Some papers kept in the Foggia State Archive reveal a little-known crosssection of the migratory phenomenon between the two southern shores of the Adriatic in the early nineteenth century. It consisted in the mutual displacement of "foreigners" who reached the coasts of the Kingdom of the Two Sicilies and depleted then inhabitants to be used, in all probability, for slave duties. One of the most striking episodes of aggression was recorded in Monte S. Angelo in 1804, when a group of unfortunates was captured by unidentified foreigners. The story can be reconstructed thanks to a series of documents, including the declaration made by the prefect of Lucera who intended to initiate, by faith of slavery, the procedure for their freedom. The expulsive phenomenon, which therefore did not stop at the old regime but persisted even after the Enlightenment claim of fundamental rights, deserves to be reconstructed with particular regard to the historical-juridical implications: it generated - still in the 19th century - serious consequences of public order, which deeply affected the southern society, its perception of insecurity, trust feelings between population and institutions. L’articolo ricostruisce le fasi fondative della Pontificia commissione di assistenza (creata nel 1944 e trasformatasi, nel 1953, in Pontificia opera di assistenza) sulla base di ricerche rese possibili dall’apertura alla consultazione dei fondi archivistici relativi al pontificato di Pio XII. Partendo dalle attività assistenziali messe in campo dall’ente pontificio, se ne descrivono gli intrecci con il welfare pubblico italiano tra questioni istituzionali, processi politici e logiche finanziarie. In ultimo, il contributo mette a fuoco l’attività rivolta al mondo del lavoro, in una rete di capillare sindacalizzazione non convenzionale condotta, ad esempio, attraverso organizzazioni di categoria, le Pie unioni, sorte, soprattutto nel Mezzogiorno, proprio all’interno dell’ambizioso progetto assistenziale vaticano. The article reconstructs the initial phases of the Pontificia commissione di assistenza (created in 1944 and transformed, in 1953, in Pontificia opera di assistenza) after the opening to consultation of the Pio XII archives. Starting from the welfare activities realized by the pontifical institution, the paper traces the intertwining with the Italian public welfare, analyzing institutional issues, political processes and financial strategies. In the end, the essay analyzes the activity aimed at workers, forming a network of capillary unconventional unionization realized, for instance, through the Pie unioni: trade organizations created, especially in Southern Italy, within the ambitious Vatican welfare project.

The southern question is still the biggest unresolved problem in the history of the Italian state. It constitutes the most accentuated and pervasive case of economic dualism of the entire industrialized West, where there is no state other than Italy in which 40.8% of its territory (the South) and 34.2% of the national population have per capita income of only 56% of that of the remaining part of the country (the Centre-North). This dualism already existed in 1861 when the Kingdom of Italy was born. Since then, despite the great development of the Italian economy as a whole, and therefore also of the South, the economic and social difference between North and South has progressively increased, except in the period 1962–73, when the Italian state made a great effort to reduce the gap. Starting from the 1970s, the weak performance of the South has been a powerful factor in slowing the economic and social development of Italy and weakening, both in the North and in the South of Italy, the sense of belonging to a single national community. The article comments on some of the points raised at the Second Conference of the Cassa per il Mezzogiorno, and at the related meeting organised by the SVIMEX, both held in Naples in November, 1953. Besides reporting on some of the dimensions of the problem of raising the level of investment and income in the South as they were described in the paper presented for discussion at the Conference by Professor P. Saraceno, it takes up some controversial interpretations of the application of multiplier analysis to this problem. It points to a consequent difference of views, which found expressions at the Conference, concerning the distribution of “sacrifices” and “benefits” of the investment programme, and to the importance of this difference in connection with the establishment of policy norms. In the recent debate in Italy regarding its Southern policy, the view taken by most “Southernists” was that “emigration” to the North is not a factor helping to promote industrial development in the South itself, but merely a substitute for such development. Conversely, the present article argues that in certain circumstances, such as with the Italian Mezzogiorno, the relief of population pressure in an area can have a positive role in facilitating that area’s economic development. The author sets out in rough quantitative terms the aspects of the Southern problem which make it appear that a redistribution of population between South and North is in fact a necessary part of the solution. After the Second World War, Italian public opinion showed an unexpected interest in the age-old problem of backwardness in the South of Italy. With the reconstruction it became clear that it was not possible to avoid raising the issue of a specific economic policy for the South. Until 1949, emergency measures were taken to deal with the most elementary organizational deficiencies. With the establishment of the “Cassa per il Mezzogiorno” in 1950, a new policy had begun. The case of Italy is especially suitable to show that market forces and economic integration are not sufficient to eliminate economic dualism. JEL: O14, O18, O20, O52

16. LONGEVITÀ E CAPACITÀ DI RESILIENZA DELLE IMPRESE FAMILIARI NELLA PROVINCIA DI SALERNO FRA XX E XXI SECOLO.

In the second half of the twentieth century, the Salerno province represented one of the most important industrial reality of the southern Italy. After Second World War, the Salerno province industry lived an intense growth, mainly thanks to the aids for the southern Italy. There were not many steelworks, petrochemical and engineering mills, compared to other areas of the southern Italy, but there was a lively movement of small and medium industries, especially in manufacturing. Among the seventies and eighties the national and international crisis damaged the Italian economy and also other Western economies. In the Salerno province, the state enterprises, those belonging to the foreign multinationals or the great enterprises of the northern Italy, were the worst hit by the crisis. On the other hand, although with uncertainty, many local enterprises managed to have a continuous development. They were mainly family businesses, created and managed by the Salerno province entrepreneurs, expression of the territory, the culture, the traditions that have been able to take energy from the local context and the resources to aim at the excellence. To this today, though forty years of special legislation for the southern Italy are not enough to launch a continuous development and in particular an independent development of the southern enterprises, the industrial development of southern Italy is linked to small and medium enterprises, especially in the manufacturing sector. Among the several experiences of local and family capitalism of the southern Italy, I have chosen to analyze one of the entrepreneurial reality more long-running of the Salerno province. It is the system of enterprises of the Di Mauro family from Cava de'Tirreni. Since the end of nineteenth century, the Di Mauro family was able to establish, expand and reinvent its business in the field of printing, publishing, and converting industry, passing unscathed to the difficult junctures of the twentieth century, and now coming to be very important in the business of the southern Italy. Cet article aborde une tradition historiographique qui a imputé au long règne angevin la formation de groupes de pouvoir qui ont constitué les élites politiques du Mezzogiorno continental dans un cadre cristallisé déjà au xive siècle. À travers les principaux axes de recherche suivis ces dernières années, qui ont conduit à un renouveau global de l’historiographie, on enquête sur la relation avec la cour et le servitium regis, sur le rôle de la capitale et sur les contextes citoyens et seigneuriaux. Le but est de repérer s’il y avait des virages chronologiques, qui contribuèrent à définir les aspects identitaires des groupes de pouvoir politique entre la fin du xiiie siècle et la moitié du xve siècle. This article reflects on a historiographic tradition that has blamed the long reign of Angevin for the formation of power groups destined to form the political elites of the continental Mezzogiorno in a crystallized picture, already in the fourteenth century. Through the main lines of research followed in recent years, which have led to a complete renewal of angioinist historiography, it investigates both the relationship with the court and the service regis, the role of the capital and the urban and stately contexts. The aim is that of identifying chronological hairpins, whether there were, that helped to define the identity aspects of political power groups between the end of the 13th century and the middle of the 15th century. L’articolo riflette su una tradizione storiografica che ha imputato al lungo regno angioino la formazione di gruppi di potere destinati a costituire le élites politiche del Mezzogiorno continentale in un quadro cristallizzato già nel XIV secolo. Attraverso i principali assi di ricerca seguiti negli ultimi anni, che hanno portato ad un complessivo rinnovamento della storiografia angioinista, si indaga sia sul rapporto con la corte ed il servitium regis, che sul ruolo della capitale e sui contesti cittadini e signorili, con lo scopo di individuare se ci furono dei tornanti cronologici che contribuirono a definire gli aspetti identitari dei gruppi di potere politico tra la fine del XIII secolo e la metà del XV.

Da pochi anni gli studiosi si sono dedicati alla prosopografia quale prospettiva globale utile alla ricerca sulla storia dell’Italia meridionale. Seguendo questa nuova tendenza, mi sono focalizzato sui vescovi e sulle diocesi del primo regno angioino nel Mezzogiorno lungo tutto il mio programma di dottorato. Il risultato è stato la produzione di brevi biografie relative ai vescovi di Molise, Puglia e Basilicata attestati nel periodo compreso tra il 1266 e il 1310. In questo lavoro ho intenzione di presentare gli aspetti metodologici e i risultati più significativi della mia tesi di dottorato. In particolare vorrei sottolineare gli aspetti innovativi, che ho individuato nell’ambito dell’intricata rete di relazioni e interessi tra i potentati locali, la corona angioina e il papato. Questo vorrebbe essere il primo passo per una nuova trattazione sugli studi ecclesiastici in merito alla storia delle istituzioni diocesane nel Mezzogiorno italiano. Since a few years, scholars have been using the prosopography as a global perspective in order to help the research on Southern Italy history. Following this new trend, I have focused my attention on the bishops and dioceses during early Angevin reign in Southern Italy throughout my doctoral programme. I have produced brief biographies concerning the bishops of Molise, Puglia e Basilicata attested in the period from 1266 to 1310. My intent is to provide the methodological aspects and share the most important results of my doctoral research. In particular, I would like to underline the innovative aspects, which I found within the complicated net of relations and interests among the local ruling classes, the Angevin Crown and the Papacy enlightened in my work. This approach aims at being the first step for a new deal in the Ecclesiastical studies about the diocesan institutions’ history in Southern Italy.

L'articolo si occupa di uno scrittore dalla peculiare indole odeporica come Franco Arminio (Bisaccia, 1960), e in particolare del suo Viaggio nel cratere, un libro importante nel quale prende forma la nuova disciplina fondata dall'autore, la paesologia. Pubblicata nel 2003, ma fortemente radicata nell'ultimo Novecento e in quel trauma di lunga durata che è stato il terremoto del 1980, l'opera segna un nuovo modo di viaggiare e di guardare al Mezzogiorno con uno sguardo letterario - certamente memore dell'esperienza fondamentale di Celati - e insieme antropologico. La paesologia, intesa come una forma di attenzione e di clemenza nei confronti dei piccoli paesi, dei loro abitanti e delle cose apparentemente marginali che vi si trovano, in realtà sa dirci molto sul mondo in cui viviamo. This article focuses on a very particular travel writer - Franco Arminio (born in Bisaccia, 1960) - and, specifically, on his travelogue Viaggio nel cratere. In this important work a new trend, paesologia (a combination of ethnology, poetry and geography), takes shape. Published in 2003, but deeply influenced by the last decades of the 20th century, in particular the enduring legacy of the 1980 Irpinia earthquake, this work represents a new way of travelling through and understanding Southern Italy. Both a literary and anthropological approach are visible here, bringing associations with the work of Gianni Celati. Paesologia is a form of attention and mercy towards small villages, their inhabitants and the apparently marginal things one can find there, and, as such, it tells us a lot about the world we live in.

L’importanza del settore manifatturiero meridionale poggia sull’attrattività internazionale dei suoi prodotti di eccellenza. Le filiere agroalimentare, abbigliamento-moda, automobilistica, aeronautica (le cosiddette 4A) e farmaceutica, in particolare, esprimono oltre il 40% del valore aggiunto manifatturiero dell’intera area, assumendo dunque grande rilievo per il peso sull’economia interna, per il contributo al sistema economico nazionale e internazionale, per l’elevato effetto indotto. L’analisi mostra inoltre che si tratta di settori particolarmente internazionalizzati e aperti anche a mercati al di fuori dell’Unione Europea. Il contributo si propone di indagare, pertanto, i punti di forza, quelli di debolezza e le potenzialità di queste filiere, che, pur non racchiudendo l’intero valore produttivo dell’area, rappresentano i settori maggiormente orientati ai mercati esteri e all’innovazione. Obiettivo finale è comprendere quali siano le prospettive per una migliore integrazione nelle catene del valore globali, condizione oramai indiscussa per acquisire maggiore competitività sui mercati internazionali. The importance of the southern manufacturing sector relies on the international attractiveness of its products of excellence. The aeronautic, agri-food, clothing-fashion, automotive and pharmaceutical sectors, in particular, express over 40% of the manufacturing value added in the area and assume therefore great importance both for the economic weight on the internal economy, and for the contribution to the national and international economic system, and for the high induced impact. The analysis also shows that these are internationalized sectors, also open to other markets outside the European Union. This contribution aims to investigate strengths, weaknesses and potentials of these chains, which, although not including the entire production value of the area, represent the sectors most oriented to foreign markets and innovation. The objective is to understand the perspectives for a better integration in global value chains that is a fundamental condition for gaining greater competitiveness on international markets.

Il saggio ricostruisce il rapporto tra agricoltura e allevamento che ha connotato le campagne del Mezzogiorno d’Italia nel corso del XX secolo, privilegiando il nesso tra bisogno e disponibilità di letame per la rigenerazione e conservazione della fertilità dei suoli agricoli. L’Italia meridionale è rimasta sostanzialmente estranea al processo di integrazione tra agricoltura e allevamento che, incarnato dalla diffusione delle colture foraggere e dall’intensificazione dell’allevamento bovino a carattere stallino, ha contrassegnato tra Settecento e Ottocento le campagne del Nord Europa e più tardi dell’Italia padana. Qui, nella sezione meridionale della Penisola italiana, agli inizi del Novecento le colture foraggere, a causa anche delle difficoltà ambientali, restavano confinate in ambiti assolutamente ristretti ed il patrimonio zootecnico del tutto incapace, per dimensioni, composizione per specie e sistemi di allevamento, a soddisfare i bisogni di concime organico dell’agricoltura, dominata dalla coltura cerealicola. La pastorizia ovina transumante costituiva la componente assolutamente prevalente e anche per il bestiame bovino all’esigua dotazione si univa, ad eccezione di qualche ristretta zona, il predominio quasi assoluto del sistema di allevamento brado. Questa condizione di assoluta insufficienza e di debole rapporto, quasi di separata convivenza, con la pratica agricola si è accentuata tra le due guerre, per effetto della politica agraria del fascismo. Nella seconda metà del Novecento, lo sviluppo dell’agricoltura industriale, con la crescente meccanizzazione dei processi produttivi e la forte dilatazione della concimazione chimica, e la parallela intensivazione e specializzazione produttiva dell’allevamento hanno sancito anche nel Mezzogiorno, in piena uniformità con quanto avveniva nell’Italia centro-settentrionale e in tutto l’Occidente europeo, la definitiva separazione tra le due forme di attività. This essay retraces the relation between agriculture and livestock farming having connoted the countryside of the South of Italy during the 20th century, privileging the connection between need and availability of manure for the regeneration and conservation of the agricultural soil fertility. Southern Italy has substantially remained alien to the process of integration between agriculture and livestock farming which, represented by the diffusion of the fodder cultivations and by the intensification of the stalled bovine breeding, marked between the centuries XVIII and XIX the countryside of Northern Europe and of Northern Italy later. Here, in the southern section of the Italian peninsula, at the beginning of the 20th century the fodder cultivations, also in consequence of the environmental adversities, were limited to some very restricted areas and the livestock was completely unable, owing to its dimensions, present animal species and breeding systems, to satisfy the organic fertilizer needs of the agriculture, dominated by the cereal farming. The transhumant sheep-breeding was the absolutely prevalent part and also for the bovines to the scarce quantity of animals was added, except some limited areas, the nearly absolute predominance of the wild breeding system. This condition of absolute shortage and of weak connection, almost of separate coexistence, with the agricultural work intensified between the two world wars, in consequence of the agrarian policy of Fascism. During the second half of the 20th century, the development of the industrial farming, with the mechanization of the productive processes and the growing use of the chemical fertilizers, and the simultaneous intensification and productive specialization of the livestock farming have determined also in Southern Italy, uniformly with what happened in the centre-northern Italy and in all Western Europe, the definitive separation between the two types of activity.

Existe-t-il encore aujourd’hui une « question méridionale » en Italie ? L’évolution économique du pays a fait en sorte que le niveau des revenus et la qualité de la vie ont beaucoup progressé même dans les régions du Sud. Les différents indicateurs placent le Midi italien au-dessus des valeurs moyennes qu’on relève dans presque tous les États européens ayant récemment intégré l’Union européenne. Des causes de malaise subsistent cependant. L’auteur les perçoit surtout dans les plus grandes aires métropolitaines. On remarque ici le rôle négatif des comportements politiques et des stratifications culturelles. Dans les villes les plus grandes, on a mené des actions de marketing urbain qui ont surtout favorisé le tourisme. Le bien-être qui en est résulté est limité à quelques catégories et concentré dans des zones étroites. Pour atténuer ce qui fait la « différence » du Midi italien et surtout pour effacer les aspects culturels négatifs qui affectent l’identité des gens du Sud, la voie la plus efficace serait, semble-t-il, une politique de réaménagement progressif du territoire : ouvrir les frontières des « ghettos urbains » où se perpétue une culture de subordination et de déviance. è possibile parlare ancor oggi in Italia dell’esistenza di una « Questione meridionale » ? L’evoluzione economica del Paese ha fatto sì che anche livello dei redditi e qualità della vita siano molto migliorati nelle regioni meridionali. Diversi indicatori collocano il Mezzogiorno italiano al disopra dei valori medi che si riscontrano in quasi tutti gli Stati europei che entraro nell’Unione Europea. Permangono però condizioni di malessere, che l’A. individua soprattutto nelle maggiori aree metropolitane del Sud. Qui si avverte il ruolo negativo di comportamenti politici e di stratificazioni culturali. Nelle città maggiori si è dato vita ad azioni di marketing urbano che hanno incrementato soprattutto il turismo. Ma il benessere che ne è derivato appare limitato a poche categorie ed è concentrato in aree ristrette. Per attenuare la « diversità » del Mezzogiorno, soprattutto al fine di attenuare aspetti culturali che possono contrassegnare in negativo « l’identità » dei meridionali, è ragionevole pensare che la via più efficace sia una politica di progressivo riordino del territorio. Aprire i confini dei « ghetti urbani » dove si perpetua una cultura della subalternità e della devianza. The economic evolution of Italy improved the incomes and the quality of life in its Southern regions. Several indicators place Southern Italy above the average values we can observe in almost all the European countries which recently joined the European Union. So, is it still possible to talk about a « southern problem » in Italy? However, there are some conditions of malaise, that the author identifies especially in the main Southern metropolitan areas where we can perceive the negative role of political behaviours and cultural stratification. In the most important towns a few actions of urban marketing have increased above all tourism. But the wealth which derived from these actions seems limited to few categories and it is concentrated within narrow areas. In order to weaken the « difference » of the South, and, above all, the cultural factors that can mark in a negative way « the identity » « of Southerners », we can assume that the most effective way is a policy of progressive reorganization of the territory. Opening the borders of « urban ghettos » where a culture of subordination and deviation is perpetuated.

La provincia di Salerno ha rappresentato, nella seconda metà del Novecento, una delle realtà più rilevanti del Mezzogiorno d’Italia sotto il profilo industriale. Nel secondo dopoguerra l’industria nell’area salernitana visse un’intensa crescita, soprattutto grazie agli aiuti per il Mezzogiorno. Rispetto alle altre aree del Sud Italia, non vi furono grandissimi stabilimenti siderurgici, metalmeccanici e petrolchimici ma vi fu un movimento vivace di piccole e medie industrie soprattutto nel settore manifatturiero. Tra gli anni Settanta e Ottanta le crisi nazionali e internazionali segnarono il passo dell’economia italiana e più in generale di tutte le economie occidentali. Nella provincia di Salerno le fabbriche statali, quelle appartenenti a multinazionali estere o alle grandi imprese del settentrione furono le più colpite dalla crisi. Al contrario molte aziende locali riuscirono, sebbene con momenti di incertezza, ad avere un ciclo di sviluppo ininterrotto. Si tratta principalmente di imprese familiari, create e gestite da imprenditori salernitani, espressione del territorio, della cultura, delle tradizioni, che hanno saputo trarre dal contesto locale le energie e spesso le risorse per puntare all’eccellenza. Ancora oggi, sebbene quarant’anni di legislazione speciale per il Mezzogiorno non siano bastati a mettere in moto uno sviluppo duraturo e soprattutto autonomo delle imprese meridionali, lo sviluppo industriale meridionale è legato alle piccole e medie attività imprenditoriali operanti soprattutto nel settore manifatturiero. Tra le diverse esperienze di capitalismo locale e familiare di quest’area del Mezzogiorno si è scelto di analizzare una delle realtà imprenditoriali più longeve della provincia salernitana: il sistema di imprese della famiglia Di Mauro di Cava de’Tirreni. Dalla fine dell’Ottocento, la famiglia ha saputo affermare, espandere e reinventare la propria attività nel campo della tipografia, dell’editoria, e della cartotecnica, passando indenne per le difficili congiunture del ’900, e giungendo a essere attualmente una realtà di punta nel tessuto imprenditoriale del Mezzogiorno.In the second half of the twentieth century, the Salerno province represented one of the most important industrial reality of the southern Italy. After Second World War, the Salerno province industry lived an intense growth, mainly thanks to the aids for the southern Italy. There were not many steelworks, petrochemical and engineering mills, compared to other areas of the southern Italy, but there was a lively movement of small and medium industries, especially in manufacturing. Among the seventies and eighties the national and international crisis damaged the Italian economy and also other Western economies. In the Salerno province, the state enterprises, those belonging to the foreign multinationals or the great enterprises of the northern Italy, were the worst hit by the crisis. On the other hand, although with uncertainty, many local enterprises managed to have a continuous development. They were mainly family businesses, created and managed by the Salerno province entrepreneurs, expression of the territory, the culture, the traditions that have been able to take energy from the local context and the resources to aim at the excellence. To this today, though forty years of special legislation for the southern Italy are not enough to launch a continuous development and in particular an independent development of the southern enterprises, the industrial development of southern Italy is linked to small and medium enterprises, especially in the manufacturing sector. Among the several experiences of local and family capitalism of the southern Italy, I have chosen to analyze one of the entrepreneurial reality more long-running of the Salerno province. It is the system of enterprises of the Di Mauro family from Cava de’Tirreni. Since the end of nineteenth century, the Di Mauro family was able to establish, expand and reinvent its business in the field of printing, publishing, and converting industry, passing unscathed to the difficult junctures of the twentieth century, and now coming to be very important in the business of the southern Italy.
