1. Stock Market Performance and Public Support for Social Security Privatization.

Abstract

Some pundits argue that public support for Social Security privatization is unaffected by stock market downturns. Other commentators contend that slim majorities in favor of privatization fade when financial markets decline or behave erratically. Cross-sectional and longitudinal analyses show that support for privatization rises and falls in tandem with the stock market, especially for the Dow Jones Industrial Average, the Standard & Poor?s 500 index, and an average of the major markets. Therefore, although public opinion toward privatization is generally favorable, support for Social Security privatization depends on how well the markets perform. [ABSTRACT FROM AUTHOR]

2. Value Maximization as an Ex-Post Consistent Firm Objective When Markets are Incomplete.

Abstract

In competitive economies with private firm ownership, incomplete markets, and firm shareholders changing over time, several firm objectives have been proposed. Some are useful to understand efficiency of equilibria, and others are explicitly consistent with majority shareholder control or collective choice rules, but it is not always clear if versions of each type are consistent with versions of the other type. This paper shows that ex-post, value maximizing rules, (including those proposed by Dreze, and Grossman and Hart,) are consistent with shareholder preferences in such economies; that is, along the equilibrium path, in every period and state of the world, every coalition of a firm's shareholders in that period and state approves a value maximizing production plan. This result applies to cases when shareholders within a firm and across firms can form coalitions, and when stock trading can be ex-dividend or cum-dividend, and with a combination of both. This result does not resolve the problem of inefficiency of stock market equilibria, or that of ex ante disagreement among shareholders. It can help understand when firm objectives with some desirable properties are consistent with a particular version of shareholder control, and it provides a stability criterion (in terms of robustness to shareholder coalitions) for organizing productive resources in such economies. Abstract

Investing in the Indian capital market is sometimes called the great paper chase. Share certificates come in tiny lots of 50 to 100 shares, clean deliveries are uncertain and the process of transfer can take up to a year at the end of which an investor may discover that his shares are fake, stolen or lost. Given the cost and perils of dealing in paper, fund managers should ordinarily have cheered the Securities Exchange Board of India's decision to give a boost to paperless trading. In fact, they are miffed because the regulator's deadline to institutional investors, could actually force them to offload some of their prized holdings. Retail investors have been exempted from the compulsory dematerialized trading deadline and this exclusion, fund managers fear, will suck out the liquidity and value of their holdings in these stocks. India launched a paperless market on the National Stock Exchange, the country's largest stock market but volumes on this segment are insignificant compared with that in the paper market.
