1. School Planning and Design in Urban Development: A Historical Case Study of Niagara Falls, New York 1950-2007

Abstract

School planning and design implicitly enters the realm of urban development when public school districts make land-use decisions on where to locate, construct, operate, maintain, and close their facilities. Moreover, schools and their campuses can impact the physical environment, influence urban design and development patterns, affect the local housing market, and alter economic conditions. This research asks: how can school districts, and other local planning districts, collaborate for effective comprehensive master and land-use planning? The pages that follow examine physical school planning and design on urban development in a post-industrial, economically depressed Great Lakes urban school district, specifically; Niagara Falls, NY, from 1950 to 2007. Along the way, we can see how the building of new or renovation of existing schools--and the abandoning of neighborhood schools--interacted, or failed to interact with urban development while impacting the physical environment of Niagara Falls. Given the role school planning has in physical placemaking, land use development, and environmental design, public schools and their campuses are as much a responsibility for educational administrators as they are for urban planners. 2. A PBL Collaborative and Cumulative Dynamics towards Urban Sustainable Environments

Abstract

Erasmus+ CityLab Program at Universidad de Belgrano School of Architecture and Urban Planning, has focused on urban structure as generator of dynamic and transformable spaces, through a local case located at Juan B. Justo Avenue corridor, Buenos Aires, Argentina. The CityLab project motivated students to experience an integrative 3-year Problem-Based Learning process, related to Morphology Communication and Digital Media, Urban and Territorial Planning, Final Degree Project, as well as integration with School of Public Relations. More than 75 students participated in this international programme to explore, diagnose and re-think city scale, as well as to discover, build and apply technological tools. Land use and mobility regulations were introduced with the participation of stakeholders and external experts in different stages from diagnosis to final project validation. Students' and teachers' staff contribution to the academic final conference "PBL for Sustainable Cities"- September 2018, Bogotá, produced a motivating socialization in collaboration with local partners.

3. Modeling Classifiers for Virtual Internships without Participant Data

Abstract

Virtual internships are online simulations of professional practice where students play the role of interns at a fictional company. During virtual internships, participants complete activities and then submit write-ups in the form of short answers, digital notebook entries. Prior work used classifiers trained on participant data to automatically assess notebook entries from these learning environments. However, when teachers create new internships using available authoring tools, no such data exists. We evaluate a method for generating classifiers using specifications provided by teachers during their authoring process instead of participant data. Our models rely on Latent Semantic Analysis based and Neural Network based semantic similarity approaches in which notebook entries are compared to ideal, expert generated responses. We also investigated a Regular Expression based model. The experiments on the proposed models on unseen data showed high precision and recall values for some classifiers using a similarity based approach. Regular Expression based classifiers performed better where the other two approaches did not, suggesting that these approaches may complement one another in future work. 4. Evaluating the Effective Physical Indicators of Built Environment on Promotion of Sustainable Transportation: The Case of Sanandaj City

Abstract

The main goal of this research is to evaluate the relationship between the built environment and public health of citizens in four different buffers of Sanandaj, Kurdistan province, Iran. There is a growing body of evidence that links the neighborhood design to public health and argues that the built environment impacts on the public health of people through the weakening or strengthening of sustainable transportation (walking, cycling, and public transportation) and physical activity. Regular physical activity has a significant impact on the health of individuals, and this can be the best way to cope with several diseases. The statistical population of this study includes people between the age of 18 and 65 years in Sanandaj city. The method used to investigate the normality of dependent variables is the Kolmogorov-Smirnov test; the assessment of the resident's difference of physical activities is conducted through one-way variance; the impact of the built environment on physical activities is assessed through a multivariate regression test, and the effect of physical activity on the health of the individuals is evaluated through a correlation test. This study, by explaining the characteristics of the built environment in four different buffers, has exhibited that the environment supporting physical activity of pedestrians plays a critical role in increasing the amount of physical activity they engage in.

5. Towards Post-Industrial Foodways: Public Pedagogy, Spaces, and the Struggle for Cultural Legitimacy

Abstract

Re-embedding foodways in local communities and ecologies is an enormous undertaking that is supported in part through a myriad of educational processes. For niche spaces of post-industrial foodways, a crucial step toward normalization is being accepted, appreciated, and even desired by the wider society. This article explores how pedagogy underlies all food system change, especially for forming cultural legitimacy of emergent spaces. The theoretical perspective of public pedagogy is reviewed in order to provide an analytical frame for analyzing the educational processes that nurture cultural legitimacy for emergent food-oriented spaces. As various conceptions of public pedagogy have been used in a wide variety of contexts, I suggest an articulation that assumes learning to be an assemblage of spaces, practices, people, artifacts, and policies, which better captures the wide range of educational processes that precipitate cultural change (Deleuze and Guattari, 1988; McFarlane, 2011). To illustrate the role of public pedagogy in legitimizing emergent food-oriented spaces, I explore two specific cases. The first case of urban spatial policy takes public pedagogy as a starting point for the legitimization of certain spaces; while the second case of the residential front yard begins with a specific space that is a site of struggle with opposing public pedagogy processes, each creating cultural legitimacy for a different landscape form. By exploring the linkages between public pedagogy and space, I make the claim that education is the primary driver for food culture transformation.

6. Environmental Engagement and the Problem of NIMBYism (The 'Not In My Backyard' Syndrome)

Abstract

NIMBYism, the popular and short form for "Not In My Back Yard", describes the resistance and outright opposition by residents, either within a distinct place such as a neighbourhood, or, more broadly, in a larger civic area right up to a town or city level, against some planned nearby facility, service, or changed land use. NIMBYism is also about people's more extensive relation to the world of change, and their understanding of the wider places in which they move. It is an existential issue touching on the ways people find meaning in the world. As such it is an ethical issue connected to choices which are often less about care for others then one's ability to consume. It is tied into the integrated nature of people's civic, economic and environmental obligations. In this article, the author talks about environmental engagement and the problem of the "Not In My Back Yard" syndrome. He first describes the historic roots of NIMBYism and the contemporary forces in continuing NIMBYism. He then offers solutions for overcoming NIMBYism.

This "Student Workbook" contains 24 lessons of resource material that is intended for use in university courses on bicycle and pedestrian transportation. The lessons span a wide range of topics including an introduction to bicycling and walking issues, planning and designing for bicycle and pedestrian facilities, and supporting elements and programs. This is the second edition of the "Student Workbook"; the first edition was published as Report No. FHWA-RD-99-198. Lesson-based slideshows (scripted slideshows for all 24 lessons) and an overview lecture (a scripted slideshow for a one- or two-lecture overview in existing undergraduate or graduate transportation courses) are also available to assist in course development and delivery. The key learning outcomes in the course material are as follows: (1) Students should recognize the legitimacy of the bicycle and pedestrian modes in a balanced transportation system; (2) Students should understand how policy, planning, and engineering practices can be improved to create a more balanced transportation system; and (3) Students should be familiar with basic policies, practices, tools, and design principles and know how to use them to create bicycle and pedestrian-friendly communities. The first lesson plan, "Physics Park" (Scott McQuerry), aims for students to construct a playground and the examine the physics behind the playground's equipment. 12. The Politics of City Planning Simulations.

Abstract

This research paper presents an analysis of the computer simulation, SimCity, used for an urban city planning class. The data were gathered by actual use of the simulation and an electronic mail network was employed to secure impressions from users of the simulation. SimCity (developed by Maxis) provides the player with rules of human factors, economic factors, survival factors, and political factors that are both opportunities and constraints to the master planner. In addition, there are numerous maps to monitor land use patterns, zoning, demography, pollution, and other factors as the simulation progresses. The simulation also allows the user to manipulate tax rates and funding levels for the city. The point of the simulation is to duplicate the real world of urban politics with the instantaneous ability of the computer. The attraction of SimCity is the resemblance to the real-life choices that city planners must make to keep the city functioning. Analysis of the limitations of the simulation includes: (1) the over-reliance on mass transit; (2) the tendency to clump zones together then destroy them completely through urban renewal efforts; (3) the premise that the form of local government has little effect on public policy; (4) deficit spending by cities in the simulation is not an option; (5) there is no interaction of the simulation city with the surrounding region; (6) the citizens in the simulation must reside in the city, unable to move to the suburbs, thus creating another level of conflicting bureaucracy; (7) the city residents are completely rational creatures in their calculation of their own economic interest, with no regard for the public interest; and (8) the unlimited role of the mayor in municipal government. Three insoluble problems of the simulation include: (1) SimCity's role of planning in urban development; (2) the neglect of race as one of the most salient features of U.S. urban life; and (3) the underestimation of the social, as opposed to the material, dimensions of city life. 13. Shoulder to Shoulder: Teacher Professional Development and Curriculum Design and Development for Geospatial Technology Integration with Science and Social Studies Teachers

Abstract

For decades, educators have hoped to integrate geospatial tools into K-12 classrooms but struggled with barriers of time, technology, and curriculum alignment. The authors formed a design partnership with ninth-grade science and social studies teachers in an urban high school in order to conduct teacher professional development while also developing geospatially enabled curricula to enact in their classrooms. This article includes a description of the curriculum design principles and processes, as well as an explanation of the professional development strategies as participants worked shoulder to shoulder in designing engaging classroom instruction to enhance students' geospatial thinking and reasoning skills. One of the activities presented is an example of the design and development process, and lessons learned from the pilot test implementation are presented. This article may inform similar work with geospatial technologies in teacher professional development and curriculum development.

14. A Tale of Two Cities: Using Public-Private Partnerships to Create Higher Education Opportunities

Abstract

Public-private partnerships aren't new in higher education. But, in 2012, some especially compelling financial reasons accelerated development of public-private partnerships between public universities and private entities in their communities. Public institutions have never been under more pressure to find alternative sources of revenue to help close the resources gap resulting from lower state appropriations. "Trusteeship" asked leaders at public institutions in two different cities to describe how public-private partnerships are helping further their goals. Metropolitan State University of Denver is Denver's newest hotelier. Its Hospitality Learning Center and adjacent SpringHill Suites[R] Denver Downtown opened last August on the campus. It's a major example of what the university hopes will be the first of many public-private partnerships that will benefit students' educational opportunities and the community long into the future. In the fall of 2011, The City University of New York (CUNY) opened a gleaming $110-million building in the East Harlem neighborhood of Manhattan--a new home for The Lois V. and Samuel J. Silberman School of Social Work at Hunter College and CUNY School of Public Health at Hunter College. Successfully implementing a major capital project in these times of constricted state budgets would be reason enough for a university to celebrate. The new building, a satellite of Hunter College, was the result of a partnership between CUNY, the state, and three private entities--two philanthropic foundations and a major commercial developer.

15. The Challenge of Urban Policy

Abstract

Urbanization almost invariably accompanies development, and the cities of India and China are experiencing spectacular increases in population. The concentration of millions of people in a small mass creates challenges for public policy, especially in the areas of basic infrastructure, public health, traffic congestion, and often law enforcement as well. In this essay, I discuss five core debates in urban policy, including the optimal degree of federalism, private versus public provision of urban services, optimal land use regulation, appropriate spatial policies, and the use of engineering and economics approaches to reducing the negative consequences of density. None of these debates are close to being resolved, but researchers have managed to generate a number of useful insights in these areas. (Contains 5 footnotes.)

16. A Multi-Scale Comparative Study of Shape and Sprawl in Metropolitan Regions of the United States

Abstract

This dissertation constitutes a multi-scale quantitative and qualitative investigation of patterns of urban development in metropolitan regions of the United States. This work has generated a comprehensive data set on spatial patterns of metropolitan development in the U.S. and an approach to the study of such patterns that can be used to further explore the causes and consequences of the shape and character of metropolitan regions. The research focuses on describing and measuring spatial patterns of development at neighborhood and metropolitan regional scales and exploring factors that have helped shape those patterns. While comprehensive testing of hypotheses related to the causes and consequences of metropolitan development patterns is beyond the scope of the dissertation, several hypotheses regarding factors influencing development are suggested, and the rich data set generated by this work lays the groundwork for testing these and other hypotheses. The metropolitan region, consisting of a central city, its suburbs, and the surrounding exurban area, is the primary focal scale of this research. To capture this area of interest, a Metropolitan Region (MR) was defined corresponding to each of 353 Metropolitan Statistical Areas (all MSAs with year 2000 populations between 50,000 and 9 million, except Miami and Baltimore, for which some data were unavailable). Both subjective visual categorization and objective clustering methods were applied to the 353 MRs to generate a typology capturing the range of metropolitan regional shapes in the U.S. The typology confirms the existence of circular and lobed forms described in major theories of urban growth and reveals hybrids and variations of circular, lobed, and polycentric shapes. The national distribution of regional shapes suggests the influence of physical setting and city system context, with linear shapes appearing along mountain ranges and valleys, semi-circular shapes along coastlines, circular shapes in plains, and more complex shapes in areas with a higher concentration of metropolitan regions. Regression algorithms were used to develop an index of sprawl that is based on neighborhood-scale street network, mix of uses, and housing homogeneity data and can be consistently calculated throughout U.S. metropolitan regions. The national distribution of aggregated metropolitan regional sprawl indices reveals the highest degrees of sprawl occurring in the mid-Atlantic and lowest degrees among isolated metropolitan regions in the interior West. Preliminary results connecting the sprawl index to metropolitan regional-scale shapes suggest that monocentric round regions may not necessarily be the least sprawling. Finally, case studies were conducted to investigate factors affecting the influence of planning and shaping development in two mid-sized metropolitan regions. The case studies provide the basis for a general framework that identifies key factors influencing patterns of development in metropolitan regions across the country. The findings from this initial empirical work and the two case studies indicate that spatial patterns of metropolitan development are strongly influenced by regions' physical, legal, historical, city system, economic and cultural context, all of which affect the interactions among and decisions made by planners, developers, and residents that ultimately produce the pattern of the built environment. This data-rich quantitative approach and explicit attention to scale complement the theoretical and qualitative approach of much of the previous work on patterns of metropolitan development. 17. Role-Playing Games for Capacity Building in Water and Land Management: Some Brazilian Experiences

Abstract

Role-playing games in natural resource management are currently being tested as research, training, and intervention tools all over the world. Various studies point out their potential to deal with complex issues and to contribute to training processes. The objective of this contribution is to analyze the limits and potentialities of this tool for capacity building in environmental management of stakeholders with low educational levels by comparing various Brazilian experiences. Five games that were developed and used to train local stakeholders or state technicians about specific aspects of new and difficult to understand legislation are compared. The comparison of these experiences is based on (a) an analysis of the materials (game support) provided by the developers, (b) interviews with authors and game developers, and (c) participation in game sessions whenever possible. 19. Beacon City: An Urban Land Use Simulation. Teacher's Guide. Preparing for Tomorrow's World.

Abstract

"Preparing for Tomorrow's World" (PTW) is an interdisciplinary, future-oriented program incorporating information from the sciences/social sciences and addressing societal concerns which interface science/technology/society. "Beacon City," one of a series of program modules, is an urban land use simulation. Land use planning techniques patterned after the work of Ian McHarg and strategies/techniques developed in the emerging field of futuristics (such as futures forecasting) are integral parts of the module. Like other PTW modules, Beacon City promotes responsible citizenry with increased abilities in critical thinking, problem solving, social/ethical reasoning, and decision-making. Provided in this teaching guide is an overview of the module (which includes a description of the simulation, objectives, and discussion of strategies for promoting student development) and a discussion of the Socio-Scientific Reasoning Model (theoretical basis of the PTW program). Instructional strategies for module activities are also provided. These include suggestions for using the filmstrip/audio-cassette recording (complete script provided), a game, role playing cards, data files, and student worksheets. The module is recommended for such high school courses/areas as social studies, history, geography, urban studies, environmental planning, and earth science. (JN)

20. The Major Environmentally-Based Land Use Issues on the Urban Fringe.

Abstract

Types of land-use issues which form current problems in urban areas are discussed in this paper. The majority of these environmentally based issues revolve around the management of water. The five most often encountered water-oriented issues are denoted in rank order of importance. First, an ample water supply which is free from contamination must serve as a finite limit on municipal growth. second, sewage disposal needs to be provided by on-site systems such as septic disposal and spray irrigation or by off-site systems such as lagooning, small package plants, or large regional sewage treatment plants. Third, storm runoffs, generated by development, need to be controlled. Fourth, erosion and sedimentation, occurring at an enormously accelerated rate due to the activity of man, need to be managed. Fifth, flood plains must be managed, which becomes increasingly necessary as each new structure built in the flood plain obstructs the stream flow and reduces the area available to the stream to convey flood waters. The pervasiveness of water as an element in land-use issues necessitates rational management of the hydrologic cycle in a reasonable urban planning goal. (Author/DB)

Abstract

A workshop/conference held in Boulder, Colorado, during two weeks of summer 1972 had the goal of bringing together a group of university researchers and planning practitioners to "think through" how the research requirements of environmental/land-use planning might be met and to identify the areas of new knowledge needed by practitioners and society at large if they are to do a better job of planning the physical environment. The conference encompassed two elements: (1) the substantive questions dealing directly with the problems involved in planning physical environments (within a broad societal framework) and (2) research organization--what needs to be done to insure that the necessary research is carried out. The book is divided into four parts. Part 1 presents the recommendations of high-priority research for land-use planning and allocation that were developed by the workshop participants. Part 2 contains an introductory chapter and an historical overview of land-use planning in the United States. Part 3 comprises a collection of nine background papers devoted to various topics concerning the social, economic, and natural environmental factors important to environmental/land-use planning. 22. Studying and Teaching about the Internal Environments of Single-Structure Cities.

Abstract

The field of urban geography has as its prime foci the study and teaching of the spatial relationships that exist among the various structures, areas, and inhabitants within cities. The idea of a single-structure city, a building where people can live, work, and be entertained with a climatically-controlled environment is no longer a utopian vision and offers new areas for geographic study. Students may study such cognitive concepts as spatial relationships; physical structure; physical, cultural and/or economic neighborhoods; transportation; and the impact of the new single-structure cities upon human behavior. Student skill development could include the translation and application of statistical, technical, and photographic data to the aforementioned cognitive concepts. Affective activities could include a simulation where students have to decide who will be allowed entry into a limited number of domed cities when ecological catastrophe occurs in the year 2050. In a second activity students might be asked for the personal reactions to a future "ideal city." (Author/DE)

23. Comparisons among Three Diverse Cities: San Jose, California, Seattle, Washington, and St. Louis, Missouri.

Abstract

Although some comparisons among three diverse cities were made, the three cities were selected precisely because they represented diverse clusters of urban problems. San Jose, California, was the scene of very rapid growth for more than a decade. St. Louis, Missouri, on the other hand, contained the prototypical problems of a declining central city, including one of the highest rates of building and neighborhood abandonment in the U.S. Seattle, Washington, represented a metropolitan area responding favorably to a strong exogenous shock. Under the high unemployment caused by aircraft industry lay-offs during the late sixties and early seventies, the economy showed unexpected resilience. Rand's research in San Jose, Seattle, and St. Louis represents work done in the first year of what was conceived to be a five-to-seven year research program during which 12 to 15 cities would be studied in depth. The intent of the research effort was to create a frame work that could guide policy decisions at (ultimately) all levels of government. Comparisons that could be made among these three quite diverse cities related to the topics of major urban policies, constraints on local officials, the people versus territory issue, and other conceptual comparisons. This unit, one in a set of elementary teacher-developed materials for geography, is on land use in cities. It contains follow-up activities to the "Cities at Work" filmstrips, which are part of the "Our Working World" program published by Science Research Associates (SRA). The filmstrips deal with resource allocation and zoning problems in cities. The unit provides teachers with objectives, strategies, and further activities for ths SRA program. For example, following the viewing of a filmstrip, students are asked to develop models and draw maps to illustrate land use, based on information given in the filmstrip. Abstract

Two elementary-grade activities on geography are combined. The first activity employs a group discussion approach to investigate neighborhoods and residences. Given data about a neighborhood area in Houston, students make predictions and express feelings about future developments in the area. The second activity investigates urban planning in Moscow. Issues that are examined include the future of cities, urban sprawl, the morphology of a large city, and the relationship of people to an urban environment. It is hoped that students learn to apply the regional method of geography to a study of Moscow, and that they develop an understanding of their local urban environment. Problem-solving and inquiry skills are utilized as teaching techniques. Five investigation questions and 24 activities are offered. The activities described above are two of 12 (SO 009 140 through 150) teacher-developed elementary instructional activities and 17 teacher-developed secondary instructional activities (SO 009 151 through 167) comprising this series on geography-related topics. They are available individually and as elementary or secondary sets. The materials are intended to help teachers in developing units for the classroom. Topics that are covered require student inquiry into current problems such as land use, development, pollution, and population. Mastery of geography skills is emphasized. 26. Measuring Impacts of Land Development: An Initial Approach.

Abstract

This report suggests a set of measures and procedures that local governments may use for estimating the specific impacts of development on a community's economy, natural environment, public and private services, appearance, housing, and social conditions. It also offers a framework and a methodology for a community to use in arriving at its own set of evaluation criteria. The proposed measures and data collection methodology were devised primarily for municipal and county officials and their staffs who are involved in land-use matters. The suggested measures and how they are formulated are presented in Chapter 1 of Part 1. Chapter 2 discusses the role of the measures--that is, how they may be used by local decision-makers. Chapter 3 focuses on key methodological issues that have not been totally resolved but that should be kept in mind when applying the measures. Chapter 4 indicates how the measures may be used to consider explicitly the impact of development on different population segments or clientele groups. Chapter 5 suggests some ways of presenting or displaying the findings from the impact measures. Part 2 deals with the more technical details of applying the proposed measures. It discusses the rationale, limitations, and alternative forms for each measure and outlines procedures for data collection in each instance. (Author/MLF)

This is the second in a series of reports concerned with evaluating the impacts of land development. This report discusses in considerable depth and detail how development affects the revenues and expenditures of local government. Questions include the following: (1) Will new development inflate the demand for public services and facilities in excess of the tax revenues it generates? (2) Are communities searching for new development and new sources of revenue to ease the tax burdens associated with existing developments that do not pay their own way? and (3) Are cities, suburbs, and suburban communities pitted against each other in obtaining additional tax dollars and excluding tax users? In this report a large number of fiscal studies were examined to determine why findings differ, to identify the major analytical issues, and to synthesize a judgment about the utility of fiscal impact analysis as a tool for better land-use planning and management. 34. Urban Technologist Development Program - Phase I: An Educational Development Program.

This publication is the report of the first phase of the Urban Technologists Development Program at Youngstown State University. This phase involves a National Science Foundation supported study of college curriculum needs for urban technologists education. A survey (Appendix C) of urban planners and public works directors across the country was conducted and the data were analyzed to determine the job skills needed by urban technologists. Also, trial instructional units and tentative curricula were developed based on this data. Included in the contents of this publication are educational modules designed to serve as a guide in the development of an Urban Technology Curriculum. 35. The Montlake Community and the R.H. Thompson Expressway.

Abstract

This document presents a case study of the controversy between freeway developers associated with the Washington State Highway Department and citizens of Montlake community, Seattle. The intent is to provide information to other neighborhood and community groups on successful citizen activism strategies. In the opening section, a chronology of events is presented to detail the process by which Montlake came to see the R.H. Thompson Expressway a threat. Information is presented on planning commission statements, highway department announcements, freeway-related bond issues, statements in favor of and opposed to the freeway, court hearings, and media coverage. The second section analyzes events discussed in the chronology, with emphasis on approaches within the anti-freeway effort which were particularly successful. Topics discussed include the mobilizing ideology of the anti-freeway coalition, techniques used to organize home-owners in the proposed freeway corridor, political characteristics of anti-freeway activists, and application of lessons learned in the Montlake experience to other citizen participation efforts. Appended materials include maps of Seattle and the Montlake community area, copies of newspaper clippings, special bulletins related to the controversy over freeway construction, and an artist's conception of the proposed freeway. The role of nontechnical information in the decision making process is addressed first, to help professional engineers and planners consider its importance in planning and implementation. For the purposes of the gaming exercise, APEX County, including the urban area of Central City and the surrounding rural districts, is divided into 29 analysis areas. Information and data for each of these analysis areas are presented in this manual. Population, employment and land use are allocated to the areas and are categorized by types established especially for APEX. These types are described in the glossary included in this manual (and in other manuals, except volume 21). The glossary is designed to aid participants in learning the terminology of urban and environmental management as well as that of the gaming exercise. Abstract

The Developer's Manual No. 1 is part of a set of 21 manuals (AA 001 009-001 029) used in APEX (Air Pollution Exercise), a computerized college and professional level "real world" game simulation of a community with urban and rural problems, industrial activities, and air pollution difficulties. The first two sections, which are the same in each of the student manuals (volumes 1 to 19), contain general information about the APEX interaction simulation and a glossary of reference terms. The remaining sections contain the following: developer's role description; annotated developer's worksheet; a sample developer's worksheet; background information for developer's role; an annotated printout for cycle one; and a map of the 29 APEX analysis areas. The manual is identical to the other developer's manuals, except for the annotated printout for cycle one. The game simulation procedure and required computer facilities are further described in resumes for AA 001 009 and 001 010. (PR)

Abstract

This review surveys literature previously announced in RIE and CIJE pertaining to site selection for elementary and secondary schools. Many of the documents cited identify typical site standards and discuss their relationship to site selection techniques. Other documents describe methods for predicting land costs, establishing attendance areas, and integrating school locations with city planning. The literature stresses the need for coordinating information at all decisionmaking levels for facilities planning as well as site selection; and observes that, as placement and use of new schools become increasingly matters of public discussion, those criteria pertaining to school-community interaction can be expected to figure prominently in the site selection process.
