The Federal Housing Finance Board has recommended that the Federal Home Loan Bank System be modified to reflect the realities of the housing and financial markets of the 1990s. The Home Loan Bank System is required to spend $300 million per year to help bail out ailing savings and loans and $50 million per year on affordable housing projects.
