While studies have examined the correlates of institutional trust across Asian countries, few studies have analyzed public attitudes toward two major social control institutions, the police and courts, in the Philippines. This study fills this gap in the literature by exploring the connections between social trust, institutional performance, media exposure and consumption, and trust in the police and courts. Using recent survey data from the Asian Barometer Survey, regression models were employed to assess and compare whether these factors are predictive of police and court trustworthiness. Results reveal the importance of social trust and institutional performance in predicting Filipinos' trust in the police and courts. However, media exposure and consumption were largely ineffective in predicting police and court trust. Given the Philippines' unique historical and political context, these findings contribute to existing literature and provide implications for future research and policy. [ABSTRACT FROM AUTHOR]

Introduction: Understanding police legitimacy among children and youth is important for building a just and democratic society. Although the volume of studies on police legitimacy among underaged persons has grown in recent decades, the findings on the relationships between police legitimacy and procedural justice and their definitions, associated determinants, and consequences remain heterogeneous across studies and across political and legal contexts. Given these heterogeneities, the conclusions and implications generated by this research are far from comprehensive. Method: This scoping review offers readers a comprehensive and comparative understanding of this topic by answering the following questions. (1) How can we define police legitimacy and procedural justice for children and youth? (2) What are the determinants of police procedural justice and legitimacy for children and youth? (3) What are the consequences of police procedural (in)justice and (il) legitimacy for children and youth? (4) Among children and youth, who are the vulnerable groups receiving less legitimate and unjust treatment from the police? A scoping review of the literature published between January 1, 1990 and May 31, 2022 was conducted based on four databases: PubMed, Web of Science, Scopus, and ProQuest. Guided by the scoping review screening framework proposed by Arksey and O'Malley, that is, the Preferred Reporting Items for Systematic Reviews and Meta-Analysis guidelines, and the checklist provided by the Joanna Briggs Institute for quality assessment, 47 publications, consisting of 38 quantitative studies and 9 qualitative studies, were retained in the final sample. Results: The results synthesize the operational and subjective interpretations of police legitimacy offered by the respondents in the studies reviewed which is followed by the discussion of conceptual and measurement issues. The key correlates of police legitimacy identified in these studies were police procedural justice and behavior, followed by experience and contact with the police, relationships with other authority figures, and personal competence in moral reasoning and self-control. In addition to compliance and cooperation, cynicism, trust, and health were related to police (il)legitimacy. Discussion: We argue that in addition to building and maintaining police legitimacy, it is vital to remedy the negative consequences of injustice in police-youth encounters. [ABSTRACT FROM AUTHOR]

Since procedural justice was proposed, this vein of research has gained much popularity in scholarship, empirical supports, and theoretical advancement. Yet, research on the procedural fairness within police organizations, particularly on the underlying and mediating mechanisms between internal and external procedural justice, remains understudied. Relying on survey data collected from Taiwanese police officers, this study expands the current literature by testing the direct relationships between supervisor, organizational, and social supports and external procedural justice and their indirect connections through supervisor trustworthiness and self-legitimacy. Supervisor and social supports were found to directly boost officers' commitment to external procedural justice. Perceived organizational support promotes external procedural justice through cultivating officer self-legitimacy. Recent literature on procedural justice has consistently shown positive organizational outcomes resulting from fair and just treatment by supervisors. This study expands the current literature by assessing the beneficial effect of being treated fairly and justly by supervisors in court settings. Based on survey data from Chinese judges, this study analyzes the direct linkage between supervisor procedural justice and judges' perceived tensions with litigants and their indirect relationship through trust in litigants and external procedural justice. The results of structural equation modeling indicate that supervisor justice is positively related to trust in litigants and external procedural justice and negatively associated with tensions with litigants. The indirect connection between supervisor justice and tensions with litigants is mainly through external procedural justice. Female and seasoned judges are more willing than their male and less-experienced counterparts to treat litigants in a procedurally just manner. [ABSTRACT FROM AUTHOR]

In December 2019, the SARS-CoV-2 virus was first detected in Wuhan, China. Soon after, China became the first country in the world to enforce strict lockdown protocols in an effort to mitigate the spread of the disease. This study examines the perceptions of pandemic rules enforcement during the first COVID-19 lockdown in 2020 among 600 Chinese police officers. The analyses reveal that police departments' prompt and adequate adjustment to the pandemic, police officers' procedural justice in interacting with citizens, and police perceptions of police trustworthiness among the citizens all had direct and indirect effects on public compliance to lockdown enforcement during the pandemic. These findings affirm the role of police procedural justice in public compliance to law enforcement in China and stress the importance of organizational adjustment and public trust during an emergency situation such as the COVID-19 pandemic. This study investigates the roles of trust in citizens and compliance with agency policies in mediating the direct and indirect relationships between internal procedural justice and external procedural justice among Chinese and Taiwanese police officers. Based on survey data collected from 1,253 police officers, this study comparatively analyzes whether supervisory treatment of officers is predictive of trust in citizens and willingness to follow agency policies, which in turn is linked to their willingness to act fairly and justly toward citizens on the street. The results indicate that officer trust in citizens mediates the relationship between internal and external procedural justice in both China and Taiwan, but compliance with agency policies does not. Internal procedural justice directly predicts external procedural justice among Taiwanese officers, but such a connection is not found among Chinese officers. The procedural justice model of policing has gained much popularity in scholarship and empirical support in democracies, yet research on the procedural justice within police organizations, particularly the mediating mechanisms connecting internal procedural justice and officer behavioral tendencies, is rather limited. With an aid of survey data collected from Taiwanese police officers, this study tests the connections between internal procedural justice and officers' compliance with agency rules and cooperation with supervisors via an essential element—trust in supervisors. Internal procedural justice was found to be directly related to trust in supervisors and officer cooperation with supervisor, whereas the association between internal procedural justice and compliance with agency rules is mainly indirect through trust in supervisors. Although public assessments of the police have become the focal concern of a substantial amount of research efforts since the 1970s, a very small number of studies have analysed public opinions on the Taiwan police. Using survey data collected from three cities and two counties in 2010, this study expands the existing literature by assessing whether Taiwan residents’ perceptions are distinguishable in terms of procedural-based trust and outcome-based trust and whether both the instrumental and expressive models are predictive of Taiwanese trust in the police. Findings revealed that the Taiwanese tended to conflate procedural-based and outcome-based trust. Both the instrumental model (concerns about safety) and the expressive model (trust in neighbours and perceived quality of life) were significantly linked to Taiwanese trust in the police. Satisfaction with government performance and media influence were also predictive of police trustworthiness. Directions for future research and policy are discussed. [ABSTRACT FROM AUTHOR]

This study assesses the extent to which Chinese citizens trust their police and explores factors that account for variation in public trust in police. Very few studies have empirically examined Chinese attitudes toward police. Using conflict theory as the guiding theoretical framework and interview data collected from eight Chinese cities, the study tests the effects of conflict variables, including gender, age, education, income, employment, and perceived political influence, and relevant control variables on Chinese public trust in police. The results show that conflict variables only have a modest explanatory power of Chinese attitudes toward police. Younger Chinese and Chinese with lower levels of perceived political power tend to have lower levels of trust in police. Chinese attitudes toward police are also influenced by satisfaction with public safety, governmental capability of dealing with crime, quality of life, and corruption among government officials.
