1. Building the Capabilities of the Travel, Tourism and Hospitality Workforce. Conference Paper

Abstract

This paper was presented at the Australian Federation of Travel Agents Industry Leaders & Educators Engagement Symposium held in Sydney on February 12, 2015. With industry sustainability becoming a strong concern, even within growth sectors, this paper identifies issues to be considered in ensuring that the education and training system can respond to emerging skills demand in the travel, tourism and hospitality industry. There are a number of means by which this can be achieved, the most vital possibly being improving young people's perceptions of the industry's career options. For this industry to be viewed as a career of choice, one that holds diverse and rewarding career pathways, particular attention needs to be paid to the promotion of these aspects. Skill development that pays attention to current and future industry requirements is also essential, including upskilling existing workers and developing the information and communication technology skills the industry needs. Stronger partnerships between training providers, business and industry peak bodies are highlighted as essential catalysts for the realisation of these next steps. 3. 'High' Achievers? Cannabis Access and Student Performance. CEP Discussion Paper No. 1340

Abstract

This paper investigates how legal cannabis access affects student performance. Identification comes from an exceptional policy introduced in the city of Maastricht which discriminated legal access based on individuals' nationality. We apply a difference-in-difference approach using administrative panel data on over 54,000 course grades of local students enrolled at Maastricht University before and during the partial cannabis prohibition. We find that the academic performance of students who are no longer legally permitted to buy cannabis increases substantially. Grade improvements are driven by younger students, and the effects are stronger for women and low performers. In line with how THC consumption affects cognitive functioning, we find that performance gains are larger for courses that require more numerical/mathematical skills. We investigate the underlying channels using students' course evaluations and present suggestive evidence that performance gains are driven by improved understanding of material rather than changes in students' study effort. 4. The Effects of Paper-Based Portfolios and Weblog-Based Electronic Portfolios on Limited English Proficiency Students in Writing for Service Industry Course

Abstract

The purposes of this study were to investigate the effects of the use of paper-based and weblog-based electronic portfolios on the writing achievement of limited English proficiency students, to survey the students' attitudes towards the use of the portfolio assessment, and to compare the viewpoints of the students in the control and experimental groups. The study was conducted with 60 second-year hotel and tourism students enrolled in the Writing for the Service Industry course. They had limited English proficiency, as their previous English grades were C or below in average. The simple random sampling technique was used for subject selection and group assignment. Google's free weblog website (located at www.blogger.com) was used as a tool for creating and developing the students' personal electronic portfolios. At the beginning of the course, the students in the control group and the experimental group were trained in the concept of portfolios, and the purposes, content, and criteria used for assessment were discussed with the students. A writing achievement test and a closed-ended questionnaire were used for the quantitative data collection, while the qualitative data were gathered from the open-ended questions, interviews, and reflection. Descriptive statistics and t-tests were employed for the data analysis. It was found that the effects of the use of paper-based portfolios and weblog-based electronic portfolios on the writing achievement were not significantly different, but some promising results of the use of weblog-based electronic portfolios for language learning and assessment are indisputable.

5. Culture and Tourism in the Learning Age: A Discussion Paper.

Abstract

Cultural services and tourism are among the United Kingdom's fastest growing sectors in terms of employment and consumer demand. Cultural services and tourism bring the following elements to lifelong learning: active rather than passive learning; a means of interpreting the world around us; exposure to cultures other than one's own; confidence and interpersonal skills; innovative uses of new technology; team-building skills; an expanding sector that values training and development; an accessible and inclusive environment; buildings and spaces that cost nothing to enter; a powerful means of communicating ideas; the experience of risk in a controlled environment; an opportunity to test the body and the mind; introduction to the natural world and the world of our ancestors; flexibility; opportunities for independent learners; options for learners to determine their own level of engagement; and fun. The cultural services and tourism sectors should promote their contribution and be represented in Early Years and Learning Partnerships. The forthcoming Learning and Skills Council should seek to establish links with cultural services and tourism. The Best Value initiative and new duty to promote economic, social, and environmental well-being will present local authorities with opportunities to take a holistic approach to strategic planning in the areas of education, lifelong learning, culture, and tourism. The System-wide Collaborative Action for Livelihoods and Environment, or SCALE process, has become one of the Academy for Educational Development's (AED's) and the United States Agency for International Development's (USAID's) most utilized and replicated models, with applications in education, health, natural resources management, tourism, sustainable agriculture, and energy, among others. SCALE was originally designed through the GreenCOM project, which was funded by the USAID/Economic Growth, Agriculture, and Trade Bureau's Natural Resources Management Office and implemented by AED. This paper illustrates how the SCALE model can be modified for use in the context of international workforce initiatives.

Abstract

Developments in vocational education and training (VET) in Tanzania and Zimbabwe since the 1980s were examined in the context of economic reform. Formal VET provision in each country's public and private sectors was reviewed, and case studies of one firm in each country's manufacturing and tourism industries were conducted. The research identified important changes in Tanzania's and Zimbabwe's VET systems since the start of economic reforms. Tanzania's fiscal crisis has forced public sector training institutions to commercialize their training activities. Although Tanzania has made very significant progress in adjusting its VET system to meet the major skill requirements of a rapidly liberalizing economy, economic liberalization has not resulted in the creation of an effective and efficient demand-driven VET system in either Tanzania or Zimbabwe. Unlike the situation in Tanzania, the government in Zimbabwe has not relinquished its tight control over the VET system. Public sector VET there remains supply-driven because of government control of training resources, little involvement of key stakeholders, and massive social demand for postsecondary VET. The following are among the actions required in both countries: (1) create a properly functioning national training agency whose governance and planning structures can respond to the training needs of their main economic sectors; (2) accelerate the pace of organizational reform among public sector training institutions; (3) reform the existing VET qualification and accreditation systems; and (4) establish a coherent strategy for VET for the poor and disadvantaged.
