3. Technological disasters in Asia: Epidemiological profile from the year 2000 to 2021.

Abstract

Background: Technological disasters in Asia have significant public health and environmental implications, but there is limited epidemiological analysis of these events. This study aims to characterize the epidemiological profile of technological disasters in Asia from 2000 to 2021, focusing on morbidity and mortality trends., Methods: A retrospective descriptive observational analysis was conducted using data from emergency events database (EM-DAT), DesInventar, NatCAt, and Sigma. The study categorized disasters into transport, industrial, and miscellaneous accidents. Statistical analyses were used to examine frequencies, trends, and correlations among the different disaster types., Results: From 2000 to 2021, Asia experienced 2333 technological disasters, with transport accidents being the most frequent (55.77%), followed by industrial (26.10%) and miscellaneous accidents (18.13%). The overall trend showed a statistically significant decrease in the frequency of these disasters and in average mortality and injury rates. The study highlighted the varying impact of different disaster types, with industrial accidents causing the highest fatality and affected rates despite being less frequent than transport accidents., Conclusions: The study indicates a declining trend in the frequency and severity of technological disasters in Asia, reflecting improved safety measures and disaster management. However, the high impact of industrial accidents underscores the need for targeted prevention strategies., (© 2024 Wiley Periodicals LLC.)

Abstract

This paper presents an integrative case study of Chile's national strategy of research, development, and innovation (R&D+i) for disaster resilience and progress towards developing the institutional conditions necessary for its successful implementation. The paper covers the period between 2016 and 2021, concentrating on the work of the Chilean Commission of R&D+i for Resilience to Disasters of Natural Origin (CREDEN). Through an analysis of the official records of the initiative at all of its stages, and 29 semi-structured interviews with CREDEN members and stakeholders, we aim to present a successful example of strengthening the role of science and technology in disaster risk reduction. Chile's experience is particularly interesting because its strategy focused on R&D+i and proposed developing an industry of scientific-based technological solutions for disaster resilience. Abstract

In 1946, the British biochemist Joseph Needham returned from a four-year stay in China. Needham scholars have considered this visit as a revelatory period that paved the way for his famous book seriesScience and Civilization in China(SCC). Surprisingly, however, Needham's actual time in China has remained largely unstudied over the last seventy years. As director of the Sino-British Scientific Cooperation Office, Needham travelled throughout Free China to promote cooperation between British and Chinese scientists to contain the Japanese invasion during the Second World War. By rediscovering Needham's peregrinations, this paper re-examines the origins of his fascination for China. First, it contests the widely held idea that this Chinese episode is quite separate and different from Needham's first half-life as a leftist scientist. Second, it demonstrates how the political and philosophical commitments he inherited from the social relations of science movement, and his biochemical research, shaped his interest in China's past. Finally, this paper recounts these forgotten years to reveal their implications for his later pursuits as historian of science and as director of the natural-science division of UNESCO. It highlights how, while in China, Needham co-constituted the philosophical tenets of his scientific programme at UNESCO and the conceptual foundations of hisSCC.

Abstract

It is informed that the situation of scientists, inventors and technologists in developing countries has changed a lot. Many of them can obtain the latest book in any field, they have access to the Internet, may attend some scientific congresses. Still, they face problems of access to and generation of technological and scientific knowledge. Getting into international networks of science and participating in collaborative projects is not always easy. It is opined that governments of developing countries are not always willing to make the efforts that are needed for local science and technology to become capable of sustaining the growth of economy and ensuring their contribution to international science. A country having access to knowledge means the existence of stable groups of scientists and technologists, dedicated to permanent production and transformation of science and technology, and being able to sustain over time the possibility of exchanging new knowledge with members of the world science and technology communities. It also implies the endogenous production of knowledge, and therefore regular flows of information between researcher communities and the economy and polity, both nationally and internationally.

37. Reading Instruments: Objects, Texts and Museums

Abstract

Science educators, historians of science and their students often share a curiosity about historical instruments as a tangible link between past and present practices in the sciences. We less often integrate instruments into our research and pedagogy, considering artefact study as the domain of museum specialists. We argue here that scholars and teachers new to material culture can readily use artefacts to reveal rich and complex networks of narratives. We illustrate this point by describing our own lay encounter with an artefact turned over for our analysis during a week-long workshop at the Canada Science and Technology Museum. The text explains how elements as disparate as the military appearance of the instrument, the crest stamped on its body, the manipulation of its telescopes, or a luggage tag revealed the object's scientific and political significance in different national contexts. In this way, the presence of the instrument in the classroom vividly conveyed the nature of geophysics as a field practice and an international science, and illuminated relationships between pure and applied science for early twentieth century geologists. We conclude that artefact study can be an unexpectedly powerful and accessible tool in the study of science, making visible the connections between past and present, laboratory and field, texts and instruments.

All projects are either ongoing or completed during fiscal year 1985. The summaries include information on objectives, findings, methodology, authorship, and resulting publications/availability. Projects are organized in the following groups: (1) overview projects; (2) human resources (scientists, engineers, and technicians), subdivided according to characteristics, education, employment, and projections; (3) funding of science and technology, subdivided according to government, industry, universities and colleges and others; (4) outputs and impacts, subdivided according to innovations and inventions, bibliometrics, economic implications, and other areas; and (5) international science and technology. Abstract

The National Science Foundation's Divison of Science Resources Studies (SRS) has a legislatively mandated responsibility to collect, compile, and analyze information related to science and technology resources and impacts of those resources. The mandate consistitutes a broad charter requiring diverse activities. The products of these activities are of utility to a heterogeneous clientele, varying from governmental science and technology policymakers to institutional managers and research analysts. Abstract

This document analyzes science and technology activities in the United States and their relationships to the efforts of other major industrialized countries. Abstract

International collaboration in science and technology through joint research and development projects offers opportunities for the United States and foreign governments to leverage research dollars and boost productivity. The experience and information gained from these projects could lead to discoveries and inventions that could spur economic growth in both the United States and abroad. This report provides information on (1) the number of international science and technology agreements active during fiscal year 1997 and (2) the number of these agreements that resulted in research projects or other activities. GAO reviews international science and technology agreements involving the State Department, the Department of Energy, the National Science Foundation, NASA, the National Institutes of Health, the National Institute of Standards and Technology, and the National Oceanic and Atmospheric Administration.
