SDGs). This requires a strong collaboration among various disciplines, primarily architecture, urban design, urban and regional planning - kin disciplines - as well as economics, geography, demography, and urban sociology. The research presented in this paper is based on a thorough literature review on sustainable development, SDGs, cultural heritage, and conservation and management of cultural heritage with an aim to put forward an interdisciplinary approach for CHC&M which will then lead to reaching SDGs. With this aim in mind, the research identifies the actual one to-one relationship between SDGs and CHC&M, while emphasizing the role of each kin discipline on CHC&M and sustainable development through a critical analysis. This paper addresses the engagement of critical geographers from Northeastern Brazil with regional planning, aiming at transforming society by acting on their region's spaces. Extending and putting in relation literature on planning theory in the Global South and geographical scholarship on decoloniality, I explore new archives showing how the planning work that these geographers performed from 1957 to 1964 was an example of the 'South' re-elaborating and putting into practice notions arising from 'international' literature, such as that of 'active geography', and pioneering critical uses of instruments, such as mappings and statistics, that have often been associated with technocracy and political conservatism. Connected with peasants' struggles and with a theoretical framework that is cognisant of the colonial histories and insurgent Black and indigenous traditions in the Northeast, these geographers' works show that there is no 'Southern Theory' without a concrete engagement of scholars with social and political problems, one which is not limited to 'participation', but aims at challenging the political powers in place. Although not devoid of contradictions that are analysed here, the experiences of these Southern geographers acting in and for the South can provide precious insights into current (Northern or Southern) scholarly programmes aimed at resisting oppression. By revisiting its history from 1870 down to the present, this essay examines the role played by the figure of the parkway – both as idea and as object – in the urban development of the New York metropolitan area. It is the 'Odyssey' that interests us here: from the emergence of the Brooklyn parkways designed by Frederick Law Olmsted and Calvert Vaux, to the invention as a total project of the first modern parkway along the Bronx river, from the deployment of a system of regional parkways planned by Robert Moses in the 1930s to its obliteration in the face of the prominent development of highways, followed by the first attempts to rehabilitate historic parkways in the 1970s, when the city was going through a major crisis. Today, the renewed interest of designers and historians has made the parkway an important part of the heritage of urban planning, confronted with major projects and operations that mobilize different scales, uses and disciplines, between conflicting urban policies and temporal shifts. By looking back on its past and projecting its future, the inventory of the New York Parkway history provides valuable lessons with regard to the global changes affecting the contemporary city. Autonomous vehicles (AVs) are rapidly emerging in United States cities, leaving urban and regional planning institutions unsure how to plan and develop policies. This paper analyzes how regional transportation plans (RTPs) developed by metropolitan planning organizations (MPOs) are approaching the risks and opportunities presented by AVs. Among 52 MPOs, a majority only mention key issues and emphasize high levels of uncertainty. Twelve MPOs develop policies on infrastructure, safety, partnerships, data-sharing, and multimodal transportation. Despite a positive trend, many recently adopted RTPs do not incorporate AVs. This analysis focuses on different levels of Cross-Border Regional Planning (CBRP) processes in the Cascadia borderland. The region is home to the business-led initiative 'Cascadia Innovation Corridor' (CIC), designed to foster cross-border economic integration. The CIC strives to build a global innovation ecosystem in Cascadia, including a new high-speed train to connect Seattle and Vancouver. This paper focuses on the scope of the CIC as a CBRP case. The authors evaluate engagement of city governments and coherency between different planning scales to determine whether the CIC has been addressing the major challenges that may prevent tighter economicintegration in Cascadia. The analysis deploys secondary data as well as primary data collected through surveys and interviews. The results shed light on a discrepancy between supra-regional 'soft planning' and the urban planning level. The global decline of children's independent mobility is well documented. Whilst the Nordic countries are no exception, a previous study discovered high levels of independent mobility in a suburban community in the south of Sweden (Johansson, M., A. Raustorp, F. Mårtensson, C. Boldemann, C. Sternudd, and M. Kylin. 2011. "Attitudal Antecedents of Children's Sustainable Everyday Mobility." Transport and Health Issues: Studies on Mobility and Transport Research 3: 55–68). The current study investigates the everyday outdoor lives of children in this community to shed light on the mechanisms contributing to the children's independent mobility. Sixteen children aged 10–11 years old participated in place mapping and child-led walks. The results describe how their independent mobility grows from their joint commitment to play and socialise in a collective process that builds on their experiences of the local environment to form a shared patchwork of people, places and practices that meets their mutual needs. In light of plans for new development in the area, relational arrangements supporting children's agency are uncovered and independent mobility is confirmed as an important indicator of child-friendliness in planning. 'Polycentricity on a regional scale', or in short the 'polycentric region' (PR), is a key concept in both urban and regional research and planning. But the term is used in many different ways, making it an overstretched concept unsuitable for drawing normative conclusions from. This article highlights the fact that, beyond the lowest common denominator – PRs consist of several centres ('poly' = many) and are situated on a regional scale ('region') – there is no single generally accepted definition of what a PR is. Instead, there are various historical trajectories for the formation of PRs, as well as different substantive perspectives. In this contribution, we will develop a conceptual typology and terminology describing the various dimensions of a PR for the North-Western European context on the basis of a critical literature review. The typology addresses two formation modes, four substantive perspectives and two time perspectives in an attempt to establish conceptual 'building block(s)' for use in empirical PR research and policy formulation. A buildout analysis is an important methodology in land-use planning. The GIS technicalities of doing a buildout analysis tend to be the purview of professionals with a background in geographical sciences. However, it is argued that planners ought to be able to conduct buildout analysis in order to develop a better understanding of how land-use patterns could change sustainably over time depending on a community's regulatory environment and pace of development. A state buildout analysis is compared and contrasted with buildouts conducted for two local jurisdictions on the opposite ends of Massachusetts: the towns of Amherst and Georgetown. The town of Amherst's computations identified lower values of developable and new commercial/industrial land and 1,878 more new dwelling units than the state-led planning initiative three years earlier. In the case of Georgetown, the UMass Amherst planning consultancy identified lower values of developable land and fewer new dwelling units and 3.5 million square feet more of new commercial/industrial land than the state-led analysis. Large-scale land creation projects involving the cutting of mountains to infill gullies for construction have been carried out in Lanzhou New District (LZND). However, there is an urgent need for comprehensive and detailed research on the spatiotemporal evolution of ground deformation in LZND. Based on Sentinel-1A SAR data, combined with the urban geological background, the ground deformation in LZND from 2017 to 2019 was analysed. Two independent, multi-temporal techniques, persistent scatterers interferometry (PS-InSAR) and the small baseline subset (SBAS-InSAR), were used to calculate the deformation time series, and the results were cross-verified. The time series-monitoring results of the SBAS and PS calculations exhibited strong consistency in LZND and verified the high reliability of the experimental results. The results showed the whole surface of the LZND from March 2017 to October 2019 maintained stability, and the deformation rate was primarily in the range of −10 to 10 mm/year. However, ground deformation in the Xicha area was evident. The maximum annual deformation rates monitored by SBAS-InSAR and PS-InSAR were −52.48 mm/year and −56.35 mm/year, respectively. The most typical deformation areas include the built-up area and the land creation area. The surface subsidence area was concentrated in the filling area. The ground deformation range of LZND kept expanding and accelerating from 2017 to 2019. Land creation, urban construction, geology and precipitation were the primary factors contributing to local severe ground deformation. Landscape has acquired great importance in the urban and territorial policies of European countries after the European Landscape Convention. Italy has a long tradition in the protection of landscape and cultural heritage, characterised by a particular attention to the history and the identity culture of the communities. The main rule in this field, the Code of Cultural Heritage and Landscape of 2004 (Urbani Code), refers to a mix of environmental, cultural, and social factors belonging to different types of natural and urban landscapes that Regional Landscape Plans have to identify, sharing with local communities. The most important innovation concerns the attempt to overcome the binding and regulatory approach, only focused on protection constraints, in order to generate high awareness about the identity value of landscape and to encourage a more democratic community participation in the landscape policies. The ineffectiveness of landscape policies is often due to the lack of sharing of the landscape vision and planning approaches established at regional level, with local authorities and settled communities. This paper reflects on the topic of inter-institutional collaboration between national, regional, and local authorities, by focusing on the process of adaptation of urban local plans to the regional landscape plans and comparing different regional contexts. The article highlights a strong delay in the approval of regional landscape plans and a relevant inter-institutional conflict in the co-planning phase with the national authority, leading to the ineffectiveness of landscape plans in the transfer of regional landscape planning guidelines to the local landscape scale, with relevant consequences on territorial government, between conservative measures and transformation drivers. Development planning is an important process in development. Development planning will determine programs/activities that are considered capable of solving community problems/needs. Therefore, the process of preparing regional development planning requires the involvement and input of stakeholders. West Sumatra Province is one of the provinces in Indonesia which has a tribe with a culture of migrants. Minangkabau migrants are scattered in various regions and abroad with various kinds of professions. This is seen as potential by the West Sumatra Provincial Government. In collaboration with several District/City Governments in West Sumatra Province, Minangkabau migrants have an optimized role. One of them is in development planning. This role is of course very important. Therefore, this qualitative research tries to analyze the role of the migrants from the perspective of Justice Amartya Sen on the aspects of democracy. The important role of nomads in the development planning of West Sumatra Province can be seen from the inclusion of indicators for the number of recommendations of nomads in the West Sumatra Provincial Medium-Term Development Plan 2016-2021. Democracy has many characters. Based on the research results, it is known that the involvement of the nomads in the preparation of regional development planning for West Sumatra Province is a form of Pancasila Democracy. Pancasila democracy is a democracy that emphasizes the achievement of common interests rather than individual interests. So that Amartya Sen's theory in this study proves to be relevant in the efforts of the regional development planning process in West Sumatra Province. The Regional Topographic Geodatabase (DBTR) was officially defined in 2005 as the multi-scale (1:1,000 – 1:2,000 – 1:5,000 – 1:10,000) cartographic reference for urban and regional planning in Lombardy Region. The DBTR had been previously introduced at national level to take over traditional numerical topographic maps adopted for urban planning, with the aim to provide a base map to be implemented either at regional level (Regional Geoportal) and by local administrations. The DBTR is structured by following some national guidelines that define either the content and the topological structure, that makes simple its implementation in GIS environment. The construction of the entire DBTR has historically gone through different phases, with the consistent support of the regional subsidiary policy. But when the effects of the world economic crisis in 2008 became tangible in the budget of public administrations, the growth of the project faced an important break. In 2017 the administration of Lombardy Region has promoted and financed a new project finalized to the completion of the DBTR. A temporary association of mapping companies won the tender and completed the project by summer 2020, despite of the difficulties related to the COVID-19 pandemic. A team led by Politecnico di Milano was appointed for the quality assessment. The proposed paper would like to present this project and the operational solutions applied for the production of the new subsections of the DBTR, as well as its quality assessment/validation. Various institutional and cultural settings have shaped spatial planning systems with comparable features; however, such systems have been adapted to specific cultural, normative and spatial conditions. In line with the growing demand for international knowledge exchange in urban and regional planning, planning cultures have recently come into sharper focus. Moreover, it has become widely acknowledged that many cities in Europe and the USA have to deal with challenges posed by long-term demographic and economic changes. This also holds true for Japan. The objective of the research presented here is to comparatively investigate changes in planning cultures in view of shrinking cities in the USA, Germany and Japan. The findings will allow us to detect interdependencies between changes in planning cultures and societal changes in the wake of shrinkage, and finally to derive hypotheses for both the future-oriented development of shrinking cities, and the development of planning cultures based on the comparison of cultural settings. In this respect the paper concludes with the hypothesis that there might be planning cultures that are not framed by geographic entities (nations, regions, cities), but rather by topics along shrinking cities. This could offer insight into a new research sphere of 'topical planning cultures'. While lasting effects and successes of policies and strategies applied in shrinking cities remain to be seen, their influence on a broader knowledge exchange, contextualisation and innovation in the sphere of planning cultures is evident. Climate change has become a global concern, and the prediction of carbon emissions is key to achieving carbon-reduction goals. The existing framework cannot accurately reflect the spatial distribution of carbon emissions, making it difficult to guide urban planning and management. Therefore, in this study, a carbon emission spatial simulation and prediction model was established. The model includes the GIS-Kernel Density sub-model for subdividing built-up area, the Land Use-Carbon Emission sub-model for establishing the correlation between land use and carbon emissions, the Multi Objective Programming-Principal Component Analysis-BP neural network sub-model for presetting development scenarios, and the Patch-generating Land-use Simulation sub-model for predicting. Xi'an was chosen as the study site, and two extreme scenarios were determined. A total of 373,318 development paths were segmented from the interval, and the optimal path was selected. All scenarios were simulated, and the carbon emissions and their spatial distribution were calculated. The results showed that the overall accuracy of the simulation exceeded 90%. Under the optimal path, Xi'an's carbon emissions reach 60.6 million tons at peak time, which will be reduced to 47.38 million tons by 2060. In addition, the model analyzed the temporal and spatial changes of carbon sources and sinks and drew up the path of carbon reduction by technology and urban planning. This model can provide a reference for regional carbon-reduction planning and carbon reduction technology implantation. It can propose strategies from the perspective of planning and management. This article investigates how governmental power in the emerging Danish welfare system operated through transformations to the urban geography. The focus is on two concrete cases, namely two regional plans for the Greater Aarhus Area published in 1954 and 1966. By functionally dividing the city into spaces for work, housing, consumption, transportation and recreation, these plans aimed to knit certain behavioural patterns into the everyday life of the urban dwellers and thereby promote the becoming of a particular social order and subjects. This demonstrates how the emerging welfare state worked proactively in these decades, reconfiguring urban space in the nexus between welfare, modernism and affluence. Moreover, the article addresses the outcome of the plans, seeking to explain their unsuccessful trajectory by approaching them at the intersection of the local, national and transnational. In order to approach the complex relationship between welfare and urban space, the article proposes 'welfare geography' as the primary analytical category. Bridging perspectives from governmentality-studies and critical human geography, this category is designed to study how welfare as a 'dispositif' is geographically assembled from multiple perspectives, comprising planned, imagined, material as well as lived dimensions.
